Mr. Chancellor [of the Exchequer] comes in and signifies his Majesty's pleasure that the three undernamed pensions be paid at the Exchequer: viz.
Lord Ross, 1,000l. per an. to commence from Michaelmas last.
Lord Byron, 600l. [per an.] from Lady day last.
Lord [Thomas Grey, Earl of] Stamford, 1,500l. [per an.] from Michaelmas last.
Prepare [royal] warrants accordingly.
The Chancellor likewise signifies his Majesty's pleasure that a [royal] warrant be prepared for 400l. per an. to Sir William Gostwick to commence from Lady day [last anno 1717] and to be payable by Mr. Clayton.
Issue 7,500l. to the French Protestants on the order for 15,000l. signed in that behalf.
Write to [Lord Lieutenant of] Ireland to [order the Government there to] repay to the Office of Ordnance [in London] the money remaining due for arms, ammunition &c. [supplied to Ireland and still remaining due] to that Office. Ibid., p. 116.

My Lords direct a warrant to the Auditor et al. of the Receipt to issue to John Aislabie, the Treasurer of the Navy, the sum of 28,718l. out of loans to be made by himself on credit of the Land Tax 1717: interest at 4 per cent. on the tallies and repayment orders for same is to commence from the dates [of the loan or loans]: the said sum to be applied as follows: viz.

Prepare a sign manual to the Keeper of the Seal which is kept in lieu of the great seal of Scotland and to the Barons of the Exchequer [there] and all other officers concerned, not to proceed in the execution of a warrant lately signed by his Majesty in favour of John Ewing [appointing him] Chamberlain and Collector of the Feu Duties payable out of the Earl of Mortoun's estates in Orkney and Zetland.
Prepare a [royal] warrant for 300l. as of his Majesty's royal bounty to Henry Schröder [on the which of which sum] Mr. Lowther [is] to pay the [Exchequer] fees. Treasury Minute Book XXIII, p. 118.

My Lords direct [the issue of] the sum of 8,280l. 1s.d., being what remains to complete 1716 Xmas coinage [of tin in Devon and Cornwall] to be issued to Mr. Edward Elliot, Receiver and Paymaster [of tin], out of money in the Exchequer arisen by sale of tin and loans on sale of tin.
Repeat the orders to the Agents for Tin in the counties of Cornwall and Devon [viz. for them] to give my Lords an account what money is in their hands arisen by sale of tin in the country. Treasury Minute Book XXIII, p. 120.

Write to the Commissioners of Customs in Scotland to send my Lords a list of the collectors and tidesurveyors employed under them, with the character of each officer as to his skill and ability in executing his office.
Upon hearing the Countess of Dorchester and Lady Letitia Russell upon the subject matter of the account transmitted by the Commissioners of the Revenue in Ireland of the money remaining in the hands of the said Countess's agent applicable to an annuity [of] 600l. granted to the said Lady Russel out of the rent of 1,500l. per an. reserved on the grant made to the said Countess of certain quit rents in Ireland, my Lords do direct the Commissioners of the Revenue in Ireland to hear all the parties and all the officers that are or have been employed in the collecting or receiving the quit rents granted [by James II] to the Lady Dorchester under the rent of 1,500l. per an. out of which a grant of 600l. per an. was made to Lady Letitia Russel, and to state the account as it appears to them upon the hearing, as well as [of] what money arising by the said rents above the 3,500l. per an. (which the Lady Dorchester is entitled to receive) remains in the hands of her agents or the collectors or tenants of those rents respectively. Treasury Minute Book XXIII, p. 121.

General Wills and Sir Biby Lake attend and a representation of Sir Biby's is read praying that my Lords will please to give immediate directions that either the estate of Peters (whose debt to the Crown as Receiver [General of Taxes] for Hertfordshire Sir Biby has engaged to pay) may be granted and assigned to him or that the clothing assignments deposited by him in order to pay the said debt (which assignments are claimed by General Wills) and the 2,257l. 14s. 10½d. already paid into the Exchequer in part of the [said Receiver's debt of] 13,149l. 10s.d. may be re-delivered to him upon his giving Mr. Wills security for the same and for what interest the General [Wills] can make appear he hath in them. The record from which this and the subsequent like entries are taken is entitled “Memorials, petitions and other papers read before the Right Honourable the Lords Commissioners of His Majesty's Treasury and the directions given by their Lordships thereupon.”This record represents one of the several attempts at evolving a Register of [incoming] Treasury Papers. A previous volume, T. 4, 19, covering from the 14th Oct. 1713 to 2nd Nov. 1714, has been calendared in situ, supra, Calendar of Treasury Books, Vol. XXVII, pp. 384–489; Vol. XXVIII, pp. 1–70; Vol. XXIX, pp. 1–23.A still earlier form of Register of Papers called the Alphabetical Register covering the period 1 May 1702 to 14 July 1702 is printed as an appendix to Vol. XVII, pp. 436–80 of this Calendar and succeeding portions in Vol. XIX, pp. 79–88; Vol. XX, pp. 101–217; Vol. XXIV, pp. 563–606. See the note Vol. XVII, p. 104 and p. 436 concerning the nature of that record.Although the record here calendared, T. 4, 20, commences with an entry of the Treasury Lords' names on the 6th June 1717 it will be noticed that the Treasury Minute Books contains no entry of a meeting of the Treasury Board on that day. This is followed by entries of date June 7, on which day there was a Board meeting, and then of 12 and 17, on both which days there is no entry of a Board meeting. The explanation can only be that the Chancellor of the Exchequer as being then the first Lord made these orders of reference on his own authority as a more matter of Office routine. It will be seen from the Board minutes that these orders of reference were not reported to the Board nor confirmed by it.Throughout this volume, which extends from 6 June 1717 to 10 July 1718 the entries are arranged in three columns headed respectively:(1) petitions, memorials &c. this day read.(2) the directions [made thereupon].(3) to whose hands the said petitions &c. were delivered. The names of the Treasury clerks in this column afford a clue as to the early division of Treasury work into separate compartments or divisions.
