Dec. 2, Monday.	Entry of petitions, memorials &c. this day read. Petition of George Oldner about the re-admeasurement of keels. My Lords think this is proper to be moved for in Parliament: the petitioner to apply [to Parliament] accordingly. Petition of Peter Gard for a reward for discovering the mistake in computing unrated East India goods. Mr. Score (who pretended to be first discoverer of this) to make an answer [hereto]. Mr. Burton's letter about the Savoy rents. [Send] to Mr. [Auditor] Jett for a state of Mr. Burton's accounts for three years as they are made up by him. [Send also] to the Exchequer for an account of all the fines paid in by the tenants for seven years. Ibid., p. 53.
Dec. 3. Treasury Chambers, Whitehall.	Present: Lord Stanhope, Mr. Wallop, Mr. Baillie, Mr. Micklethwaite. See what is unpaid on the Tin Register. After the principal and interest on loans on Tin at the Exchequer is satisfied my Lords will apply the remaining money towards discharging what is due to Foreign Ministers in the [late] Queen's time. Dec. 4, Wednesday.	Entry of petitions, memorials &c. this day read. Petition of John Apletre, Esq., about the office of Water Bailiff of the river of Severn. Referred to the Surveyor [General of Crown] Lands. Mr. Secretary Addison's letter about Mr. Brand, the Embellisher [of letters, diplomata &c.]. To be paid by Mr. Lowther. Dec. 5. Treasury Chambers, Whitehall.	Present: Mr. Baillie, Mr. Micklethwaite. The Victualling Commissioners [are] called in. Their representation is read concerning a quantity of salt lately arrived from Scotland, wherein they set forth several reasons to induce my Lords to excuse them from having the disposal of the same committed to the charge of their Office. My Lords direct a letter to be sent to the [said] Commissioners requiring them to receive the said salt lately arrived as aforesaid (consigned to them by the Customs Commissioners in Scotland pursuant to the Treasury Lords' warrant) and to inform them [the said Treasury Lords] of the nature, quantity and value of the same; and to propose how and in what manner it may be disposed of for his Majesty's service; directing them likewise to pay the freight and charges attending the importation of the said salt and to bring them [the said items] to account so as this and all other charges thereupon may be reimbursed out of moneys arising by sale of the said salt. Dec. 5, Thursday.	Entry of petitions, memorials &c. this day read. Mr. Cracherode's report on Mr. Brace's petition. My Lords agree to the report. The case of James Philips, Receiver of Land Tax for Co. Glamorgan &c. read. My Lords cannot give a preference to the petitioner, he having received ¼ [a quarter of what was] reported due to him with [at the same time as or in the same way as] the rest of the Receivers. Dec. 6, Friday.	Entry of petitions, memorials &c. this day read. Letter from the Lord Lieutenant of Ireland about the arms sent from Holland to Ireland in the time of the late Rebellion. Dec. 7, Saturday.	Entry of petitions, memorials &c, this day read. The memorial from the Commissioners of Trade for the [payment of] their salaries. Ordered to Midsummer 1717. Widow Boden's memorial for a pension. Read. The report on the petition of Vaughan Philips for Anthony Stockwell to be his Deputy. Agreed. Ibid., p. 57.
Dec. 9, Monday.	Entry of petitions, memorials &c. this day read. Memorial of Capt. Greenham about some old houses in Rosemary Lane. Referred to the Surveyor General of Crown Lands. William Tate's petition for his liberty. Send to the Customs Commissioners to hasten their report. Petition of Robert Petre to succeed Mr. Claypole, a Custom House officer. [My Lords order the] Customs Commissioners to present him if the person he mentions be superannuated. Letter from John Creswick about a Custom House officer. Enquire if the presentment be come from the Custom House. A grant from the Crown of the Lordship called Nesbruch [Knaresbro] in Yorkshire. Enquire of the Surveyor [General of Crown Lands] when this grant was made and to whom, for what term of years and when expired. Ibid., p. 58.
Dec. 12. Treasury Chambers, Whitehall.	Present: Lord Stanhope, Mr. Wallop, Mr. Baillie, Mr. Micklethwaite. Prepare a warrant for 50l. bounty to — Child, and 100l. bounty to — Maine: [to be paid by the hands of] Mr. Lowther. Mr. Lowman comes in and acquaints my Lords that he having after the decease of the Prince of Denmark signed a receipt for all his R[oyal] H[ighness's] plate (delivered then into his custody by a list) and there having been since that time several parcels of the said plate delivered out by order to several persons in the King's family, he prays to be discharged of the said [parcels of delivered] plate. [My Lords direct] Mr. Lowman to speak to Mr. Scarburgh, late one of the Greencloth, to send to my Lords the privy seal and the list signed by Mr. Lowman of the said plate, which my Lords will direct to be compared with the privy seal [passed] for discharge of the administrators of the late Prince of Denmark. [My Lords order] 50l. to Mossom Wye as royal bounty: [to be payable by the hands of] Mr. Lowther. Dec. 12, Thursday.	Entry of petitions, memorials &c. this day read. Letter from Lord Sunderland with an account of Sir Solomon de Medina. Read: to be brought in when Lord Stanhope is here. A letter from Thomas Etheridge for an employment in the Customs. The petitioner [is] to solicit this affair at the Custom House. Letter from Mr. Stanyan (for Mr. Secretary Addison) enclosing the House of Commons' Address (fn. 1) to the King for an account of the debt due to the Sufferers [in the Island] of Nevis and St. Christopher; and the state of the revenues of Minorca. The papers relating to Minorca are laid before the House this day. Write to the proper officers for the St. Christopher [and Nevis sufferers'] debt. Letter from the Commissioners of the Revenue in Ireland acquainting my Lords that they have complied with their commands about the collectorship of Cork. Read. Register of Papers T 4/20, p. 59.

Petition of Eliner Wren, widow. [Referred] to the Admiralty Lords. Mr. Merrill's report on Sir Charles Hotham's petition. Prepare a warrant. The Lord Chamberlain's warrant for an engine to be fitted in the canal [head in St. James's Park]. Referred to the [Principal] Officers of the Works. Ibid., p. 60.
Dec. 16, Monday.	Entry of petitions, memorials &c. this day read. The Bishop of London's letter for 1,000l. to the poor of London. Prepare the usual warrant. Mostyn Wye, petition. [My Lords order him] 50l. [as royal] bounty per [by the hands of] Mr. Lowther. Ibid., p. 61.
Treasury Chambers, Whitehall.	Present: Lord Stanhope, Lord Torrington, Mr. Baillie, Mr. Micklethwaite. [Write] to the Excise Commissioners to prepare and lay before my Lords an account of the increase and decrease of the revenue arising by the Duty upon spirits extracted from malt, to wit for five years, distinguishing the same yearly. [Write] to the Inspector General [of Customs] for an account of the Customs on goods exported and imported for the year ending at Xmas 1716 and to make up the like account to Xmas 1717 and to transmit the same to my Lords (if possible) before the Parliament rises. The clerks and underclerks [of the Treasury] are directed not to lay any warrants, orders &c. upon the [Treasury] Lords' table for their signing unless directions have been given for the same by three or more of their Lordships. Letter from Lord Sunderland, with an account of Sir Solomon de Medina. Direct the Auditors [of Imprests] to prepare a warrant for his Majesty's sign manual according to the report of the Commissioners for Stating and Determining the Army Debts; except the sum of 3,323l. 2s. 8½d. Mr. Wood's memorandum about piracies committed in America. Read. The Board of Ordnance [their] letter [of demand] for 59,981l. 0s. 8½d. Read. Mr. Lansdale [Lonsdale] to attend on Monday sevennight. Memorial from the Commissioners of the Equivalent: with a state of their case. Send the state with the petition to the Attorney General and desire him to consider whether any public money of the year 1716 (if such there were) may be issued to satisfy the petitioners' demand. The petition of the Master of [the King's] Barges &c. Agreed to. The petition of the Officers of Sir Charles Hotham's Regiment. [My Lords order] Lord Carnarvon [late Paymaster of the Forces Abroad] to prepare an account of the several arrears of pay and subsidy claimed for foreign Princes and States incurred before his Majesty's accession to the Crown, to be laid before the House of Commons in order to their being examined and stated pursuant to his Majesty's intentions signified in his most gracious speech to both Houses of Parliament the 21 Nov. 1717. Dec. 20.	Entry of petitions, memorials &c. this day read. Memorial of Major General Sabine about the Royal Regiment of Welsh Fuzileers. Query, how Brigadier Bowls and Bland were paid? Memorial of Thomas Moore, Esq., late Paymaster General [of Army Debentures]. The same to be done in this case as in my Lord Carnarvon's. William Tyndale, [his] letter. Write to the Commissioners of the Revenue in Ireland to return an answer to that of my Lords of the 12th of November last. Mr. Wynne [his] letter recommending Mr. Lloyd to be an officer in the Customs. Ordered. Mr. England's letter about Mr. Negus, Surveyor of the Customs at Yarmouth. To be brought in with the report. Dec. 24. Treasury Chambers, Whitehall.	Present: Lord Stanhope, Lord Torrington, Mr. Wallop, Mr. Baillie, Mr. Micklethwaite. Mr. Miller of the Bank of England acquaints my Lords that the Bank will lend 400,000l. on the Land Tax anno 1718 at 4 per cent. He further acquaints their Lordships that orders will be given to deposit 100,000l. in the Exchequer to exchange the [Exchequer] Bills &c. that shall be brought to the Exchequer. Dec. 24, Tuesday.	Petitions, memorials &c. this day read. Auditor Harley's report on Brigadier Petit's cravings. My Lords agree to the report and direct the Auditor to prepare a sign manual accordingly for all the articles except 80l. and [except] his demand as Engineer to the King of Spain. Auditor Godolphin's memorial. Letter sent to Scotland. Memorial of Col. George Munro praying a warrant for 350l. to reimburse that sum advanced to him by the Paymaster of the Forces for his Majesty's service. Read. Petition of John Evans for a bounty. Rejected. The Earl of Lincoln's memorial [for money for the Forces]. My Lords order 70,000l. out of Malt anno 1717 according to the [Earl's] memorial except the 9,560l. Register of Papers T 4/20, p. 68.

The Customs Commissioners to make a report upon the papers formerly referred and [to] let my Lords know how this affair stands at present, with their opinions. Memorial of Henry Grey, Esq. [Referred] to the Customs Commissioners. Memorial of Arch[ibald] Hutchinson about the late Duke of Ormonde's debts. [Referred] to the Attorney General for his opinion. Petition of David, Earl of Northesk. Referred to the Barons of the Exchequer in Scotland: and desire them to send a certificate of what arrears of the Queen's [revenue in Scotland] are in the hands of the Receiver General. Letter from the Lord Lieutenant of Ireland about the lighthouse near Dublin. Prepare a sign manual. The representation [from] the Hackney Coaches Commissioners about gold coins. Read. Mr. Caswall's letter about a loan. My Lords propose to him the borrowing 100,000l. at 3½ per cent. Ibid., p. 69.
Dec. 31. Treasury Chambers, Whitehall.	Present: Lord Stanhope, Lord Torrington, Mr. Wallop, Mr. Micklethwaite. His Majesty hath consented that Mr. Dunch have a lease of his house in Whitehall under the same reservations as are expressed in a like lease granted to Lord Stanhope. His Majesty hath likewise consented that Lord Stanhope have a lease of the ground whereon the Scots' Secretary's Office now stands, and the garden adjoining: in like manner as the former lease granted to him. The Treasurer of the Navy represents to my Lords that several orders for Annuities in reversion are fallen in to the Government amounting to 450l. per an. besides the interest due thereupon from the respective deaths of the annuitants; which he thinks would be proper to be sold to the best advantage. My Lords order him to dispose of the same accordingly at the present current price and to lay before them an account of the money arising by sale thereof and to reserve the same in his hands for such services of the Navy and Victualling as my Lords shall direct [to be paid thereout]. The Cofferer's memorial for 2,300l. for wines [for the King and Household]. Prepare a warrant. The order of Council on the petition of John Haynes. Referred to the Customs Commissioners. Mr. Cracherode's report on the Sheriff of Middlesex's reward and expenses for taking highwaymen. Make a warrant for the whole, which my Lords direct to be entered with the Clerk of the Pipe.
