Jan. 11. Royal warrant dated St. James's, under the sign manual of the Prince of Wales as Guardian of the Kingdom, to the Treasury Lords to pay to Henry Wise and Joseph Carpenter or either of them by the hands of the Paymaster of the Works as from 1716 Xmas the yearly sum of 2,960l. for ordering and keeping all his Majesty's Gardens as follows: all by reason that at his accession the King agreed to the ordering and keeping of his Gardens on the same foot as in the time of Queen Anne and by his sign manual of 1714–15 Jan. 5 [ut supra, Calendar of Treasury Books, Vol. XXIX, pp. 324–5] ordered 2,800l. per an. for same to said Wise at the rate of 20l. an acre for 140 acres 1 rood and 10 perches; and the said allowance has since been enlarged to 2,960l. per an. by royal warrant of 10 Sept. 1716 [ut supra, Calendar of Treasury Books, Vol. XXX, pp. 446–7], for the addition of ground laid into Hampton Court Gardens and the putting under said Wise's care [certain] gardens at Windsor which had before been a separate charge: so that at a late admeasurement his Majesty's Gardens do now contain as follows: viz.

making a total of 148 acres 2 roods and 20 perches: and the said Wise has prayed that the said Carpenter, who has been bred under him and is perfectly well skilled for the undertaking, may be joined with him in the ordering and keeping of the said Gardens out of his desire that no order or attendance should be wanting when his Majesty or any of the Royal Family think fit to resort to the said Gardens.
Appending: a Scheme (in the form of a tender of contract signed by the said Wise and Carpenter and dated 1716 Dec. 25) of his Majesty's several Gardens and Plantations as they are now kept up and as each Division does require to be upheld and is undertaken to be kept by the said Wise and Carpenter [to wit of the work undertaken or contracted to be done in each]: being ut supra.

Jan. 11. Same to the Attorney or Solicitor General for a great seal for a grant to Francis Manaton of the estate of Joseph Quash in Co. Leicester of the yearly value of 68l. (or 56l. per an. clear, above reprisals) on payment of 1,169l. 13s.d. by said Manaton at the Exchequer and on his satisfying to the King 10 per cent. interest to the time of said payment: the said Quash being indebted to the Crown as late Receiver General of Taxes for Co. Devon, wherefore his said estate was seized by the Sheriff of Leicester by virtue of an inquisition taken 20 Jan. 1715–16 by virtue of a writ of extent out of the Exchequer: and the said Manaton has by petition represented to the Treasury that he has an extent in aid for 3,500l. against the said Quash to be satisfied next and immediately after the said Quash's original debt to the Crown; and that he (Manaton) has paid 800l. for a grant of said Quash's lands in Co. Devon and that there still remains due to the Crown 1,230l. from said Quash, which it is proposed to satisfy as above.

Leicester, viz. a messuage or tenement in Stretton Magna sometime in the tenure of Robert Eaton and Anthony Eaton and afterwards of William King; a tenement there in the tenure of Thomas Richardson; fields called the Town Fields or precinct of Stretton Magna commonly called Haddick Leys and Haddick Meadow and containing 47 acres; and 34 acres of meadow land there and in the Abbey Meadow in the parish of St. Margarets in the borough of Leicester, in the tenure of William Ward. H. Walpole to Sir Isaac Newton enclosing a copy [missing] of a letter from Mr. Haywood [Peter Heywood], Lieut. Governor of Jamaica, which acquaints the Treasury Lords that Lord Archibald Hamilton upon his going off from that island deposited with him 1,481 ounces of Spanish silver coin which was a seizure and supposed to belong to pirates, and desiring my Lords' directions what he should do therewith. My Lords have ordered the said Lieut. Governor to consign the said silver to you, as you will find by the enclosed copy [missing] of their letter to him. I am to desire that as soon as the silver comes to hand you cause the same to be coined [into coin of the realm] and to pay the proceed into the Exchequer and to take a tally for the same in the name of said Haywood. Jan. 12. William Lowndes to the Customs Commissioners. My Lords have granted leave to Col. William Rhett, Surveyor and Comptroller of Customs in South Carolina and the Bahamas, to return home (on his petition) to represent to you the abuses and affronts he received in the execution of the said office from Col. [Robert] Daniel, late Deputy Governor of the said Province. Out Letters (General) XXII, p. 153.
Same to same. In your memorial you inform my Lords of your dismission of William Spry, junr., collector of Customs at Exeter. Send my Lords a particular statement of the crimes he stands charged with and whether his predecessors in the said office did not take the same illegal fees and whether the orders of your Board not to take such fees had been repeated to the said Spry; and what the fees he so took amounted to. Treasury reference to the Excise Commissioners of the petition of Ralph Wallis, late Clerk for the Comptrolment of the new Duties in the Excise [as by 8 Anne, c. 12], shewing that having served ever since the commencement of the said Duty first under Coll. Sidney, after[wards under] Capt. Borrows and lastly to [under] Col. Elwill, he is dismissed by Col. Treasury subscription for the execution of a warrant dated 1716 April 11 by the Duke of Bolton, Lord Chamberlain of the Household, to James Brudnall, Master of the Jewel Office, for the delivery to the Earl of Dorset of 130 ounces of gilt plate as a gift from his Majesty at the christening of his child: to an estimate of 65l. Royal warrant, under the sign manual of the Prince of Wales as Guardian of the Kingdom, to Edward Harley and Thomas Foley, Auditors of Imprests, to allow in the Earl of Carnarvon's accounts as late Paymaster of the Forces Abroad, items of clerical fees and incidents of his Office as follows for the period 1713 Aug. 24 (the time when his patent as Paymaster General was suspended), to Xmas 1716, to wit for carrying on the business of his office during the said time “which the said business did of necessity require.” viz.:

Prefixing: report by Auditor Harley and by F. Bythell, deputy to Auditor Foley, on the memorial of said Earl of Carnarvon referred to them by the Treasury Lords Dec. 28 last. The salary charges exceed those under Mr. Fox by reason of the large augmentation of the Forces since Mr. Fox was Paymaster General, which has required a greater number of clerks: and further the Earl of Carnarvon has issued and paid great sums since 1713 Aug. 24 (the time of his supersedure) upon account of arrears due to the Forces so that the business of his office has continued to be very great in said payments and in collecting and preparing for Parliament the state of the debts of the Army and in making up the accounts thereof for the Commissioners for stating and examining the same. H. Walpole to the Earl of Carnarvon [late Paymaster of the Forces Abroad]. My Lords find by the enclosed memorial [missing] presented to them by Arthur Moor that you are referred to as being privy to an agreement heretofore made by the late Earl of Godolphin for allowing to him (Moor) 500l. per an. more than the salary of the Comptroller of the Accounts of the Army (which was then executed by him and Sir Joseph Tredenham). My Lords desire you to state that affair and to report your opinion thereon. Out Letters (General) XXII, p. 154.
Same to Mr. Cracherode enclosing a report [missing] of the Secretary at War, with memorials thereto annexed, relating to the debt of the Regiment now commanded by Lieut.-Gen. Macartney, [which debt is] attributed in great measure to a sum of money withheld by the Earl of Orrery, the preceding Colonel, which ought to be paid and applied by him to the clothing. My Lords desire you to state the case to the Attorney General and if he be of opinion that there is sufficient ground for a prosecution against said Earl my Lords direct you to proceed therein at his Majesty's charge. Jan. 14. Treasury reference to the Surveyor General of Crown Lands of the petition of Elizabeth Hodges, widow, for extension of lease of two messuages in St. Albans Street, a house in Pickadilly, a house in St. Albans Street and a piece of ground in Market Lane [London]. Reference Book IX, p. 304.
Same to the Comptrollers of Army Accounts of the petition of Col. Montagu, Lieut. Col. Benson and Lieut. Col. Killigrew in behalf of themselves and the other three Captains in “that” [then the Earl of Strafford's now Lord Cobham's Regiment of Royal Dragoons] Regiment, shewing that after the Royal Dragoons were taken prisoners at Brihuega they had but 6d. a day deducted, as unmounted, from each serjeant, corporal, drummer, hautboy and dragoon according to a Regulation from the Pay Office: but now upon adjusting their clearings from 25 Aug. 1712 to 23 June 1713 the Pay Office deducts 7d. a day from each serjeant, corporal, drummer, hautboy and dragoon whereby a charge of 291l. 17s. 4d. falls upon the personal pay of the Captains of the said six Troops; which they crave may be allowed out of the savings of the Regiment. 20l. per an. to Abraham Fowler, the Register of Warrants for stamping: so as to make the salary to 100l. per an.
10l. to William Horsley, the Secretary's clerk, to make his salary 80l. per an.
10l. per an. to Edward Story, the Comptroller's first clerk, so as to make his salary 80l. per an.

The Treasury Lords desire you to dispose of 20,000l. remaining in your hands in tallies and orders on Malt anno 1715 to anyone willing to accept the same with an allowance of three months' interest thereupon at 4 per cent.; and to apply the moneys arising thereby to paying off and laying up his Majesty's ships.
