Instructions by same to same. In cases where allowances are demanded by merchants for defective wines you are to continue to make same as formerly if you are satisfied therein ; otherwise the case to be represented to me. As for wool licensed to to be carried to Jersey from Southampton the quantity within one whole year is not to exceed 2,000 todd, and therefore no licences of preceding years are to be allowed in the year succeeding. Royal warrant to the officers of the Exchequer and of the Duchy of Lancaster to assist Sir Peter Ball, late Attorney General to the Queen Mother, and now appointed Treasurer and Receiver General of the revenue late in jointure to said Queen Mother (Sir Robert Long, late Treasurer thereof, having prayed to be discharged thereof, in regard of his present indisposition of body) rendering him all assistance in the prosecution and recovery of any arrears of said revenue. Said Ball is to make payment of the same to Philip Lloyd, gent., to the King's use, said Lloyd being hereby appointed to receive same and all other moneys due of said revenue, and thereupon to pay such his receipts to William Chiffinch, Esq., for the King's use. The Lord Treasurer to have power to compound or instal any of the said arrears. Ball to be paid 500l. when he has got in 8,000l. or 10,000l. of said arrears. King's Warrant Book III. pp. 340-1.
July 3 Royal warrant to Peter Calverd, Samuel Vincent and Edmd. Bostock, Receivers of the Law duty. For the avoiding of all doubts concerning the collecting the duty of 6d. for each appearance in the respective courts of the Prerogative, Arches and Admiralty, it is hereby ordered that same shall be received by the respective Registers of the said courts who are to account therefor to the Receivers General of said revenue. Warrant under the royal sign manual to the Lord Lieutenant of Ireland. By the laws of England no tobacco, sugar, indico, cotton wool, ginger, fustic or other dyeing woods of the growth of our Plantations in Asia, Africa and America can be shipped to any other place in Europe than England. Contrary hereto divers ships have unladen great quantities thereof in Ireland. You are to give strict orders to the Customs officers in Ireland not to permit entry or landing of any such goods. With a view hereto the searchers are to be admonished to attend their duty and to examine all goods which shall be landed, and the Customers of the ports in Ireland are to correspond with the Customs Commissioners, England, and give them an account of the arrival of any such ships, the masters' names and the lading. July 7 Privy seal for orders to be drawn and tallies levied in the Exchequer for the sums as follow, due from Sir Robert Holmes on his contract with the Trustees of Fee Farms for certain fee farms as follow in the Isle of Wight and co. Southampton, amounting in the whole to 609l. 19s. 11d. per an. and to issue said orders to said Holmes, being in recognition of his long and faithful services. On Holmes's presentation to them of said orders the said Trustees are to convey said rents to him. This privy seal to vacate that of June 18 last for granting the said fee farms to said Holmes.

July 10 Warrant by Treasurer Osborne to Thomas Agar and Charles Strode, Surveyor General of Woods, and to John May, overseer of Dean Forest, to mark out trees for 120 tons of timber, 60 tons thereof for rebuilding the Speech House in Dean Forest and 60 tons for repair of St. Briavels Castle there, and so many dotard trees as will raise 200l. for the Speech House repairs and 200l. for St. Briavels Castle repairs.

[?] Treasurer Osborne to the Lord Lieutenant of Ireland, in reply to the letter of 27 June last from the Lord Lieutenant and Privy Council of Ireland, concerning defalcations demanded by the Farmers of the great branches of the revenue in Ireland. On the 12th April last the King gave said farmers a full hearing by their Counsel and was then pleased to declare that said farmers had no right in law upon their covenants, either in relation to a foreign war or upon the Act of Parliament concerning the trade to the Plantations, but out of grace was pleased to declare that he was sensible the said Farmers had sustained losses by the war, and therefore allowed them 12,000l. as defalcation for such losses as they had sustained up to Xmas last. For further defalcations the King reserved for his consideration when the year shall come about. There is a great seal passing for the 12,000l. Ibid.
July 10 Same to the Customs Commissioners to have opened at the chamber of Mr. Chiffinch in Whitehall a packet of Florence gloves brought over by Capt. Edward Russell, who came from the Straits, as presents to his friends, not knowing that they were prohibited goods. Ibid, p. 461.

I remember this piece of ground was purchased in the time of his late Majesty's being Prince, with design to erect some stables and buildings thereupon for his then Highnes' use, but I cannot call to mind the names of the former owners nor can I describe the true dimensions thereof, other than as above, believing upon my view that it hath been altered and lessened by the said encroachments ... I think it necessary to except a passage on the West side of said ground leading from the lesser postern gate of the Mews aforesaid up to the said way leading to the Haymarket, not exceeding 14 feet in breadth. The lessee to covenant at his own costs and charge to enclose the premises with a good brick wall and to recover by course of law so much thereof as hath been encroached upon at any time since the 24th of June, 1660, and to erect such houses and buildings as shall be advised by His Majesty's Surveyor General of Works."

By Treasurer Clifford's instruction of May 24 last to you, two of you are to go to Bristol, Exeter and other great towns to let licences, that thereby you may encourage the taking of licences and the setting up of a greater number of taverns ; and that you should publish beforehand your intention of letting at lower and easier rates than heretofore to the end to encourage the selling of wines. July 23 Warrant by Treasurer Osborne to Richard Gregory, messenger, to carry a letter to the Duke of Newcastle as to the great spoils and destruction committed in Noman's Wood and Berkland, Bilhay and Lindhurst in Sherwood Forest, co. Notts. And if you find he hath not already put a stop to the cutting of wood there you are to repair to the woodward there for assistance herein and to apprehend anybody committing such wastes there. July 28 Treasurer Osborne's approval and confirmation of Customs regulations as follows [being formerly made by the Treasury Commissioners] :
4 July, 1672. Foreign ships importing goods from the Straits, Canary Islands and other places of Europe are dispensed with [as by the proclamation of 1672, May 10] and exempt from confiscation and the goods from aliens' duty.
12 Aug., 1672. Morkins to be exported as was before used. Wrecked goods to pay duty.
5 Sept., 1672. When goods are brought into the warehouse on pretence of seizure and it shall appear to the [Customs] Commissioners that such seizure was made out of ignorance, malice or vexation the Commissioners are to order delivery thereof.
26 Sept., 1672. Salmon taken near the sea in the mouth of any river to be exported Custom free.
The [Customs] Commissioners to give order for paying the incidents of the Surveyor General and their assistants not exceeding 30l.
9 Nov., 1672. Foreign vessels manned by foreigners are intended by the King's declaration to have liberty of trading coastwise.
Where Custom is refused to be paid for prize ships ad valorem the ships to be seized till duty paid.
Herrings exported from Yarmouth by strangers in foreign bottoms during the war to pay only single Custom.
Deputy patent officers and other officers that keep alehouses are not to be continued.

14 Jan., 1672-3. The Customs Commissioners to order the several patent officers to enter nihills in the yearly Exchequer books for registering entries of the Navigation duty and the duties of aliens and petty customs inwards, the same being dispensed with by the declaration of 10 May last.
Mr. Kirbie's having settled a correspondency in the several ports of Ireland, is approved.
10 Mar., 1672-3. The bonds given by the Newfoundland traders are to be delivered up as in other cases, though the conditions are not the same, if nothing appears of their not having performed them.
21 April, 1673. In cases of ships and goods brought in [as] prize and restored by the Admiralty Court the adjudication of said court is to be observed and said ship and goods to be discharged, and order to be taken that the order in Council about Nuremberg wares be observed.
As for privateers taken as prizes the buyers both of ship and goods ought to pay the Customs.
28 April, 1673. Warrant to cause the King's moiety of seized goods to be delivered in specie, after condemnation, to the agents for the Privy Purse for His Majesty's service.
27 May, 1673. Upon the question concerning the commencement of the late Act for the encouragement of the Greenland trade it is to be accounted from April 20 last, and upon paying the new duty the merchant shall have 5l. abated him according to said Act.
The Victuallers not to have the allowance given by the Act in cases of corn exported for garrisons or upon any victualling bills.
When the Comptroller General [of the accounts of Customs] certifies the account of the Collectors to be clear their bonds to be delivered up.

Warrant by Treasurer Osborne to John Somervile and Thomas Burford, servants to the Duke of Lauderdale, and appointed to take care of the deer in New Park, near Richmond. The Duke of Lauderdale, keeper of said park, informs me that divers persons unknown, without right, put into said park horses, cows and other cattle to the prejudice of the feed of the deer, and do other trespasses there, whereby the game will be totally destroyed. You are to provide against all such, and to have keys of the locks of all the gates so as to afford you free ingress and regress, and that you may have a convenient abiding place in the park you may inhabit a brick building lately erected on a hill in said park, near the village of Ham, and you may erect such lodges, huts or booths in such places of said park as you shall judge fitting until further order of the King herein ; reporting the names of all trespassers, &c., to me. Towards satisfaction of said debt he has by indenture of the 10th inst. sold to the King several lands, &c. You are hereby to prepare a grant to Dame Mary Midleton, of Chirk Castle, co. Denbigh, widow, for ever (in consideration of 800l. to be by her paid into the Receipt) of the capital messuage called Carogy Pemill (Caregy Pennill) and the nine parcels of land thereto belonging (with the detailed Welsh names of same), and four parcels of land (Welsh names detailed), late in the tenure of Katherine Lewis, and the three parcels of land (Welsh names detailed), late in the tenure of Robert Parry ; and a parcel of land commonly called Cae Manor, parcel of the tenement of Fowlskeap Edwards, and in the occupation of said Bevis Lloyd and the two several messuages commonly called Tythin ucha, inhabited by John Salisbury, gent., and Tythin issa, inhabited by Thomas Merton, and the several closes of land (Welsh names detailed) belonging to said tenements or messuages, all in the parish of Llanrhaiadr-in-Kimmerch, co. Likewise for a grant to Eubale Thelwall in consideration of 440l. to be by him paid into the Receipt of all the messuages, tenements, &c., of Thomas Hughes, deceased, late of Brynbagle, and of Robert Hughes, his son, lying in the parish of Llanrhaiadr-in-Kimmerch, co. Denbigh, and now in the possession of said Thelwall : and all other messuages, &c., of said Bevis Lloyd lying in said parish of Llanrhaiadr-in-Kimmerch.
Likewise for a grant to Bartholomew Fillingham, Philip Lloyd and John Lawrence of the residue of the said lands conveyed as above by said Bevis Lloyd to the King, to hold in trust for Sir Hugh Owen, of Orielton, co.
