July 23 Privy seal to Treasurer Danby to warrant the Cashier of the Customs to pay 1,250l. to Phillip Browne in further part of the debt of 3,000l. directed to be paid to said Browne by the privy seal of 1674, Sept. 17, being for damages sustained by him by the impresting of a ship into the King's service in the last [past] Dutch war, on which privy seal 875l. has been paid : the said Browne and his family being in danger to be utterly ruined if he be not in a position immediately to satisfy 1,250l. to some of his creditors. [? July 23] Charles Bertie to the Auditor of the Receipt. Treasurer Danby has heard the difference between Alderman Backwell and Mr. Lindsey touching an order for 1,000l. on the fourth quarter of the subsidy and payable to said Backwell. His Lordship has determined that what money remains in the Exchequer upon that [the Subsidy] Act shall be applied and paid towards the discharge of said order, and that Mr. Lindsey shall bring into the Exchequer so much money as shall make up the said 1,000l. to discharge said order entirely which sum [when it has been so issued to him] said Backwell has promised to pay [back] in [to the Exchequer] upon the account of the Queen's portion. [When so paid in] the said 1,000l. is to be issued to the officers of the Works for the buildings and repairs of Windsor Castle. Money Book (General), p. 186.
July 23 Report to the King from Treasurer Danby on the petition of Sir John Robinson, Lieutenant of the Tower, concerning the 3,079l. 16s. 9d. due to him in the Exchequer registered in course on the fee farm sales with 6 per cent. interest, which he prays to be satisfied by his being admitted to purchase fee farms to that value. According to a report of Oct. 10 last from Auditor Phellips I find that petitioner's total principal and interest to the 9th Oct. last, amounted to 40,451l. 18s. 7d. This debt being of the same nature with the general debt, the payment of which has been postponed, and considering the present condition of the revenue and the great difficulties your Majesty's officers lie under, in so much that it is not to be hoped that anything can be drawn from your treasure beyond the present applications of it to the current expense I cannot think this a season to consider the payment of any of those debts until your Majesty's revenue shall be in a better posture for it. There is since grown due to petitioner 3,655l. 10s. 2d., which if you think fit I will endeavour to satisfy to him either by the purchase of fee farm rents or some other way. Warrant from Treasurer Danby to the Clerk of the Pipe for a lease to Elizabeth Johnson and Thomas Johnson or their nominees of that part of the manor of Liskeard (part of the Duchy of Cornwall), formerly let to Sir Warwick Hele by Prince Charles, 1619. June 15, for the lives of Margaret his wife, John the son of Sir Francis Hele, and Warwick Hele son of George Hele, and since let to Major Tho. Johnson by patent of 1662, Aug. 3 : item :of another parcel of said manor, formerly let to John Cunliffe, gent., 1627-8, Feb. 25, and afterwards to said Johnson as above : item :of another parcel of said manor let to said Major Johnson. 1666, July 8. The present grant to be in consideration of the services of Thomas Johnson, deceased (father of Thomas Johnson now living), as Major of the Regiment of Horse of the late Duke of Albemarle, and in consideration of their charges in rebuilding. &c., and in defending the King's title.

Treasurer Danby ("your Lordship's affectionate friend") to the Judges of the Northern Circuit. The Excise Farmers have lately complained to the King in Council that about April 23 last Thomas Willis, an officer of the Excise in Northumberland, whilst on duty at Stamfordham, was beaten and kept prisoner for several hours by Sir John Swinburne, Kt., and Thomas Widdrington, Esq. they calling him Excise rogue and many other reproachful names and following him from place to place after he had made an escape out of their hands, forcing him out of the houses where he took shelter into the open streets, pursuing him with sword and pistol and with great oaths threatening to kill him, as appears by an information taken by Francis Addison, a Justice of Peace of that county. I am hereby to desire you when you come to give your charge at the Assizes for that county to take special notice of this passage and to give it in charge to the Grand Jury to the end the offenders may be punished ; and the rather for that His Majesty is further given to understand that they have boasted in the country of extraordinary friendship they have made here above to protect them from the law. I am likewise further to desire you that at the Assizes in all other counties within your circuit you make it part of your charge to the grand juries to enquire of all riotous and tumultuous assemblies against the revenue officers, the King being resolved by all lawful means to justify such officers in the execution of their duty. Warrant from Treasurer Danby to the Surveyor General of Crown Lands for a particular of the manor of Chapter Court of St. John of Beverley with a view to a lease thereof to Hannah Dodgein, widow of Hugh Dodgein, a captain and Coldstreamer, as has been done in like cases [of widowhood], to the widow of Major Izad. &c., and never denied to any of the Coldstreamers.
Prefixing :Report by Sir C. Harbord on said Widow Dodgein's petition. Said Captain Dodgein was confirmed in the possession of said manor 1661, May 25, and enjoyed same till, on the sales of fee farms, they were contracted for by Lord St. John and others who finding that same are not saleable (as belonging to a manor of the Crown) are willing to surrender same for an equivalent. A lease may therefore be granted to petitioner [of the said manor] "but many of the rest [? of the lands purchased by Dodgein during the late usurpation] being part of the late Queen Mother's jointure as they are now of the Queen Consort's no further proceeding was had thereupon in the life time of petitioner's husband." Report to the King on the petition of Doctor John Butler. I have heard Sir Robert Thomas and petitioner and their Counsel. Sir Robert acknowledges the debt of 500l. and proposes in satisfaction to assign tenants to the Doctor to the amount of 100l. per an. till he be satisfied. To this the Doctor willingly consented, "and for the Doctor's further satisfaction I humbly conceive that it will be convenient that the debt due to your Majesty (for which Sir Robert Thomas's estate is extended) be discharged." July 31 Treasurer Danby to the Customs Commissioners. The officers of the Post House have lately complained that your officers have broken up the mail to search for laces. His Majesty commands me to signify to you that for the future no Custom House officer do presume to break open the mail, but if they know or suspect any prohibited goods to be in the mail they are to acquaint the Post Master with it who is to assist them in the seizure. Treasurer Danby to the Clerk of the Peace for co. Berks. The King has commanded that Exchequer process should issue for enquiry and seizure of two thirds the real estate of Recusants. In pursuance hereof process was heretofore issued into the several counties out of which returns of convictions were then made, upon which (through whose default is not yet known) little or nothing was done. It has therefore been thought fit not only to renew the commissions against all such as were then convicted, but also to add thereto such other convictions as have been since that time returned. The care of such conviction is by law in a great measure entrusted to you and I therefore send you herewith the commission for your county (not knowing to whom fitter to address it), together with the schedules and instructions, desiring you to give speedy notice thereof to the Commissioners within your county, and that you do to the utmost of your power forward and quicken the due execution and return thereof.
