Money warrant for 1,000l. to the Earl of Bath for half a year to Lady day last on his pension of 2,000l. per an. out of the Customs as Groom of the Stole as by the patent of 1661, Oct. 16, granting him said annuity or pension : to be satisfied by tallies on the Hearthmoney Contractors' payment due at Michaelmas, 1679 : the said patent containing a clause that failing payment out of the Customs said pension should be paid out of the Exchequer ; and Richard Kent, Esq., Customs Cashier, having certified that said pension is paid to Michaelmas last and no further. Warrant from Treasurer Danby to the Receipt to issue 1,500l. to Phillip Packer on any orders in his name for the ordinary of the Works : same to be issued "out of such moneys as are or shall come into the Exchequer upon the account of Nathaniel Whetham, late Receiver of Hearthmoney for co. Gloucester and the sum of 1,190l. 17s. 2d. out of such moneys as shall come into the Exchequer upon the account of Thomas Browne, late Receiver of the last Eighteen Months' Assessment for the counties of Oxon and Berks, and 327l. 3s. 3d. out of such moneys as shall come into the Exchequer upon the account of William Henderson, Collector of the said Eighteen Months' assessment for Westminster or any other collector or person in arrear of the said assessment within the county of Middlesex and set in super by the declared account of Richard Reeves, late Receiver General for said county. Warrant from Treasurer Danby to Charles Bertie and the rest of the Commissioners appointed to examine the affairs of the Mint. By an order in Council of June 12 last the King has directed me to give order for the uttering and vending such farthings and half-pence of copper as are [in the Mint ready] coined amounting to 7,281l. 8s. 8¾d. Thereupon by a warrant of June 17 last [p. 1027 supra] I directed the Comptroller and other officers of the Mint to deliver same to you, to be so vended and sold. In your report of the 5th instant you advise me that it would be most to his Majesty's service to receive proposals from such as would advance money to the King for the said farthings and halfpence, and as would take the disposal thereof upon themselves, and that Thomas Doyly has proposed most beneficially in that behalf, offering within five days after you shall have received the said farthings and half-pence into your possession (whether it be in or out of the Tower) to advance and pay 7,000l. for the same, that he will take them by weight and tale, and if upon the tale (which is to be made before a person appointed by you) they appear to amount to above 7,281l. 8s. 8¾d. he will accompt for the same [excess quantity] : that for [his service in] the advance of the money and the distributing the said coins he desires a month's rebate [discount] for the said 7,000l., which amounts to 35l., and the overplus of the said coins being 281l. 8s. 8¾d. : that he will vend the same in three months' time, the King's weights, scales and other utensils being delivered to him by inventory to be used in weighing and vending same, and to be returned in three months' time. Of this proposal I very well approve, and hereby authorise you to demand said coins from the Comptroller, etc., and to deliver them to said Doyley, on terms as above. Warrant from Treasurer Danby to Scipio Stukeley and his deputy Roope or any other of the late deputies of said Stukeley in his office of Comptroller of Exeter port, to deliver to Dr. Thomas Arris and Thomas Arris, junr., the seal of the said office, which you detain in your hands, although the said Arris, senr. and junr. have recovered possession of the said office by judgment in the Exchequer Court. Same from same to the King's Remembrancer to forbear process against John Aston, head collector of the Royal Aid and Additional supply in the upper part of Tewkesbury Hundred, co. Gloucester, he being set in super in the account of the Receiver General of that county for money remaining in the hands of the sub-collectors of that division ; he having complained in a petition to me that no course is taken for a re-assessment and praying that some due course may be taken therein. July 12. Same from same to Auditor Sir Joseph Seymour to allow in account to the abovesaid Banastre for his extraordinary charges and many journeys in returning [to London] the money within his charge 30l. over and above the salaries allowed by the Act [for said Subsidy] ; and further to allow him the sum of 14l. 10s. 0d. ; it appearing by your certificate of 1677, June 7, that there has been levied and answered to the King on account of the said Receiver upon several seizures of the lands of his sureties by process out of the Exchequer the said sum of 14l. 10s. 0d. Warrant from Treasurer Danby to the Customs Cashier to receive from Phillip Marsh, the Receiver for wines and currants in London port, wine bonds to the amount of 4,000l. (being bonds for the Additional duty or for New Impost in case New Impost shall be granted or continued) and to deliver same to Edward Seymour, Treasurer of the Navy, in satisfaction of tallies to that amount on the Customs, for the service of the Navy : with the usual clause for adding the merchants' discount. Royal warrant to the Attorney or Solicitor General for a great seal for a new Commission of Excise : the Commissioners to be Sir Denny Ashburnham, bart., Sir Samuel Morland, Kt. bart., Sir Robert Wiseman, Sir John James, Sir Robert Southwell and Sir John Elwes, Kts., Robert Huntington, Henry Frederick Thynne and Edward Wingate, Esqrs. [Thynne's name is underlined, and in the margin the name of Charles Davenant, Dr. of the Civil Law, is inserted : see 1678-9, Feb. 28, infra] : with the salary of 500l. per an. each payable quarterly from Midsummer last, but with proviso that the annuities of 250l. each to Sir Denny Ashburnham and Edward Wingate under the privy seals of 1668, July 28 and 1668-9, Jan. 30, supra, Calendar of Treasury Books II. p. 601, III. p. 184, be determined. Further in the [present] Commission the name of Frederick Christian Howard is to be inserted as one of the said Commissioners with the said fee in reversion after any one of the said Morland, Wiseman, James, Southwell, Huntington and Thynne [altered to Davenant : this reversion is stated in similar terms in the preceding Commission of 1677, —, see supra, p. —]. Same to Treasurer Danby to forthwith give warrant to the Attorney or Solicitor General for a lease under the great seal (or otherwise to the Clerk of the Pipe for a lease under the Exchequer seal) to Thomas Windham, one of the Grooms of the Bedchamber, of a parcel of ground lying in the yard called the Greencloth Yard in and part of the palace of Whitehall, which appears by a scheme or draft of the premises made by Sir Christopher Wren, Surveyor General of the Works, and hereto annexed [missing] to contain in length from east to west on the south side thereof 51 foot 6 inches and on the north side thereof 50 foot 2 inches, and in breadth from north to south at the east end 28 foot 8 inches, and at the west end 28 foot 6 inches ; lying near the Court of Guard and bounded east with the buildings of Sir Alexander Frazier : the said Windham having at his own proper costs and charges erected a new building thereupon : the lease to be for 31 years at the yearly rent of 6s. 8d., payable half yearly : with power of resumption by the Crown on payment of what Windham, his executors, etc., shall have expended in building upon the said ground. [as a Gentleman of the Bedchamber] granted to him by patent dated 1674, Dec. 23, and payable out of the Customs or, failing that, out of the Exchequer : the Customs Cashier having certified the 11th inst. that said pension is paid to 1676, Christmas, and that 125l. is paid in part of the 1677, Lady day quarter, and no further. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Sir Edmond Turnor, Kt., of a yearly rent or sum of 275l. 11s. 0d. out of the Excise in like manner as the bankers' annuities are, and to commence from March 25 last : it appearing by an account stated by deputy Auditor Raban and allowed by Treasurer Danby April 12 last that there is due to said Turnor, one of the late Farmers of the Customs, 4,592l. 11s. 8d. for the principal and interest due upon an order registered in the Exchequer ; in satisfaction whereof at his humble suit the King has resolved to grant him such rent.
