Privy Council attending said Council of Trade,

two clerks and all extraordinaries [to be paid as
appear] upon accounts [thereof to be made and]
attested by the said Committee : all to be paid
quarterly, the first payment thereof to be made
at Midsummer next : (and according to the same
proportions to pay to Sir Robert Southwell for
his attendance and disbursements on this service
and for two clerks so much and for so long as shall
be certified by the said Committee that he and they
have served since 1674 (1675), Dec. 25, when the
Commission to the late Council of Trade (our late
Council of Trade and Plantations) determined ;
and also to Mr. Blathwaite after the rate of
37l. 10s. 0d. the quarter from Sept. 29 last, at
which time he entered into this service : all the
said sums to be received without account). The
preamble to the privy seal recites that in Dec.,
1674, the King revoked the Commission of the
Council of Trade and Foreign Plantations and
did direct that all books and papers relating to
that service should be lodged amongst the records of
the Privy Council, ordering and directing a select
Committee of the [Privy Council] Board to attend
diligently on the prosecution of that business :
and that on a reference to the said Committee
of Trade and Plantations (by order of Council of
Mar. 22 last) of the petition of Sir Robert Southwell
for reward for his pains (he having by the king's
command constantly attended that business and
also laid out several sums of money therein) a
report was made May 3 last, viz., from the Lord
Chancellor, Lord Treasurer, Lord Privy Seal, Duke
of Ormonde, Earls of Bridgewater, Carlisle and
Craven, Secretary Coventry, and Secretary
Williamson) advising allowances as above : which
said report was read and approved in Council on

Same from same to the Clerk of the Pipe. The
residents and principal inhabitants of the Isle of
Sheppey in Dec. last petitioned the King in
Council representing that time out of mind the
king has had a leet or law day at Kingborough
in said Isle at Whitmonday yearly, for choosing
officers, making orders and taxing lands within
said isle for repair of his Majesty's ferry and ferry
boat and the ways thereto belonging for carrying
persons from Sherness fort to said isle or otherwise :
that as there has been no patent granted of the
stewardship of said leet either by the king or his
predecessors, divers differences have happened
about the election of the Steward, and at the last
law day the resiants divided into two parties
and chose two stewards and two constables, upon
which there has been an appeal to the Quarter
Sessions which was thence (for the difficulty thereof)
referred to the Judge of Assize, who did not determine
the matter, but gave an opinion that both elections
were void : so that upon failure of justice, many
suits and inconveniences were like to happen.
They therefore pray the King to grant said Leet
under some rent to a certain person in trust for the
resiants there which is the only expedient to prevent
such differences. Hereupon the King Dec. 3 last,
referred it to the Attorney General, who reported
May 10 last advising the king to constitute a steward
of said leet during his life under some small rent as
the profit of said office is very small. On reading
said report, and a certificate from the most
substantial occupiers and ancient jury men of the
court called Kingsborough in the Isle of Sheppey
(representing Peter Theobald, gent., as a fit person
to be steward thereof) it was ordered by the King
in Council, May 17 last, that Sir John Ernle [should
inquire of Theobald's fitness and advise as to such
rent]. Said Ernle is satisfied as to such fitness,
and advises 6s. 8d. per an. as rent. You are therefore
hereby to make out a grant of said stewardship
to said Theobald for life at said rent.

follows : Sir John Griffith, Kt., Nathaniel
Curson, Arthur Fleetwood, Michaell Brighouse,
Robert Ryves and Charles Ryves, Commissioners
for Wine Licences, have proposed and agreed to
advance and lend to us for our urgent and immediate
service 20,000l. upon tallies levied and to be levied
on said Wine Licences and to manage and govern
the whole affair of making and letting the said
licences and bringing in the revenue arising thereby
with less charge and more advantage to us than
heretofore hath been done if we would condescend
and direct that the cash now remaining in the
hands of the late Commissioners of Wine Licences
may be applied to the payment and discharge of such
tallies as are already struck upon the same, and that
the said Griffith et al, as above, be commissionated
for that purpose, and be at liberty to employ such
clerks and other officers in that service as they
shall think fit : which proposal being presented
to us by Treasurer Danby we have agreed thereunto
and look upon the same as an acceptable service
unto us, and we have already caused a commission
to be issued to them to execute all the powers
given by any Act of Parliament relating to that
revenue and with the yearly fee or salary of 200l.
per an. each. To the end the said proposal and
agreement may be fully completed, and that they
may be be secured repayment of their 20,000l.
with 6 per cent. interest, it is hereby declared and
commanded that they shall be reimbursed said
20,000l. with 6 per cent. interest until repayment
thereof out of the said Wine Licence revenue in
manner following : viz., that all and every tally
and tallies already struck and to be struck on said
revenue and delivered to said Griffith et al as or for
security of their 20,000l. or of any part thereof
or of any other sum to be by them advanced or
lent upon the security of such tallies, shall be
reimbursed to them out of the Wine Licence
revenue by their own hands or by the hands of the
Commissioners, Treasurers or Receivers of said
revenue for the time being in course and according
to the precedency of the dates of such tallies, and
shall be preferable and preferred before any other
payments to be made out of said revenue by
any order, tally or warrant of any after date (except
sums [2,000l. per an. as below] for salaries and
management of said revenue and interest to persons
who have already tallies struck on said revenue
and interest to said Griffith et al themselves). It is
hereby further ordered that in the first place 2,000l.
[per an.] be paid to said Griffith et al for their own
and other salaries and incidents of said revenue (they
hereby covenanting to discharge all such salaries
out of same, and to acquit the Crown thereof).
They (or their survivors) are further hereby
empowered to appoint or to alter and displace
such persons as they find fit and necessary to be
employed, etc., under them in the management
of said revenue. "And we do hereby covenant
and agree to and with the said Sir John Griffith, etc.,
that due payment shall be made to them of the said
20,000l. and all other moneys to be advanced by
them as aforesaid with the interest of the same ;
and that if (before such repayment) the number
of Commissioners be lessened, then the vacancy
shall be filled by their nomination and our approval.
Nevertheless the Lord Treasurer to cause a strict
account or inspection of the receipts of said revenue
to be made and given every three months by said
Commissioners before one of the auditors of the
revenue.
