enjoys the same : with the fee of 13s. 4d. a day :
to be paid out of the Crown revenues in co. Yorks
by the Receiver thereof for the time being, and in
default thereof out of the Exchequer quarterly :
the said Beckman covenanting to keep an exact
book and account of all engins and works to be
made by him in the execution of this office.

made upon this petition, and that notice be given to
Mr. Roger Jacson at his Lordship's house in London.

A minute was entered 1676, June 28, by Treasurer
Danby's order in these words, "Mr. Weare's grant
to pass upon payment of the 1,300l., and if Sir Robert
Vyner will consent to release him Treasurer Danby
will move the King to release the 1,000l. on the
Chimney money." [See p. 60 supra.] [A propos of this
minute] Mr. Bradshaw desires to be heard before this
1,000l. be discharged, and that he may have notice
given at his house in 2, Crane Court, in Fleet Street.

Declaration by Treasurer Danby. By the patent of
1677, May 3, John Portman, of London, goldsmith,
is granted an annual rent of 4,605l. 13s. 0d. out of the
Excise with the usual covenant relating to the
interests of his creditors. The difference between him
and Ezekiel Lampen was heard before me Treasurer
Danby Dec. 14 last, said Lampen alleging 5,900l.
to be due upon a bond of 1668, May 4, by Portman
to Lampen as the executor of William Cloberry
and 200l. upon a bond of 1676, Aug. 1, by Portman
to Lampen. The interest of said 5,900l. for 1671,
July 23 (to which date Portman alleges he paid
interest thereon) to 1677, Dec. 25, amounts to
2,003l. 14s. 8d. ; the interest on the 200l. to same
date amounts to 16l. 16s. 0d. making thus a total
of 7,420l. 10s. 8d. out of which Lampen is to allow
to Portman 231l. 8s. 4d. due to Portman from
Lampen about 1671, Oct. 24, for the balance of
a distinct account between them, not relating to
the executorship, and 900l. for which a legatee
of said Cloberry's has accepted said Portman's
security and discharged Lampen thereof, and
several sums amounting to 675l. which Portman
has paid to Lampen for interest between 1675,
July, and 1677, July. These deductions leave
a balance of 5,614l. 2s. 4d. I therefore hereby
declare in writing at the request of said Lampen
(who has represented to me that the said assignment
is still denied and delayed to him) that said Lampen
ought to have an assignment of a proportionable
part of Portman's annual rent of 4,605l. 13s. 0d.,
viz., for the said 5,614l. 2s. 4d. from Dec. 25 last
and I hereby order said Portman to make such
assignment and if not so made and registered
before Lady day next then the Auditor of the Receipt
and Clerk of the Pells are to take notice hereof
and enter the same before them. (See supra p. 933.)

Warrant from Treasurer Danby to the Customs Commissioners
to take care for the execution of an order
of the King in Council concerning the embargo.
Prefixing : Said order in Council dated Whitehall,
March 25. By an order of Council of the 20th inst.
the King commanded an embargo of all ships and
vessels whatsoever outward bound, until further
pleasure. Upon further consideration of that
matter this day had at the Board the King declares
that the said embargo was intended to be only on
such ships as belong to or are sailed by his Majesty's
subjects ; which [ships] notwithstanding are to be
permitted to trade from any one port to another
in England and Wales on security given not to trade
elsewhere. And in case of extraordinary occasions
and such as concern his Majesty's service his Majesty
is pleased to leave it to the Admiralty Lords to grant
passes to such ships as they shall judge requisite to
proceed in their voyages notwithstanding the said
embargo.

by their petition this day made at the board
complain that the Customs officers have of late
stopped the provisions shipped by the petitioners
for the preservation of the soldiers in their respective
garrisons and of the negro servants carried thence
to the Plantations as also the materials intended
for building and repairing their forts, all which
not only the petitioners but also the former
Company of Royal Adventurers have hitherto sent
out Customs free, as the East India Company
have likewise done for what they send on such
occasions to the limits of their charter : and
therefore pray the discharge and Customs free
shipment of such provisions and materials. Said
petition is hereby referred to Treasurer Danby.

to 1678, Lady day, due to him as Lieutenant and
Governor General of Virginia, said office being granted
to him by a great seal of 1675, July 8, from and
immediately after the death or other avoidance
of Sir William Berkley, which said Berkeley is
some time since deceased and said Colepeper
legally intituled to the same and his said fees payable
from such time. "And whereas upon the occasion of
the late disorder in our said colony we have thought
it fit for our service to dispose of the revenues out of
which the said fees and salaries were payable and at
our instance the said Thomas, Lord Colepeper,
hath been contented and doth now agree that we
may receive and dispose of the said fees and salary
mentioned in our above-recited letters patent
from the death of the said Sir William Berkeley
until Lady day, 1678 inclusively, unto Herbert
Jeffryes, Esq., Lieutenant Governor of our said
colony or such other uses as we shall think fit,"
therefore the said sum is to be received out of the
Exchequer without accompt in lieu of said fees
and salary "which we otherwise disposed of for
our especial service in Virginia aforesaid." (Royal

his Majesty should dispose of to Col. Jefferys, the
Lieutenant Governor, or such other uses as his

Same to authorise the Lord Treasurer from time to time
to give warrant to the Exchequer to receive loans
upon the Poll Money Act to a total not exceeding
300,000l. with such loans as are already made, in
case any such be : all as by the said Act for raising
money by a poll and otherwise to enable us to
enter into an actual war against the French King :
with the usual clauses for tallies of loan to be struck
and orders of repayment to be drawn with 7 per cent.
interest payable quarterly : "and likewise to
draw orders for paying to any person or persons
who shall furnish us or any the officers of our Navy
or Ordnance [with] any wares, goods, ships' victuals
or other necessaries for the service of a war against the
French King, such moneys as shall be due or payable
unto them for the same upon certificate of the
Commissioners and officers of our Navy or of the
Master or officers of the Ordnance." The orders

"And our further pleasure is that all the certificates
whereupon such orders shall be grounded as aforesaid
be carefully entered and registered in our

Royal warrant to the Attorney or Solicitor General
for a great seal for confirming to Ferdinando Stanley
(in recognition of his services and sufferings in the
late Civil Wars, which have been fully attested
under the hands of many persons of honour) his
title and estate in the manor of Broughton, co.
Lanes, and quieting him in the possession thereof
which has been so long enjoyed by him and his
ancestors : said title having been enquired into
on the petition of said Stanley, and it appearing
from the Attorney General's report thereon that
said Stanley makes out his title thereto by grant
thereof to Henry Standley, his grandfather, from
Henry, Earl of Derby, to whom William Standly,
Lord Mounteagle, conveyed the same in 17 Eliz. ;
that two several settlements thereof have been since
made, one in 24 Eliz. upon the father of said
Ferdinando Standley in tail, and the other in
1 Car. I. by the said father upon himself ; that some
years since an information was exhibited in the
Exchequer by Sir Jeffery Palmer, late Attorney
General, on the Crown's behalf, suggesting that the
reversion of the said manor was in the Crown by
an attainder of Sir James Harrington in the time of
Hy. VII., to which the said Ferdinando put in his
answer and denied the fact suggested and set
forth his title and that he and those under whom
he claims have been in possession ever since
Hy. VIII. ; whereupon no further proceeding
has been had and it does not appear to the present
Attorney General that any reversion is in the

Richard Strong and others (who were lately fined
at a sessions at Beaminster, co. Dorset, for a riot
and assault upon Thomas Temple, surveyor,

Temple et al : same being merely to vex said
Temple : said Strong and his accomplices being
known to be notorious offenders in defrauding
the King and abusing his officers.

[the abovesaid] Richard Strong for resisting a seizure
made by Francis Bennett, landwaiter of Weymouth
port, of a cask of Canary wine, said Strong having
locked said Bennett in a cellar for an hour, during
which time Bennet believes there was a great deal
of wine run : several other complaints having
been made of the insolent practices of said Strong
in relation to the revenue.
