Same to the Excise Commissioners to allow to Ralph Bucknall in his account as late Farmer of Excise for co. Yorks, &c., for the three years ended 1674, June 24, his interest [on his advance money], as if same had not been forfeited by delay in payment of his rent and further to deliver him up his bonds; said Backnall having petitioned the Treasury representing that immediately after his taking the said farm he assigned his interest therein to John Forth, since deceased, who managed the same during the said term and paid the rent thereof from time to time till the last quarter when falling into decay soon after he left unpaid of that quarter 1,114l. 5s. 8d. which sum petitioner has since paid. [?] The Treasury Lords to Auditor John Phelipps, auditor of the rates upon sale of fee farm rents, to prepare a rate upon the particular of fee farm and other rents delivered to you by Charles, Marquess of Winchester, in order to the passing a grant thereof to said Marquess as reprisals and in satisfaction of defective rents purchased by him. Jan. 22. Treasury warrant to Tho. Done, one of the Auditors of Imprests, to allow items as follow in the accounts of Sir William St. Ravy, kt., and John Carey of the 1,000l. imprested to them by the patent of 1660, Nov. 7 (of which sum they have rendered two accounts, the one for 756l. 13s. 3d. sworn to by both accomptants, the other for 223l. 4s. 6d. sworn to by Carey alone since the decease of said St. Ravy; same being for taking deer and conveying them to several of the King's parks and for hay, &c., for deer sent to the King by several foreign princes): said items being such for which acquittances are wanting, viz., 449l. 18s. 2d. in full of several bills of Thomas Wood et al. for removing deer; 35l. part of 75l. paid for the keeper's fees of 300 head of deer presented to the King; 42l. 5s. 6d. paid for several new deer waggons, 30s. paid a mariner that brought fowl from Rouen by the King's command; 5l. to the King's gardener of the new garden at St. James's; 20s. to a woman that brought strawberries to the King by his command; 21l. 10s. 0d. paid for a freight and cellurage of wine that came from France for the King's own drinking; 18l. paid for 12 brass horns for the King's huntsmen; 4l. for Mr. Carey's coach hire to Wanstead to view the King's deer there; 6l. to a Dutchman for freight of the deer taken by Mr. Pitman; 18l. 11s. 0d. for fees to the Tellers of the Exchequer: or in all 602l. 14s. 8d.: both the said St. Ravy and Wood being dead so that their acquittances cannot be obtained. Treasury reference to the Surveyor General of William Beheathland's petition for extension of lease of a messuage or tenement called the Christopher in Eton leased to him by patent dated 1661, June 10, for 16 years from 1675, Nov. 8, at the old rent of 4l. 5s. 0d. per an. and 10l. de incremento: premises being an inn, old and much decayed and very chargeable to keep in repair, said rents being more than half the value of the premises. Treasury warrant to the Customs Commissioners to put three tidesmen on board the Kitchen yacht, Capt. Crow commander, now riding in the Hope; said tidesmen to go with her beyond the seas to see that her goods be there actually unladen so as to see that none thereof be shifted into coasters or other vessels or privately stolen ashore: the tidesmen to return in the said vessel. Prefixing: said state, dated the Mint Jan. 15, signed by Nichol Harris, Provost, Robt. Gascoigne, Tho. Anderson, Edw. Sturton, Tho. Seabrooke, Tho. Hunt, James Wilder, Christopher Sutton [moneyers]: shewing that by the Mint indenture now in force the moneyers are obliged to work for many days in the week and as often as required on pain of imprisonment and being disfranchised, which they have always been ready to do: that according to said indenture and the ancient practice of the Mint they ought to be and formerly were paid weekly when they delivered the money but now are behind for about 2 years: that for above these 2 or 3 years past they cannot get the master and Worker to come to any account with them nor have they received any money from him: that there is between 4,000l. and 5,000l. due to them: that in July last at a hearing before the Treasury Lords and [i.e. assisted by] the Lords of the Privy Council the Master Worker was ordered to come to account with them and to pay them what should appear due which he then faithfully promised to do in 14 days: that in Dec. last at another hearing before the Treasury Lords the order was repeated and he again promised to do it in 2 or 3 days time: but still they cannot get him to account with them or pay them.

Jan. 22. Same to the Navy Commissioners to expedite Sir Henry Osborne's account for the Sick and Wounded which was sent to you long ago. Ibid.
Same to [the Farmers of the Law duty] to certify the Treasury Lords what moneys you have paid to Mr. Kingdon or Sir John James or partners. Ibid.
Same to the Earl of Sunderland to insert the following advertisements in the next two Gazettes. Ibid, p. 358.
(1) Whereas after several hearings of Sir John James and Lemuell Kingdon and their partners, late undertakers for the payment of the Guards, Garrisons and Household, it appeared to the Treasury Lords that several tallies on the Excise amounting to a very great sum were deposited in their hands for the said uses and for which the King otherwise sufficiently secured the said James, Kingdon and partners by orders upon the present tax; these are therefore to give advertisement thereof to the end that no person may receive assignments of the said tallies or any part of them from said James, Kingdon or partners for any money, there being a bill now depending in the Exchequer Court against said James, Kingdon and partners on the King's behalf for bringing them to an account and for the delivery up of the said tallies.
(2) All merchants and others who served stores or did any other service for the Navy on the credit of the late Poll Act and are yet unpaid are desired forthwith (by themselves or assigns) to bring their bills for such stores or services to the Auditors, who will attend at the Navy Office on Monday, Wednesday and Friday mornings to ascertain the said debts.
Jan. 24. Money order for 4,000l. to Richard Kent and Charles Duncombe in repayment of so much by them lent this day for his Majesty's service: together with 6 per cent. interest. Order Book XXXVIII, p. 65.
Treasury instructions to the Customs Commissioners in reply to the latter's memorial of the 12th inst. (1) We shall represent to the King in Council the riots which have been committed at Poole to rescue French prohibited goods. We have moved for a proclamation, in accordance with your draft thereof, for giving encouragement to the officers making seizures. (2) The salary due to Giles Dunstar to his death, as late a general surveyor, is to be paid to his widow. (3) In your memorial of 26 Nov. last you represent the need of a smack for securing Torbay, in Poole port, Woodbridge and the parts adjacent by reason of the many frauds and violences practised upon account of the Poll Act, and likewise for another smack to be employed about Poole and another about Berdsey [Bawdsey] Ferry on the coast of Suffolk and Essex; to supply which you propose to suppress the office of general surveyor on said Dunstar's death and to employ his salary of 666l. 13s. 4d. per an. as follows, viz., 182l. 4s. 0d. for a smack about Torbay, 152l. 4s. 0d. for a smack at Poole (there being already 30l. per an. established for it and the rest by incidents) and 182l. 4s. 0d. for a smack at Berdsey Ferry; 50l. for a riding surveyor on the coast of Yorkshire and 10l. per an. to make up the 2 riding surveyors about Plymouth into 50l. per an. We hereby authorise these proposals. (4) The Lord Privy Seal leaves Devereux Brown (who stands in bond to the King and pretends to be protected as servant to the Lord Privy Seal) liable to the King's suit. (5) We have received the King's pleasure for making an allowance to encourage the seizing of French prohibited goods ("besides wines for which you have power already"). You may allow what you think fit up to a third of the customs on such goods to the officers or other persons on all such French goods seized from Sept. 29 last over and above the expense of bringing them to the King's warehouse, which expenses are to be paid as an incident. Treasury warrant to the Customs Commissioners to require Capt. Crow, Jacob Jacobs mate, and John Edwards gunner, of the Kitchin yacht, to permit 3 tidesmen to go aboard her to go in her beyond sea to see her lading actually put on shore: it appearing from a letter of John Chetham and Stephen Chuseman, two tidesurveyors, that they put 3 tidesmen on board, but the yacht's company forced them into a pinnace and they are now in Mr. Nash's smack. Henry Guy to the Auditor of the Receipt to issue the 4,000l. (which Mr. Kent and Mr. Duncombe will lend this day), as follows, viz., 2,000l. to the Navy and 2,000l. to Mr. Pepys for Tangier. Out Letters (General), p. 359.
Same to the Auditors of Imprests to attend the Treasury on Monday next concerning the Eastland merchants' business: also forwarding copy as follows of the Law Farmers' answer concerning the moneys paid by them to Mr. Kingdon and partners. Ibid.
Appending: said letter from John Canham and James Roffey to Henry Guy dated Inner Temple, Jan. 23 inst. We paid two tallies (struck on the Law duty) to Lemuel Kingdon, viz., one for 1,222l. 15s. 0d. the 22 Oct., 1678, and the other for 4,968l. 7s. 11d. the 18th Jan., 1678–9. This is all we have paid to said Kingdon or Sir John James or partners.
Same to Auditor Aldworth forwarding papers as follow of Sir Robert Southwell and Alderman Backwell. You are to finish said Backwell's accounts concerning the Queen's portion. Ibid, p. 360.
Appending list of said papers, viz. (1) Sir R. Southwell's report to the Treasury Lords on Backwell's said account brought in 1679, Dec. 11. (2) Backwell's answer given in 1679, May 15, to said Southwell's exception to said account. (3) Account or computation of the Portugal money on the first commission according to the rate of 7s. 8½d. per milrei. (4) Backwell's answer to Southwell's 14 exceptions.
Same to the Customs Commissioners. The complaint of Mr. Miller (late [Customs] officer in Carolina) against Mr. Culpeper is to be heard before the King in Council on Wednesday week. You are to attend and meanwhile let your solicitor retain and fully instruct the Attorney General, Sir Robert Sawyer and other King's Counsel. Ibid.
Same to Edward Seymour, Treasurer of the Navy, to pay out of the Navy weekly money the bill of exchange for 1,156l. 5s. 0d. drawn by Capt. Herbert on the Navy Board for the charge of 2 fire boats to go before Algiers; and the bill of exchange for 81l. drawn on the Navy Board by your Master Attendant at Tangier. Jan. 25. The Treasury Lords to the Commissioners for Tangier to peruse Samuel Pepys's account as Treasurer for Tangier garrison to see whether he has fully charged himself with all the moneys paid to him for the garrison and the mole there. Ibid, p. 361.
Jan. 26. Henry Guy to Mr. Burton to attend Mr. Harbord and Sir Jon. Talbott at his house in Long Acre and to go with them to retain the Attorney General and Mr. Ward concerning a bill exhibited against them about the Earl of Danby's fee farm rents. (Same to the Attorney General to take care of this business.) Ibid, p. 363.
Jan. 26. Treasury reference to Auditor Aldworth of Charles Duncombe's account of money advanced to the Navy at several times between 1678, Sept. 3, and 1679, Nov. 15, amounting to 42,000l. (all the principal [being by the latter date] repaid, but 3,538l. 16s. 6d. remaining due for interest). Out Letters (General), p. 364.
Henry Guy to the Customs Commissioners to get writs of assistance for Mr. Dawson and Mr. Herne to seize uncustomed and prohibited goods so that same can be sent into the country by to-morrow night's post. Inform all your officers in the country that the King allows encouragement for seizing French prohibited goods, viz., up to a third of the value of the Customs thereon. Ibid.
Report to the King from the Treasury Lords on the memorial presented to the King by Monsieur de Barillon, ambassador from France, relating to two French seamen in custody at Weymouth. We herewith present your Majesty with affidavits of several officers of said port viz.: (1) dated Jan. 1 inst. by Francis Hill, tidesman of Weymouth. On this day did in company of Samuell Dassell, deputy searcher, and Stephen Pollard, a tidesman of said port, visit a vessel in the outer hold, being bound to Topsham from Rouen when said Pollard trying to make a search, he and Dassell and deponent were attacked by the French sailors and violently forced from the ship; (2) and (3) like affidavits of said Pollard and Dassell; the deponents having had information that prohibited and uncustomed goods were offered to sale in said port and that said goods were on board said vessel. Upon said affidavits the collector of said port got an order from the Vice-Admiral and went on board said ship with a marshal and arrested two of the said Frenchmen named Martin Petett and John Fissard, and took them on land where the constable arrested them by the Mayor's warrant. The said Comptroller writes us that if there be no redress your Majesty will be a loser by it for that the officers are so much discouraged by it that they may be very negligent in searching for the future. If your Majesty enlarge the men at the instance of said ambassador we advise that satisfaction be first given to the officers who have been abused and beaten. Treasury warrant to the Customs Cashier to pay 253l. 10s. 5d. to Sir William Darcey for the half year to June 24 last and part of the succeeding Michaelmas quarter on his 400l. per an. as by the privy seal of Aug. 30 last: it appearing by a certificate of the 22 inst. from Giles Litcote. Comptroller General of the Accounts of the Customs, that the Customs on alum in London port from 1678, Christmas, to 1679, Christmas, amounted to 66l. 10s. 5d. and in the port of Whitby from 1678. Christmas, to 1679, Michaelmas ("the quarter book there for the succeeding quarter being not yet come to hand") to 187l.: making together 253l. 10s. 5d. Money Book, p. 326.
Jan. 27. Treasury warrant to the Excise Commissioners to pay Mris. Jane Finch. relict of Francis Finch. 125l. in part of the 362l. 10s. 0d. remaining due to Michaelmas. 1674, to said Francis Finch, late one of the Commissioners of Excise on the 250l. per an. granted him by the privy seals of 1668. July 28, and 1668–9. Jan. 30, until he should be otherwise provided for: said Finch having been restored as a Commissioner of Excise at Michaelmas. 1674. Money Book, p. 326.

Report to the King from the Treasury Lords on the petition of Sir Jonathan Trelawnay, bart., late Lieut.-Col. to the Duke of York's Regiment of Horse, who prays payment of 503l. 4s. 10d. for clothing and other disbursements made by him before the disbanding of his troop. The said sum is due to him as appears by an account stated under the hand of Lemuell Kingdon, late Paymaster of the Forces, and Trelawnay's creditors threaten to arrest him unless they be speedily satisfied. Treasury warrant to the Customs Commissioners to observe an order in Council as follows, with the caution that the words 50 beds and furniture are to be understood only of feather beds. Out Letters (Customs) pp. 170–1.

Jan. 23 (made on the memorial of Henry Sheeres, surveyor general of his Majesty's mole at Tangier), for the customs free transport of materials detailed for said mole, being provisions, wheelwright's materials, collar maker's materials.
Henry Guy to the Barons of the Exchequer, forwarding the Attorney General's report on a proposal, and a draft Commission relating thereto. Please consider same with the other Judges at Westminster and report to the Treasury. Out Letters (General), p. 362.
Same to the Treasurer of the Navy to satisfy forthwith the 130l. or thereabouts due to Capt. Tirrell, commander of the Drake, for his service in said ship, he having been long at home, as he affirms, with great expense. Ibid.
Henry Guy to the Customs Commissioners to take notice of Tho. Millar's evidence against Zachariah Gillam relating to the insurrection in Carolina and to charge him therewith at the hearing, before the Privy Council, of said Millar's complaint against John Culpeper. Out Letters (General), p. 363.

The Treasury Lords very much resent that through the neglect of Mr. Read, one of your clerks, the transcript is not yet made of the lease of Englishcombe manor to John Roswell; the King having present occasion for the fine of 600l. due thereon. You received part thereof, which is still remaining in your hands. You are forthwith to pay what thereof remains in your hands as by the Act directed, and to pass your account for same or process will issue against you. Ibid.
Same to Mr. Dowse. The Treasury Lords are informed that Thomas Thory, deceased, late Customer of Boston, Thomas Hodges, deceased, a joint Customer there, and Aaron Lawson, now a joint Customer there, received several moneys of the first Coinage Act in said port where you were at that time a clerk or some other officer. Inform my Lords how much each of them severally received of the said duty and what else you know herein. Ibid, p. 366.

Same to the Customs Commissioners recommending Capt. William Idle as Commander of one of the smacks lately directed to be established, he having served the King very well at sea. Ibid.
Same to Sir Robert Crooke, Clerk of the Pipe (and the like to Nicholas Highmore, and to William Satterthwayte), to send an account what method was taken in the time of Queen Elizabeth, James I and Car. I to bring two parts [in three] of the Popish Recusants' estates to be paid yearly to the King, the full value [thereof] and what means were used to collect the same and what that revenue or such estates so answered to the said Queen or Kings amounted to yearly.
