Treasury warrant to the Wine Licence Commissioners to pay monthly what moneys shall come to your hands of the Wine Licence revenues in discharge of the several tallies in the hands of Robert Ryves struck upon the said revenue, paying same in course, according to their respective dates; "but you are to reserve so much money quarterly as will pay your own salaries and the necessary charges of management" of said revenue. May 3. Henry Guy to the Auditor of the Receipt and Clerk of the Pells. The Treasury Lords are informed on behalf of the Receiver of Taxes for Southampton that by mistake 800l. has been overpaid on his accompt of the last Poll which should have been placed on his account of the last Eighteen Months' Tax. You are to report some way of rectifying this application of the money. Out Letters (General), p. 477.
Same to Mr. Howard to pay Mr. Coniers, one of the Deputy Commissioners of Musters, equally with the rest of the said Deputies: he having petitioned the King to be continued in his place with such allowance. Ibid, p. 478.
The Treasury Lords to Sir Harbottle Grimston, Master of the Rolls. It has been the ancient custom that the Clerks of the Petty Bag have annually made transcripts of all grants which have passed the great seal and where any rents or sums are reserved to the King and [have] transmitted same to the Lord Treasurer's Remembrancer for him to draw said rents down into the Great Roll of the Pipe. The said clerks have neglected to make and transmit such transcripts for 16 years past by which means many rents and sums have not been put in charge. We desire you to give effectual order to them to make transcripts of all grants of the said nature that have already passed the great seal within the 16 years last past and to transmit same as above with all expedition and for the future to so transcribe and transmit as above as has been usually accustomed. Same to the Lord Chancellor, forwarding a petition of the Farmers of the Law duty with the Attorney General's opinion that the King may grant the privy seal desired. The Farmers fear that something may pass at the [Great] Seal to-morrow to the prejudice of this their petition. This matter is before us, so please to have regard thereto as being a point on which the King's profit may be concerned. Ibid, p. 479.

Treasury warrant to Brook Bridges and Tho. Done, Auditors of Imprests, to allow in the account of Edward Seymour, as Treasurer of the Navy, the several sums as follow amounting to 780l., same being by him assigned as follows for interest and reward: viz.: the order No. 86 for 15,000l. on the Twelve Months' Assessment in the names of Sir John James and Robert Huntington was by them assigned to Anth. Stephens, esq., to raise money thereon for the service for the Navy, said Stephens' name being only used for Edward Seymour's, who is directed to be charged with said whole 15,000l. in the imprest certificate. Said Stephens assigned out of said order to Wortley Whorwood 1,590l., and 5,300l. to Sir Allan Brodrick and 2,120l. to Sir William Godolphin and 2,120l. to Jon. Harvey, since deceased, and 1,006l. to Lord Newport and 1,590l. to said John Harvey for moneys by them respectively advanced and paid for the service of the Navy and for interest and reward for advancing the same. The sums therein comprehended for interest and reward are 90l. to Whorwood, 300l. to Sir Allan Brodrick, 120l. to Sir W. Godolphin, 120l. and 90l. to Hervey and 60l. to Lord Newport, making in all the abovesaid 780l. Warrants not relating to Money, p. 174.
May 4. Henry Guy to Col. Strode. The merchants have made their report to the Treasury Lords on the last three years' accounts for the farm of the Barbados Four and a Half per cent. duty. Send to Auditor Aldworth all your tallies and other discharges relating to those accounts. Out Letters (General), p. 480.

The Treasury Lords to the Earl of Craven. By an ancient privilege the officers and clerks of the Exchequer have been exempt from the musters and are only, by their places, to attend the Lord Treasurer with their arms and furniture [of war] whensoever there shall be occasion; and we have seen copies of letters which the Lord Treasurer from time to time has written to the Lieutenancy for discharging the said officers and clerks. We understand that the present officers and clerks are summoned to appear at a day by themselves or some other fit person with their arms for whom they will answer. Please discharge their attendance at the musters. Ibid. p. 481.

Treasury warrant to Auditor Done to give allowance of 25s. per 100l. to Edward Backwell in his account before you of the money by him received for the rendition of Dunkirk, he having yet had no allowance for the charge and expense of him and his assistants in going into France and in receiving, inspecting, weighing and counting said money to and again: "except the moneys which he paid for coinage in the Mint whereupon he is to have no consideration." Report to the King from the Treasury Lords on the Lord Lieutenant of Ireland's report on the petition of Grace and Lettice and other the daughters of Col. John Lane, deceased. Said petition sets forth that the King granted them 6,000l. out of certain quit rents in Ireland and that it has been entered in the establishment of Ireland that they should receive 8 per cent. interest thereon till the principal be paid. This the petitioners have ever since received except 240l. due at Easter and 240l. due at Michaelmas last which could not be received by reason of an order from the King to suspend payment of pensions. Pray that said 480l. be paid them and that said interest be taken out of the list of pensions and placed on the establishment of Ireland among the temporary payments to be continued till they be fully satisfied the principal. Said petition being referred 1679. Oct. 31, to the Duke of Ormond, the letter reported thereon to the King 1679–80, Feb. 6. Petition may be granted in view of the loyal and seasonable services of petitioners' father and family. As I have formerly reported said 6,000l. was a part of the Earl of Ranelagh's undertaking by contract with your Majesty, "and that in a supposition made by the said Earl that he had ever paid what he was liable by his contract to answer to your Majesty, which for ought yet appears is not like to prove so" the said interest is placed on the present establishment.
Said report being referred March 9 last to the Treasury Lords the latter hereby report concurring therein.
May 4 Treasury reference to Sir Richard Mason, Bartholomew Fillingham and Serjt. Ramsey of the petition of George Hosier, Receiver General of part of the last Eighteen Months' Assessment for co. Salop. Said petition sets forth that upon the neglect of Robt. Cressett, Receiver General of the two first quarterly payments of said Assessment for said county, petitioner was appointed Receiver of the last 4 quarters thereof, which he has fully and timely answered into the Exchequer although several parts of the county have not as yet answered their full proportions to him, viz., Shrewsbury town in arrear 240l., the south part of the Hundred of Bradford 131l. 9s. 3d., the Hundred of Chirbury 89l. 7s. 1d., the north part of the Hundred of Bradford 27l., the Hundred of Oswestry 80l., in all 567l. 16s. 4d. Prays some allowance for his services and hazard in the returns of his moneys. Reference Book I, pp. 55–6.

Royal warrant to the Attorney or Solicitor General for a great seal to determine the 500l. per an. payable to Sir Job Charlton under the great seal of 1671, March 23, as an addition to his salary as Chief Justice of Chester, (the said Charlton being advanced to be a Justice of the Common Pleas), and in place thereof to grant same to Sir George Jefferyes, now chief Justice of Chester, as an additional salary in the like manner, to date from Lady day last and to be payable termly out of the Exchequer as long as he holds said office. Royal warrant to the Treasury Lords to pay (out of moneys appointed for the repairs of Windsor Castle) 200l. per an. to Signor Antonio Verrio, "whom we employ to paint ceilings in our said castle of Windsor": to commence from Dec. 25 last and to be paid half yearly during pleasure, the first payment to be made June 24 next. Same to the Clerk of the Signet for a dormant privy seal for the Treasurer of the Navy to pay an annuity or yearly pension of 500l. to Sir John Werden, bart.: to date from Lady day last and to be paid quarterly during pleasure: to be paid out of Navy money and upon Navy bills which the Navy Commissioners are from time to time to make forth; to be for his own use without account. Same to the Attorney or Solicitor General for a great seal to remise, realise, discharge and for ever quitclaim to Orlando Gee and Edward Billingsley and their heirs, etc., the yearly rent of 6l. 13s. 4d. payable by them as trustees for Elizabeth, Countess of Ogle: the King having by great seal dated 1673, May 3, granted to his most dear natural son James, Duke of Monmouth, and his heirs the fees called Piercy's fee and Grant's fee in co. York and divers manors, lands, rents and hereditaments in cos. Yorks, Northumberland and Cumberland, and in Wales and elsewhere and all other lands and hereditaments which by letters patent of Phillip and Mary, dated 1557, Aug. 16, were granted to Thomas, then Earl of Northumberland, and his heirs male with remainder to his brother Henry Peircy and his heirs male and which are reverted to the Crown by the death of Thomas former Earl of Northumberland and Jocelyn late Earl of Northumberland last heir male of said Henry Peircy: upon which grant to the said Duke of Monmouth there is reserved the said rent of 6l. 13s. 4d., payable at the Exchequer or to the Receiver General for co. Northumberland: the said Gee and Billingsley having represented to the King that after a long suit between the said Duke of Monmouth and them on the behalf of Elizabeth Peircy now Countess of Ogle the said Duke has, for a considerable sum of money, conveyed all his interest in the said premises to them, Gee and Billingsly, and their heirs in trust for said Countess; and they having further besought the King on the said Countess's behalf to extinguish and release the said rent which the King is graciously disposed to do, being satisfied by a report from the Attorney General and from the Surveyor General of Crown Lands that it is in the King's power so to do. The said rent is hereby released and is to be put out of charge before the auditor for co. Northumberland and all others before whom same stands charged. Ibid, pp. 299–300.
May 5. Money order for 100l. to the Churchwardens of St. Martin's in the Fields for one year last past on the King's accustomed bounty and free gift for the relief of the poor of said parish as by the privy seal of 1672–3, Jan. 31. Order Book XXXVIII, p. 110.
Report to the King from the Treasury Lords on the Lord Lieutenant of Ireland's report on the petition of Daniel Hignett. Said petition sets forth that in 1666 Symon Wrotham exhibited before the Commissioners for the Acts of Settlement and Explanation his claim as a soldier to 59 acres in the townland of Loughcrew (Loughcree) in the barony of Haleford (Halfefore, Half Barony of Fore), and co. East Meath (the remaining 640 acres of said townland being confirmed to James Nopes, Esq.), and obtained their confirmation. But in drawing up the certificate of said lands (by fraud or mistake of the clerks) they were expressed to be in the barony of Halfefore and county of West Meath, and this was so put in the patent. Wrotham afterwards sold all his interest therein to petitioner, who has been these 10 years kept out of possession by this misnomer of the county. Further, petitioner is a deficient adventurer of 119l. 1s. 6d. [deficient to that amount] of lands according to Munster rate. Prays, in compensation of all the above, a grant of the concealment of the moiety of the castle, town and lands of Balleclough (the ploughland of Ballinedogh in the parish of Lismakerry), containing 50 acres, and the moiety of Knockbrock (Knockbrath) in Abbeyfeale parish, containing 60 acres, both in the barony of Connello, co. Limerick, which are vested in the Crown, but concealed and in the possession of Jon Lylles (Lyllie, Lilles), clerk, late of Limerick, he having but a moiety thereof and [the remainder] not assigned to adventurers, soldiers or any other interest. Said petition being referred Jan. 29 last to the Duke of Ormonde, Lord Lieutenant, the latter thereupon did, Mar. 11 last, refer same to Sir Jo. Temple, the Solicitor General of Ireland, who reported thereon Mar. 17. The facts of the misnomer are as stated, as appears by the certificate (dated Mar. 13 and hereto appended in extenso) of Thomas Taylor, one of the sub-commissioners under the Commissioners for the Acts of Settlement and Explanation. There are no such lands in the barony of Halfefore in West Meath, and the said 59 acres in the barony of Halfefore in East Meath are undisposed of to any other than said Wrotham. It is reasonable that the mistake be rectified and petitioner admitted to pass a new patent. Further, the petitioner is deficient as above at Munster rates after retrenchment as assignee of Isaack Delure and Peter Du Quin, who were deficient adventurers. But the King's title to said discovery ought to be established before petitioner pass a grant thereof.
Said report being forwarded to the King, Mar. 18, with the Lord Lieutenant's concurrence therein, same was referred April 1 to the Treasury Lords, who hereby report fully concurring therewith both for the rectification and for the grant of the discovery if the King's title thereto be made out within 3 years.
May 5. Report to the King from the Treasury Lords on the Earl of Sunderland's petition as by the reference of the 17th inst. thereon. Said petitioner prays a continuation for 11 years after his death of the pension of 1,000l. per an. granted him for life out of the Tenths of the Clergy. Same to the Auditor of the Receipt to issue out of Excise money in the Exchequer 3,000l. to Mr. Johnson (over and above the 2,000l. per week [for the Forces]) and 1,000l. to the Cofferer: and to issue out of the loan made the 4th inst. by Mr. Kent and Mr. Duncombe 1,000l. to the Treasurer of the Navy for the Greyhound: and to issue out of the Wine Licence money 206l. 13s. 4d. to Mr. Burton. 600l. to me [Guy for secret service] and a further 500l. to me [Guy for same] out of the loans on the order No. 104 [ut supra p. 476]. My Lords desire to know whether it is your opinion and desire that they should grant any more orders upon these certificates or debentures now before them or any others as they shall receive them from you, seeing that you have taken an accompt what certificates or debentures you have sent to my Lords and that the Act is already overcharged.
