William Lowndes [in the absence of Henry Guy] to the Auditor of the Receipt to pay one year's interest on the 4,340l. order No. 981 registered on the last Six Months' Tax in the name of Capt. Samll. Williams and by assignments vested in Mr. Bertie as Treasurer of the Ordnance. Same is to be paid out of such money as Capt. Howard is now to pay as Receiver of the [said] assessment for London and Middlesex or out of any arrears of said assessment which shall hereafter come in. Disposition Book II, p. 324

The Treasury Lords to the Earl of Arran, Lord Deputy of Ireland. We have this morning with the Duke of Ormonde considered a petition of John Breedon and his partners for a full discharge of all demands touching their farm [of the Irish revenue] on the payment of such sum as the King shall award. Report to us on the consequences of such a general discharge if the judgment in the Exchequer Court should be for the reduced column. We also enclose the petition of Claudius, Earl of Abercorn, and the reports thereon which relate only to the lands decreed in tail to Christopher Fagan. Take the opinion of the King's Counsel [Ireland] as to the other part of the petition. Out Letters (Ireland) IV, pp. 15–16.
Same to same to cause the Commissioners for confirming defective titles in Ireland to prepare for themselves the needful instructions and rules for their guidance therein. These must be approved by the King before proceeded upon. There should be a limitation or rate established proportionable to each man's claim or title; also a regulation of all fees; and special care is to be taken that no farmers or undertakers have any pretence to defalcations by virtue of what shall be done by this Commission. Ibid, p. 16.
April 4 Henry Guy to the Customs Commissioners, enclosing a copy [missing] of further proposals made by Francis Monke and eight others which are intended to be named in the Commission which they now solicit for hindering the exportation of wool. Report thereon to the Treasury Lords. Out Letters (General) VII, p. 315.
Same to Sir Tho. Vernon, one of the Tellers of the Exchequer, to accept [banker's] notes for the 30,000l. loan which is to be taken in from Mr. Noell, ut supra, p. 1084: "which notes are to be delivered to the parties to whom the said money shall be issued." Disposition Book II, p. 325.

April 7. Henry Guy to the Customs Commissioners, forwarding 100 printed copies of an order of the King in Council of Mar. 26 last for explaining a clause in an order of the 12th of the same month and likewise 100 printed copies of said proclamation of Mar. 12. You are to distribute same to the several ports. Out Letters (General) VII, p. 316.
Same to Mr. Fox [Paymaster of the Forces] to advance 2,000l. to Lord Churchill to buy horses for the four Troops that are lately come from Tangier. Same is to be paid upon account of the pay of said Troops from Jan. 1 last. Ibid.
The Treasury Lords to Mr. Kennedy. We have consulted the Customs Commissioners on your letter of the 10th ult. concerning the seizure of an Irish vessel for trading contrary to the Navigation Act. They advise to have the ship sent hither in order to a prosecution here. As you have sent us word that you thought you should be able to prevail with the magistrates there [Terveer, see supra, p. 1049] for leave to send the said vessel hither you are to take care it be forthwith done with the least charge possible. Give notice to the persons there concerned that they may come over to be heard. Send over what needful proofs and witnesses are there. Ibid.
Henry Guy to the Customs Commissioners to attend the Committee for Trade and Plantations on Wednesday with your report on the two Acts lately passed in Jamaica. Ibid, p. 317.
Same to same. Mr. Wiginer and Mr. Hawley have seized two small packets which came in the Katherine of London, John Brady master, and are for his Majesty's particular use. Send for them from the Ipswich Custom House where they now are. Also you are to report to the Treasury Lords to-morrow on the enclosed papers which they received from Ireland. Ibid.
Appending: note of said papers, viz.: a passport signed by Sir Tho. Linch, Governor of Jamaica, certifying that Robert Chisley, master of the pink Hopewell, has made oath that said pink belongs to the King of England. Also a letter from the [Revenue] Commissioners, Ireland, to the Treasury Lords concerning the same business.
April 7. Henry Guy to Sir Richd. Mason et al. [late Agents for Taxes] enclosing a letter sent to the Treasury Lords by the Earl of Rutland concerning the [accounts of the] Militia Tax [in co. Leicester]. Out Letters (General) VII. p. 317.
[?] Same to Mr. Brisban. Yours to hand, containing the estimate of what is due to Lord Dartmouth's fleet. It omits two particulars, viz. the sum that will presently put the ships out of charge according to the method lately practised and which was used in the payment of Sir Jno. Narborough's fleet; and likewise the places at which these ships are to be paid off. Get the Admiralty Lords to send these items to the Treasury Lords to-morrow. Ibid, p. 318.
April 7. Same to Ch[arles] Bertie. The Treasury Lords will on Tuesday the 15th inst. hear Mr. Row concerning the money which the Barons of the Exchequer have decreed him and Mr. Hinde to pay to the King. Please be present. (The like notice to Mr. Hinde and Mr. Burton.) Ibid.
Same to Major Huntington. Now that the Attorney General is come to town please attend him for his opinion on the paper from the Justices of Suffolk, concerning the taking the gauge in the worts. Ibid.

Treasury warrant to the Receipt for tallies of assignment on the Tenths of the dioceses of Oxford, Worcester and St. Davids for 106l. 5s. 0d. to Elizabeth Hamilton, for last Lady day quarter on the unassigned moiety of the annuity to her children and for 125l. on the Tenths of Chester and Rochester for same quarter on the annuity to herself. April 8. Privy seal revoking the privy seal of 1682, May 6, which ordered 200,000l. per an. for the Forces and 1,222l. 15s. 0d. for the Cinque Ports garrisons and an unstated amount for the Forces in Virginia and in lieu thereof appointing 253,000l. for same as from Jan. 1 last and 775l. 6s. 10d. for the extra day of every bissextile or leap year. The 42,000l. already issued to Charles Fox for the Forces for the present year is hereby to be accounted as part of the said 253,000l. for the present year. Further the arrears of the [separate] establishment of 1,222l. 15s. 0d. for the Cinque Ports, castles and bulwarks are hereby to be paid to said Fox to be by him paid over to the Lieutenant of Dover Castle, viz. from Michaelmas, 1680 (to which time said garrisons are paid) to Jan. 1 last; from which latter date the pay of the said Cinque Port garrisons is borne upon the general establishment of the Forces. Further the Paymaster of the Forces is to be charged with all sums he shall receive here of the 30,000l. per an. to be remitted from Ireland towards pay of the Forces there. The present privy seal is by reason that the King has thought fit upon bringing hither the late garrison of Tangier to increase the number of land forces in this kingdom so that the present establishment thereof amounts to 283,000l. per an. (including 1,222l. 15s. 0d. per an. for the Cinque Ports garrisons) besides the allowance as above for the extra day in leap year. (Royal warrant dated April 2 for said privy seal.) April 8. Money warrant for such sums as shall be due to Richard Kent and Charles Duncombe for 2 per cent. gratuity or reward for last Lady day quarter on several loans (amounting in all to 122,000l.) made by them into the Exchequer between June 16 last and Dec. 15 last. Same to Mr. Hastings, late undersheriff of Middlesex, to pay into the Exchequer without further delay the 30l. levied long since on the goods and chattels of Mansell Stradling. Receiver General of the last Eighteen Months' Assessment for South Wales and Monmouth. Ibid.

At the request of Mr. Cresset, debtor to the King on the Eighteen Months' Assessment, the Treasury Lords have directed that the writings which were delivered to you by William Jordan, now prisoner in the King's Bench at the suit of said Cresset, be delivered to Thomas Hall, first Secondary in the King's Remembrancer's Office. You are to advise with said Hall about prosecuting the recovery of the wharf and houses which have long been claimed by said Jordan. Ibid, p. 319.
April 8. Henry Guy to the Customs Commissioners to report on the enclosed petition [missing] of John Snatt, a prisoner in the King's Bench. Out Letters (General) VII, p. 319.
Same to Sir Tho. Vernon, one of the Tellers of the Exchequer [struck through and altered to] John Lawrence, to give notice to the bishops' collectors that they pay the money of their respective collections of Tenths at the time when same is due, otherwise process will be issued. Ibid.
Same to the Customs Commissioners. Richard Evans, late tidesman at Bridgwater, died before Christmas [last]. Why is his salary inserted in the Lady day quarter book ? Ibid. p. 320.
Same to the Auditor of the Receipt to take in on loan from Edward Noell 5,000l. on the credit of the half year's Hearthmoney due at Michaelmas next. The Tellers are to take [banker's] notes for this sum and said notes are to be delivered to the party to whom said money shall be issued. Disposition Book II, p. 325.
Same to same to issue to me [Guy] for secret service the 22l. 16s. 3d. reserved in the Exchequer for the Earl of Lindsey, Warden of Waltham Forest, being intended to be paid to the Keeper of Walwood and Homefrith Woods in said forest for five years to 1676, June 24, on the fee of 3d. a day. The Treasury Lords have cancelled the warrant for such payment of fee because said fee has been satisfied to said Earl to 1682, Lady day, by the warrant of 1682, Aug. 19. Ibid.
Same to same to issue 40l. to Jno. Pottinger out of any disposable money now in the Exchequer. Ibid, p. 327.
The Treasury Lords to the Lord Deputy of Ireland. Mr. Ellis has sent to Mr. Guy the two addresses presented to you by the Revenue Commissioners concerning an allowance demanded by several collectors for money lost by the proclamation for settling the weight of money in Ireland and concerning an allowance demanded by the Hearthmoney Farmers [Ireland] for the hearths in the King's houses, castles, forts etc. You desire the King's pleasure herein before you give answer to the said representations. We have consulted with the Duke of Ormonde and think that the allowance for such loss of money ought to be made to the collectors for the money in their hands; and also that you should agree to the other point concerning the hearths excepting in three particulars, viz. the King's Inns, Londonderry, and Culmore and Charlemont. The sums are not great, but according to the rules practised in England those three places would not be exempted here and therefore we think the duty ought to be collected for them. Send us one of the proclamations for changing the value of the coin and get the Revenue Commissioners to hasten over the certioraris of the several accounts. Out Letters (Ireland) IV, p. 17.
The Treasury Lords to the Revenue Commissioners, Ireland. Yours of the 29th ult. to hand concerning a ship come in from Jamaica without producing any testimonial of having given bond in England or the Plantations. The Customs Commissioners, England, desire that it may be brought to England by Mr. Charles Horne, their agent in Dublin, with a view to prosecution under the Navigation Act. "The Commissioners of the Customs here were apprehensive that the correspondence you had proposed some time since [viz. that] they and their officers should hold with you concerning all ships bound from hence for Ireland might be an occasion of great running of goods in that kingdom because the duties upon those commodities are much higher upon their importation in Ireland than their exportation here and were therefore inclined to think it might be more for the King's service to let fall that correspondence which, though we have directed them still to continue, yet it will be obvious to you that it may be an occasion of great industry in running goods and therefore you must take the greater care in causing all the ports and landing places to be more strictly guarded." Appending: the Customs Commissioners' report dated London, April 8 inst., to the Treasury Lords on the Irish Revenue Commissioners' letter of Mar. 29 last concerning the abovesaid ship Hopewell, Robert Chisley master, which produced only a pass from the Governor of Jamaica in the common form.
Report to the King from the Treasury Lords on the petition of Wentworth, Earl of Roscommon. We advise that the petition be remitted to Ireland to verify the facts and that the lands he is possessed of in cos. Westmeath and Longford may be particularised. Ibid, pp. 19–21.
Prefixing: (a) said petition shewing that all petitioner's estate was seized and disposed of by Oliver Cromwell, but he has been restored thereto by proviso in the Act of Settlement and by decree of the Court of Claims. But, relying on the patents of his ancestors, he has neglected to take out any patent or grant from the present King and is advised by counsel to take it out now. Therefore prays a grant of all his estate in Westmeath and Longford. (b) Reference dated Whitehall, Feb. 26 last, from the King to the Duke of Ormonde of said petition. (c) Report dated St. James's Square, Mar. 15 last, from said Duke to the King thereon. It will be no prejudice to make the grant. (d) Reference dated Whitehall, Mar. 24 last, from the King to the Treasury Lords of said petition and report.
April 9. Henry Guy to Dr. Peirce. Several sick soldiers lately come from Tangier are in the care of your deputy at Deal and more are expected. Take the same care of them as you do of the sick and wounded seamen and place the charge thereof to the same account. Out Letters (General) VII, p. 319.

Ange and Thomas Rous to enquire concerning the King's title to the lands and houses in Southwark gained by encroachments on the river Thames and afterwards demised to Sir Robert Killigrew, et al. Ibid, pp. 320–1.
Appending: (a) report dated 1682–3, Mar. 8, to the Treasury Lords from John Fisher in the absence of the Surveyor General of Crown Lands on the petition of Francis Gwin as referred from the King to the Treasury Lords. The only enrolment is of the lease of 1663, Oct. 20, to Sir Robert Killigrew and Edward Progers. The premises contain a range of land for about two miles in length encroached upon and gained from the Thames, whereon about 500–600 houses are built within the parishes of Redriff and Bermondsey and if recovered might be worth 1,000–1,200l. per an. but are withheld by the possessors and pretended owners and builders thereof with whom the lessees have had several trials and as yet have not recovered any of them. For this reason Killigrew and Progers have not paid their rent reserved on their lease, which rent, said Killigrew says, is granted away to a sister of his. Appending: said paper of queries. (1) Whether (contrary to common practice) repayments of any money collected under the Coinage Act of 18 Car. II. ought to be made to the merchant exporter until like proof of his fair dealing be made in preferring his debenture for the corn duty as in preferring his debenture for the half subsidy, viz. as set out in the second article of the Book of Rates. (2) Whether the officer who transmits any vouchers into the Exchequer for repayments of money on the said [Coinage] Act ought to be allowed the same on discount when they are not [con]firmed either by the officers below stairs as to the shipping of the goods or by the officers abovestairs as to the oath of their being exported. And whether the admitting the merchants' bare receipt attested only by the collector of the said duty is a sufficient discharge in law, they being both parties and so may frame receipts for what money they please and divide it amongst themselves, no other officers knowing thereof or consenting thereto.
If it be concluded that repayment ought not to be made but on vouchers lawfully procured and attested and that no discount can be made in the Exchequer but by vouchers so procured and attested, plain discovery is ready to be given for his Majesty's advantage that several debentures for repayments of money for liquor pretended to be exported, are preferred by an officer chargeable with his receipt of the duties collected under the said [Coinage] Act; and this illegally and fraudulently to the extent of 4–500l. most of the said debentures wanting the attestation of any officer except the officer entrusted with the collection. [Further, that] many of them [the said debentures] are framed for goods which cannot be proved to be shipped or exported; and not a few of them so notoriously fraudulent that the merchant's name, who is pretended to be the exporter is forged on the receipt and possibly to this day neither knows anything of the fact or ever received a penny of the money.
