April 4. Treasury instructions to the Customs Commissioners, in reply to the latter's memorial of Mar. 23 last. (1) The business of keeping the accounts for the Committee of Trade of goods imported and exported is fit to be represented to the Privy Council for their direction to the officers that shall keep those accounts. (2) We approve your dismissal of John Eden, collector of Stockton, and your putting said collection into the hands of Henry Brabant, the customer inward of Newcastle, for his patent salary only with the allowance of 10l. per an. for a clerk whereby 40l. per an. will be saved. (3) As the King is at an extraordinary charge in managing the collection of Liverpool port by Mr. Osborne during the suspension of Mr. Vernon, the collector of Chester who officiated as collector at Liverpool, you can either restore Vernon to the said collection or present another collector. (4) We expect you from time to time when you present to us the names of any [Customs officer's] securities for our approbation to signify at the foot of the list that same are approved by the officer appointed to examine the sufficiency of such securities. Treasury warrant to same to continue for another month, April 1 inst. to May 1 next, the increased day pay of the tidesmen, both ordinary and extraordinary in London port, ut supra, p. 415, viz. 3s. a day, being 6d. a day in addition to their former allowance. Ibid, p. 85.
April 5. Henry Guy to Sir Richard Pigot (to be left at Mr. Toleson's, a tobacconist in Cateaton Street, to be sent with speed). You are to pay into the Exchequer this week the money due from you as survivor of the [late] Hearthmoney Farmers, as the Treasury Lords have signed the docquet [for the allowances in your account]. April 5. Henry Guy to Mr. Stephens [Cashier to the Treasurer of the Navy]. Send to the Treasury Lords by Friday an account of the debt upon the first book [of Navy debt] for which my Lords assigned 500l. a week "that began in or about August, 1680": viz. how much the said debt was at first, a list of the payments that have been made thereupon and when they ended. Same to the Customs Commissioners. Report to my lords on the enclosed draft of a warrant concerning the city of London. Ibid.
Same to the Auditor of the Receipt to issue as follows out of the 3,200l. of Excise money which is directed to be this week paid into the Exchequer, viz.: Disposition Book II, p. 136.

The remaining 1,000l. is to be reserved for the Treasury Lords disposal. Also what money Sir Richard Pigott, survivor of the late Hearthmoney Farmers, shall pay into the Exchequer is to be similarly reserved.
Followed by a later but undated letter, which is struck through, directing the above reserved item of 1,000l. of Excise money to be issued to the Duchess of Cleveland.
April 7. Same to the Master of the Ordnance. The Treasury Lords have directed 500l. a week to be issued at the Exchequer for the service of the Ordnance. Out Letters (General) VI, p. 428.
Same to the Auditor of the Receipt. Of the 3,000l. usually issued to the Treasurer of the Navy on account of the [Navy's] weekly money, the Treasury Lords desire that for the future only 2,500l. [per week] be issued to the Navy for that purpose; and that the remaining 500l. per week be paid weekly to the Treasurer and Paymaster of the Ordnance: all till further order to the contrary. Disposition Book II, p. 136.
April 8. Same to Mr. Stephens [Navy Cashier]. The Treasury Lords would not have you issue without their further orders the 2,331l. 3s. 4d. which according to your paper given to me remains in cash out of the 500l. a week appointed to pay off [the Navy debt of the first book of] 36,168l. 16s. 8d. April 11. Report to the King from the Treasury Lords on a draft royal letter as follows for allowing 92,750l. on the Earl of Ranelagh's account as Vice-Treasurer of Ireland. On examination of the said account, and being fully satisfied that the same has been fully paid by the Earl of Ranelagh according to your Majesty's directions we have nothing to object against the discharge of the said Earl. Appending: (a) said draft royal letter to the Lord Lieutenant of Ireland. On the accounts of the said Vice-Treasurer ending Mar. 20 last said Earl demanded an allowance of 92,750l. as paid by him to such uses and persons as the King (pursuant to a power reserved to the King in the present [Irish] establishment) had from time to time since 1675, Dec. 25, ordered and appointed by royal sign manual. The said sum was not allowed him by the Commissioners of Accounts in Ireland by reason that the vouchers for justifying the payment thereof did not appear before them. But said Earl declared that the reasons why he had not produced said vouchers before said Commissioners was because the King had by repeated letters declared that the accounts of moneys so reserved to the King's dispose should be examined and taken in England and not by the Commissioners of Accounts in Ireland and therefore he hath delivered to the King an account of the particular disbursements of the said 92,750l. together with the vouchers relating thereto. The King hereby declares that he has caused the account of the said 92,750l. and the vouchers thereto to be examined "and thereupon we find that the said sum hath been paid and issued here by our said Vice-Treasurer as we have thought fit from time to time to direct him." It is therefore hereby ordered that said sum be allowed him in his account ending Mar. 20 last and that without demanding any vouchers for the same.

Report to the King from the Treasury Lords on the proposal which was lately made by Robert Mason for applying a fifth part of the rents, revenues and profits arising to him in the province of New Hampshire in New England for and towards the support of the King's Governor to reside there (ut supra, p. 390): said proposal having been referred to the Treasury Lords by Order in Council dated Jan. 25 last, together with the question what allowance might be fit for Mr. Cranfield (appointed by the King to be Governor of said Province) to enable him to perform his journey thither and to settle himself there. We have desired the Attorney General to consider of Mr. Mason's title and the best way to secure to the King the said particulars. He has thereupon prepared an instrument for assuring to the King the said part of the revenue and likewise the said fines and forfeitures and Mr. Mason has executed same. Report to the King from the Treasury Lords on the petition of William, Earl of Inchiquin, praying your Majesty to stand to the loss of a parcel of fish of 230l. value, part of a greater quantity which he bought for the service of Tangier garrison during his government. The Lords Commissioners for the Affairs of Tangier by their order of Nov. 10 last upon hearing the said Earl found no reason for altering the disallowance (formerly made in his account) of 262½ kentalls of fish. Petitioner has offered us an affidavit made by Capt. Morgan O'Brien 1676, Nov. 16, affirming that by order of said Earl he went on board the ship Rooth and there weighed 630 kentalls of good, well-conditioned and merchantable fish for the garrison and desired Mr. Bowles several times to take them into his custody and that the remainder of said fish which was not issued to the garrison (excepting only 16 kentalls that were disposed of and some loose fishes that were stolen) was put into one of Mr. Bowles's storehouses and the key left with his servant. Although in strictness we cannot differ from the opinion of the Lords Commissioners for Tangier in this case, we submit the whole to your Majesty's mercy. Kerry, according to the columns called by Sir William Petty the extreme and reduced columns: to which pleas the Attorney General has put in one or more replications. In the said process the late Farmers [of the Irish Revenue], the late Undertakers [Earl of Ranelagh et al.] and the present Farmers [of the Irish Revenue] and also his Majesty's revenue itself are all greatly concerned. The King intends to advise thereupon with his Council [Counsel at law, i.e. the Attorney and Solicitor General and King's Counsel] here [in England]. You are therefore to command the Attorney and Solicitor General [Ireland] to move the Exchequer Court [Ireland] for stay of all proceedings thereupon, until the [said] Attorney and Solicitor General there shall have been further heard thereupon. They are to transmit to the King the state of the said pleas and replications and their opinion thereon and they are to advise with the Farmers herein and to use all lawful means to hinder any judgment being given by the Court herein before the King's Council [Counsel] shall have been further heard as aforesaid. Treasury warrant to the Surveyor General of Crown Lands for a particular of the royalty of hawking, hunting, fishing and fowling within the manor of Stoke under Hamdon and of the profits of the fair there with a view to a lease thereof to Sir Ed. Phelipps, kt., for 99 years, terminable on three lives with liberty to erect such a small building on the common as is desired. Warrants not Relating to Money IX, pp. 69–70.
Prefixing: said Phillipps's (Phelipps') petition (ut supra, p. 404); reference dated Feb. 18 last thereof to the Surveyor General of Crown Lands; and report, dated Feb. 27, from Jno. Fisher in the absence of said Surveyor General. I have searched with the Deputy Auditor and can find no ancient leases or grant of the royalty or profit of a yearly fair in said manor, nor anything answered or accompted for the same. The profit of the fair is very inconsiderable. I advise a rent of 10s. per an. for the fair and 3s. 4d. for the royalty and 12d. for the little house.
Caveat that no grant or warrant pass for the collector's place at Milford Haven without notice to Mr. Shaw. This caveat was ordered by Visct. Hyde to be entered. Caveat Book, p. 16.

April 28. Same to the Auditor of the Receipt to reserve for the Treasury Lords' disposal what money shall be paid into the Exchequer on account of the surplus of the Hearthmoney. Also to issue to the Privy Purse for Healing gold the 500l. which Mr. Duncomb is directed to pay into the Exchequer. Ibid, p. 141.
Same to Ralph Mountagu, Master of the Great Wardrobe, to apply the 550l. you last received and the 720l. now directed to be paid to you, to the provisions most necessary to be supplied out of the two last estimates presented [by you] to the Treasury Lords. Ibid.
Privy seal granting to Charles Fox, esq., the office and place of Receiver and Paymaster of and for the Guards, Garrisons and Forces loco Nicholas Johnson, deceased, during pleasure: together with the rooms used for the said Office in the Tiltyard adjoining the Horse Guard: and in order to prevent frauds and abuses in the payments of the said Guards etc. he is hereby to have the inspection and control of and upon all accounts and payments to be made by any person who shall receive any money from the King in order to the payment of the said Guards etc.: but he is not to be accomptable for any moneys which shall be paid to any other person by privy seal or otherwise for or towards the payment of the said Guards etc.: the royal intent and meaning being that said Fox shall have the inspection, cheque and comptrol of the said moneys and the management and disposition thereof: all with the fee of 20s. a day.
