Feb. 1. Report to the Treasury Lords by William Blathwayt, dated Whitehall, on the petition of Col. Edward Powell, ut supra, p. 1730. I know well that petitioner has been for above six years past at several times Deputy Governor of Montserrat and Antigua and that for the first years he had presents of sugar from the Assembly for his subsistence in that government, there never having been any allowance from the King made towards it [such subsistence]. The instructions of Charles II to Sir William Stapleton, dated 1683, May 7, directed that no money or value of money should be granted by any Assembly to any Governor or Deputy Governor which should not be granted to his Majesty for the use of such Governor or Deputy. The Assembly of those islands did, without any good reason, put a stop to their usual presents: so that petitioner, having lived at his own charge, may have contracted debts, all necessaries for living being very dear in those parts. Petitioner's pretences and former services are so well known to his Majesty that he has for some years past had an Army pension of 4s. per diem. Out Letters (Plantations Auditor) I, p. 283.

Feb. 20. Treasury warrant dormant to Sir William Godolphin, kt., Auditor of Wales, and to the Receiver of Crown Revenues for South Wales to pay and allow 80l. per an. to Charles, Duke of Somerset, and the arrears thereon, for a rent resolute out of the manor of Tallaugharne [Tal Laugharne] and other manors in co. Carmarthen, it being certified by Robert Humfreys, gent., who acts for said Godolphin, that same is payable to the Duke in right of his Duchess. Money Book VIII, p. 385.
Same to Tho. Northmore, undersheriff of co. Devon in 1685, to repay to Edward Ange the several sums as follows levied by you on James Row and Henry Tolcher of Totnes, co. Devon, on account of Recusancy in April and May, 1685, in order to the repayment of said sums to said Rowe and Tolcher according to the King's pleasure, viz.: 20l. 5s. 5d. levied on said Rowe and 20l. 16s. 8d. on said Tolcher, no part whereof has been paid into the Exchequer, the sheriff not having charged himself therewith; as appears by the certificate of the Comptroller of the Pipe. Feb. 29. The Treasury Lords to the Lord Deputy of Ireland to report on the petition (referred from the King to the Treasury Lords) of Capt. Owen Macarty for the place of searcher of Customs in Dublin port. Out Letters (Ireland) V, p. 101.
