Oct. 17. Money order for 250l. to Henry Guy for secret service, without account: to be issued on the 20,000l. privy seal dormant of Sept. 20 last: as by the royal sign manual of the 16th inst. and the money warrant of the 16th inst. thereon. Order Book II, p. 181.
Treasury reference to the Attorney General of the petition of William Smith to the King, petitioner shewing that Geo. Bromfeild lately obtained a grant of stones on the Kentish coast for making copperas, ut supra, pp. 2022–3, which grant was, on reference, approved by the Attorney General and the Admiralty Court: that notwithstanding the prohibition clause in said grant said Bromfeild is willing that petitioner apply for a similar grant in all the shores of England, Wales and Berwick except Kent: therefore prays such grant for 31 years with a prohibition to all others: and with a liberty for building sheds on the shore for producing copperas. Treasury warrant to William Hewer to deliver to Lieut.-Col. Heyford 80 out of the 250 cloaks formerly provided for the three Troops of Horse designed for the late garrison of Tangier; it being the King's pleasure that same be delivered for the use of the recruits of Visct. Cornbury's Regiment: "and notwithstanding his late Majesty paid for the said cloaks by your hands after the rate of 3l. 10s. 0d. per cloak, and at which rate the Auditors of Imprests are to allow you the same on your account, yet it is his Majesty's pleasure that the said Lieut.-Col. Heyford shall pay out for the same after the rate of 1l. 10s. 0d. per cloak." You are therefore to charge 120l. on the said Regiment accordingly. Warrants not Relating to Money XII, p. 364.
Oct. 18. Same to Owen Wynne, Warden of the Mint, and to Tho. Neale, Master and Worker of same, to deliver to William Constable, esq., 580l. in part of the tenths of such silver and gold as he brought from the wreck near the coast of Hispaniola. Money Book IX, p. 72.
Same to the auditors concerned, to pass the accounts of Mary Agar, relict of Thomas Agar, late Surveyor General of Woods, South Trent, as follows and therein to allow her the debit of 91l. 14s. 10¾d. as follows, thus leaving the account even and thereon to give her a quietus: said accounts being six several accounts of wood sales in several forests, said Agar being therein charged with 33,042l. 2s. 1¾d. receipts and discharged by payments of 21,104l. 18s. 10d. for payments into the Exchequer and other good warrants; thus leaving a remain of 11,937l. 3s. 3¾d. of which 1,337l. 4s. 8d. depends in super upon divers persons, thus leaving a final remain of 10,599l. 18s. 7¾d.: against this final remain Mrs. Agar prays allowance of items amounting to 11,727l. 15s. 3d., beng for travelling charges, costs of felling, charges of stripping and housing bark, of suing offenders and Mr. Newton, wages, poundage on wood sales, Mr. Charles Morgan's attendance on the Navy Purveyors, repairs etc., thus Mris. Agar pretends to a super of 1,127l. 16s. 7¼d.: but of the said demand for allowances the Chancellor of the Exchequer has only allowed her 10,508l. 3s. 9d., which leaves her finally indebted in the abovesaid sum of 91l. 14s. 10¾.d. Oct. 18. Treasury warrant to the Receipt for tallies on the Excise for 20,000l. to Charles Duncombe in repayment of so much by him lent in the Exchequer the 16th inst. on the credit of the Excise. Money Book IX, p. 74.
Same to the Excise Commissioners to pay said Duncombe 6 per cent interest on abovesaid 20,000l. as from the 16th inst.: to be paid quarterly. Ibid. p. 78.
Same to William Man and Char. Dereing, respectively Auditor and Comptroller of the Hearthmoney revenue, to allow in the said Duncombe's accounts as Cashier of Hearthmoney the sum of 20,000l. of Hearthmoney which about the 2nd inst. said Duncombe employed for the satisfaction of 20,000l. which he lent to the late King 1684, Oct. 16, for which loan he received four tallies of pro 1684, Dec. 30, for 5,000l. each, or 20,000l. in all on the Hearthmoney. Henry Guy to Mr. Hutchinson. I have laid before the Treasury Lords your letter dated this day concerning the 303l. 17s. 10½d. received by you for the King's moiety of wool [seized]. You are to pay 203l. 17s. 10½d. into the Exchequer and to detain in your hands 100l. to reimburse you the 100l. you paid to Mr. Carter by my Lords' order. Disposition Book VII, p. 13.
Oct. 18. Henry Guy to the Farmers of the Lotteries to forthwith pay into the Exchequer their last Sept. 29 quarter's rent except 163l. which you are to detain for said quarter on the Comptroller's salary and on the pensions granted by the King. Out Letters (General) XI, p. 448.

Appending: (a) petition to the King from John Fox, shewing that his father, Garrot Fox, late of Dublin, on his marriage with Mary Wesly (petitioner's mother) settled on her in 1626 several manors etc. in co. Westmeath and several houses in Dublin to the use of herself and issue male; that not knowing of said settlement petitioner was prevailed on by his father to join in a mortgage of the lands in Moyvore and the mills thereto and the rectory of Baskin to Hugh Fox for 870l. and the [equity of] redemption of said lands became forfeit to the King by petitioner not being adjudged innocent either by the neglect of his father or shortness of time allowed for trial of Innocents: therefore prays a grant of the King's interest in said lands under the present quit rents.

The Treasury Lords have thought it for his Majesty's service that last Lady day quarter thereon be paid at the Exchequer. Take notice thereof so that the King be not doubly charged. (The like notice to the Customs Cashier.) Ibid.
Same to Mr. Walmesley of Dunknall. You will receive [Treasury] letters by this post desiring you to pay to Mathew Anderton, collector of Customs at Chester, the 2,000l. "which you are pleased to make a present of to his Majesty." Ibid, p. 449.
Same to Peter Shakerley, Governor of Chester. It is the King's pleasure that you forthwith send a safe convoy to Mr. Walmesley's house at Dunknall in Lancashire to carry the abovesaid 2,000l. to said Anderton. The Earl of Ranelagh will order said Anderton to pay the charges of the convoy. Ibid.
Oct. 23. Henry Guy to the Customs Commissioners to deliver to "Madam" Walgrave, Customs free, a small box, now in the Customs warehouse, come from Brussels and containing preserved apricots or other dried fruit for the Queen. Out Letters (General) XI, p. 449.
Same to the Commissioners of Excise and Hearthmoney to quicken "with all the imaginable speed you can" the collectors of Hearthmoney to get in all the Hearthmoneys possibly they can, due at Michaelmas last. Ibid.
Report to the King from the Treasury Lords on the petition of Benj. England of London, mariner, praying the naturalization of the derelict flyboat, now called the Providence of London, ut supra, p. 2066, bought by him from Thomas Nowell, Serjt. of the Court of Admiralty of the Cinque Ports: petitioner having spent a further 400l. in refitting her and there being a proviso in the Act for Encouraging of Shipping [22 and 23 Car. II, c. 11, § 12, sic erratum for the Act of 19 and 20 Car. II, c. 3, § 1, for making prize ships free to trade] that ships condemned in his Majesty's Court of Admiralty or in the [Admiralties of the] Plantations may enjoy the benefit of an English built ship; further no foreigner having any direct or indirect interest in the said flyboat. Hereon the Treasury Lords report that the Customs Commissioners have no objection to the grant of freedom in this case although the case of a derelict is not expressly within the words of the Act of Frauds [14 Car. II, c. 11, § 5].

But the great part of the disbursements is for fees to counsel, breviats, proceedings apon Quo warranto against several Corporations and in these cases no vouchers or acquittances are produced, it being not usual.
At the foot of a like acccompt by these same accomptants for the year 1685, Michaelmas, to 1686, Michaelmas, there was a surplusage of 2,847l. 5s. 1d. due to them which was directed to be paid them. Thereon they received 2,540l., leaving 307l. 5s. 1d. still due. Before allowance hereof the Auditor of the Receipt ought to verify this by a certificate.

In your report of the 22nd inst. you, the Customs Commissioners, have represented that great part of the timber and deals from Norway are imported by the Danes in their own shipping which pay alien duty, viz. a fourth part more than if imported by English [importers in English bottoms]; and the masters of such ships who are strangers here are many times without credit, not being able to raise money for their duties except by sale of their goods [lading]; wherefore it was the usual practice of the managers of the late wood farm to give them credit in such cases for a short time till they could so sell part of their lading to raise the duties due on the whole lading. This arrangement was an advantage to the wood farmers and it will be to the King's service to pursue the same method [now that said duty is managed by said Commissioners]. Ibid, p. 184.

Privy seal for passing in the following form the accompt of James Grahme (Keeper of the Privy Purse) for Healing medals from 1686–7, Feb. 3, to 1687, Dec. 27. In said account Grahme is charged with 14,400 medals of gold by him received out of the Mint within said period (being to the value of 3,591l. 16s. 3d. according to the certificate of James Hoare, Comptroller of the Mint). Per contra Grahme craves allowance of 12,492 medals delivered out to several persons touched for the King's evil between 1686–7, Jan. 7, and 1687, Oct. 28 (according to the certificate of Thomas, Bishop of Rochester, and James Pearse, the King's Serjeant chirurgeon), being to the value of 3,115l. 2s. 11d.; and likewise of 1872 medals similarly delivered between 1687, Oct. 28, and Dec. 23 (as by the certificate of "our right trusty and well beloved counsellor the Revd. Father Edward Petre" and said Pearse), being to the value of 468l.; and likewise of 662 medals left then remaining in the hands of Thomas Duncley, deputy to Nathaniel, Bishop of Durham, late clerk of the Closet; being to the value of 164l. 17s. 4d. He further craves allowance of 164l. 17s. 4d. for 540 pieces of ribbon to hang the said medals on at 6s. 6d. per piece; and 575l. 6s. 8d. for allowance to persons managing this affair at 200l. per an. from 1684–5, Feb. 7, to 1687, Dec. 24; and 46l. 13s. 4d. the charges of passing the present account: thus leaving this accomptant 935l. 14s. 0d. in surplusage.
All these items are hereby to be allowed and the said surplusage is hereby to be paid him. Further, the Master and Worker of the Mint is in his accounts to be hereby allowed said 14,400 Healing medals and also all such like medals as he hath delivered since the said [present] account or shall at any times hereafter deliver to the Privy Purse by direction of the Treasury Lords at such values as shall be certified by the Mint Warden and Mint Comptroller. Finally, the Keeper of the Privy Purse is hereby for the future to be allowed such reasonable sums as he shall lay out in buying ribbon as above and likewise 200l. per an. from 1687, Christmas, for persons employed in receiving and delivering out such medals.
