Oct. 1. Warrant by Treasurer Rochester to Tobias Eden, Deputy King's Remembrancer. The custody of the port bonds and port books appertains to you in right of your office as Deputy Remembrancer. In order that same may be carefully examined and preserved and that the bonds be not at any time fraudulently discharged or vexatiously prosecuted you are hereby to observe the orders already made concerning same and such orders as shall be hereafter made by me, the Lord Treasurer, or the Customs Commissioners. Henry Guy to the Customs Cashier to forthwith pay into the Receipt 7,738l. 10s. 0d. of Customs money remaining in your hands of the week ended Sept. 29 last. Oct. 1. Henry Guy to the Customs Commissioners to deliver to John Taylor some china ware etc. directed to him, on payment of Custom. Out Letters (General) IX, p. 150.
Same to same. The qu[arte]rs of Rumbold the traitor are arrived in London port. Deliver them to such persons as the King or Secretaries of State shall direct. Ibid.
Same to the Receipt. You are to insist on no more fees on the present payment on the Earl of Peterborough's pension than what the garrison of Tangier pays. But for the future [payments thereon] you may demand the same fees as of others on payments of the like nature. Ibid.
Same to the Customs Commissioners. In your report of the 28th ult. on the proposal of Mr. Jefferys et al. importers of tobacco from Virginia, concerning the new imposition on tobacco you propose three alternative ways for payment. Are the merchants to have the advantage of all three or only one thereof? Also what about the order of Aug. 17 last for allowance of 4 per cent. for waste? Ibid, pp. 150–1.
Same to the Commissioners of Excise and Hearthmoney. Is there any other Hearthmoney case in England like in all circumstances to that of the Hospitals of Canterbury called St. John and St. Nicholas; which desire to be relieved of Hearthmoney? Ibid, p. 151.

Appending: (a) petition to Treasurer Rochester from Peter Martin, a French Protestant, being come over upon the late King's Declaration in behalf of the French distressed Protestants for permission to send back to France some old Flanders laces which he brought with him, being the remainder of his goods, not knowing they were prohibited here.
Same to Sir Stephen Fox. In 1679 there was a retrenchment made of board wages and other allowances payable by the Cofferer of the Household whereby the expence of the late King's Household was reduced from about 107,000l. per an. to less than half that sum. Certify Treasurer Rochester the proportions by which that retrenchment was made, expressing whether the respective societies or particular servants were retrenched a moiety or a third or more or less; and from what time said retrenchment commenced and how long it has continued. Ibid.
Reference by Treasurer Rochester to the Excise Commissioners of the petition of Peter Reneu of London, merchant, for an allowance (similar to what Mr. Beake had) in the duty on certain overproof brandy laden at Bordeaux July 4 last; or otherwise prays leave to export them to Holland. Reference Book III, p. 167.
Same by same to the Customs Commissioners of the petition of Patrick Mein as by a favourable reference thereof from the King Aug. 11 last; petitioner setting forth his father's loyalty in Scotland to Charles I and II for which the Parliament of Scotland recommended him to the late King, who ordered his losses to be satisfied out of fines then to be raised in Scotland, which being otherwise exhausted said intention was frustrated whereupon in Jan. last the late King declared that something should be done for him; therefore prays satisfaction out of fines and forfeitures now due to the King in Scotland, or prays employment in the revenue in England, having been several years so employed in Ireland. Sir Samuell Morland has acquainted the King that there will be occasion for a wharf to be made on the ground at the waterside to secure the mill and works which convey the water into this [Windsor] Castle from the violence of the winter's weather. Appending: (a) petition of Abraham Shapton, shewing that he has received back the lease and assignment of the mines royal holding (as he believes) gold and quicksilver, assigned to said Howard and said Surveyor General which they are ready to assign back to petitioner: but being unable to pay the five years now due by his covenants to the Company on the 10l. per an. rent or to set the mine on work petitioner prays to be paid said 50l. or for the Lord Treasurer to purchase the estate. Warrant by Treasurer Rochester to the Customs Commissioners to employ Daniel Rexford as commander of the Maldon smack in the service of the Customs at Plymouth upon the dismission of Thomas Powell. Out Letters (Customs) X, p. 53.
Reference by same to same of the petition of John Wyat, shewing that John Hobson, late Consul for the English nation in Venice, came from thence by the King's leave about 12 months since and his household goods, pictures etc. were laden on the London Merchant, Capt. King commander, May 30 last; that Hobson died before their arrival and left petitioner executor in trust for his estate in Venice for his two daughters in England and his only son, his Majesty's Consul in Venice: prays for the delivery of said goods, Customs free, in order that they may be sent back to Venice to said son. There is wanting for the Queen's service at Whitehall printed panagon for furnishing the lodging of the Mother of the Maids [of Honour], answerable to the rooms which have been furnished for said Maids; and six cane chairs and a couch.
Same to the Customs Commissioners to report on the enclosed paper [missing] concerning the late imposition upon tobacco particularly that part of it [said paper] which is proposed to be done before the meeting of Parliament. Will it be for the King's service to endeavour at the next session of Parliament to pass such a bill as is here proposed? Also send the Lord Treasurer an account of the moneys received on the several petty farms of the Customs since the death of Charles II ut supra, p. 63. Ibid.
Warrant by Treasurer Rochester to same to release the seizure of the goods of above 50 families of French Protestants after giving them caution of the Navigation Act: John Calvet, their agent, having petitioned shewing ut supra, p. 336, that they and their goods have lain since Aug. 1 at Plymouth on board the King David, Peter La Coste, an Englishman, master, and the Mary, Thomas Guilco, an Englishman, master, both which ships were built in France and bought by the said Captains [but have not been made free as English ships] on which petition said Commissioners reported Sept. 26 last that such importation is against the Navigation Act and moreover that no alien or person not born within the allegiance or naturalized or made a free denizen shall exercise the trade of a merchant or factor in any of the Plantations on pain of forfeiture of goods and chattels; that said goods may be restored in pity of the severity of the prosecution from which they are fled, but that they be advised of the danger they will incur by the Navigation Act if they send their goods in the said ships to New York or any of his Majesty's Plantations. Warrant by same to the Surveyor General of Crown Lands for a particular of a tenement in the manor of Boyton with a view to a lease thereof to John Holman for 99 years terminable on the lives of him, Mary his wife and Mary her daughter by Samuel Lang, late tenant of the premises at the old rent of 13s. 9d. per an. and fine of 20l. and on surrender of the term in being. Ibid, pp. 119–20.
Prefixing: said Surveyor General's report on said Holman's petition for same. The tenement is about 30 acres, formerly valued at 15l. per an. and granted 3 Car. I to Henry Randall for the lives of his three daughters Margaret, Grace and Wilmot, who soon after assigned to George Anderton, whose only daughter Mary married Sam Lang and said Lang obtained a new lease in Feb., 1672–3, for 99 years terminable on the lives of said Margaret Randall, Lang and Mary his wife at 30l. fine which was a high rate. A fine of 20l. may be sufficient for the present lease as the value of land has fallen.
Oct. 8. Fiat by same for royal letters patent to constitute George Shepheard, esq., Comptroller of Berwick port: to wit, the office he held at the death of Charles II. Ibid, p. 120.
Constitution and appointment by same of William Arnold, gent., to the office of steward and stewardship of the manor of Wicks Bishop in the parish of St. Clements in Ipswich and the manor of Waldringfield, co. Suffolk, which manors have been seized into the King's hands for payment of the fine of 10,000l. lately set on Sir Samuel Barnardiston in the King's Bench for misdemeanours. Ibid, p. 121.
Warrant by same to the Clerk of the Pipe for a lease to Andrew Lawrence, Surveyor of the King's highways, of a house lately built by him in the parish of St. Martins in the Fields near the new road leading from Westminster to Knightsbridge near the King's gate there leading to Fulham, being 28 feet by 28 feet, with an adjoining yard 90 feet north thereof and in the occupation of Edward Mathews. The lease to be for 31 years from Lady day last at 12d. per an. rent and without fine in consideration of said Lawrence's cost in building said house and enclosing said land. Ibid, pp. 121–2.

Oct. 8. Warrant by Treasurer Rochester to the Customs Commissioners approving the method of tobacco bonds and discounts as follows, as advised in their report of Sept. 28 last on the proposals of Mr. Jefferys et al., merchants, importers of tobacco from Virginia who desire that they may give bond for the new duties at three six months in three equal proportions and so to be free to deliver any part of said tobacco to any consumptioner or retailer; and likewise that the importer or buyer may have 12 months for re-export and further that they be allowed 8 per cent. for waste and allowance of discount if they wish to take up their bonds. Upon said proposals said Commissioners report that by order of July 31 last Treasurer Rochester gave order for admitting merchants importers of tobacco and sugar to 10 per cent. rebate on payment of duty in ready money and that the allowance of giving bond at three six months is equivalent to said rebate of 10 per cent. as far as the King's affairs are concerned, but of more convenience to the merchant: further that by the Lord Treasurer's order of Aug. 17 last 4 per cent. is allowed for waste and that such allowance may be made to such as give bond as abovesaid, provided always that every merchant shall enter his whole parcel [come] by any [single] ship and compound for the duties either by bonds at three six months or by payment of money down on rebate or otherwise to have no benefit hereof: and whereas the merchant is allowed 18 months in case he sells not and the buyer four months for the exportation of the said commodities "now in consideration that the whole duty is compounded for at the importation of the goods you have reported that you think it for the King's service that the time for exportation may be ascertained [fixed] to be within 12 months as well for the importer as the buyer of any goods so compounded for at the importation according to the practice of the additional duties in the Act of Tunnage and Poundage," and further that as to the merchants' desire to be admitted, on discount, to take up their bonds when their circumstances shall permit, direction be given to the Receiver General [of Customs] to do the same in such manner as he has been used to discount the payment of the [Customs of the] East India Company "to avoid distraction in the accounts of the Customs." What has been raised thereon remains in your hands. You are to keep it by you till you inform me how much it amounts to and you are to forbear levying anything more thereon till further order. Same to same. Treasurer Rochester learns by letter from Bristol that Col. Trelawney has secured a vessel that came from Rotterdam to Lyme four hours after the late Duke of Monmouth landed there and that the tidewaiter found therein 40 pair of pistols wrapped in hemp and consigned to two disaffected persons; and that the vessel is designed in a few days for another voyage to Holland. You are to report on the whole matter and meanwhile to stop the vessel. Ibid.
