Henry Guy to the Earl of Ranelagh. The Treasury Lords have for divers weeks past directed 107l. 18s. 4d. per week to be issued to you for the gunners in the several garrisons. Same to the Postmasters General, enclosing the petition [missing] of Robert Whinnet, late commander of the pacquet boat Francess ketch, praying his Majesty's bounty, he having lost his arm in an engagement with the French. My Lords desire you to give such directions that the Deputy Chamberlains in the Tally Court do attend their duty at the Exchequer every day (Sundays and holidays excepted) at nine of the clock in the morning, "and if they fail, that you would order that an account be given of it to this Board." Same to the Countess of Bristol. In answer to yours, there are no tallies struck on the Tenths of the dioceses of which Sir Thomas Duppa is sub-collector for any greater sum than what he has already in his hands ; so that you need not doubt that the moneys which he shall hereafter receive either for the year ended Christmas last or for that ending Christmas next will be at liberty to satisfy the tallies struck on him for your pension. Oct. 14. Henry Guy to Sir Joseph Herne. My Lords expected that the 7,000l. which is due from the East India Company to their Majesties would have been paid into the Exchequer some time since. But a failure having been made in that payment, I am to tell you that the King's affairs at this time are so very pressing that they cannot be without the said sum any longer. My Lords therefore desire it may be paid into the Exchequer by Friday morning next at the furthest. Out Letters (General) XIII, p. 153.
Treasury reference to Mr. Harbord [as Surveyor General of Crown Lands] of the petition of Tho. Neale, esq., to the Queen for a 99 years' lease of a certain parcel of ground within six miles of Plymouth called the Lery and other parcel[s] adjoining, which are covered every tide with water, he being willing at his own cost to drain the same, allowing the King a fifth part of what is recovered or to pay 1,000l. for the same whether the project succeeds or not. Henry Guy to the Auditor of the Receipt. My Lords desire that the Countess of Anglesea, Lady Brewster, Edward Howard and the three chaplains, supra, pp. 1332, 1337, and infra, pp. 1345, 1354, may have the benefit of the order of June [July] 8 last, supra, pp. 1221-2, concerning fees. Order of the Privy Council for granting to Col. Lionel Copley, Governor of Maryland, 600l. as part of the duty of 1s per hogshead as below, together with such further part of the said duty as shall remain after deduction of the 14d. per ton and of the one fourth part of said 1s. per hogshead, which is directed to be applied to buying arms and ammunition as below [see infra under date 1691, Dec. 11].
Appending : report, dated Oct. 12, from the Committee of Trade and Plantations to the Privy Council on the petition of said Col. Copley ; said petition setting forth that there is a certain duty in Maryland of 1s. per hogshead [being a moiety of the duty of 2s. per hogshead], which is given by the county [country] for support of the Government, and that "the [proceeds of] same [arisen the last year in Maryland] hath been lately consigned by bills to Mr. Peter Baggin of London [see supra, pp. 1323, 1326], which by order of Council were commanded out of his hands and are now by Order of the Lords of the Treasury in the hands of the Cashier of the Customs" ; therefore praying that in consideration of his long attendance and great expense in relation to the said Government the said money may be delivered to petitioner.
Hereon the Committee of Trade and Plantations desire the Lord President to represent in Council that there are bills remitted from the Convention of Maryland for 1,071l. 16s. 2d. for the last year's duty in Maryland [of the said 1s. per hogshead] and the [tonnage duty of] 14d. [per] ton [ut supra], which proceeds are ordered by the Treasury Lords to be paid to the Receiver General of Customs ; of which sum 273l. or thereabouts may be due for the 14d. per ton payable to Lord Baltimore : and that, by the instructions to Col. Copley, one fourth part of this revenue accruing to their Majesties is to be applied towards the buying of arms and ammunition. The Committee of Trade thereupon humbly offer that 600l., part of the whole, "with such further sum as shall remain after deduction of the duty of 14d. per ton and one fourth of the 1s. per hogshead for the buying of arms and ammunition," be allowed to Colonel Copley in consideration of his attendance and expense in that Government and in satisfaction of his salary to March last. Prefixing : (a) Order of the Privy Council, dated Whitehall, Oct. 15 inst., that 1,000 English seamen be allowed to the port of London for this year's trade to Virginia and Maryland, with addition of one fourth part of foreigners, and that the Customs Commissioners do apportion and distribute the said number into the several ships and do report with all speed to the Committee for Trade and Plantations such distribution and allotment, with the names of the ships, their burden and crew : and likewise that they send to the said Committee an exact list of all ships, their burden and number of seamen entered [from] or cleared for any other part of America than Barbados, the Leeward Islands, Jamaica, Virginia and Maryland, so that such orders may be given therein as the Privy Council find requisite : all by reason that the Committee for Trade and Plantations have this day acquainted the Council that they have discoursed with the Customs Commissioners and with the principal traders to Virginia and Maryland, who have represented that by reason of the unlimited number of seamen permitted to go from the outports to Virginia and Maryland the traders from the port of London would be much discouraged if a proportionable number of seamen be not allowed them for this year's trade, and therefore offering for consideration that 200 English seamen over and above the 800 allowed the last year for London port for the Virginia and Maryland trade may sufficiently accommodate the merchants for the present year.

Treasury reference to the Excise Commissioners of the petition of Lydia Wood, praying to be remitted [discharged of] the sum of 17l. 16s. 10d., which remains unpaid by her husband as [late a] collector of Hearthmoney. Reference Book VI, p. 345.
Treasury warrant to the Surveyor General of Crown Lands for a particular of the wood ground called St. Johns Wood near Chipping Wycombe, co. Bucks, in order to a reversionary lease thereof to John Gibbons for 31 years at 30l. per an. rent : with power to the lessee to cut the wood thereon according to the statute of 35 Hy. VIII.
Prefixing : report dated Mar. 24 last from William Harbord, said Surveyor General, on said Gibbons' petition for same. The premises were granted to Sir Robert Johnson, kt., 1610, Mar. 29, for 60 years at 10l. per an. without fine on condition of the lessee spending 200l. in fencing and improving same and at the end of the lease to leave 100 acres of wood ground uncut of at least 12 years' growth, the whole being expressed in the survey to be 275 acres and then valued at 45l. per an. A reversionary grant passed 1662, Oct. 2, inter alia to Henry Seymour for 23 years from 1670, Mar. 29, at 40l. per an. This rent of 40l. per an. was sold 1666-7, Jan. 24, to Sir Thomas Danyell, reserving to the Crown only 10s. per an. ; and in 1676, April 19, said Danyell sold his interest in said rent to Auditor Parsons. Seymour for 30l. consideration assigned his whole interest in the term 1666, May 28, to Andrew Hunt, the tenant, whose daughter the present petitioner married, "and 'tis alleged by the petitioner that the wood being now (the greatest part of it) well grown, which the petitioner hath power to cut down and dispose of at any time before the determination of the said grant, and in regard the inhabitants of the seven adjacent parishes claim right of common and weeding and have put the lessee to above 210l. charge" in defending the King's title, and that it never was nor could be kept enclosed in spite of the abovesaid covenant in Johnson's lease, and, if now cut down under the present lease, it would not be fit to cut again in many years : therefore I advise to reduce the rent to 30l. per an.

Oct. 17. Henry Guy to the Earl of Ranelagh to report on the enclosed petition [missing] of Mary Hopkins and Margarett Harris, matrons of the Hospital on Hounslow Heath, praying payment of the arrears of their salaries and disbursements. Out Letters (General) XIII, p. 155.
Oct. 19. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Robert Baden of all wrecks, jetsam, flotsam, lagan, goods derelict, riches, bullion, goods etc. which at any time before 1695, Michaelmas, shall be left or cast away, wreckt or lost on any of the rocks, shelves, shoals, banks etc. on the western coast of Ireland between the latitudes of 51 and 57 degrees, and which shall be recovered by him or his agents ; reserving to the Crown a fifth part thereof : with a covenant for him to deliver to the Office of Ordnance, England, all guns recovered ; and to keep a true account in writing of all things gained or recovered, to be exhibited on oath if required ; and also to bring home into the port of London all gold, silver, riches and goods so recovered ; and that the Treasury may appoint any person to inspect the fishing of the said wrecks. Complaint has been made to this Board that several masters of great ships lately arrived with coals from Newcastle, having no fair intentions for the public good, have entered into a combination amongst themselves for enhancing the price of coals and do delay to bring up their ships to London, discharging part of their lading before they come up the river, and keeping the remainder on board to get a better market, to the great prejudice of the poor. It is therefore ordered that an account be forthwith certified to this Board of the names of the masters and owners, vessels and tonnage, that further course may be taken therein as shall be thought fit.
