Report to the Treasury Lords [by William Blathwayt
as Auditor of the Plantations] on the memorials
relating to [the revenue of] Virginia, ut supra,
pp. 1408-9. By the original settlement of the
Plantation of Virginia there is reserved to the Crown
a quit rent of 2s. for every hundred acres and so
proportionately for a greater or smaller quantity.
By patent dated 1673-4, Feb. 25, Charles II granted
all the southern part of Virginia to the Earl of
Arlington and Lord Culpeper, with the quit rents,
for 31 years. The patent thereof was surrendered
by Lord Culpeper in 1684 and in consideration thereof
Charles II granted [him] a pension of 600l. per an.
for 20½ years, payable on the establishment of the
Forces, and the King thereupon declared his intentions
of applying the said quit rents to the benefit
and for the support of the Government of Virginia
according to orders to be given by him from time
to time ; and in pursuance thereof several issues
have been made, leaving a remainder in cash on
the 9th of June last of 1,985l. 14s. 10d. as a fund
to answer the exigencies of the Government of
Virginia.
The penny per £ mentioned in the memorials,
ut supra, is a duty imposed by Act of Parliament
[25 Car. II, c. 7] upon tobacco exported [from one
Plantation] to the other Plantations. This duty
remains under the sole management of the Customs
Commissioners [England]. They can give your
Lordships an account thereof. It was granted not so
much in prospect of any gain to the Crown as for
hindering the exportation of the enumerated commodities
to other parts than are allowed by law.
The lands on the south side of Blackwater and
Pamunkey Neck are at present inhabited by Indians
and not settled by any Christian inhabitants ; and
the Lieut. Governor and Council of Virginia have
by their late representation to the King asked that
the Indians inhabiting the said lands might be
limited to a narrower compass and that the King
would make such grant thereof as he thought fit as also
of such lands as may escheat to the Crown from time
to time, "which by their Majesties' instructions
are at present granted to the planters by the Governor
or Commander in Chief of that Colony [in custodiam]
for their Majesty's use." |

Royal warrant to the Clerk of the Signet for a privy
seal as follows to authorise Elizabeth, Duchess of
Albemarle, to deliver up Sir Hender Molesworth's
recognizance. On the 23rd March, 1687-8, Hender
Molesworth (afterwards Sir Hender Molesworth,
bart., since deceased) entered into a bond in 20,000l.
and Thomas Freeman, Thomas Fuller, John Bourden
and Samuel Bernard, esqrs., similarly into bonds of
10,000l. each and Charles Penhallow, Francis
Hanson. John Towers, Francis Blackmore, esqrs.,
and Redman McCraugh, gent., similarly into bonds
of 5,000l. each and William Hutchinson, John
Mohun and Joseph Knapman, gent., similarly into
bonds of 2,000l. each, and Samuel Jones similarly
in bonds of 1,000l., and Richard Scott, James
Bannister, John Heathcott and Walter Rudeing in
a bond of 2,000l. current money of the island of
Jamaica, the said bonds being entered into to the
late King James II before Christopher, late Duke
of Albemarle, then Governor of Jamaica, with
condition that the said Molesworth should within
three months (provided he be not hindered by
the said King or the said Governor) repair to England
and surrender himself to one of the Principal Secretaries
of State to answer the said King's demands
concerning the moiety of treasure imported into
Jamaica and taken out of the wreck near Hispaniola
during the time of his being Commander in Chief
in the said island, and should not depart from the
Court of the said King until he had given other
security to the King and until the King should
release him from all pretences of damages that he,
the said King, might have against the Duke of
Albemarle concerning such treasure. His present
Majesty King William being informed that James II,
by a sign manual dated 1688, Oct. 17, directed the
Duke of Albemarle to deliver up "the said recognizance"
and to vacate same, but the sign manual
not arriving [in Jamaica] till after the death of said
Duke, it was not so delivered up and still remains
in the hands of the said Duchess. She is hereby
directed and empowered to deliver up the same. |

(who are charged by proclamation as follows to
render themselves to the Navy Commissioners in
London, Chatham or Portsmouth or to the storekeeper

or to Henry Greenhall, Agent for the Navy at
Plymouth, or to Robert Henley at Bristol) : and
having received said men to defray the charge of
their conduct and subsistence and likewise of those
seamen that shall be brought into London, Chatham,

they shall be put on board the ships appointed to
receive them. The said disbursements are to be
made out of the Customs moneys of the said ports
and are to be allowed on the said respective collectors'
accounts. All by reason that consideration is this
day had at the Council Board of the most effectual
means for raising and bringing in of seamen to
man the Fleet this year and it was thought that a
Proclamation be forthwith issued pursuant to the
tenor of that published Feb. 9 [1690-1] last charging

believe that by reason of these burthens the said
inhabitants have a very hard case and such as
requires something to be done for their relief," we

is due to them on account of quarters or otherwise

Report to the Treasury Lords from William Blathwayte,
as Auditor General for the Plantations, on
the petition of Colonel Thomas Dungan, late
Governor of New York, the said petition setting
forth that Dungan hath mortgaged all his estates
for debts contracted and money expended in the
service of the Crown of England against the French,
which estate will be forfeited in May next unless
in the meantime redeemed, his person being likewise
in daily hazard of being arrested on the same account.
Hereupon Blathwayt reports that he has examined
Dungan's accounts of moneys received from the
public revenue of New York and otherwise and of
his disbursements for the support of the Government
of that province and in the war against the
French and the Indians of Canada which were
successfully carried on by him. According to said
accounts, there would [appear to] be due to him and
others for disbursements 10,374l. 10s. 3½d. and more
particularly for disbursements by Robert Levingston,
employed for buying and furnishing provisions for
the Forces then on foot, 2,484l. 8s. 1½d., whereof
Dungan alleges to have satisfied the said Levingston
for 312l. 1s. 11d. But inasmuch as the said accounts
are not sufficiently vouched, nor the accomptant
properly charged with the receipts, it has been usual
in the like cases for the Treasury Lords to refer
the examination thereof to the Governor and
Councils of the respective Plantations, who may
give the accomptants their full charge and require
the proper vouchers. It appears by mortgage
produced to me that Dungan was forced to engage
all his lands, negroes and chattels in New York
to the said Levingston for the answering the sums
disbursed by him ; "and the said particular accompts
having been examined and certified by Stephan
Cortlandt, Deputy Auditor of that Colony, it will
be a present relief to the petitioner if his Majesty
shall" order payment of 2,484l. 8s. 1½d. to said
Levingston (the revenue of New York on which
it would be otherwise chargeable being not sufficient
to answer the same) on condition that Levingston
deliver up the said mortgage to Dungan, who may
likewise stand obliged with the said Levingston
if there shall be any objection to the said accompt
after examination as above by the Governor and
Council of New York. In case of such payment
here in England, I humbly report that there may
be a deduction of 30 per cent. (more or less as the
exchange shall be) for the difference of money ;
thus making the 2,484l. 8s. 1½d. in New York
payable by 1,911l. 6s. 0d. to be paid here in England. |

Prefixing : report to the Treasury by William Harbord,
Surveyor General, dated 1691, Nov. 5, on said
Viscount's petition for same. The petitioner was
a suitor in 1691, April, for said manor, and I reported
thereon in the same month that it was certified in
the Parliamentary Survey of 1650 as consisting
of 11 small copyhold tenements, valued in all at
122l. per an. : that the manor was granted by
James I to Sir Thomas Gorges for 41 years in
reversion of the death of the Marchioness of
Northampton ; said term expired in 1676, April 1 ;
a further reversion was granted in 1669 to Sir Amias
Pollard for 25 years, which will expire 1701, April 1.
A fine of 200l. will be sufficient for a fresh grant
of 21 years, as the reversion is of small value : but
if the fee simple should be granted it may be
worth 1,300l.
The scite of the late monastery of Burnham was
lately petitioned for by Mr. Neale and report was
made thereon 1691, Aug. 7. These premises were
granted 1663, July 18, to Sir John Wintour and
Hugh May for 16 years in reversion at the old rent
of 11l. 18s. 1d. and increased rent of 95l. to make
up the moiety of the improved value "as was
usual set in those times." There are three years
to come in the said term. A fresh lease for 31 years
at the old rent of 11l. 18s. 1d. is worth a fine of
1,500l., "being about 7½ years' purchase," but the
inheritance would be worth 3,500l. |
