Mar. 5. Treasury reference to Philip Frowde [Governor of the Post Office] of the petition of Tho. (John) Lawe and Fra. Golling for an addition to their salary of 50l. per an. each ; the one being an accomptant to the Penny Post Office, the other a monthly collector. Reference Book V, p. 340.
Mar. 6. Royal warrant to the Earl of Ranelagh, Paymaster of the Forces, to forthwith compute and to pay immediately, upon imprest, what is due to the 1st inst. to the divers Regiments and Companies which the King has thought fit shall march and embark for Holland, and that they should detain such imprested money (and also their March pay) if their numbers are complete on April 1 next according to the muster rolls ; but if incomplete then "when you send in to us debentures for the pay of the said Regiments and Companies for the month of April next" a deduction is to be made for such shortage as from Dec. 14 last inclusive. Treasury reference to the Customs Commissioners of the petition of Samuell Dossell for the place of collector of Weymouth, vacant by reason of the former collector being a Roman Catholic. Reference Book V, p. 340.
Same to William Hewer of the petition of Capt. James Guy, shewing that 45l. and upwards is stopped [from his former Tangier pay] on a frivolous suggestion of Edward Wroth which was pressed when petitioner was absent in Ireland and had none to appear for him ; therefore praying payment of same and that Mr. Wroth may be left to take his course at law. Mar. 7. Henry Guy to the Customs Commissioners to send an officer to review the goods belonging to the late Queen which are on board the Penclope ketch at St. Katherine's [Wharf, London port] and to give the master of said ketch a certificate thereof. Out Letters (General) XI, p. 473.
Mar. 8. Royal letters patent, dated Westminster, appointing George, Marquess of Halifax to be Lord Privy Seal with the fee of 365l. per an. out of the petty Customs of London port payable as from Christmas last. King's Warrant Book XIV, p. 1.
[? Mar. 8 and 11.] Entry [incomplete in consequence of the loss of pp. 3-4 of the entry book] of a royal warrant [to the Attorney General] for a privy seal to authorise Sidney, Lord Godolphin, Sir John Ernle and Sir Stephen Fox, the Treasury Lords pro temp., to continue payments on imprests for the services : viz. as follows. By the royal proclamation of Feb. 14 last you, who on Dec. 1 last were Commissioners for the Treasury, were continued in the execution of that office during pleasure. The necessity of our affairs requires and will require issues to be made for public and particular uses. You are hereby authorised from time to time to order payments at the Receipt for the service of the Navy, Forces, Ordnance or any other public or particular uses or services which shall be directed by sign manual of the King "in whom the executive power of the Government is vested" : to be paid by way of imprest or otherwise as shall be appointed by such sign manual : all until the King's pleasure be further known.
And whereas by virtue of several such sign manuals divers sums of money have already been advanced at the Exchequer for the service of the Forces, Navy, Ordnance and other uses therein it is hereby commanded that regular issues according to the due course of the Exchequer be made of the said sums so advanced [all in order that the various departmental Treasurers or other respective payees thereof may be duly charged with said sums in the respective annual accounts]. [The privy seal prepared in accordance with this warrant appears to have been dated Mar. 11.]

Henry Guy to Mr. Kent [Customs Cashier] to pay 545l. 16s. 8d. to Samuel Heron for the value of two bills drawn Feb. 28 last at eight days' sight by Mathew Anderton, collector of Chester port, as in part of 595l. 16s. 8d., which he has by command paid to Capt. Treasury reference to Robert Humphreys, esq., of the petition of William Wynne of Mellay, co. Denbigh, praying to be restored to the stewardship of the Lordship of Denbigh and Denbigh Lands in which he succeeded his father, but from which he was put out for refusing his assent to take off the penal laws and Test, and a Papist thereupon put into his place who has since executed said office by deputy. Same to Philip Frowde [Governor of the Post Office] of the petition of Mary Rooth, widow, for the place of postmaster of Wakefield, lately void by the death of John Nayler (Naylor) and his wife. Ibid, p. 341.
Same to same of the petition of Herman Taylor for the above postmastership ; petitioner having been very serviceable in securing the city and county of York during the time the Earl of Danby [sic] and other nobility and gentry were in arms there. Ibid, p. 342.
Same to the Customs Commissioners of the petition of John Stone of London, merchant, praying repayment of 190l. paid by him for the new imposition on some Muscovado sugar which arrived in London port 1685, June 23, and this side Gravesend June 24, from or after which latter date the said new duties began ; a trial having been had in the Exchequer with Mr. Jeffreys on the like nature which was decreed for Jeffreys ; whereupon many others [merchants in the like case herewith] have been repaid [their deposited duty], but petitioner cannot get his repayment. Mar. 14. Royal warrant to the Earl of Ranelagh [Paymaster of the Forces] to pay 2,000l. to Col. John Cunningham without account : whom the King has commanded forthwith to go into Ireland on his service. King's Warrant Book XIV, p. 5.
Henry Guy to the Customs Commissioners and the Excise Commissioners respectively for a certificate what money belonging to the late or present King of the Customs and Excise respectively was seized by Capt. Copley at Hull. Out Letters (General) XI, p. 474.
Henry Guy to Sir Robert Howard, Auditor of the Receipt, for a certificate of when payment was made into the Exchequer of the 24,953l. 6s. 4d. assigned to the Marquess of Winchester upon orders registered on the second part of the first Disbanding Act in the names of Sir John James and Robt. Huntingdon, esq. You are also to compute the interest and gratuity thereon under the privy seal of 1679, July 23. Out Letters (General) XI, p. 474.
Same to Sir Nicho. Sugar, at his house in York. The Archbishop of York is now to receive his writ of restitution [of temporalities] and desires to know from what date same should be granted. You are to certify the Treasury Lords what days of the year are appointed for payment of the said temporalities, what has been collected since the last payment and what arrears lie thereon. Sam. Langford [in Henry Guy's absence] to the Customs Commissioners. You are to send William Squire an answer by this post to the following letter.
Appending : letter, dated Liverpool, Mar. 10, from said Squire to the Treasury Lords. The ship Allexander, John Wardlow master, is arrived here from Bordeaux with wine and brandies. She was bound for Dublin, but the master finding by a ship he met at sea that the circumstance of Dublin and Ireland was at present hazardous he chose to come to Liverpool. The ship is not a free bottom, but has belonged to Ireland this eight or ten years. I am a stranger here and in a distressed condition in leaving that country and therefore hope no advantage will be taken of me by reason of her being unfree. I expect another ship every hour with wine and brandy, but she is a free ship and so can give you no trouble in respect I intend to settle here.

Henry Guy to Sir Christopher Wrenn for a certificate what sums were paid to the Paymaster of the Works for the Coronation of the late King and Queen. (The like to Admiral Herbert for the Robes ; Lord Dartmouth for the Stables ; Mr. Knight [for the Wardrobe] ; Sir Gilbert Talbot for the Jewel House ; the officers of the Mint for payments for medals.) Ibid, p. 476.
Same to the Attorney General to report on (a) infra. The Archbishop of Canterbury has entered a caveat in the Treasury Office against the grant desired. You are to hear the Archbishop's agent hereon.
Appending : (a) petition to the King from George Watson for a grant of 18 acres of derelict ground near the village of Deal, which land he has discovered ; and for liberty to erect a common market thereon for all manner of marketable goods. It is commonly called Deal Beach betwixt Sandown Castle north and Deal Castle south. Several persons have intruded thereon and built houses, sheds, warehouses and wharves thereon.

Treasury reference to the Customs Commissioners of the petition of William Kemp for admission to the searchership of Plymouth port of which he had a reversionary grant from Charles II ; but the office being voided by the death of Charles II it was granted during pleasure to John Martin, petitioner being kept out by means of the late Lord Chancellor Jeffreys. Reference Book V, p. 341.
Treasury reference to the Customs Commissioners of the petition of Samuell Charlton for restoration to his place as deputy searcher of London port, from which he was dismissed 1682, Aug. 14, by Sir Nicho. Butler without any complaint against him. Reference Book V, p. 342.
Same to same of the petition of Joseph Powell for the place of Mr. Marlow, a King's waiter, London port, who is popishly affected and thereby incapable of holding that place. Ibid.
Mar. 15. Henry Guy to Major General Mackay. The Treasury Lords have agreed with Mr. Joseph Watts to take care of the 10,000l. for Scotland for which he is to have 6d. in the £ besides incident charges in shipping the money. Please see that those allowances be made him accordingly. Out Letters (General) XI, p. 476.
Treasury warrant to the officers of the Receipt to go to the office of Sir George Downing, one of the four Tellers, and to open same and to deliver the King's treasure there to the other three Tellers, striking tallies thereof for the charge of said Tellers and for the discharge of said Downing "as is usual when the cash is transferred upon the death or removal of a Teller" : and further to take care that no more of the King's or Queen's money be paid into said Downing's Office : all by reason that it appears from the affidavit of John Dyves and John Peters that the sum of 7,490l. 12s. 9¼d. which was appointed yesterday to be paid to the Paymaster of the Forces by said Downing was by him with contempt and obstinacy refused to be paid and the Treasury Lords are fully convinced thereby and by other good testimony that the said Downing hath peremptorily resolved not to issue any of their Majesties' treasure for their use and service. Mar. 16. Same to Auditor Thomas Done to allow 40l. to Edward Seymour, Clerk of the Hanaper in Chancery, for the charge of passing his account of the profits of the Hanaper for the year 1688. Money Book IX, p. 116.
Same, dormant, to Edward Nicholas, Receiver General of the Alienation Office, to pay the salary bill, detailed, of the said Office, viz. what is now due and what shall hereafter from time to time grow due thereon. Ibid, p. 117.
Henry Guy to the Auditor of the Receipt to issue to the Treasurer of the Navy the 10,000l. of Excise money and the 7,000l. of Customs directed to be paid in to the Exchequer this morning by Mr. Duncombe and Mr. Kent respectively. Same is intended for payment of mariners' wages. Give the [Exchequer] officers notice not to go away till the money is paid, as his Majesty's service requires the despatch of same this morning. Same to same to issue to same for Admiral Herbert the 5,000l. of Excise money which is directed to be paid in this morning by the Excise Commissioners. (Same to said Commissioners to satisfy with 6 per cent interest the 5,000l. tally which Mr. Nathaniell Horneby has this day taken in your name for the like sum which he has to-day paid into the Exchequer.) Appending : (a) letter, dated Liverpool, Mar. 12 inst., from William Squire to the Treasury Lords. I now learn that the ship Alexander has on board eight hogsheads of brandy which the collector says are seizable. "I conceive it is hard that any caskt in the winon or true gauge should be liable, especially being duly reported where there is no fraud designed." I pray their discharge as the lading was intended for Ireland ut supra, p. 8.

Mar. 17. Report to the Treasury Lords [from William Blathwayte] on Mr. Burghill's petition concerning the Bermuda Island, ut supra, Calendar of Treasury Books, Vol. VIII, pp. 1994-5. I find that the late [Bermuda] Company of those islands did on 1668, April 9, certify to the late King that Cornelius Holland and Owen Rowe died seized of nine shares of land there, only five of which have been lately conveyed by the King to Hugh Noden, merchant of London, after several hearings before the Treasury Lords ; but the remaining four shares thereof, and the twelve other shares which belonged to Sir John D'Anvers, the said Noden does not appear to concern himself with.

Mar. 19. Royal warrant to the Clerk of the Signet for a privy seal to appoint Bartholomew Fillingham, Tho. Hall, Edmond Woodruff and Philip Ryley to be Agents for Arrears of Taxes, to correspond with the Receivers thereof ; and to see that they pay in their receipts on any Acts heretofore passed or hereafter to be passed and all arrears of same ; and to see that they duly pass and finish their accounts ; and to see that all reserved rents not in charge [be so put in charge] before the proper officers : all with the salary of 200l. per an. each as from Christmas last to the first three of them and from the death of one of these three then similarly to be paid to said Ryley thenceforth ; and with incidents to be allowed by the Treasury Lords : all during pleasure. Royal warrant to the Clerk of the Signet for a privy seal for the payment of the salary of 1,000l. per an. each to Arthur Herbert, esq., John, Earl of Carbery, Sir Michael Warton, kt., Sir Thomas Lee, bart., Sir John Chichley, kt., Sir John Lowther of Whitehaven, bart., and William Sacheverell as Commissioners for the office of High Admiral of England : to be payable quarterly as from Christmas last. Same to the Attorney or Solicitor General for a dormant great seal (as usual and necessary [at the opening of a new reign]) to authorise the Treasury from time to time to pay the usual fees, salaries and wages to Treasury Lords and all other the officers and ministers of the Exchequer and others as have been hitherto allowed and as by the Treasury shall be thought fit to be allowed in sundry cases and also such diets by liberate or otherwise as formerly payable : the salary of the Treasury Lords to be 8,000l. per an. as hitherto : and likewise to pay arrears due on death or surrender : and likewise to repay to accomptants their surpluses : and likewise to pay out of any other branches of the revenue such annual or other payments as have been specially charged upon particular branches of the same.
