Privilege.

SIR Nat. Rich informeth the House, that a Member of this House (Sir Ar. Harris) served with a Subpoena. - A manifest Breach of the Liberties of the House.

Ordered, That the Party shall be sent for, that served the Subpoena : One Lister.

Ordered, That the Gentlemen of Cornewall shall be here ready on Monday Morning, to attend the House.

The Committee, for that Purpose, to meet this Afternoon, in the former Place ; with Power to consider of their former Petition. Those Gentlemen to attend this Committee this Afternoon.

Turky Merchants.

Motion made, concerning the Turky Merchants, whose Goods are yet detained, and cannot have them, unless they put in Bond to pay the Impost.

This Committee is to take into Consideration the Petition of the Turky Merchants, and what hath been done upon it; and to report to the House: To meet this Afternoon, at Two of the Clock, in the Exchequer Chamber.

Examination of Welby.

Sir Will. Welby called in to the Bar, not kneeling; the Warrant, and Mittimus, shewed him: Demanded, whether he subscribed the one, and made the other; answereth, that he cannot deny but he made these. - Withdrawn.

The Warrants again read.

Called in again, and demanded, by several Questions, those Things, that are objected against him :

First, Whether he ever laid any Tax on the Country for military Affairs, and to imprison them that refuse : Answereth, he never imprisoned any, but these Two; Will. Palmer, and Reuben Parkes.

2ly, Whether he do not lay the Charges of Musters on the Country: Answereth, this always borne by the Country.

3ly, Whether he do not levy 6 d. of every Soldier, which converted to the Use of his Son, and Son-in-law: Answereth, he knows of this, that they have had it, but gave no Allowance to it.

4ly, Demanded, by what Authority he did these Things; answers, never laid any Tax, but One 1 d. on an Acre, referred to him from the Sessions, by Order: Had no other Authority: Committed them, for refusing to put in Sureties, to answer it at the Sessions.

This Business referred to the former Committee: They to take Consideration, what fit further to be done in it, upon Hearing of him, and his Accusers; and to report their Opinions to the House.

Sir Will. Welby, called in again, and injoined, by Mr. Speaker, to attend, de di in diem, this House, and the Committee, to whom the Consideration of this Business is referred.

E. of Devon's Estate.

Mr. Glanvyle reporteth the Earl of Devonshire's Bill. The Amendments, and Proviso, twice read. -
