AN ingrossed Bill, from the Lords, intituled, An Act to confirm the Sale of Part of the Estate of Sir John Churchill Knight, lately deceased, pursuant to his last Will, and Two Decrees of Chancery for Performance thereof, was read the Third time.

And another Amendment was proposed to be made to the Bill; Pr. 3. L. 20, to leave out "Seventh," and insert "Ninth:"

And the same was, upon the Question put thereupon, agreed unto by the House.

Resolved, That the Bill, with the Amendments, do pass.

Ordered, That Mr. Yates do carry the Bill to the Lords, and acquaint them, That this House hath agreed to the same, with some Amendments: To which they desire their Lordships Concurrence.

Dutton's Estate.

Ordered, That Leave be given to bring in a Bill to enable Sir Ralph Dutton to raise Money, for the speedy Payment of his Debts: And that Mr. Arnold and Sir Henry Colt do prepare, and bring in, the Bill.

Sale of Alveston Manor.

Mr. Hammond reported from the Committee, to whom the ingrossed Bill, from the Lords, intituled, An Act for vesting the Manor of Alveston, and other Lands therein mentioned, in the County of Gloucester, in Trustees, to be sold, for Payment of Debts, and for other Purposes therein mentioned, was committed, That they had examined and considered the same; and had directed him to report the same to the House, without any Amendment: And he delivered the same in at the Table.

And the Bill was read the Third time.

Resolved, That the Bill do pass.

Ordered, That Mr. Hammond do carry the Bill to the Lords, and acquaint them, That this House hath agreed to the same, without any Amendment.

Escapes of Debtors.

The Counsel for Edmund Boulter Esquire, and Martha Johnson Widow, Thomas Johnson, John Johnson, and Frances Micklethwait, Creditors of the Office of the Fleet Prison, attending;

They were called in; and heard at the Bar, upon their several Petitions, touching the Bill for the further Relief of Creditors in Cases of Escapes; and for preventing Escapes, and other Abuses in the Keepers of Gaols.

And then they withdrew.

And the Amendments, made by the Committee, to whom the said Bill was committed, were read.

Resolved, That the Bill be re-committed to the said Committee.

Ordered, That it be an Instruction to the said Committee, That they do receive Clauses, for the Sale of the Freehold and Leasehold Estate of William Lenthall Esquire, mortgaged, with the Office of the King's-Bench Prison, to the said Mr. Boulter, towards Satisfaction of the Debt due to the said Mr. Boulter, or his Assignee.

Resolved, That it be also an Instruction to the said Committee, That they do receive Clauses for securing the Remainder of the Debt due to the said Mr. Boulter, or his Assignee.

Resolved, That it be an Instruction also to the said Committee, That they do receive a Clause, for the saving the said Johnson's Rights.

Impeachment of Goudet, &c.

Sir Rowland Gwyn reported from the Committee appointed to draw up Articles of Impeachment against John Goudet, David Barrau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicolas Santini, and Peter Diharce, Merchants, and John Peirce Gentleman, That they had drawn up the same accordingly; which they had directed him to report to the House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second Time, one by one; and, upon the Question severally put thereupon, agreed unto by the House; and are as follow; viz.

Articles of Impeachment, exhibited by the Knights, Citizens, and Burgesses, in Parliament assembled, in the Name of themselves, and of all the Commons of England, against John Goudet, David, Barrau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicolas Santini, and Peter Diharce, Merchants, and John Peirce Gentleman, in Maintenance of the several Impeachments against them, for High Crimes and Misdemeanors.

Impeachment of Goudet, &c.

First Article.

That the said John Goudet, David Barrau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicolas Santini, Peter Diharce, and John Peirce, not weighing or considering the Protection and Privileges they have enjoyed under this Government, nor any-wise regarding the many good and wholesome Laws and Statutes, made for the encouraging the Manufactures, and preventing the Exportation of the Coin and Wool of this Kingdom, and the holding Correspondence with France, during the late War; but minding and intending, for their own private Lucre and Advantage, to render all those good and beneficial Laws of no Force or Effect; did, between the 24th Day of August, which was in the Year of our Lord One thousand Six hundred Eighty-nine, and the Tenth Day of September, which was in the Year of our Lord One thousand Six hundred Ninety-and-seven, associate, combine and consederate, with John Dumastre, Francis Grubert, Theodore Holtaine, * Boutandon, Thomas Hatton, Peter Baraillaw, Peter Goree, Anthony Didier, Dinah Mason, Joseph Buckley, Edward Singleton, John Corbusier, William Wragg, * Hart, * Toms, * Ripper, Arthur Goodwyn, Ferdinand Ravaud, Gospard Bedfort, Bartholomew Middy, John Gairalt, Peter Debilly, John Aurioll, Isaac Aurioll, Peter Monbrown, Mrs. Parthon, John Deseine, Peter Du Livier, John Pancier, Henry Collins, * Smith, * Phillips, John Guygier, Mrs. Poole, William Wade, Roger Beart, Mathew Seaulding, Francis Neave, Thomas Dewy, * Mandre, and * Fowsey, and divers other evil-disposed Persons, to carry on a Traffick with France, during the late War; thereby to exhaust the Treasure of this Nation, to lessen the Value of the native Commodities, and to destroy the Manufactures thereof, to the general Detriment of this Kingdom.

2d.

That, to compass and effect these their pernicious Designs and Intentions, they the said John Goudet, David Barreau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicolas Santini, Peter Diharce, and John Peirce, did, during the said War, set up, and carry on, a Correspondence with several Persons in France, and give Intelligence to the Enemy, of the State and Condition of this Realm.

3d.

That they, the said John Goudet, David Barreau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicholas Santini, Peter Diharse, and John Peirce, did, during the said War, import, and cause to be imported, into this Kingdom, several great Quantities of Goods and Commodities, of the Growth, Product, and Manufacture of France.

4th.

That they, the said John Goudet, David Barrau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicholas Santini, Peter Diharse, and John Peirce, by the same Vessels which imported the said French Goods, did export, and cause to be exported, and carried into France, great Quantities of the Wool grown in this Kingdom.

5th.

That they, the said John Goudet, David Barreau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicholas Santini, Peter Diharse, and John Peirce, by themselves, their Agents, and Confederates, did privily convey, and cause to be conveyed, from Justice, divers Criminals out of this Kingdom.

6th.

Whereas a very beneficial Manufacture of Alamodes and Lustrings hath, of late, been set up within this Kingdom, whereby many Thousands of People were employed and maintained; for the Encouragement whereof, and preventing the fraudulent Importation of French Alamodes and Lustrings, divers good and wholesome Laws have been made, That no Person should presume to deal in black Alamodes or Lustrings, not having the Mark or Seal on them, used for foreign Goods at the Customhouse, or the Seal and Mark used by the Lustring Company; they, the said John Goudet, David Barreau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicholas Santini, Peter Diharse, and John Peirce, for the more easy vending and uttering the Alamodes and Lustrings, which they had so fraudulently imported from France, did make and counterfeit, and cause to be made and counterfeited, divers Seals and Marks, in Imitation of the said Seals and Marks used for foreign Goods at the Custom-house; and did affix several of the said counterfeit Seals and Marks to divers Pieces of Alamodes and Lustrings imported from France as aforesaid.

All which said Crimes and Offences were contrived, committed, perpetrated and acted, against his Majesty, his Crown, and Dignity; and the said John Goudet, David Barreau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicolas Santini, Peter Diharse, and John Peirce, did severally, voluntarily, and wilfully contrive, commit, perpetrate, and act, the said Crimes and Offences, contrary to the Duty of their Allegiance, and against the Peace of our Sovereign Lord the King, his Crown and Dignity, and to the common Nuisance of all his Majesty's Liege People, and against the Good and Welfare of the whole Kingdom, and in open Violation of, and contrary to, the known Laws and Statutes of this Realm.

And the said Knights, Citizens, and Burgesses, by Protestation, saving to themselves the Liberty of exhibiting, at any time hereafter, any further Articles, or other Accusation or Impeachment, against the said John Goudet, David Barreau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicolas Santini, Peter Diharse, and John Peirce, and every of them; and also of replying to the Answers that the said John Goudet, David Barreau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicholas Santini, Peter Diharse, and John Peirce, and every of them, shall make unto the said Articles or any of them; and of, or in Proof of, the Premises; or any other Articles, Impeachments, or Accusations, that shall be exhibited by them, as the Cause shall, according to the Course of Parliament, require; do pray, That the said John Goudet, David Barreau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicolas Santini, Peter Diharse, and John Peirce, be put to answer the said Crimes and Misdemeanors; and that such Proceedings; Examinations, Tryals, and Judgments, may be upon the said John Goudet, David Barreau, Peter Longueville, Stephen Seignoret, Rene Baudovin, Nicholas Santini, Peter Diharse, and John Pearse, and every of them, had and used, as is agreeable to Law and Justice.

Ordered, That the said Articles be ingrossed.

Ordered, That Mr. Henry Baker be Solicitor, to prepare Breviats, and other Instructions, for managing the said Impeachments.

Building Ships.

A Motion being made, That the Overplus of the Money, and Sea Stores, for Building and Furnishing of Seven-and-twenty Ships of War, by virtue of a late Act of Parliament, may be applied to the Use of the Navy, and Ordnance for Sea-Service;

Resolved, That this House will, To-morrow Morning, resolve itself into a Committee of the whole House, to consider of that Motion.
