Prayers.

Payment of Malt-Tickets.

ORDERED, That Mr. Whitaker, Mr. Pocklington, be added to the Committee appointed to inquire into the Reasons why the Malt-Tickets are no better paid.

Ship Maryland Merchant.

A Bill for giving Leave to the Ship Maryland Merchant to import her Lading into this Kingdom was, according to Order, read a Second time.

Resolved, That the Bill be committed to Mr. Yates, Mr. Colt, Sir Matth. Andrews, Sir Tho. Day, Mr. Lowther, Mr. Baldwyn, Sir Henry Dutton Colt, Mr. Jennings, Mr. Evelyn, Mr. Osborne, Mr. Gery, Sir Wm. Honywood, Mr. Morgan, Mr. Ashby, Lord Digby, Mr. Lampton, Mr. Fuller, Mr. Whitaker, Sir Richard Onslow, Mr. Onslow, Mr. Bertie, Mr. Harrison, Mr. Blefeild, Mr. Thompson, Mr. Maudet, Colonel Kirkby, Sir Ralph Dalacall, Sir Fran. Massam, Sir John Kaye, Mr. York, Sir Wm. Lowther, Colonel Osbourne, Mr. Pocklington, Sir Robert Cotton, Mr. Swift, Mr. Hammond; and all that serve for the Counties of Somerset, Devon, and Cornwall: And they are to meet this Afternoon at Five of the Clock, in the Speaker's Chambers.

Preservation of Naval Stores.

Mr. Norris presented to the House a Bill for the reviving and continuing several Acts of Parliament expired, and near expiring, for the Preservation of his Majesty's Naval Stores; and to prevent Disturbances of Seamen, and others: And the same was received.

The Bill was read the First time.

Resolved, That the Bill be read a Second time.

Rogers' Estate.

An ingrossed Bill, from the Lords, intituled, An Act for vesting in Thomas Rogers Gentleman an absolute Estate of Inheritance, in Fee-simple, in the Manor of WestCourt, Mansion-house, Messuages, Lands and Hereditaments, in the County of Kent; and securing to John Higgons Gentleman, and Alice his Wife, and (for Portions for) Irene, Margaret, Mary, and Alice Cesar, Monies, in lieu of their Claims thereunto; was read the Third time.

Resolved, That the Bill do pass.

Ordered, That Sir Henry Colt do carry the Bill to the Lords, and acquaint them, That this House hath agreed to the same, without any Amendment.

Raising the Militia.

An ingrossed Bill for raising the Militia for the Year One thousand Six hundred and Ninety-eight, although the Month's Pay, formerly advanced, be not repaid, was read the Third time.

Resolved, That the Bill do pass: And that the Title be, An Act for raising the Militia for the Year One thousand Six hundred and Ninety-eight, although the Month's Pay, formerly advanced, be not repaid.

Ordered, That Mr. Norris do carry the Bill to the Lords, and desire their Concurrence thereunto.

Duties on Vellum, &c.

A Petition of several Stationers, on behalf of themselves, and other Stationers in and about the Cities of London and Westminster, was presented to the House, and read; setting forth, That by the late Act for laying a Duty upon Paper and Parchment, the same is distributed, by the Commissioners for managing the said Duty, into the several Counties of this Kingdom, to be sold, by Persons not bred up in the said Trade; with an Allowance of 18d. in the Pound, as well of the Value of the said Goods, as the Duty; and that the Petitioners are allowed but 3 s. in Ten Pounds, for prompt Payment of the said Duty: That the Petitioners understanding the said Duty is intended to be doubled . . . . . .: And praying to be heard, and relieved, as the House shall think fit.

Ordered, That the Consideration of the said Petition be referred to the Committee of the whole House, to whom the said Bill is committed.

Privilege— unconstitutional Publication.

Ordered, That Mr. Abny, Mr. Gwyn, Sir Wm. Saint Quintin, be added to the Committee, to whom the printed Pamphlet, intituled, The Case of Ireland's being bound by Acts of Parliament in England stated, is referred.

Escapes of Debtors.

An ingrossed Bill for the further Relief of Creditors in Cases of Escapes; and for the better preventing Escapes, and other Abuses in the Keepers of Gaols; was read the Third time.

Resolved, That the Bill do pass: And that the Title be, An Act for the further Relief of Creditors in Cases of Escapes; and for the further preventing Escapes, and other Abuses in the Keepers of Gaols.

Ordered, That Mr. Gery do carry the Bill to the Lords, and desire their Concurrence thereunto.

Inspection of E. I. C. Books.

Sir John Bolls reported from the Committee appointed to go to the East-India House, and to inspect the East-India Company's Books; and see what Dividends have been made since the Year 1689; and who were Subscribers since their last Charter; and which of them continue of the Company; and who particularly are interested in the present Capital, and their several Shares therein; That they had made some Progress in the Matter to them referred; and had directed him to move, That they may have a general Power to inspect the Company's Books; and report what they shall find material therein, relating to the Trade, Estate, and Management of that Company.

Ordered, That the said Committee have a general Power to inspect the Company's Books; and report what they shall find material therein, relating to the Trade, Estate, and Management, of the said Company.

E. I. Company's Charters.

Ordered, That the East-India Company do lay before this House all their Charters since the Year One thousand Six hundred and Sixty.

Timber in New Forest.

Resolved, That this House will, upon Monday Morning next, take into Consideration the Amendments made by the Lords, to the Bill, intituled, An Act for the Increase and Preservation of Timber in the New Forest, in the County of Southampton.

Exporting Wool, Fullers Earth, &c.

Ordered, That the ingrossed Bill for the Explanation, and better Execution of former Acts, made against Transportation of Wool and Fullers Earth, be read the Third time upon Tuesday Morning next.

Supply Bill; Duties on Vellum, &c.

The House, according to Order, resolved itself into a Committee of the whole House, to consider of the Bill for granting to his Majesty, his Heirs and Successors, further Duties upon stamped Vellum, Parchment, and Paper; to whom the Bill for granting to his Majesty, his Heirs and Successors, several additional Duties on Salt, was also committed.

Mr. Speaker left the Chair.

Sir Tho. Littleton took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Sir Thomas Littleton reported from the said Committee, That they had gone through the Bill for granting to his Majesty, his Heirs and Successors, further Duties upon stamped Vellum, Parchment, and Paper; and made several Amendments thereunto; which they had directed him to report, when the House will please to receive the same.

Ordered, That the Report be made To-morrow Morning.

Sir Thomas Littleton also acquainted the House, That he was directed by the said Committee to move, That they may have Leave to sit again upon the Bill for granting to his Majesty, his Heirs and Successors, several additional Duties on Salt.

Resolved, That this House will, To-morrow Morning, resolve itself again into the said Committee of the whole House, to consider of the said Bill.

Duties of Marriages, &c.

Sir Tho. Littleton reported from the Committee of the whole House, to whom the Bill for preventing Frauds and Abuses in the charging, collecting, and paying, the Duties upon Marriages, Births, Burials, Bachelors, and Widowers; and for better answering the Produce thereof into the Exchequer, for or towards the Satisfaction of the Principal and Interest money charged thereupon; was committed; the Amendments, made by the said Committee, to the said . . . .; which they had directed him to report to the House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Committees.

Ordered, That all Committees be revived.

And then the House adjourned till To-morrow Morning, Nine a Clock.
