PRAYERS.

Ordinance amended.

ORDERED, That these Words, viz. "who have hereby Power to compound with the said Persons, and every of them, in that Behalf; and to make Report thereof to the House," shall be added to the Ordinance of the Twenty-ninth of April 1644, concerning the Monies, raised upon the Delinquents in the Wine Project, to be employed for the Garison of Gloucester, One Third being deducted for Pay of the Arrears to the Lord Lisle.

Excise.

Two additional Ordinances to the Ordinances already made for Excise, or new Impost, were this Day read the Second time; and, upon the Question, committed unto Mr. Jesson, Sir Peter Wentworth, Mr. Jennour, Sir Gilb. Gerrard, Mr. Holland, Sir Rob. Pye, Sir Wm. Massam, Mr. Millington, Mr. Sallwey, Sir Walt. Erle, Mr. Whittacre, Sir Tho. Barrington, Mr. Green, Mr. Browne, Mr. Pine, Mr. Strode, Mr. Blakeston, Sir H. Vane sen. Sir Jo. Trecor, Mr. Bences ambo, Mr. Bainton, Mr. Rolle, Mr. Serle, Sir Anth. Irby, Mr. Broxholme, Mr. Knightley, Mr. Gourdon, Mr. Ellis, Sir Jo. Wray, Mr. Owner, Mr. Lisle, Mr. Heveningham, Sir Martin Lumley: And are to meet on Monday next, at Three of Clock, in the Star Chamber: And have Power to send for Parties, Witnesses, Papers, Records: And they are not to report these Ordinances but between the Hours of Ten and Twelve: And all that will come are to have Voices.

Maimed Soldiers, &c.

Ordered, That, out of the Proceed of the Impost, or new Excise, as shall be set by these Ordinances, an Establishment of Provision shall be made, for the Relief and Maintenance of maimed and wounded Soldiers, and the Widows and Children of Soldiers slain in the Parliament's Service.

Forces for Aylesbury.

Resolved, &c. That the Committee of Hertford be required forthwith to take Order, that the Regiment, now at Bedford, may march into Aylesbury, there to continue till further Order.

The Lords Concurrence to be desired herein: And was carried up by Sir Oliver Luke.

Resolved, &c. That Sir Tho. Dacres, Sir Beaucham Saint John, Sir Wm. Litton, Sir Philip Stapilton, and Mr. Winwood, do forthwith go to my Lord General, and take his Direction, how this Business may, with the most Conveniency and Speed . . dispatched and expedited.

Pym's Arrears.

Resolved, &c. That it be referred to the Committee at Haberdashers Hall, to take care, and give Order, at their best Conveniency, to pay the Arrears, audited and due to Captain Alexander Pym, Son of John Pym Esquire, deceased, late a Member of this House.

The Lords Concurrence to be desired herein.

Ordered, That the Committee, to whom it is referred to provide the Monies assigned to Mr. Pym, do meet, and speedily make Report of that Business.

Limington Garison, &c.

Ordered, That the Five hundred Pounds, owing by the Gentlemen of Hantshire to the Committee of the King's Revenue, be imprested, upon Account, for Relief of the Garison of Limington, and Hurst Castle.

Navy.

A Letter from the Lord Admiral, from the Downs, of the Ninth of May, requiring an Assistance of a greater Strength; and informing, that some Ships, that are assigned, lie still in the River, and are not come forth: And likewise Two Lists of the Ships and Commanders; and of the Disposal of the said Ships.

Ordered, That the Committee of the Navy do, on Monday next, report the Stale and Condition of the whole Business of the Navy; and of the State of the Monies, and Engagements.

Levant Company.

Resolved, &c. That such Persons of the Levant Company, as shall not, within Eight Days, pay, towards the Raising of Eight thousand Pounds, the Rates assessed upon them by the Governor and Company, according to the Undertakings to this House by the said Company, shall be disfranchised of their Privileges granted to that Company: And that Alderman Pennington, Governor of the said Company, do see this Order put in Execution upon every particular Person, that shall not, within the Time limited, comply with this Order, and give the House a particular Account.

Earl of Manchester's Ordinance.

Sir Tho. Barrington reports the Conference had with the Lords the other Day, concerning the Earl of Manchester's Ordinance, in these Words:

" I am commanded by the Lords to acquaint you, that they are not conscious to themselves of any the least Neglect of their Duty, in their advancing of all things that may be for the Benefit of this Kingdom, with their Counsels, Lives, and Fortunes; and the Furthering of a happy Agreement betwixt the Houses; knowing, that, next under God, there can be no other Preservation; and still continue in the same Resolutions, as far as their Honours will permit, which they value next their Souls."

My Lord Grey was pleased to say further, "That the Lords, considering that my Lord of Manchester is now upon Action, and being desirous to remove all Impediments that might grow, by any longer Dispute between the Two Houses, have commanded me to make this Proposition:"

"Whereas the House of Commons, at the last Conference, declared, That the Restriction of Four Months is only applied to the levying of Monies, and the other Powers are not determined; The Lords have thought, upon this Expedient, to cut off all further Disputes; that, if the Commons shall think fit to draw a new Ordinance, for levying of the Monies for Three Months more, they will be willing to afford their Concurrence to that Purpose."

Sir Hen. Vane further reports, "That my Lord General was pleased to say, That, as he was ever willing to serve the Kingdom, so he still is: And, being to go with his Army into the Field, he was desirous, and the Lords so thought fit, that a Committee should go and reside with the Army; and have appointed, that Two Members of their House . . .: And desire this House, if they think fit to appoint a proportionable Number."

An Ordinance for raising Monies for maintaining the Forces of the Seven associated Counties, under the Command of the Earl of Manchester, was this Day read; and, by Vote, upon the Question, assented unto; and ordered to be sent unto the Lords for their Concurrence, by Sir Tho. Barrington.

Answer from Lords.

Sir Oliver Luke brings Answer, That the Lords do agree to the Order concerning the Regiment at Bedford, to march into Aylisbury.

Worcester Committees.

Resolved, &c. That Colonel Jo. Foxe, Mr. Jo. Bridges, Major of Foot, Mr. Hen. Hunt, Mr. Tho. Milward, Mr. Tho. Younge, Captain F. Bowyer, Mr. Wm. Moore, Mr. Walt. Marston, Mr. Foulke Estopp, Mr. Wm. Collins, Mr. Edw. Waldron, be added to the several and respective Committees for the County of Worcester, to all Intents and Purposes.

Committee of both Kingdoms.

Mr. Prideaux reports, That the Earl of Lincolne, at the Conference Yesterday, delivered an Ordinance to appoint a Committee to meet with the Committees and Commissioners of Scotland, according to the Ends expressed in the late Covenant and Treaty: And likewise a Paper of Reasons, whereby the Lords are induced to hold it necessary, that more Lords and Commons should be added to the Committee of the Two Kingdoms: Which were now read.

An Ordinance for the appointing a Committee of both Houses of Parliament, to join with the Committees and Commissioners of Scotland, for the better Managing the Affairs of both, Nations, in the common Cause, according to the Ends expressed in the late Covenant and Treaty between the Two Nations of England and Scotland, delivered by the Lords at a Conference, was this Day read the First and Second time.

Resolved, &c. That it is an unparliamentary Way, to send down Reasons, in another Paper, to any Bill or Ordinance, at the first Beginning or sending down of any Bill or Ordinance.

Army Committee.

A Message from the Lords, by Serjeant Whittfield and Serjeant Finch;

The Lords having formerly desired, that this House would join with them in sending a Committee, of some Members of both Houses, to go and reside in the Army; and my Lord General being very speedily to go into the Field; they desire this House to take it into speedy Consideration; and to concur with the Lords herein.

Resolved, &c. That the Business of this Message shall be taken into Consideration on Monday Morning the first Business.

Answer returned by the same Messengers; That this House has considered their Lordships Message; and hath resolved, with all convenient Speed, to send Answer by Messengers of their own.

Committee of both Kingdoms.

Resolved, That the Number of the Members of this House, to be nominated and expressed in this Ordinance, concerning the Committee of both Kingdoms, shall be Fourteen.

Resolved, &c. That the Number of the Members of the House of Peers, to be nominated and expressed in this Ordinance, for the Committee of both Kingdoms, shall be Seven.

Resolved, &c. That the Persons shall be the same as were in the former Ordinance.

Resolved, &c. That the Quorum, and Power to be in this Ordinance, shall be as it was in the former.

Resolved, To concur with the Lords in this Ordinance, with these Amendments.

Mr. Prideaux, Mr. Strode, Sir Tho. Barrington, Mr. Bainton, Sir Henry Mildmay, and Mr. Lisle, are appointed to prepare the Amendments of this Ordinance against Monday next, to be presented to the Lords; and to prepare Reasons to be offered with these Amendments.

Commissary Copley.

Ordered, That Mr. Lisle do report the Business, concerning Commissary Copley, on Monday next.

Harvie's Regiment.

Ordered, That the Members of this House, that were of the Committee of both Kingdoms, do meet this Afternoon, at Darby House; and send for Colonel Harvie's Officers: And likewise to take care, and give Order forthwith, to secure the Horse and Arms belonging to Colonel Harvie's Regiment.
