PRAYERS.

Lands over- flowed for Defence of Hull.

UPON Sir Anth. Irbye's Report from the Com- mittee to whom the Petition of Mr. Grantham, concerning Lands of his drowned for the Defence of Hull, was referred;

It is Resolved, &c. That Mr. Grantham and his Te- nants, ought to be discharged, and be discharged, of those Two Years Rents ending Michaelmas last, due for the Abbey of Meux, which were overflown for the De- fence of Hull: And that a Letter be written to the Com- mittee of Parliament residing in the North, to this Purpose.

The Letter was read, and assented unto.

Burrell's Petition.

Ordered, That the humble Petition of Captain Rich. Burrell, and the Condition of the said Capt. Rich. Bur- rell, be, from this House, recommended unto the Consi- sideration of the Earl of Manchester.

Countess of Dorsett.

The humble Petition of Mary Countess of Dorsett, sent and recommended from the Lords, was this Day read; and ordered to be recommended to the Committee of the King's Revenue, for so much as concerns the Re- venue; to state the Business; and report it to the House: And that it be referred to the Committee of Lords and Commons for Sequestrations, for so much as concerns the Matter of Sequestrations.

Bishop of Canterbury's Trial.

Upon Report from the Committee appointed to con- sider of the Bishop of Canterbury's Trial, touching his pleading the large Treaty and the Act of Oblivion, to the Article concerning his being an Incendiary; That the Committee were of Opinion to proceed upon the Tryal upon the rest of the Articles; and to omit That.

The House was of the same Opinion.

Holy Island.

Upon Report from the Committee of both Kingdoms, concerning the Business of Holy Island; it is Ordered, That the Arrears of the Garison of Holy Island, being audited and perfected, shall be paid and satisfied out of the Sale of Delinquents Estates in the North: And that it be re- ferred to the Committee of both Kingdoms, to settle that Garison for the future, both for the Number and the Pay.

Colonel Farrer.

Resolved, &c. That Lieutenant Colonel Farrer be forthwith discharged from his present Employment in the Garison or County of Gloucester.

Resolved, &c. That Lieutenant Colonel Farrer be forthwith discharged from any further Restraint or Im- prisonment.

Kent Forces.

Resolved, &c. That if the Committee of the County of Kent shall send any Horse or Dragoons to Abington, or elsewhere, to be under the Command of Major General Browne, above their Proportion assigned by the Ordinance, that they shall be paid for them by the State, for so long time as they shall continue abroad in Service.

Scotch Army.

Ordered, That the humble Desires of Sir Adam Hep- bourne and Mr. Hatcher, concerning the Scotts Army in the North, this Day presented from the Committee of both Kingdoms, be taken into Consideration on Friday Morning next.

Forces for the West.

Ordered, That the Committee of both Kingdoms do give Order to Sir Wm. Waller forthwith to advance, and march with the Forces he has ready, into the West, to the Assistance of my Lord General: And that some Members of that Committee do, before the Rising of the House, give an Account, whether effectual Orders be given herein.

Windesore Garison.

Ordered, That the Proposition of Colonel Venn, con- cerning the Wants of the Soldiers of Windesore Garison, this Day reported from the Committee of both Kingdoms, be taken into Consideration on Friday next peremptorily.

Publick Stores.

Ordered, That the Report concerning Saltpetre, and the Provisions of Stores, be made, and taken into Con- sideration on Friday next-come-Sevennight.

Messages to Lords.

Mr. Nicoll carried up to the Lords the Ordinance for Ten thousand Pounds out of the Excise for the present Advance of Sir Wm. Waller's Army: The Instructions for the present raising of Horse for the Advance of Sir Wm. Waller's Army: The Ordinance for enabling Mr. St. Aubin and Sir Matth. Boynton, Sheriffs of Cornewall and Yorkeshire, to go out of their Counties upon occa- sion; and for dispensing with his Oath.

Sir Jo. Clottworthy carried up to the Lords the Mes- sage Yesterday reported by Mr. * from the States Am- bassadors; and the Order of this House made upon it.

State of the Navy, &c.

Mr. Green reported the State of the Navy, in relation to the Summer's Fleet that is to come in, and the Winter Guard that is to be set forth.

This Committee is appointed to consider of all Ways by which Monies do come in to the State; how those Receipts are now managed; how they may be improved; how the Charge of Collections may be abated; how the Charge of the Army and Navy, or otherwise, may be lessened; how Fifty thousand Pounds for the present may be raised for the Service of the Navy: And are to meet To-morrow post Meridiem, at Two of Clock, in the Exchequer Chamber; and afterwards, every Tuesday, Thursday, and Saturday: And that the Care of this Business in particular be recommended to Mr. Green: And have Power to send for Parties, Witnesses, Papers, Records, &c.

Hampshire Ministers.

Ordered, That the Committee for placing well-affected Ministers in Hampshire, or any Six of them, do meet this Afternoon, at Three of the Clock, in the Exchequer Chamber, and at such time else as they please.

Leicester- shire Com- mittee.

Ordered, That the Committee for Leicestershire, or any Six of them, do meet this Afternoon, at Three a Clock, in the Exchequer Court; and so from time to time, as they shall think fit; with the Addition of Sir Edm. Fowell, Mr. Broxolme, Mr. Boswell, Mr. Grantham, Sir Arth. Haselrig, Mr. Hallowes.

Commissions of Oyer and Terminer.

Resolved, That the Serjeants and Counsellors at Law, in the several Counties of this Kingdom, within the Power of Parliament, shall execute the Commission of Oyer and Terminer, and Gaol Delivery, wherein they are nominated Commissioners; notwithstanding any Sta- tute or Clause therein to the contrary.

Commissions of Sewers.

Resolved, &c. That Commissions of Sewers shall be granted by the Commissioners of the Great Seal, for the several Counties of this Kingdom, within the Power of the Parliament, although the Lord Treasurer and Lord Chief Justices be absent.

Sir Tho. Walsingham is to desire the Lords to concur in these Two Votes.

Administra- tions.

Ordered, That the Committee for the Ordinance con- cerning Administrations, or any Four of them, be re- vived; to meet on Friday next, at Two of the Clock, in the Exchequer Chamber; and so at any time, as they shall think fit.

Committee of Adven- turers.

Ordered, That the Committee appointed to consider of the Remonstrance of the Committee of Adventurers, or any Four of them, be revived; to meet this After- noon, at Two a Clock, in the Exchequer Chamber.

Raising Horse.

A Message from the Lords, by Serjeant Finche and Mr. Page;

The Lords have received some Instructions from this House, concerning the raising of Horse for the present Advance of Sir Wm. Waller's Army; to which they agree, with the Addition of one Proviso; in which, they desire the Concurrence of this House.

The Proviso was read, in hæc verba; viz. "Provided, That this do not extend to any other Counties or Places, but only to such Counties and Places as are within the Associations of the said Sir Wm. Waller, or in such Coun- ties or Places wherein he hath Command by virtue of any Ordinance or Commission;" and assented unto.

Answers from Lords.

Mr. Nicoll brings Answer, That the Lords do agree to the Ordinance for Ten thousand Pounds for the Ad- vance of Sir Wm. Waller's Army; and to the Ordi- nances for enabling the Sheriffs of Cornewall and Yorke- shire to go out of their Counties: And as for the In- structions for raising of Horse for Sir Wm. Waller's pre- sent Advance, they will send Answer by Messengers of their own.

Sir Jo. Clottworthy brings Answer, That the Lords do agree to refer the Message from the States Ambassadors to the Committee, as is desired; and do desire That Committee may meet this Afternoon, at Three of Clock.

Message from Lords.

A Message from the Lords, by Sir Edw. Leeche and Mr. Page;

The Lords have sent down a Petition which they re- ceived from the Gentlemen of Staffordshire, informing, That, at a former Conference, the Earl of Denbighe's Re- monstrance was delivered concerning the Association; for which a Committee was appointed to take the same into Consideration: To which Committee they desire this Petition may be referred; and that they may meet on Friday next, at the Lord Keeper's Lodgings.

Likewise they have received a Petition from Mr. Wilkinson, one of the Assembly; who desires some Al- lowance: Which they refer to the Consideration of this House.

They further commanded us to acquaint you with the Wants of the Earl of Stamford, whose Estate is in the Enemies Power; and refer it to your Consideration, to be paid out of the Arrears, if you think good.

Answers to Lords.

Answer returned by the First Messengers; That this House has considered their Lordships Message; and do agree to the additional Proviso to the Instructions for raising Horse for the present Advance of Sir Wm. Waller's Army.

Answer returned by the Second Messengers; That this House has considered their Lordships Message; and do agree to the referring of the Petition, and to the Meet- ing of the Committee, as is desired. As to the Petition of Mr. Wilkinson, and the Business concerning the Earl of Stamford, they will send Answer by Messengers of their own.

Staffordshire Petition, &c.

This Committee is appointed to meet with the Com- mittee of Lords on Friday Morning next, in the Lord Keeper's Lodgings, at Eight of Clock, as is desired, to consider of the Petition from the Gentlemen of Stafford- shire, and of the Remonstrance delivered by the Earl of Denbigh at a late Conference, and the Report there- upon; and of all other Matters that concern the Earl of Denbighe's Association.

City Propo- sitions to the King, &c.

The House being informed, that the Sheriffs and Common Councilmen of the City of London were at Door;

They were called in: And Mr. Sheriff Foulke in- formed the House, that the Burden was great, which lay upon the City, for maintaining of the Fortifications of the City, and for Payment of Arrears to Forces employed; and therefore have prepared an Ordinance to that End; which they recommend to the Consideration of this House. In the next place, the City has taken into Con- sideration a Message from this House in May last, to prepare such Propositions as they conceive fit for the Good of the City, to be presented to His Majesty: They return humble Thanks to this House for that Favour, and do present them to this House accordingly; and do desire, if this honourable House shall think fit to alter any of them, that they may be made acquainted there- with before they be sent away.

After they had withdrawn awhile;

They were called in again: And Mr. Speaker told them, The House had appointed a certain Day speedily to take into Consideration the several Things presented by them; and that the House did take notice of their special Care to maintain the Fortifications and the Forces they sent abroad.

Ordered, That on Saturday next the House do take into Consideration the several Papers and Desires pre- sented from the City this Day.

Letters, &c. read.

Mr. Perepoint reports from the Committee of both Kingdoms a Letter from the Earl of Warwick, concern- ing Shipping, of the Sixteenth of August; and also the Extract of a Letter from the Earl of Calander, concerning the Summoning of Newcastle, and the Answer given by the Town, the Seventeenth of August, refusing to treat: Also a Paper from the Yorkshire Gentlemen, of Propositions for that County to maintain Forces; and of a Paper from the Scoche Commissioners, in Answer to those Proposi- tions: All which were read.

Propositions for Yorke- shire.

Ordered, That the House do meet To-morrow, pur- posely to take into Consideration the Propositions for Yorkeshire; and the particular Considerations of the Commissioners of Scotland upon those Propositions: And that no private Business be entertained.

Kent, &c. Forces.

Resolved, &c. That particular Letters be sent to the several Counties of Kent, Sussex, and Surrey, to quicken them to send up their Forces appointed to be raised in their several and respective Counties by the last Ordi- nance: And it is referred to Mr. Reynolds to prepare these Letters.

Monthly Assessments.

Ordered, That it be referred to the Committee of the West, joined to the Committee where Mr. Scawen has the Chair, to quicken the bringing in of the Arrears of the monthly Assessments out of which the late Five thou- sand Pounds for Sir Wm. Waller is to be had.

Pay of Irish Soldiers, &c.

Ordered, That Sir Henry Mildmay, Sir John Clott- worthy, Mr. Reynolds, Mr. Knightley, and Mr. Rigby, do repair to the Commissioners of Excise; and press them, from this House, to comply with the Ordinances of both Houses for the Pay of the Irish Soldiers lately come out of Wareham, and to the Reformadoes, accord- ing to the Ordinances of both Houses, and former Desires of this House.

Irish Affairs.

Ordered, That the Committee of this House for Irish Affairs, and the Committee of Adventurers in London, do meet together, and take into Consideration the Votes of the Twelfth of August, and how Twelve thousand Pounds may be raised for the Service of Munster: And are to meet To-morrow, at Two of Clock in the After- noon.

Waller's Appoint- ment.

Ordered, By the Lords and Commons, in this present Parliament assembled, That Sir Wm. Waller shall com- mand in Chief, as Major General, all the Forces, both of Horse and Foot, now under his Command, or that hereafter shall be raised and put under his Command, within any Place or County in this Kingdom, for this present Expedition of reducing the West, and the Assist- ance of my Lord General.
