Prayers.

ORdered, upon the Question, That the Earl of Salisbury shall have the Pre-emption of Worcester-House; paying as much for it, as any other Man really shall.

Ordered, upon the Question, That the Earl of Kent shall have, for his Accommodation, the Pre-emption of any Delinquent's, Bishop's, or Dean's House, such as he shall make Choice of; paying as much for it, as any other Man really shall.

Ordered, That the Six thousand Pounds, formerly charged upon the Receipts of the Revenue, to be respectively paid to the Earl of Kent, the Executors of the Earl of Bolingbroke, Oliver St. John Esquire, his Majesty's Sollicitor-General, Mr. Serjeant Wilde, Samuel Browne, and Edmund Prideaux, Esquires, late Commissioners of the Great Seal, be now charged upon the Receipts at Goldsmiths-Hall, to be paid to the Persons aforesaid respectively, to each of them One thousand Pounds, out of such Delinquents Fines, as they shall nominate unto the Committee at Goldsmiths-Hall, whose Fines are not yet disposed of: And that the respective Acquittances of the Persons aforementioned shall be sufficient Discharges to the Committee at Goldsmiths-Hall, and the Treasurers there, for the Payment of the said respective Sums of One thousand Pounds to each of them accordingly.

Mr. Sollicitor, Mr. Samuel Browne, Mr. Ashurst, Mr. Swinsen, Sir Thomas Dacres, Colonel Harvey, Mr. White, Mr. Stockdale, Sir Robert Pye, Mr. Reynolds, Mr. Edwards, Sir Henry Cholmeley, Sir Arthur Heselrige, Sir Samuel Rolles, Mr. Whitehead, Mr. Wheeler, Sir Walter Erle, Mr. Holles, Sir Edward Partherich, Mr. Challoner, Mr. Knightley, Mr. Strode, Sir Wm. Brereton, Mr. Pury, Mr. John Stephens, Mr. Prideaux, Sir Philip Stapilton, Sir William Allenson, Sir William Lewes, Mr. Recorder, Sir Wm. Massam, Mr. Whitelock, Sir Thomas Middleton, Mr. Moore, Mr. * Young, Mr. Nelthorpe, Mr. Cawley, Mr. Charleton, Mr. Ball, Mr. Marten, Mr. Lane, Mr. Whittacre, Mr. Bond;

This Committee, or any Five of them, is appointed to consider of Instructions to be given to the Committees in the Countries, and others, for Discovering of the Values of Delinquents Estates excepted from Pardon, and of the Number of, and Value of the Estates of Papists in Arms, or otherwise excepted, according to the Propositions; and to consider of the most expeditious and effectual Ways for making speedy Sale of all such Estates to the best Advantage of the Commonwealth: And are to meet upon it To-morrow in the Afternoon, at Two of the Clock, in the Duchy-Chamber; and so de die in diem, as they shall think fit: And have Power to send for Parties, Witnesses; Papers, Records.

Ordered, That, every Tuesday and Thursday, in every Week, peremptorily, the House do hear and receive Reports from the Committee at Goldsmiths-Hall only.

Ordered, That it be referred to the Committee at Goldsmiths-Hall, to take care, and give Order, that all Ordinances of Sequestrations, and all Instructions given to Sequestrators, be effectually put in due Execution; and to consider of removing such Obstructions, as are, or shall be, in the Business of Sequestrations, to the Prejudice of the Commonwealth; and to consider of some expeditious and fitting Way of quickening the Compositions with Delinquents, and of removing the Obstructions that are in that Business, and settling it in such a Way as may be most effectual for the speedy bringing in the Monies upon Delinquents Compositions, to the best Advantage of the Kingdom.

The humble Petition of divers of the Committee of Hereford, whose Names are subscribed, was this Day read: And

It is Ordered, That the whole Matter of this Petition, together with the Circumstances of that Business, and the Letter from the Governor and Officers at Hereford, of 19 Octobris 1646, together with the Examinations sent up with the said Letter, be all referred to the Consideration and Examination of the Committee formerly appointed to consider of the Articles exhibited against the Governor of Hereford, together with the Addition of Mr. Selden: And they are to meet upon it To-morrow at Two of the Clock in the Afternoon.

Mr. Speaker acquainting the House, That he had taken the Word of Mr. Bromwich, sent up Prisoner from the Governor of Hereford, to appear at all such times as the House, or any of their Committees, shall require it; and had discharged him from the Restraint or Custody of such Guards, as were sent up with him;

The House approved thereof.

An Ordinance for committing the Custody of the Great Seal to the Speakers of both Houses, and appointing them, with the Judges, and Masters of the Chancery, to hear and determine Causes in Chancery, was this Day read the First and Second time.

Resolved, &c. That the Name of Edward Earl of Manchester, Speaker of the House of Peers pro tempore, shall be inserted in the Commission for Hearing of Causes in Chancery.

Resolved, &c. That this House doth nominate, and approve of, Robert Powell Esquire to be Sheriff of the County of Salop: And that the Commissioners of the Great Seal do issue unto him a Commission accordingly.

The Lords Concurrence to be desired herein.

Mr. Recorder, Mr. Reynolds, Mr. Whitelock, Mr. Samuel Browne, Mr. Prideaux, are appointed presently to withdraw, upon the Ordinance concerning the Custody of the Great Seal, and Hearing of Causes in Chancery.

Ordered, That the more particular Care and Consideration of the Scotts Papers, lately brought in, and referred, and of preparing an Answer to them, be referred to Mr. Pierpont, Mr. Nathanael Fiennes, Sir John Evelyn of Wiltes, and Mr. Chaloner: Who are required to take especial Care of this Business; and to bring in a speedy Answer unto them.

The humble Petition of Elizabeth Countess Dowager of Peterborough was this Day read.

Mr. Pierpont was appointed to go to the Lords, to desire them to expedite the Ordinance for suspending the Privileges of the Members of both Houses.

He also carried to the Lords, for their Concurrence, the Ordinance concerning such Prisoners of the Parliament's, as shall be removed out of the Tower, or the Serjeants Custody, by Habeas Corpus: And an Ordinance for granting a Pardon unto Poole, and Five others, for their respective Delinquencies.

Ordered, by the Consent of the Lord Mounson, That he do wave his Privilege of a Member of this House, as to any Action to be brought against him at the Common Law by the Countess of Peterborough, for the Tryal of her Title to any Lands claimed by the said Lord Mounson, or by the said Countess of Peterborough.

Mr. Sollicitor, Mr. Long, Mr. Crewe, Mr. Robinson, Mr. Grimston, Mr. Prideaux, Mr. Maynard, Mr. Pierpont, Mr. Bond, Mr. Ellys, Mr. Fowell, Mr. Miles Corbett, Mr. Harrington, Mr. Reynolds, Mr. Lisle, Mr. Gott, Mr. Ball, Sir Richard Onslowe, Mr. Marten, Mr. Ashurst, Mr. Samuel Browne, Mr. Tate, Mr. Shuttleworth, Sir John Evelyn;

This Committee, or any Three of them, are appointed to prepare an Ordinance for relieving the Subject against the Privileges of Members, and their Servants, in point of Title, and of Debt: And are to meet upon it on Monday next, at Two of the Clock in the Afternoon, in the Court of Wards: And have Power to send for Parties, Witnesses, Papers, Records.

And the more particular Care hereof is referred to Mr. Samuel Browne and Mr. Grimston.

Ordered, That, on Monday next, the first Business, the Reports concerning the Breach of the Articles of Oxon, and of other Articles made in the West, be made: And that Mr. Speaker do put the House in mind hereof.

Ordered, That, To-morrow Morning, the first Business, after Mr. Speaker comes to the Chair, Mr. Scawen do make Report concerning the Guards by Land, and by Water, about the Cities of London and Westminster.

Mr. Pierpont brings Answer, That, as to the several Messages carried by him to the Lords, they will send Answer by Messengers of their own.

A Letter from the Scotts Commissioners, from Worcester-House, of 29 Octobris 1646, and a Pamphlet, inclosed, of which the said Commissioners complained, were this Day read; and ordered to be referred to the Committee of Complaints, as to that Part of the said Letter, which concerns the said printed Pamphlet: The which Pamphlet is intituled, "A Declaration concerning the miserable Sufferings of the County under some of the Scotts Forces, that quarter in the North of England, certified in Two several Letters from the Inhabitants of Stainton and Cleaveland."

The humble Petition of the Inhabitants of Cleaveland; and likewise the humble Petition of James Chaloner and Thomas Westropp Esquires, by the Appointment, and on the Behalf, of the Inhabitants of the Wapentake of Lanbargh in the North-Riding in the County of Yorke, were this Day read.

A Letter from Colonel-General Pointz, from Yorke, of 23 Octobris 1646, with a Paper of Intelligence, inclosed, certifying, that the Scotts Horse were drawn into Bodies, and kept Guards, were this Day read.

A Copy of a Letter from Colonel Slaughter to his Daughter-in-law, intercepted, was this Day read.

Ordered, That Guards be placed upon the several Passes upon the River of Trent; and especial Care taken, that no Persons, other than those who have warrantable Passes, be permitted to go Northwards: And that all Persons, that have been in Arms against the Parliament, and other suspected Persons, which do or shall travel with Arms, be stopped.

And Sir Thomas Fairfax, General, is desired to give Orders to Colonel-General Points, Colonel Rosseter, and the respective Committees and Forces in the Counties of Derby, Stafford, Salop, and Nottingham, for the due and careful Execution of this Order.

Resolved, &c. That Thomas Herbert, Colonel Martin Pindar, Commissary Nicolas Bond, and Walter Frost, Esquires, John Billingsley and Christopher Bernard Gentlemen, and Commissary Dudeny, be added to the Committee at the Military Garden, concerning the Accompts and Monies due to the poor Women, Waggoners, and others.

The humble Petition of William Hawkes and Nicolas Woolly, Two of the Sheriffs-Officers, London, was this Day read; and ordered to be referred to the Committee of Complaints.

The humble Petition of William Lord Mounson Viscount of Castlemaine, and one of the Members of this House, was this Day read; and ordered to be referred to the Committee for the Ordinance for Relief of the Subject against the Privileges of Members, in Matters of Title and Debt; with the Addition of Mr. Holles, Sir Simmonds D' Ewes, Colonel Stapeley, Colonel Morley, Sir Robert Harley, Colonel Fleetwood, Sir Walter Erle, Sir John Curson, Mr. Whitelock, Mr. Sandys, Sir Wm. Allenson, Sir Dudley North, Lieutenant-General Cromwell, Colonel Appesley, Mr. Cawley, Mr. Grimston, Mr. Wheeler, Mr. Charleton, Mr. Peck, Sir Wm. Lewes, Sir Philip Stapilton.

And, as to this Business, it is further Ordered, That there be a Committee of Eight, for the Examination thereof.

A Message from the Lords, by Sir Edward Leech and Mr. Page;

The Lords have commanded us to return you this Ordinance concerning the Peers of Parliament, and other Honours and Titles lately conferred: It moved from you: And the Lords have agreed unto it, with this Alteration. These are Two Reports from the Committee of both Kingdoms:-This, of the Lord Lisle's Desire to go into Ireland, because his Commission doth relate to Instructions, he desireth that those may be prepared accordingly; the Lords have referred it back to the same Committee, to prepare the said Instructions: And therein they desire your Concurrence:- This is for the Taking off of some Sequestrations, according to an Agreement made by Sir John Bridges, and others, at the Taking in of Hereford: Which the Lords have agreed unto; and therein do desire your Concurrence.

The Alteration to the Ordinance concerning Peers of Parliament, and other Honours and Titles lately conferred, was read; and, upon the Question, assented unto.

The Report concerning the Lord Lisle was read: And

It is thereupon Ordered, That this House doth agree with the Lords, That it be referred to the Committee of Lords and Commons at Derby-House, to prepare Instructions for the Lord Lisle, for his going over into Ireland.

Resolved, &c. That, as to the other Report, concerning taking off the Sequestrations of some Delinquents at Hereford, this House will send Answer by Messengers of their own.

Answer returned by the same Messengers;

The House hath considered your Message: And, as to the Amendment to the Ordinance concerning the Peers of Parliament; and the referring it to the Members of both Houses of the Committee at Derby-House, to prepare Instructions for the Lord Lisle, Lord Lieutenant of Ireland, for his going over into that Kingdom; they do agree: And, as to the other Report concerning the Discharge of the Sequestrations of some Delinquents at Hereford, they will send Answer by Messengers of their own.
