Delinquents.

MR. John Ashe reports divers Fines and Compositions from the Committee at Goldsmiths Hall: Whereupon it is resolved, as followeth; viz.

Delinquents.

Resolved, &c. That this House doth accept of the Sum of Fifteen hundred and Twenty Pounds, for a Fine, for the Delinquency of Wm. Staunton, of Staunton in the County of Nottingham, Esquire: His Offence, That he was in Arms against the Parliament: He rendered at the Surrender of Newark: His Estate, in Fee, per Annum, Five hundred and Sixty Pounds One Shilling and Ten pence; for Three Lives per Annum, Six Pounds: Out of which issues, for One Life, per Annum, Thirteen Pounds; for ever, per Annum, Three Pounds Eighteen Shillings; and Four hundred Pounds charged upon his Lands: Which being allowed, leaves the Fine, at a Sixth, Fifteen hundred and Twenty Pounds.

An Ordinance for granting a Pardon unto Wm. Staunton, of Staunton, in the County of Nottingham, Esquire, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

That this House doth accept of the Sum of One hundred and Fourscore Pounds, for a Fine, for the Delinquency of John Trobridge, of Winsford, in the County of Somersett, Gentleman: His Offence, That he was in Arms against the Parliament: He rendered before the First of May 1646: His Estate, in old Rents, in Fee, per Annum, Three Pounds Seven Shillings and Eightpence; in Demesne, Twenty-seven Pounds per Annum; in Reversion, per Annum, Five Pounds; for One Life, per Annum, Thirty Pounds; personal Estate, One hundred Forty-seven Pounds Thirteen Shillings and Fourpence: For which his Fine, at a Sixth, is One hundred and Eighty Pounds.

An Ordinance for granting a Pardon unto John Trobridge, of Winsford in the County of Somersett, Gentleman, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and upon the Question passed; and ordered to be sent unto the Lords for their Concurrence.

Resolved, &c. That this House doth accept of the Sum of Four hundred Forty-seven Pounds, for a Fine, for the Delinquency of Wm. Vavasour, of Weston in the County of York, Esquire: His Offence, That he left his Habitation, and resided in the Enemies Quarters: He rendered in November 1645: His Estate, in Fee, per Annum, Two hundred and Twenty-four Pounds Nine Shillings; for Six Years to come, per Annum, Twenty-two Pounds Fifteen Shillings; for One Life, per Annum, Forty Pounds; for ever, per Annum, One Pound Ten Shillings: For which his Fine, at a Tenth, is Four hundred Forty-seven Pounds.

An Ordinance for granting a Pardon unto Wm. Vavasor, of Weston in the County of York, Esquire, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Resolved, &c. That this House doth accept of the Sum of Eight Hundred Sixty-two Pounds and Ten Shillings of Richard Goddard, of the City of New Sarum in the County of Wiltes, Esquire: His Offence, That he was in Arms against the Parliament: Rendered in November 1645: His Estate, in Fee, per Annum, Forty Pounds; for One Life, per Annum, Forty Pounds; more, for One Life, per Annum, Three hundred Pounds; issuing for One Life, per Annum, Seventy-five Pounds: For which his Fine, at a Third, he being a Counsellor at Law, is Eight hundred Sixty-two . . . . . . Ten Shillings.

An Ordinance for granting a Pardon unto Richard Goddard, of the City of New Sarum, in the County of Wiltes, Esquire, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Resolved, &c. That this House doth accept of the Sum of One hundred and Fifty Pounds, for a Fine, for the Delinquency of Thomas Tresham, of Geddington in the County of Northampton, Gentleman: His Offence, That he was in Arms against the Parliament: He rendered in March 1745: His Estate, in Fee, per Annum, Fifty Pounds: For which his Fine, at a Sixth, is one hundred and Fifty Pounds.

An Ordinance for granting a Pardon unto Thomas Tresham, of Geddington in the County of Northampton, Gentleman, for his Delinquency, and for taking off his Sequestration, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Resolved, &c. That this House doth accept of the Sum of Three hundred and Seventy Pounds, for a Fine, for the Delinquency of Peter Bound, of Little Hampson in the County of Devon, Gentleman: His Delinquency, That he was in Arms against the Parliament: He rendered before the First of May 1646: His Estate, in Fee, per Annum, Ninety-eight Pounds Ten Shillings; in Reversion, per Annum, Fifty Pounds: For which his Fine, at a Tenth, is Three hundred and Seventy Pounds.

An Ordinance for granting a Pardon unto Peter Bound, of Little Hampson in the County of Devon, Gentleman, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Resolved, &c. That this House doth accept of the Sum of One hundred and Fifty Pounds for a Fine, for the Delinquency of John Bretherton, of Hey within Newton in the County of Lancaster, Gentleman: His Offence, That he left his Habitation, and resided in the Enemies Quarters: He rendered in April 1646: His Estate, in Fee, per Annum, Fifty Pounds: For which his Fine, at a Sixth, is One hundred and Fifty Pounds.

An Ordinance for granting a Pardon unto John Bretherton, of Hey within Newton in the County of Lancaster, Gentleman, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Resolved, &c. That this House doth accept of the Sum of Five hundred and Threescore Pounds, for a Fine, for the Delinquency of John Pierce, of Westbury in the County of Salop, Gentleman: His Offence, That he adhered to the Forces raised against the Parliament: He rendered before December 1645: His Estate, in Fee Tail, per Annum, Two hundred Sixty-eight Pounds Twelve Shillings and Eight-pence; in Reversion, per Annum, Forty-three Pounds Six Shillings and Eight-pence: Out of which is deducted Two hundred and Forty Pounds, being an Arrear of a Debt charged upon his Lands: Which leaves the Fine, at a Tenth, Five hundred and Threescore Pounds.

An Ordinance for granting a Pardon unto John Pierce, of Westbury in the County of Salop, Gentleman, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Yorkshire Sequestrations.

Resolved, &c. That the Persons nominated Commissioners in the Ordinance for the monthly Assessments of Threescore thousand Pounds for the County of York, and the several Ridings of the same, and of the County of the City of York, and the other Counties of the Northern Association, be added to the Committees of Sequestrations in the said County of York, and the several Ridings of the same, and the other Counties of the Northern Association; and appointed Committees of Sequestrations for the said Counties respectively; with Power in the said several Counties of the Northern Association, to put in Execution the several Ordinances of Sequestrations, to all Intents and Purposes.

The Lords Concurrence to be desired herein.

Derby Sequestrations.

Resolved, &c. That the Persons Nominated Commissioners in the Ordinance for the monthly Assessments of Threescore thousand Pounds, for the County of Derby, be added to the Committee of Sequestrations in the said County; with Power, in the said County, to put in Execution the several Ordinances of Sequestrations, to all Intents and Purposes.

The Lords Concurrence to be desired herein.

Grant to Marshall, &c.

Upon Sir Wm. Massam's Report from the Committee of the Eastern Association, to whom it was referred to consider of a fitting Recompence for Mr. Marshall and Mr. Nye;

Resolved, &c. That this House doth concur with the Committee, That Mr. Marshall and Mr. Nye shall have Five hundred Pounds a piece out of the personal Estate of some Delinquent, concealed or detained, or not yet sequestered, for the Remuneration of their great Pains, and Satisfaction of their great Expence, in the Service of the Parliament.

An Ordinance in pursuance of this Vote, was likewise read; and, upon the Question, passed; and ordered to be sent unto the Lords.

Dr. Twisse's Children.

Ordered, That the Report concerning Subsistence for Dr. Twisse's Children be made on Saturday Morning next, peremptorily, the first Business.

Wingate's Claims, &c.

The humble Petition of Captain Edward Wingate, a Member of this House, was read; and likewise a Certificate from the Committee of Accompts, certifying the State of his Accompts, of 29 Maii 1647.

It appears upon the Certificate from the Committee of Accompts, That the Sum of Nine hundred Thirty and three Pounds and Twelve Shillings is due unto him.

The which was allowed of.

He further demands Allowance of other Sums disbursed by him, to the Sum of Seven hundred and Thirty Pounds.

The which was likewise allowed unto him, in Discharge and for Defraying of his Expences. And

It is Resolved, &c. That it be referred to the Committee of the Eastern Association; who are hereby required to give Order, and take effectual Course, that the full Sum of One thousand Six hundred Sixty-three Pounds be paid unto the said Captain Wingate, out of any Monies in Arrear, and undisposed of, in the Hands of the Treasurers of that Association, or any other Monies undisposed of, in any other Hands, that is or shall be within the Power of That Committee.

Ordered, That it be referred to the Committee of Complaints, to consider of and examine the whole Business of the illegal Tryal and Sentence of Death given against Captain Edward Wingate, by the Commissioners of Oyer and Terminer, at Killingworth Castle; and of some Course, How he may have Reparation against the said Commissioners, and others, that were Parties to the said illegal Tryal and Sentence of Death.

Lancaster Sufferers.

Ordered, That the Inhabitants of the Town of Lancaster, whose Houses were burnt by the Enemy, shall, for this Year ensuing, farm so many of the Papists and Delinquents Lands and Estates within the County of Lancaster, as were at the Burning thereof; to be chosen by the said Inhabitants, at Rates as the same will reasonably give of the Committee of Sequestrations in the said County, so as the annual Value thereof, for this Year, do not exceed the Sum of Two thousand Pounds: Which Sum of Two thousand Pounds is hereby ordered to be discounted and allowed to the said Inhabitants, upon the Order of this House, dated 7 Junii 1645, in part of Payment of the Eight thousand Pounds ordered for the Relief of the said Inhabitants.

Business deferred.

Ordered, That, on Monday next, the first Business after Reports from Goldsmiths Hall, the Petition of Mr. Roland Wilson be read: And that, next, the Report concerning Mr. Aldworth be made.

Church Government.

Mr. Wheeler acquainted the House, That, upon a Letter received from the Commissioners employed to the King, he had sent the Ordinance concerning Church Government, mentioned in the Proposition, concerning Religion, to be therewith sent.

Earl of Mulgrave, &c.

Ordered, That, on Monday next come Fortnight, the first Business after the Reports from Goldsmiths Hall, the Report concerning the Earl of Mulgrave, and the Alum Business, be made.

Soldiers, &c. Petition.

Ordered, That, To-morrow Morning, the first Business after the Reports from Goldsmiths Hall, the Petition of the Soldiers and Soldiers Wives, whose Tickets be unpaid, be read: And that, next, the Petition of Lieutenant Thomas Butler be read.

Marleborough Petition.

Ordered, That, on Monday Morning next come Sevennight, the Petition concerning the Town of Marleborough be read.

Petition concerning Trigge.

Ordered, That, on Monday next, the humble Petition of many Thousands of Citizens and Inhabitants, in and about London, concerning one Mr. Wm. Trigge, be read.

Army, &c.

The Question being put, Whether this House shall now proceed in the Debate concerning the giving general Reparations;

Resolved, &c. That this House doth appoint the Fifteenth Day of January next for the Army to be drawn into Garisons, Towns, and Cities, so as from thenceforth all Free Quarter may be taken off, as is provided for.

Apprentices Freedoms.

Be it Ordered and Ordained, That Power be given to the Committee for Indemnity, to put in Execution the several Ordinances concerning Apprentices Freedoms, that have served the Parliament this late War; and to receive all Complaints made upon them; and to give Redress to the Party grieved; and to allow Costs, Charges, and Damages, as they shall see Cause, according to the Power given them in Cases of Indemnity.

Receivers of Assessments.

Be it Ordered and Ordained, That Power be given to the Commissioners nominated in the several Counties, in the Ordinance for the monthly Assessments of Threescore thousand Pounds, to nominate, in each particular County, a General Receiver, who shall receive the Assessments of the said County from the Particular Collectors and Sub Collectors: And that the said General Receiver of each particular County do transmit the Monies, by him received, unto the Treasurers at Wars: And that the said Treasurers at Wars do allow unto the said Receiver General, in each County, a Salary for his Pains, not exceeding one Peny in the Pound, upon his Accompt.

Army Arrears.

Resolved, &c. That the Profits and Proceed arising from the Securities given for the Arrears of the Soldiery be paid unto the Treasurers at Wars.

Excise, &c.

Resolved, &c. That these Words be added to the Vote passed on Saturday the Eighteenth of December 1647, which appoints the Moiety of the Excise for Security of the Soldiers Arrears; viz. "that are to be kept up in this Kingdom; and of the Supernumeraries that are now to be disbanded."

So that, with this Addition, the said Vote, of 18 Decembris, 1647, runs thus; viz.

"Resolved, &c. That the Moiety of the Receipts of the Excise, in Course, shall be assigned and granted, for Security of the Arrears of the Soldiery, that are to . . kept up in this Kingdom; and of the Supernumeraries that are now to be disbanded.

Delinquents Estates.

Resolved, &c. That the Trustees for the Sale of Bishops Lands shall be the Trustees for the Sale of those Delinquents Lands, as are given for Security to the Soldiery for their Arrears; and likewise for the Sale of Forest Lands, given as Security likewise for the Soldiers Arrears.

Army Arrears.

Resolved, &c. That the Committee for the Army be added to the Committee appointed to prepare the Ordinance concerning the Security given to the Soldiery for their Arrears: And that Mr. Maynard be added to this Committee.

Mr. Maynard.

Whereas Mr. Christopher Maynard is employed as a Factor, from the Isles of Barbadoes; It is Ordered, That the said Mr. Christopher Maynard shall have Liberty to stay in Town, to follow his Occasions.

Bishops Lands.

Mr. Samuell Browne, Mr. Maynard, Mr. Solicitor, Mr. Ellis, Mr. Reynolds, Mr. Lane, or any Two of them, are appointed to meet when and where they please; and to consider of the Obstructions now informed of in the Sale of Bishops Lands, concerning the Doubtfulness of the Clause touching Rents reserved to the Crown, and touching the Contractors not being enabled, as is conceived, to put in general Terms, for the further Security of Purchasers: And are to send for the Trustees Counsel, and confer with them herein: and to report their Opinions with all convenient Speed, what they think fit to be done for removing these Obstructions.

An Ordinance for appointing the Remainder of the Bishops Lands, after the Engagements charged thereupon first satisfied, to be Security for the Soldiers Arrears, was this Day read; and upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

Delinquents Estates.

An Ordinance for appointing Two Thirds of the Estates of Delinquents comprehended within the Three First Qualifications of the Propositions, concerning Delinquents, not formerly disposed of was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

Birch's Claims.

Resolved, &c. That the Sum of Two thousand Five hundred Pounds, Part of the Sum of * * appearing to be due unto Colonel John Birch, upon the State of his Accompts formerly certified, and allowed by both Houses, for Monies by him lent, for his Service, be charged upon the Receipts of the Excise, in Course, with Interest for the said Sum of Two thousand Five hundred Pounds, after the Rate of Eight Pounds per Cent. to be accounted from this Day, and payable every Six Months.

Mr. Swynfen is appointed to prepare and bring in an Ordinance to this Purpose To-morrow Morning.

Army Arrears.

An Ordinance for charging the Sum of Six hundred thousand Pounds, upon the Security of the Moiety of the Excise, in Course, for Payment of the Arrears of the Soldiery that is to be kept up, and of the Supernumeraries that are now to be disbanded, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

An Ordinance for further Explanation and Direction of the Uses of the former Ordinances, appointing Security for Pay of the Soldiers Arrears, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

Army Committee.

Ordered, That Mr. Scawen, Mr. Hodges, Colonel White, Colonel John Birch, Mr. Francis Allen, be the Committee now appointed to go to the Army.

Instructions for the Committee appointed now to go down to the Army.

THAT this House takes especial Notice of the ready Compliance of the Army, expressed in their last Paper, by their Committee, to this House; and do appoint the said Committee to give the General and Army Thanks, in the Name of the House.

The Committee is likewise to acquaint the General with the Proceedings of the Houses, in order to the Disbanding of the Supernumeraries, the Pay of the Army, and taking off Free Quarter, and Security for their Arrears: And that the Houses expect, that the General and Army do declare their ready Compliance in the due and speedy Execution thereof.

They are likewise to confer and consider with the General and Officers of the Army, for the speedy perfecting this Work.

Message to Lords.

Mr. Pierpoint is appointed to carry these Ordinances to the Lords for their Concurrence.

Leave of Absence.

Ordered, That Sir Anthony Irby shall have Leave of the House to go into the County of Norfolk, upon his own Occasions.

Ordered, That, these Gentlemen following be forthwith sent into the several Counties, viz. into

Ordered, That the Committee of the Army do prepare Instructions for the several Gentlemen employed into the several Counties for bringing in the Assessments upon the Ordinance of Six hundred thousand Pounds: And the Draught of a Letter to be sent into the several Counties, to quicken the Bringing in of the said Assessments.

Ordered, That John Kyte, Thomas Chamberlaine, Richard Ayleworth, George Kenne, John Dorney, Robert Kyrle, Wm. Cook, Thomas James, Wm. Selwyn, Robert Plydall, Walter Nurse, Esquires; John Bruyn, Thomas Ayleway, Robert Waterworth, John Barnard junior, John Clark, Jeremy Buck, Richard Yate junior, Gentlemen; be added to the Commissioners of the County of Gloucester, upon the Ordinance of Sixty thousand Pounds per Month.

Ordered, That Sir Richard Phillips Baronet, James Lewes, Griffith White, Roger Lort, John Elliott, Thomas Bowen, Herbert Parratt, and Sampson Lort, Esquires, be added to the Commissioners for the County of Pembroke, upon the Ordinance of Sixty thousand Pounds per mensem.
