A Message from the Lords, by Mr. Page and Dr. Heath;

The Lords commanded us to deliver unto you the King's Majesty's Letter; with his Desire therein, That Dr. Reeve and Dr. Ducke be sent to him: To which the Lords do agree; and desire the Concurrence of this House: A Letter from the Lord Admiral, with a List of the Ships of the Parliament Fleet: An Ordinance for Disposing of the new Sequestrations in the County of Surrey; with some Amendments; to which they desire the Concurrence of this House: To put you in mind of the Earl of Nottingham's Petition, formerly brought to you: To put you in mind also of the Petition of the reduced Field Officers, and Captains of Four Regiments for the Service of Ireland, under Colonel Herbert, and others.

Earl of Nottingham.

Ordered, That the Lord of Nottingham's Petition be taken into Consideration on Thursday next.

Surrey Sequestration.

Amendments to the Ordinance for the sequestring the Estates of Delinquents, to be employed towards the Raising and Maintaining of a Troop of Horse, for the Service of the Parliament, within the County of Surrey, sent from the Lords, were this Day read; and, upon the Question, committed to Mr. John Corbett, Mr. Wheler, Mr. Pecke, Mr. Ashe, Mr. Strode, Sir Richard Onslowe, Mr. Drake, Mr. Dodderidge, Mr. Kempe, Sir Hen. Vane junior, Mr. Blagrave, Mr. Lister, the Knights and Burgesses of the County of Surrey;

This Committee, or any Three of them, are to meet on Monday next, at Two of Clock in the Afternoon, in the Exchequer Chamber.

Answer to Lords.

Answer returned by the same Messengers; That the House has considered of their Lordships Message; and they do agree, That Dr. Reeve and Dr. Ducke do go down to the King: To the rest, they will send Answer by Messengers of their own.

Navy.

Ordered, That the Committee at Goldsmiths Hall be injoined to sit on Monday next, in the Afternoon: And the Committee of the Navy are then to confer with them about the Monies.

Sir H. Vane's Accompt.

The Certificate of the Committee for taking the Accompts of the whole Kingdom, of the State of the Accompt of Sir Henry Vane junior, was this Day read.

Resolved, &c. That this House doth approve of the Accompts of the said Sir Henry Vane junior.

Ordered, That the Committee of Accompts be injoined to proceed with the further Accompts of the said Sir Henry Vane junior.

Ordered, That the Clerk of the House do enter the whole Certificate of the Accompt of Sir Henry Vane junior in the Journal Book; and do deliver back the Certificate of the said Accompt to the said Sir Henry Vane junior.

Pecke's Accompt.

The Certificate of the Committee for taking the Accompts of the whole Kingdom, of the State of the Accompt of Henry Pecke Esquire, was this Day read.

Resolved, &c. That this House doth approve of the Accompt of Henry Pecke Esquire.

Ordered, That the Clerk of this House do enter the whole Certificate of the Accompt of Henry Pecke Esquire, in the Journal Book; and do deliver back the Certificate of the said Accompt unto the said Henry Pecke.

Gerard's Accompt.

The Certificate of the Committee for taking the Accompts of the whole Kingdom, of the State of the Accompt of Sir Gilbert Gerard delivered in upon his Oath, was this Day read.

Resolved, &c. That this House doth approve of the Accompt of Sir Gilbert Gerard.

Resolved, That Sir Gilbert Gerard have the Publick Faith of the Kingdom for the Sum of Eight thousand Nine hundred Fifty-three Pounds Ten Shillings and Ninepence, remaining due, and owing to him, upon his Accompt.

Ordered, That Mr. Wm. Jessopp have the Sum of Two hundred Pounds, Part of the Sum of Eight thousand Nine hundred Fifty-three Pounds Ten Shillings and Ninepence, due unto Sir Gilbert Gerard, upon his Account, forthwith paid unto him out of the Arrears of Pay due to Major Gibbes: And that the Committee of the Eastern Association do pay the same unto the said Mr. Jessopp, accordingly.

The Lords Concurrence to be desired herein.

Ordered, That the Clerk of this House do enter the whole Certificate of the Accompt of Sir Gilbert Gerard in the Journal Book; and do deliver back the original Certificate of the said Account to the said Sir Gilbert Gerard.

Plaxtoll Church.

The humble Petition of the Inhabitants of the Parish of Plaxtoll in the County of Kent, was this Day read.

Ordered, That the Commissioners of the Great Seal of England do pass, under the Great Seal, a Brief, or Letters Patents, in usual Form, to the Inhabitants of the Parish of Plaxtoll in the County of Kent; for a free and charitable Eenevolence of all well-disposed People in the Cities of London and Westminster, and in the Counties of Kent, Sussex, Surrey, and Middlesex, the Cities of Canterbury and Rochester; to continue for the Space of Two Years, from the 29 Septembris 1648.

Clotworthy's Claims.

Ordered, That the Sum of Two thousand Pounds, formerly ordered to be paid to Sir John Clotworthy, out of the Ordinance of Twenty thousand Pounds per Mensem for Ireland, be discharged: And that the said Sum of Two thousand Pounds be charged upon the several old Ordinances for the weekly Assessments for Ireland, with Interest, after the Rate of Eight Pounds per Centum per Annum, from the Sixth of this Instant September, to be paid every Six Months: And it is especially rcommended to the Committee for the Affairs of Ireland, in the Star Chamber, to take notice hereof; and to treat with the Contractors for Provisions for Ireland, touching the speedy Payment thereof; and to give Order to the Treasurers and Collectors of the Monies respectively, to pay the said Two thousand Pounds, together with the growing Interest every Six Months for the same, to the said Sir John Clotworthy, or his Assigns; and the Acquittance or Acquittances of the said Sir John Clotworthy, or his Assigns, shall, from time to time be a sufficient Warrant and Discharge to the said Treasurers and Collectors for the payment of the said Two thousand Pounds, with Interest, accordingly.

Whereas, by Order of the Sixth of this Month, it is referred to the Committee for the Affairs of Ireland, in the Star Chamber, to cast up what is due to Sir John Clotworthy, for his personal Pay, from the One-and-twentieth of December 1641, to the Second of December 1644, or the Dates of his Commissions respectively: It is now further Ordered, That the said Committee do treat with the Contractors for Provisions for Ireland, who have the principal Interest in what is charged on the Ordinances for the weekly Assessments for Ireland; and signify unto them, That this House hath especially recommended the Business of Sir John Clotworthy to them, to further him in this speedy Payment of what is due unto him: And the Committee in the Star Chamber are to settle the Payments of what they find due to Sir John Clotworthy, for his personal Pay, until the Second of December 1644, accordingly; and to give Orders to the Treasurers and Collectors of the said Monies respectively, to pay the same to the said Sir John Clotworthy, or his Assigns: And the Acquittance or Acquittances of the said Sir John Clotworthie, or his Assigns, testifying the Receipt thereof, shall be a sufficient Warrant and Discharge to the Treasurers and Collectors, from time to time, for the Payment thereof, accordingly.

Tredwell's &c. Claims.

Whereas, by Order of the Sixth of this Month, the Sum of Five hundred Pounds, Part of the Sum of Eight hundred Eleven Pounds Five Shillings, due unto Richard Tredwell, Robert Jeffery, and Elizabeth Wright, for Arms, taken up by the Lord Inchiquin, for the Province of Munster in Ireland, with Interest, after the Rate of Eight Pounds per Centum per Annum, should be paid unto them, or their Assigns, out of the Assessments upon the Ordinance of Twenty thousand Pounds per Mensem, for the Relief of Ireland: And whereas it was further ordered by the said Order, of the Sixth of this Month, That the Sum of Three hundred Eleven Pounds Five Shillings, Residue of the said Sum of Eight hundred Eleven Pounds Five Shillings, with Interest for the same, after the Rate of Eight Pounds per Centum per Annum, be paid unto the said Richard Tredwell, Robert Jeffery, and Elizabeth Wright out of the Arrears for the Assessments for the British Army, until the said Sum of Three hundred Eleven Pounds Five Shillings be paid: It is now Ordered, That the said Order be, and is hereby, discharged. Resolved, &c. That no Money be charged upon the Ordinance for Twenty thousand Pounds per Mensem for Ireland; but that the same be only employed for the Carrying on of the Wars in Ireland.

Rescue of Armstrong.

The House being informed, That Richard Pierson, John Higgs, and John Allen, were at the Door.

They were called in: And Mr. Speaker gave them a strict Charge to speak the Truth in such Matters as they should inform the House of, as they would answer the same before God: Thereupon the said Richard Pierson, John Higgs, and John Allen, did Charge Ruffin Clarke, Robert Parker, Wm. Lovell, Wm. Wheeler, * Houe, Wm. Townsend, Saunder White, Mrs. Disby Wife of Edward Disby the Vintner at the George at Brantford, John Barwis the younger, * Southerne the younger, Edward Downes, and Two Footmen, with the Rescuing of Major Armstrong, a Prisoner, in his Passage to Windsor Castle.

The humble Petition of Richard Pierson, Serjeant of the Trained Band, under Captain Holden, for the County of Middlesex, in the Behalf of himself, and of John Allen, John Higgs, with his Brethren, Assistants, was this Day read.

Ordered, That * Houe, William Lovell, William Wheeler, Robert Parker, William Townsend, Sander White, Ruffin Clerke, John Barwis the younger, * Southerne the younger, Edward Downes, * Disby the Wife of Edward Disby a Vintner at the George in Brantford, and the Two Footmen, that rescued Major Armstrong, in his Passage towards Windsor Castle, be sent for, as Delinquents, by the Serjeant at Arms that attends this House.

Wilkinson's Accompts.

Ordered, That Captain Wilkinson's Business be heard the first Business on Thursday Morning next.

Ordered, That the Sum of Seven hundred Pounds be paid unto Captain Wilkinson, out of the Sequestrations of Yorksheire, in Satisfaction of his Losses and Charge of raising Horse and Foot for the Service of the Parliament.

Message from Lords.

A Message from the Lords, by Mr. Page and Dr. Heath;

The Lords have received a Letter from the King; which is to be communicated to both Houses: To which the Lords have agreed; and desire the Concurrence of this House.

The Lords have received a Letter out of Ireland, with some Instructions in it, which the Lords desire to communicate to you.

Passes granted.

Ordered, That Mr. Parsons have a Pass, as is desired.

Ordered, That a Conference be had with the Lords, to shew them the Reasons why this House cannot concur with their Lordships, in giving a Blank Pass for such Persons in Scottland, to go to his Majesty, as is desired.

Mr. Wheeler, Mr. Anslow, Mr. Swynfen, Sir John Maynard are appointed to manage the said Conference.

Leave of Absence.

Ordered, That Major General Massey have Leave to go into the Country; and to stay there until Tuesday come-fortnight.

Irish Affairs.

A Letter from Sleigo, of the 14 of August 1648, from the Officers in the Army for the Parliament, in Ireland, was this Day read.

Ordered, That the said Letter from Sligo of the Fourteenth of August 1648, be referred to the Committee of Irish Affairs, at Derby House: And the said Committee are to consider thereof; and to take such Course therein as they shall think fit.

Ordered, That on Monday Morning next, Mr. Swynfen do make the Reports in his Hands.

Loan by the City.

Sir Harbottle Grimston reports from the City of London, That Two thousand Pounds of the Monies subscribed by the Citizens is ready to be paid this Afternoon.

Ordered, That the Sum of Two thousand Pounds, lent by the Citizens of London, be paid to the Commissioners employed upon the Treaty with his Majesty, or to such Person or Persons as they shall appoint; and be by their Direction issued out, in Proportion, according to the former Order.

Persons to be apprehended.

Ordered, That the Commander that attends this House this Day, be desired forthwith to send out a Squadron of Horse, or such other Forces as he shall think fit, to aid the Serjeant at Arms attending this House, or his Deputy, in the Apprehending of * Houe, William Lovell, Wm. Wheeler, Robert Parker, Wm. Townsend, Sander White, Ruffyn Clarke, John Barwis the younger, * Southerne the younger, Edward Downes, * Disby the Wife of Edward Disby a Vintner at the George in Branford, and the Footmen, that rescued Major Armstrong from Richard Peirson, John Allen, and John Higgs, as they were carrying him towards Windsor Castle.

Grant to Rolph.

Ordered, That the Twenty Pounds formerly ordered to be paid to Major Rolph, be made up One hundred and Fifty Pounds, and be paid unto the said Major Rolph, or his Assigns, out of Major Gibbs his Pay, out of the Eastern Association: . . . . are to take notice hereof, and to pay the said Sum of One hundred and Fifty Pounds to the said Major Rolph, or his Assigns, accordingly.

The Accompt of Sir Gilbert Gerrard Baronet, Treasurer at Wars, from the First of August 1642, to the Twenty-fourth of March 1644, certified by the Committee for taking the Accompts of the whole Kingdom; and dated 18 Julii 1647; was this Day read; and was in hæc verba; viz.

Peck's Accompt.

The Account of Henry Peck Esquire, Commissary, Treasurer, and Paymaster of the Forces in Sussex, was this Day read, certified by the Committee for taking the Accompts of the whole Kingdom, bearing Date the Thirtieth of December 1647; whereby it appears, that the Sum of Twenty-four Pounds is due from the Accomptant to the State: The which Accompt was in hæc verba; viz.

To the honourable the Commons assembled in Parliament,

The humble Certificate of the Committee for the Taking of the Accompts of the whole Kingdom.

According to an Ordinance of the Two-and-twentieth of February 1643, we have examined the State of the Accompt of Henry Peck Esquire: Which is as followeth:

We of the Committee, appointed by several Ordinances of Parliament, for taking the Accompts of the whole Kingdom, do hereby certify and declare, That Sir Henry Vane junior, Knight, appointed Treasurer of the Navy, by Ordinance of Parliament, dated the Eighth of August 1642, hath delivered in to us, upon his Oath, according to the said Ordinance, Two several Accompts of all Monies by him received and issued out as Treasurer aforesaid; the First Accompt commencing the Day of the Date of his said Ordinance, and ending the last of December 1643; and the Second Accompt commencing the First of January 1643, and ending the Twelfth of May 1645; together with the several Vouchers and Discharges concerning the said Accompts: Which we have received and examined; and do find, that his Receipts and Payments on the said Accompts are as followeth;

Charged by Sir William Russell, upon several Owners of Ships, which doth appear was allowed them, for Three Months Forbearance of their Money; and so ought not to have been charged as imprest; and, not being allowed this Accomptant upon the Clearing of their Bills, therefore allowed here; in regard he stands charged with it in the 33,094l. 19s. 10d. above mentioned 257 5 4
Allowances.
For his Patent Fee, after the Rate of Two Hundred Twenty Pounds Thirteen Shillings and Four-pence per Annum, for Two Years and a half, ending 8 Februarii 1644 551 13 4 9,046 8 8

So that the Accomptant is in Surplussage the Sum of Eight thousand Four hundred Twenty-eight Pounds Seventeen Shillings and Two-pence Three Farthings, for which he is to have Credit on his next Accompts - - - 8,428 17
