Prayers.

Taking down King's Arms.

ORDERD, That the Arms of the late King, in the Court of Common Pleas, be forthwith taken down: And that the Warden of the Fleet be required to see it done: and a Carpet put up, in the room thereof: And the Wardrobe is to furnish a Carpet for that Purpose.

Prosecuting Lilborne, &c.

Sir Arthur Heslerigg reports from the Council of State, their Proceedings, touching Lieutenant Colonel Lilborne, Mr. Wm. Walwyn, Mr. Richard Overton, and Mr. Thomas Prince.

Ordered, That the Attorney General be required to take speedy Course for Prosecution of Lieutenant Colonel Lilborne, Mr. William Walwyn, Mr. Richard Overton, and Mr. Thomas Prince, in the Upper Bench, this Term, upon the Declaration of this House, touching the Book, intituled, " The Second Part of England's new Chains discovered."

Resolved, &c. That this House doth approve of what the Council of State hath done in the Committing of Lieutenant Colonel John Lilborne, Mr. William Walwyn, Mr. Richard Overton, and Mr. Thomas Prince.

Irish Army.

Mr. Scott reports from the Council of State, touching the modelling the Forces to go for Ireland, Proposals from the General, and the Council of War, concerning the Service for Ireland.

Resolved, &c. That such Regiments as shall be allotted for the Service of Ireland, may have all their Arrears, audited, stated, and Debentures given for what shall appear due unto them, for their Services under their respective Commands, wherein they have served the Parliament, as well for the Publick Faith, as otherwise: And that Commissioners be appointed and speeded to the several Regiments for that Purpose, or any other more certain and expeditious way, as shall be thought meet.

Resolved, &c. That, for so much as shall appear due unto them, there shall be visible Security given, in such way and manner, as that any Person, who shall intrust his Friend with his Debentures, or make Sale thereof, shall have the same made good to his Trustee or Assigns, and Satisfaction given him out of that Security, at or within a reasonable time, to be prescribed by Parliament: And this to be provided for, and declared, by Act of Parliament.

Resolved, &c. That such of this Army as undertake the Service for Ireland, having Debentures, shall have their Arrears that are become due, for their respective Services, since the Year 1645, first satisfied, out of the Security given by Parliament, before the remaining Part, that shall continue in England, shall receive any Part of their Arrears: And, in like manner, for what Arrears shall appear due to them for former Services, when that shall become payable, they shall likewise be first paid, before the remaining Part of the Army, that stays behind; provided that any former Engagements made to the Supernumeraries, heretofore disbanded, be not infringed hereby.

Resolved, &c. That the Committee of the Army be injoined forthwith to state the Arrears of such of the Regiments as are of the new Model, who shall go for Ireland; and give them Debentures for the same.

Resolved, &c. That the Auditors at Worcester House do forthwith audite the Arrears, and state the Accompts, of such other Forces as shall go for Ireland, for any Services done by them before the new Model; and give them Debentures: And that they do therein pursue such Directions, as the Council of State shall give them therein.

Resolved, &c. That, out of the Provision of the Sixscore thousand Pounds per mensem, intended for the Maintenance of the Forces both in England and Ireland, Three Months Pay, according to the Proportion that shall be allotted unto the Irish Forces, shall, in the first Place, be paid unto them for the better and more certain Performance of this and future Payments: And that the respective Regiments, which stay in England, may have such Assignation as may enable them thereunto: And the respective Regiments thereupon shall engage to make like Payments, from Three Months to Three Months, so long as the Assessments shall be continued.

Resolved, &c. That the private Soldier and Non Commission Officer shall, before their Departure out of England, receive Two Months Pay out of their Arrears: And that all Commission Officers, under the Degree of Captain, shall receive One Month's Pay of their Arrears, in case so much shall appear to be due to each respective Person.

Resolved, &c. That the chief Officers of the respective Towns and Garisons of Bristoll, Chester, Liverpoole, Beaumorris Castle, and the Isle of Anglesey, and Milford in South Wales, shall observe such Order and Commands, as, from time to time, they shall receive from the Commander in Chief of the Forces in Ireland, in order to that Service.

Resolved, &c. That a sufficient Number of Ships be constantly employed upon the Irishe Coasts, to be at the Command of the General of the Land Forces in Ireland.

Ordered, That it be referred to the Council of State, and to the Admirals at Sea, to take care that the same be done accordingly.

Resolved, &c. That the Business touching the Victualing of the Winter Guard for Ireland be referred to the Council of State: And that it be likewise referred to the said Council, touching the adjudging and disposing of the Prizes taken on the Coasts of Ireland; to take Course for effecting thereof, by Commissioners, or such other Ways as they shall think fit, for advancing and quickening the Service; subject to give an Account to the Admiralty of England.

Resolved, &c. That the Pay of the said Officers and Soldiers be according to the Irish Establishment; the Officers only to receive, in ready Money, for present Pay, according to the Establishment of this Army; and the Residue to be respited, upon the Publick Faith, to be paid out of Land, or other Revenue, in Ireland; in such manner as the Parliament shall appoint.

Resolved, &c. That effectual Provision be made for maimed Soldiers during their Lives, and for the Widows and Orphans of such as shall be slain in the Service: And that, for the present, one or more Hospitals be appointed and prepared at Dublin, or elsewhere, for the Recovering of sick and lame Soldiers.

Resolved, &c. That it be referred to the Council of State, to consider of, and present to the House, the most effectual way, How there may be Provision made according to the last Resolution.

Resolved, &c. That the Parliament's Forces, which are already in Ireland, together with the Forces, now to be transported thither, shall be completed into one Army, and be under one Conduct.

Resolved, &c. That Five thousand Quarters of Bread Corn, Two hundred Ton of Salt, and Two hundred Ton of Cheese, be provided, to be transported with the Soldiery that shall be sent over, to serve the Army for their Money.

Resolved, &c. That a competent Train of Artillery, with Arms both for Horse and Foot, Ammunition, Iron, and other things necessary, be provided for that Service.

Resolved, &c. That it be referred to the Council of State, to consider of the Train of Artillery, and the Particulars of it, according to the last Resolution.

Resolved, &c. That such Backs, Breasts, and Pots, as shall be wanting, shall be provided for every Trooper that shall be employed in the Service: And these to be transported to such Place or Places as the Commander in Chief shall direct.

Resolved, &c. That it be referred to the Council of State, to treat with the Officers of the Forces that are to go into Ireland, Upon what Terms, the Arms, Horse, and Furniture so provided, may be continued and maintained.

Resolved, &c. That it be referred to the Council of State, to confer with the Officers of the same Forces, touching the sending over Recruits of Men and Horse, &c. For the Forces in the Service of Ireland, from time to time, as Occasion shall require.

Ordered, That the Pension of Two hundred Pounds per Annum, conferred upon Colonel Owen O Connally, by the Parliament, and the Arrears thereof, shall be paid out of the Fifty thousand Pounds that is assigned to be paid out of Delinquents Estates for the Service of Ireland.

Ordered, That the Committee concerning Irish Affairs, in the Star Chamber, be required to see this Order performed: And that Mr. Scot do take especial Care hereof.

Delinquents.

Ordered, That the Committee touching Delinquents do make Report of the Rules touching Delinquents, to them referred, To-morrow Morning.

Deans and Chapters Lands.

Ordered, That the Debate touching Deans and Chapters Lands be taken up To-morrow Morning.
