Army Commissions.

MR. Speaker, according to former Order of Parliament, did, this Day, before the Sitting of the House, deliver several Commissions to these Officers following; viz.

To Colonel Richard Mosse, his Commission to be Colonel of a Regiment of Foot, and Captain of a Company in the same:

To Captain-Lieutenant Robert Suckett, his Commission to be Captain-Lieutenant of the said Regiment:

To Lieutenant-Colonel Nicholas Andrewes, his Commission to be Lieutenant-Colonel of the said Regiment, and Captain of a Company in the same:

To Lieutenant John Chapman, his Commission to be Lieutenant of that Company:

To Major Thomas Higgs, his Commission to be Major of the said Regiment, and Captain of a Company in the same:

To Lieutenant Francis Crispe, his Commission to be Lieutenant of that Company:

To Captain Wm. Galhampton, his Commission to be Captain of a Company in this Regiment:

To Ensign Thomas Mabley, his Commission to be Ensign of that Company:

To Lieutenant Abraham Ogden, his Commission to be Lieutenant of a Company in this Regiment:

Prayers.

Pension to Miller.

ORDERED, That the Pension of Twenty Pounds per Annum, formerly given to Katharine Miller Widow, be continued, and forthwith paid, with the Arrears thereof, out of the publick Revenue of the Exchequer, as formerly: And that the Auditor of the said Receipt of the publick Exchequer do pass Debentures for the said Pension, from time to time, according to the ancient Usage and Practice of the said Receipt of Exchequer: And that the Acquittance or Acquittances of the said Katharine Miller, testifying the Receipt thereof, shall be their sufficient Discharge in that Behalf.

Navy.

Colonel Walton reports from the Council of State, The Letters to the Council to the Commissioners of the Navy; one of the 23th, another of the 25th, of January instant, and another of the 27th of the same Month; with a Paper inclosed; touching the great Defects of Naval Stores: Which Letters and Paper were read.

The humble Petition of several Contractors for Victuals for the Navy was read.

Army Committee.

The House resumed the Debate upon the Bill constituting a Committee for the Army, and Treasurers at War.

Resolved, That, in Folio 2. after the Word "that," and before the Word "are," be added the Word "now;" and, after the next Word "are," be added these Words, "heretofore have been."

Resolved, That the Blank be filled up with "the Tenth of October 1660."

The Question being put, That the Words "Six Months" do stand;

It passed with the Negative.

Resolved, That the Treasurers continue until " the Tenth of October 1660."

Resolved, That these Words, "after the Rate of," be added, next before the Words "Four-and-twenty-hundred Pounds," Folio 9th, Line last, instead of these Words, "the Sum of."

And the said Bill, so amended, being put to the Question, passed.

Ordered, That this Act be forthwith printed and published.

Admiralty.

A Bill, ingrossed, for constituting Commissioners for the better ordering and managing the Affairs of the Navy, was this Day read the Third time.

Resolved, That this Act shall continue until the Tenth of October 1660: And that "the First of April" be made "the Tenth of October" accordingly.

Resolved, That the Bill be amended throughout, where it is "one of the Commissioners to be Members of Parliament," that it be made "Two."

The Question being put, That the Word "Masters' do stand;

It passed with the Negative.

Resolved, That the Word "Lieutenants" be inserted, instead of the Word "Masters."

And, the said Bill, so amended, was, upon the Question, passed.

Ordered, That this Act be forthwith printed and published.

Ordered, That it be referred to the Commissioners for ordering and managing the Affairs of the Navy, to present to the Parliament the Names of Four Persons, out of which the Parliament may elect Two, to be Treasurers of the Navy.

Army Pay.

Ordered, That the Committee for the Army be, and are hereby, impowered and authorized to pay unto the Officers and Soldiers in Colonel Twisleton's Regiment, late Colonel Fitche's Regiment; and to the Officers and Soldiers of Colonel Lenthall's Regiment, late Colonel Markham's, formerly Colonel Sydenham's Regiment; now to be drawn out of Town; one Month's Pay, as to the rest of the Officers and Soldiers, which are to be drawn out of Town.

Navy.

Sir James Harrington reports from the Council of State, That, in regard of the pressing Necessities of the Navy, Power be put into such Hands as the Parliament shall think fit, for Assigning of Money to the Treasurer of the Navy,for the Use and Service of the Navy: And that, out of the Monies arising by the Assessments, Customs, and Subsidies, the Excise and New Impost, and such other Monies as have been, or shall be, assigned for the Use of the Navy, such a Sum be ordered to be forthwith paid to the Treasurer of the Navy, at the Receipt of publick Exchequer, for the Use of the Navy, as the Parliament shall think fit.

Publick Treasuries.

Colonel White reports from the Committee of Inspections;

IN pursuance of an Order from the Committee for Inspection of the Treasuries, bearing Date the Twentyseventh Day of this instant December 1659, whereby I am required to certify, as is therein directed; I do hereby certify as followeth; viz.

Resolved, That the Sum of Five hundred and Twenty Pounds, paid out of the publick Revenue of the Exchequer to Cornelius Holland Esquire, upon Pretence of Arrears of a Pension of Eighty Pounds per Annum, alleged to be due for Six Years and a Half, ended the Twentyninth of September 1659, by pretended Letters Patents, dated the Nineteenth of December 1659, was paid and issued out by an illegal Warrant.

Ordered, That Cornelius Holland Esquire, do forthwith, upon Sight of this Order, pay into the publick Receipt of the Exchequer the said Sum of Five hundred and Twenty Pounds, for the Use of the Commonwealth.

Resolved, That the Sum of Two hundred and Fifty Pounds, paid out of the publick Revenue of the Exchequer to Bulstrod Lord Whitlock, upon Pretence of his Fee of One thousand Pounds per Annum, unpaid unto him for Michaelmas Term last, upon Pretence of Letters Patents, dated the Twentieth of December 1659, was paid and issued out by an illegal Warrant.

Ordered, That Bulstrod Lord Whitlock do forthwith, upon Sight hereof, pay in to the publick Receipt of the Exchequer the said Sum of Two hundred and Fifty Pounds, for the Use of the Commonwealth.

Ordered, That the Plate, in the Custody of the Committee appointed to take care of the Goods belonging to the Commonwealth, in Whitehall, and Hampton-Court, be forthwith sold: And that the Money, raised thereby, do go toward the Payment of the Army: And that the same be paid in to the Treasury of the Publick Exchequer, to the Use of the Army accordingly.

Resolved, That, in Case any Tally or Tallies hath or have been struck for the Sum of Six thousand Nine hundred Twenty-nine Pounds Six Shillings Five-pence, or any Part thereof, or any Part of the said Money paid unto Robert Walton, Citizen and Draper of London, for Black Cloth by him heretofore sold and delivered for the Funerals of the late Lord General Cromwell, the same was done by illegal Warrant; and all Tallies struck for same are void. And it is

Ordered, That all Monies paid out of the Treasuries of the Commonwealth, by colour of any such Warrant, be forthwith repaid by the said Robert Walton: And, if the said Monies are not yet paid, then the respective Treasurers, and all others whom it doth or may concern, be, and are hereby, prohibited to make Payment thereof, or any Part thereof.

Colonel White reports, a Paper delivered into the said Committee of Inspections, by John Thurloe Esquire: Which was read.

Resolved, That the Warrant for a Tally on the PostOffice, for Payment of Two thousand Nine hundred Ninety-nine Pounds, Five Shillings Seven Pence, to John Thurloe Esquire, for Disbursements in the Business of Intelligence, and other Publick Services to the Commonwealth by him, by colour of Letters Patents, dated the Twelfth of December 1659, is void and null.

Ordered, That the said Paper and Case of John Thurloe Esquire, touching his Disbursements and Services for the Commonwealth, be referred to the Council of State; to consider of it; and report their Opinion therein to the Parliament forthwith.

Ordered, That the whole Business concerning the PostOffice: and what have been received by Mr. Prideaux, late Attorney-General, out of the same; and what Account hath been made thereof; be referred to a Committee to examine; and to state Matter of Fact; and report it to the Parliament; with their Opinion therein: Viz. Mr. West, Mr. Ralegh, Mr. Weaver, Colonel Martin, Mr. Millington, Sir Anth. Ashley Cooper, Mr. Dormer, Colonel Waite, Sir Arthur Hesilrig, Colonel Fielder, Mr. Darley, Mr. Attorney-General Reynolds, Sir Wm. Brereton, Mr. Love, Colonel Dove, Sir John Bourchier, Sir Tho. Wroth, Colonel Lenthall, Mr. Leman; or any Five; With Power to send for Persons, Papers, and Witnesses: And are to meet To-morrow in the Afternoon, in the Speaker's Chamber.

Mr. Dormer is to take care of it.

Resolved, That the pretended Warrant for Payment of One thousand and Fourteen Pounds to John Blackwell Esquire, in Part of One thousand Four hundred Ninetysix Pounds one Shilling Two-pence, pretended to be due to the Estate of John Blackwell Esquire, deceased, upon an Order of Parliament of the Fifteenth of November 1650, and other Warrants, for Payment of One thousand Eight hundred Pounds more; and all Tallies struck for the same; are illegal. And it is

Ordered, That the said John Blackwell do forthwith, upon Sight of this Order, pay in to the Publick Exchequer the Sum of One thousand and Fourteen Pounds, received out of the publick Revenue of the Exchequer by colour of the said Warrant or Warrants.

Ordered, That it be referred to the Committee to whom the Business touching the Post-Office is referred, to examine, What Sum or Sums of Money, or other Satisfaction in Lands, or otherwise, have been paid or made to John Blackwell Esquire, deceased, or to the said John Blackwell the Son, in Satisfaction of the said pretended Debt; and report it to the Parliament.

Army and Navy Committees.

Ordered, That the Committee of the Army, and Committee of the Navy, be and are enjoined to sit this Afternoon.

Elections.

Ordered, That the Debate upon the Bill touching Qualifications, be taken up, the first Business, To-morrow Morning; nothing to intervene: And that the Judges Members of Parliament, and all other Members of Parliament, do then give their Attendance on the Service of the Parliament.

Plundered Ministers.

Ordered, That the Committee for plundered Ministers do forbear to sit this Afternoon: And the said Committee are hereby authorized and required to sit To-morrow in the Afternoon.
