Ordered, That the Amendments reported to the Bill of Highways, in the Counties at large; and the other Bill, for repairing and maintaining the Highways in and near the Cities of London and Westminster, and Parts adjacent; be read on Friday Morning.

Quakers, &c.

A Message from the Lords, by Sir Justinian Lewen and Sir Toby Woolrich;

Mr. Speaker, The Lords have returned you a Bill for preventing the Mischiefs and Dangers that may arise by certain Persons called Quakers, and others, refusing to take lawful Oaths, with some Alterations and Amendments, and a Proviso to be added thereunto; to which they desire the Concurrence of this House.

And the First Amendment, being in the Title of the Bill, after the Word "Quakers," and before the Word "refusing," leave out the Words "and others;"

Which said Amendment being twice read;

Resolved, That this House doth disagree to the said Amendment, and adhere to the Title of the Bill in this Particular.

The Second Amendment, being in the First Skin, the Second Line, after the Word "Quakers," and before the Word "have," leave out the Words, "and other Names of Separation;"

Which said Amendment being twice read;

Resolved, That this House doth disagree to the said Amendment, and adhere to the Bill in this Particular.

The Third Amendment, being in the 19th Line of the First Skin, after the Word "Lords," and before the Word "and," put in these Words "Spiritual and Temporal:"

And the Proviso being in these Words following; "Provided always, and be it Ordained and Enacted, by the Authority aforesaid, That all and singular Lords of the Parliament, for any Offence committed against the Tenor of this Act, shall be tried by their Peers, and not otherwise;" the same was twice read:

Smith, Mr. Solicitor General, Mr. Vaughan, Serjeant Keeling: And they, or any Four or more of them, are to meet in the Speaker's Chamber, on Friday next, at Two of the Clock in the Afternoon, to peruse the said Proviso; and to make Report to this House of their Opinion touching the same: And the Care of this Matter is especially recommended to Mr. Pryn.

Frauds in Customs.

A Bill for preventing Frauds and Abuses to his Majesty in relation to the Customs, was this Day read the Second time.

And a Proviso was tendered to be added to the said Bill: Which was as follows; viz. "Provided always, and be it Enacted, That if any Person employed in or about his Majesty's Customs, shall demand or receive from any Merchant, Mariner, or other Person, any Sum of Money, but what by Law is due; or shall delay any Person in his Dispatch, so as to put him out of his Turn; or shall deny or delay to give or execute such Warrant, Coquet, or Certificate, as he ought to do; or shall, without just Cause, detain the Goods or Merchandize of any Person, he or they shall forfeit and pay Damages, and Costs to the Party grieved; to be recovered by Action of Debt, in any of his Majesty's Courts of Record in this Kingdom.

Resolved, upon the Question, That the said Bill, with the said Proviso added thereunto, be committed to Sir Phil. Warwick, Mr. Comptroller, Mr. Secretary Morris, Mr. John Ashburnham, Mr. Edw. Batten: And all the Members of this House, that come to the said Committee, are to have Voices thereat: And they are impowered to receive Proposals for Advance of his Majesty's Customs; and to inquire into the Number and Quality of the Officers belonging to the Customs, and their Salaries; and how they hold their Places; and how they have demeaned themselves therein; and who are fit to be removed or continued; and to take into Consideration such Informations and Complaints as shall be offered against any of them, or touching any Frauds or Abuses in the Customs; and to consider of any Proposals, how the Officers may be limited and regulated, and their Fees ascertained; and to bring in a Table of such Fees as they are to receive from the Merchants; and further, to consider how the Charge in collecting and receiving the Customs may be lessened; and to receive any other Informations or Complaints that shall be made, or Proposals that shall be tendered, for the Advantage of the King, or Ease of the People, in relation to the Levying of the Customs: And they are to meet, in the Exchequer Chamber, on Saturday next, at Two of the Clock in the Afternoon: And to send for Persons, Papers, and Records.

Ordered, That Sir Thomas Gower do carry up the Bill to the Lords, to make void Fines unduly procured to be levied by Sir Edward Powell, and his Lady, with the Amendments made thereunto by this House.
