PRAYERS.

Report of Carnatic Commissioners, presented. No. 114.

THE House being informed that Mr. Parkhouse, from the Commissioners for investigating the debts of the late Nabobs of the Carnatic, attended at the door, he was called in; and at the bar presented to the House, p ursuant to the directions of several Acts of Parliament,- The Twenty-sixth Report of the Commissioners appointed under an agreement concluded on the 10th of July 1805, between the East India Company and the private Creditors of the late Nabobs of the Carnatic:-And then he withdrew.

Ordered, That the said Report do lie upon the Table; and be printed.

Dundee and Newtyle Railway Bill, presented.

Mr. Stuart Wortley presented a Bill to amend an Act for making a Railway from Dundee to Newtyle: And the same was read the first time; and ordered to be read a second time.

Monks Risborough Inclosure Bill, presented.

The Marquis of Chandos presented a Bill for inclosing Lands in the Parish of Monks Risborough, in the County of Buckingham: And the same was read the first time; and ordered to be read a second time.

Haddenham Inclosure Bill, presented.

The Marquis of Chandos presented a Bill for inclosing Lands in the Parish of Haddenham, in the County of Bucks: And the same was read the first time; and ordered to be read a second time.

Ringmer and Hurst Green Roads Bill, presented.

Mr. Burrell presented a Bill for more effectually repairing and improving the Roads from Lewes, through Offham, to Witch Cross, and from the Cliffe near Lewes, through Uckfield, to Witch Cross, and from the said Cliffe through Ringmer, Heathfield and Burwash, to Hurst Green, all in the County of Sussex: And the same was read the first time; and ordered to be read a second time.

Tanjore Creditors Bill, presented.

Mr. Astell presented a Bill to continue an Act of the fifth year of His present Majesty, for enabling the Commissioners acting in execution of an Agreement made between the East India Company and the private Creditors of the late Rajah of Tanjore, the better to carry the same into effect: And the same was read the first time; and ordered to be read a second time.

Order for Trent and Mersey Canal Bill, discharged.

The House was moved, That the Order made upon the 16th day of February last, That leave be given to bring in a Bill to consolidate and extend the Powers and Provisions of the several Acts relating to the Navigation from the Trent to the Mersey; and also, to enable the said Company to make a Branch Canal from Wood-End Lock to Streethay Wharf, in the County of Stafford, might be read; and the same being read;

Ordered, That the said Order be discharged.

Another Bill ordered.

Ordered, That leave be given to bring in a Bill to consolidate and extend the Powers and Provisions of the several Acts relating to the Navigation from the Trent to the Mersey: And that Mr. Littleton and Sir John Wrottesley do prepare, and bring it in.

Walsall Road Bill, presented.

Mr. Littleton presented a Bill for improving and maintaining the Road leading from Walsall to Muckley Corner, near Lichfield, and other Roads, in the County of Stafford: And the same was read the first time; and ordered to be read a second time.

Trent and Mersey Navigation Bill, presented.

Mr. Littleton presented a Bill to consolidate and extend the Powers and Provisions of the several Acts relating to the Navigation from the Trent to the Mersey: And the same was read the first time; and ordered to be read a second time.

Report from Committee on Standing Orders.

Lord Viscount Althorp reported from the Select Committee to whom shall be referred all Reports from Committees on Petitions for Private Bills, in which it shall be stated that any of the Standing Orders of this House have not been complied with; and that such Committee do report their opinion thereupon from time to time to the House; and to whom several Reports, stating that the Standing Orders have not been complied with, were referred; That they had made a further progress in the matters to them referred, and had come to several Resolutions which they had directed him to report to the House; and the same were read; and are as followeth;

Dartmouth Bridge.

1. Resolved, That it is the opinion of this Committee, That, in the case of the Dartmouth Bridge Petition, in so far as regards the Land of Henry Holdsworth, Esquire, the Standing Orders ought not to be dispensed with.

Courtown Harbour and Railway.

2. Resolved, That it is the opinion of this Committee, That, in the case of the Courtown Harbour and Railway Petition, in so far as regards the application for the Railway, the Standing Orders ought not to be dispensed with.

Dundee Harbour.

3. Resolved, That it is the opinion of this Committee, That, in the case of the Dundee Harbour Petition, the Parties be permitted to proceed with their Bill.

Caithness Roads and Statute Labour.

4. Resolved, That it is the opinion of this Committee, That, in the case of the Caithness Roads and Statute Labour Petition, the Parties be permitted to proceed with their Bill, and do forthwith deposit the Lists of Owners and Occupiers, and Assents and Dissents, in the Private Bill Office.

Galway Dock and Canal.

5. Resolved, That it is the opinion of this Committee, That, in the case of the Galway Dock and Canal Petition, the Parties be permitted to proceed with their Bill, and do forthwith deposit the Estimate and Undertaking in the Private Bill Office.

New River Company.

6. Resolved, That it is the opinion of this Committee, That, in the case of The New River Company's Petition, the Parties be permitted to proceed with their Bill, and do forthwith deposit the necessary Papers and Documents in the Private Bill Office:-And that the Committees on the three last-mentioned Bills do examine, in the first place, how far such respective Orders shall have been complied with, and do report the same to the House, on the Report of each respective Bill.

The four last Resolutions of the Committee, being read a second time, were agreed to by the House.

New River Company Bill, ordered.

The House was moved, That the Report which was this day made from the Select Committee on Standing Orders relative to Private Bills, might be read; and the same being read;

Ordered, That leave be given to bring in a Bill to amend an Act of the twelfth year of King George the Second for improving the Navigation of the River Lea, and for enabling the Governor and Company of The New River the better to supply the Cities of London and Westminster, and the Liberties and Suburbs thereof, with good and wholesome Water: And that Mr. Astell and Mr. Vernon Smith do prepare, and bring it in; and that leave be given to present the Bill on or before Friday next.

Dundee Harbour Bill, ordered.

The House was moved, That the Report which was this day made from the Select Committee on Standing Orders relative to Private Bills, might be read; and the same being read;

Ordered, That leave be given to bring in a Bill for more effectually maintaining, improving and extending the Harbour of Dundee, in the County of Forfar: And that Mr. Hume and Mr. John Maxwell do prepare, and bring it in.

Heigham Bridge Bill, presented.

Mr. Jonathan Peel presented a Bill for building a Bridge over the River Wensum, in the Hamlet of Heigham, and the Parish of Saint Clement, in the County of the City of Norwich: And the same was read the first time; and ordered to be read a second time.

Tweed Fisheries Bill, presented.

Mr. Maitland presented a Bill for the more effectual preservation and increase of the breed of Salmon, and for better regulating the Fisheries in the River Tweed, and the Rivers and Streams running into the same, and also within the Mouth or Entrance of the said River: And the same was read the first time; and ordered to be read a second time.

Tay Ferries Bill, presented.

Mr. Maitland presented a Bill for more effectually maintaining the Ferries and Passages across the River Tay, in the Counties of Fife and Forfar: And the same was read the first time; and ordered to be read a second time.

Petition for further Time for Hungerford (Westminster) Market Bill.

A Petition of several Persons, whose names are thereunto subscribed, was presented, and read; setting forth, That on the 19th day of February last, a Petition was presented to the House, praying for leave to bring in a Bill for incorporating certain Persons, to be called The Hungerford Market Company, and for establishing a Market for the Sale of Fish, Meat, Poultry and other commodities, and for other purposes; and that the Standing Orders of the House, necessary to be observed previous to the introduction of Bills of that nature, have been complied with; and that the subscriptions entered into by the aforesaid persons did not, until Thursday last, amount to a sufficient sum, in the Petitioners judgment, to justify their proceeding to obtain the said Act; and that in consequence thereof it has not been practicable to prepare the Bill within the time limited by the House; and praying, That the House, under the special circumstances above stated, will be pleased to enlarge the time for presenting the said Bill till this day se'nnight, or to such other day as to the House may seem meet.

Ordered, That leave be given to present the said Bill on or before Monday next.

Galway Dock and Canal Bill, ordered.

Peebles Roads Bill, presented.

Mr. Archibald Campbell presented a Bill for more effectually repairing and keeping in repair the Turnpike Roads in the County of Peebles; for making and maintaining certain new Roads; and for rendering Turnpike certain Parish Roads in the said County: And the same was read the first time; and ordered to be read a second time.

Peebles Statute Labour Bill, presented.

Mr. Archibald Campbell presented a Bill for regulating the Statute Labour and repairing the Highways and Bridges in the County of Peebles: And the same was read the first time; and ordered to be read a second time.

Dundee Gas Bill (No. 1.), presented.

Mr. Archibald Campbell presented a Bill for incorporating The Dundee Gas Light Company, and for the better lighting the Town of Dundee by Gas: And the same was read the first time; and ordered to be read a second time.

Port Glasgow Harbour Bill, presented.

Mr. Archibald Campbell presented a Bill for improving the Harbour of Port Glasgow, constructing a Wet Dock or Wet Docks adjacent thereto, and for altering the Road leading from Port Glasgow to Glasgow, near the said Harbour: And the same was read the first time; and ordered to be read a second time.

Edinburgh Advocates Widows Fund Bill, presented.

Mr. Archibald Campbell presented a Bill to raise a Fund for Provisions to Widows of the Members of the Faculty of Advocates in Edinburgh: And the same was read the first time; and ordered to be read a second time.

Caithness Statute Labour Bill, ordered.

The House was moved, That the Report, which was this day made from the Select Committee on Standing Orders relative to Private Bills, might be read; and the same being read;

Ordered, That leave be given to bring in a Bill for making, repairing, widening, and keeping in repair certain Roads and Bridges in the County of Caithness; and for better regulating and rendering more effectual the Statute Labour in the said County, and Conversion Money in lieu thereof: And that Mr. Archibald Campbell and Sir James Mackenzie do prepare, and bring it in.

Leicester and Swannington Railway Bill, presented.

Mr. Legh Keck presented a Bill for making and maintaining a Railway or Tramroad from the River Soar, near the West Bridge, in or near the Borough of Leicester to Swannington, in the County of Leicester, and four Branches therefrom: And the same was read the first time; and ordered to be read a second time.

Abergavenny Roads Bill, committed.

A Bill for making and maintaining certain Roads leading to and from the Town of Abergavenny, in the County of Monmouth, was read a second time; and committed to Lord Granville Somerset, &c: And they are to meet this Afternoon, in the Speaker's Chamber.

Hagley Inclosure Bill, presented.

Sir Thomas Winnington presented a Bill for inclosing certain Lands in the Parish of Hagley, in the County of Worcester: And the same was read the first time; and ordered to be read a second time.

Bolton Improvement Bill, presented.

Lord Stanley presented a Bill for altering and amending two several Acts passed in the thirty-second and fiftyseventh years of the reign of his late Majesty King George the Third, for improving the Town of Great Bolton, in the County Palatine of Lancaster: And the same was read the first time; and ordered to be read a second time.

Hollingrake's Patent Bill, presented.

Lord Stanley presented a Bill for prolonging the Term of certain Letters Patent granted to James Hollingrake, for an improved Method of manufacturing Copper and other Metal Rollers, and of casting and forming Metallic Substances into various Forms with improved closeness and soundness of Texture: And the same was read the first time; and ordered to be read a second time.

Edenfield and Little Bolton Roads Bill, presented.

Lord Stanley presented a Bill for more effectually repairing and improving the Road from or near Edenfield Chapel to Little Bolton, and the Road leading from and out of the said Road at Booth Pits to or near Bury Bridge, in the County Palatine of Lancaster, and for making and maintaining three several Branches of Road communicating therewith: And the same was read the first time; and ordered to be read a second time.

Bolton and Blackburn Roads Bill, presented.

Lord Stanley presented a Bill for more effectually repairing and improving the Road from Bolton-in-the-Moors to Blackburn, in the County Palatine of Lancaster, with two Branches of Road therefrom; and for making and maintaining a Branch of Road to or near the Village of Lower Darwen: And the same was read the first time; and ordered to be read a second time.

Galway Dock and Canal Bill, presented.

Mr. O'Hara presented a Bill for making and maintaining a navigable Cut or Canal from Lough Corrib to the Bay of Galway, and for the Improvement of the Harbour of Galway: And the same was read the first time; and ordered to be read a second time.

Mr. Adam Dundas presented a Bill for rebuilding the Bridges over the Rivers Spey and Findhorn, for making Accesses thereto, and for making and maintaining certain new Roads in the County of Elgin: And the same was read the first time; and ordered to be read a second time.

Invernessshire Statute Labour Bill, presented.

Mr. Francis Grant presented a Bill for making and maintaining Roads, Bridges and Ferries; and for converting, regulating, and making effectual the Statute Labour in the County of Inverness: And the same was read the first time; and ordered to be read a second time.

Petition against Congleton and Buxton Road Bill.

A Petition of several Inhabitants of the borough and township of Congleton, and of the township of Buglawton, in the county of Chester, was presented, and read; taking notice of the Bill for repairing, amending and maintaining the Road from Congleton, in the County of Chester, to a Branch of the Leek Turnpike Road, at Thatchmarsh Bottom, in the Parish of Hartington, in the County of Derby, and from the Lowe to the Havannah Mills, in the said County of Chester; and praying, That the same may not pass into a law as it now stands.

Ordered, That the said Petition be referred to the Committee on the Bill.

Forth and Clyde Junction Canal Road Bill, presented.

Mr. Laurence Dundas presented a Bill for making and maintaining a Road from the Cut of Junction of the Forth and Clyde Navigation with the Monkland Canal to the Road leading from Port Dundas to the Garscube Road, in the County of Lanark: And the same was read the first time; and ordered to be read a second time.

Birmingham and London Junction Canal Bill, presented.

Mr. Dugdale presented a Bill for making a Canal from the Stratford-on-Avon Canal Navigation, within the Parish of Tamworth, in the County of Warwick, to the Oxford Canal Navigation, within the Liberty of Coombe, in the same County: And the same was read the first time; and ordered to be read a second time.

Birmingham (St. Martin's) Burial Ground Bill, presented.

Mr. Dugdale presented a Bill to amend an Act of the forty-seventh year of King George the Third, "for enlarging the Church-yard belonging to the Parish of Saint Martin, in the Town of Birmingham, in the County of Warwick," and for providing an additional Cemetery or Burial Ground for the use of the said Parish: And the same was read the first time; and ordered to be read a second time.

Portman Market Bill, presented.

Mr. Dugdale presented a Bill for establishing a Market in the Parish of Saint Mary-le-Bone, in the County of Middlesex: And the same was read the first time; and ordered to be read a second time.

Mr. Dickinson presented a Bill for amending an Act of the last Session, intituled, "An Act for more effectually repairing and improving several Roads which lead to and through the Town and Borough of Chard, in the County of Somerset, and for making and maintaining a new Road from Chard to Drempton, in the County of Dorset;" and for making and maintaining other Roads communicating with the said Roads, in the Counties of Somerset, Devon and Dorset: And the same was read the first time; and ordered to be read a second time.

Garscube and Possil Roads Bill, presented.

Mr. John Campbell presented a Bill for maintaining and repairing the Road leading from the City of Glasgow, through Cowcaddens, to the North end of the Bridge over that part of the River of Kelvin called the Milnford of Garscube, and for making, repairing and maintaining certain other Roads in the Counties of Lanark, Stirling and Dumbarton: And the same was read the first time; and ordered to be read a second time.

Everton (Lancaster) Church Bill, presented.

General Gascoyne presented a Bill for endowing a Church in the Township of Everton, in the Parish of Walton-on-the-Hill, in the County Palatine of Lancaster: And the same was read the first time; and ordered to be read a second time.

Petition in favour of Broomielaw (Glasgow) Railway and Tunnel Bill.

A Petition of the Provost, Magistrates and Town Council of the royal burgh of Dumbarton, was presented, and read; taking notice of the Bill for making a Railway and Tunnel from the Broomielaw Harbour of Glasgow, to communicate with the Canals and Railways passing by, or terminating at, the higher Levels towards the North and North-east of the said City of Glasgow; and praying, That the same may pass into a law.

Charminster Inclosure Bill, presented.

Mr. Portman presented a Bill for inclosing Lands in the Parish of Charminster, in the County of Dorset: And the same was read the first time; and ordered to be read a second time.

Bridport Roads Bill, passed.

An ingrossed Bill for better repairing the Second District of Turnpike Roads leading to and from the Town of Bridport, in the County of Dorset, and for making and maintaining several Branch Roads to communicate with the same, was read the third time.

Resolved, That the Bill do pass.

Ordered, That Mr. Portman do carry the Bill to the Lords, and desire their concurrence.

The House was moved, That the Order made upon Wednesday last, That leave be given to bring in a Bill for improving several Roads in the Counties of Devon and Somerset, leading to and from the Town of Tiverton; and for amending an Act of His present Majesty, for repairing the Road from Wiveliscombe to South Molton, might be read; and the same being read;

Sir John Wrottesley presented a Bill for the Endowment of Saint George's Church, in Wolverhampton, in the County of Stafford, and for defining the District and Duties of the Minister of such Church: And the same was read the first time; and ordered to be read a second time.

Mr. Alderman Wood presented a Bill for making, constructing and maintaining an Arcade from London Wall to Bartholomew Lane, in the City of London: And the same was read the first time; and ordered to be read a second time.

Petition against Lambeth Bridge Bill.

A Petition of The Vauxhall Bridge Company, under their common seal, was presented, and read; taking notice of the Bill for building a Bridge across the River Thames, from or near the Horseferry Road, in the Parish of Saint John-the-Evangelist, in the County of Middlesex, to the opposite Shore, at or near to Church-street and Fore-street, in the Parish of Saint Mary Lambeth, in the County of Surrey, and for making convenient Roads thereto; and praying, That the same may not pass into a law.

Lord Viscount Sandon presented a Bill for improving several Roads, and making certain new Roads, in the Counties of Devon and Somerset, leading to and from the Town of Tiverton, and for amending an Act of His present Majesty for repairing several Roads leading from and through the Town of Wiveliscombe: And the same was read the first time; and ordered to be read a second time.

Petitions against Renewal of East India Charter.

A Petition of the Provost, Baillies and Council of the burgh of Paisley, in Council assembled, was presented, and read; praying, That on the expiry of the Charter of the East India Company such measures may be adopted as shall, consistent with the safety of our Eastern Empire, secure to His Majesty's subjects an unrestricted right of trade with China and the East Indies, and full liberty of residence in India.

A Petition of the Mayor and Aldermen of the town or borough of Kingston-upon-Hull, in Common Council assembled, was also presented, and read; praying, That at the approaching termination of the East India Company's Charter, that baneful and pernicious monopoly may not be again renewed; but that the House will adopt such measures as may secure to this nation a free and unrestricted Commerce with the valuable countries eastward of the Cape of Good Hope, and also the power of settling and residing in those countries, under such regulations as to the House shall appear consistent with good government and the security of His Majesty's dominions in the East Indies; and further praying, That they may be heard by their counsel, agents and witnesses against the renewal of the said Charter.

Petition complaining of the mode of levying Public Cess (Ireland.)

A Petition of the Inhabitants of the townland of Ballyonetra, barony of Turhinachmy and county of Kerry, was presented, and read; setting forth, That the Petitioners are put to great distress and trouble generally from the pressure of the County Charges, which have increased within a few years to an enormous amount, and are still each year increasing; that in addition to this heavy burthen, a charge is made of nine-pence in the pound for the collection; that the Collector of the County Charge can call upon any person residing in the town-land for the full amount of the cess, and if it is not all collected on a certain day, that person is obliged to make up the deficiency; that the Petitioners humbly submit, that under the foregoing statement, the order may as well issue from the Treasurer of the county, and the amount of the cess paid in to him; that the heavy expense of baronial constables presses upon the Petitioners with an additional weight, which they can no longer endure; and praying, That the House will take their case into consideration.

Appointments in Public Departments.

Petition against Duty on Importation of Foreign Corn.

A Petition of Retail Dealers in N°6, or the Exchange District in Manchester, was presented, and read; setting forth, That the Petitioners have, for a series of years, been suffering from a diminution of the profits of their business, and are now, in consequence of the poverty of all classes of their customers (so far from being able to support their families out of those profits), scarcely able to pay the rents of their shops, and the heavy government and local taxes to which they are liable; that, despairing of any effectual relief while the industrious classes of the community are borne down to the ground by the effects of iniquitous monopolies and an enormous taxation, the Petitioners pray, That the House will entirely remove the Duties on the importation of Foreign Corn, and make a great and immediate reduction of the taxes.

Petition against Watching, &c. Parishes Bill.

A Petition of the Commissioners for executing the Acts for paving, lighting, cleansing, watering and watching the Streets and other public Places within such part of the parish of Saint Pancras, in the county of Middlesex, as lies on the west side of Tottenham Court Road, and for preventing Nuisances and Obstructions therein, and for obliging the Trustees for the care of the said Road to pave, repair and cleanse such part of the said Road as is therein described, was presented, and read; taking notice of the Bill to make provision for the lighting, watching, cleansing and paving of Parishes in England and Wales; and praying, That the same may not pass into a law as it now stands, but that the district comprised in the above-mentioned Acts of Parliament may be exempted from the operation of the said Bill; and that they may be heard by themselves, their counsel or agents, against the same, or the provisions thereof.

A Clause was offered to be added to the Bill, That Members returned for the Borough of East Retford shall make and subscribe a declaration that their Election has not been procured or promoted by Bribery, or by the influence of any Peer.

Dundee Gas Bill (No. 2.), presented.

Mr. Hume presented a Bill to establish a Company for lighting with Gas the Town of Dundee, and places adjacent, in the County of Forfar: And the same was read the first time; and ordered to be read a second time.

Petition for further Time for Polloc and Govan Railway Bill.

A Petition of Alexander Henderson Macdougall of Parliament-street, was presented, and read; setting forth, That the Petitioner is employed in soliciting an application now making to the House, for a Bill for making and maintaining a Railway from the Lands of Polloc and Govan, to the River Clyde, at the Harbour of Broomielaw, in the County of Lanark, with a Branch to communicate therefrom; and that on the 26th day of February last, leave was given to bring in the said Bill; and that owing to divers unforeseen circumstances, the Petitioner did not receive from Glasgow the draft of the said Bill until the afternoon of Saturday last the 6th instant, and that immediately on receiving the same, he applied to the printer to get the said Bill printed, in order to be presented to the House this day; but, in consequence of the great length of the same, the Petitioner was informed it was impossible to get the same printed in time to be presented within the time limited by the House for receiving Private Bills, and that if the said Bill should be delayed to another Session, the parties interested will suffer great loss and inconvenience from such delay; and praying, That under the circumstances aforesaid, leave may be given to bring in the said Bill on or before Monday the 15th instant.

Ordered, That leave be given to present the said Bill on or before Thursday next.
