Prayers.

Fines and Forfeiturer.

SIR Robert Carr reports from the Committee, to which the Bill for the better Recovery and collecting of Fines, Penalties, and Forfeitures, was committed, several Amendments to be made to the said Bill: Which he read in his Place; and after delivered the same in at the Clerk's Table: Which were twice read, and, upon the Question, severally agreed to.

A Proviso, for saving Rights of Corporations, and other Rights, was twice read; and, upon the Question, agreed to.

Another Proviso, to make the Bill temporary, was twice read; and, upon the Question, agreed.

Resolved, &c. That the Bill, with the Amendments and Provisoes agreed to, be ingrossed.

Houses burnt in London.

Sir Thomas Clergis reports from the Committee, to which the Bill for determining Differences touching Houses burned, was committed, several Amendments: Which he read, with the Coherence, in his Place; and afterwards, delivered the same in at the Clerk's Table.

And a Debate arising thereupon;

Resolved, &c. That the Debate of the Report be adjourned till To-morrow Morning, Nine of the Clock.

A Petition of the Inhabitants of the Savoy was tendered, and received, touching Houses burned down in the Savoy by the late Fire there.

Privilege.

Complaint being made of a Breach of Privilege committed against Mr. Collingwood, by arresting and detaining John Sumners, his menial Servant, at the Suit of Sarah Corker;

Ordered, That the Matter be referred to Mr. Speaker, to examine; and, if he find the Person arrested to be the menial Servant of Mr. Collingwood, and ought to be privileged, to give Order for his Discharge.

Supply Bill; Law Proceedings.

Sir Robert Atkins reports from the Committee, to which it was referred to prepare and bring in a Clause for collecting the Imposition upon Proceedings in Courts of Law, and other Courts, by the proper Officer, several Clauses to that Purpose, agreed at the Committee: Which he read in his Place; and delivered the same in at the Clerk's Table.

Another Clause, for regulating Fees, was delivered in at the Clerk's Table; and read.

Another Clause, touching indorsing Damages on the Records, was delivered in at the Clerk's Table; and read.

Resolved, &c. That the several Clauses, reported, and delivered in, and read, be referred to the Consideration of the Committee of the whole House.

Ditto.

The House then resolved into a Committee of the whole House, upon the Bill for laying Impositions on Proceedings in Courts of Law, and other Courts.

Sir Robert Atkins reports from the said Committee, That the Committee had taken Consideration of the Clauses to them referred; and had made a considerable Progress therein: And humbly moved, from the said Committee, That the House would appoint some Persons to draw up a Clause, for Accounts to be made upon Oath of such Duties as should be received (other than the Duties to be received out of any of the Courts of Record); and for securing the said Duties in such manner as they shall think fit: And also to consider of the Clause, for regulating of Fees in Courts of Justice: And to bring in a Clause for His Majesty to issue out a Commission to such Commissioners as he shall think fit, to inquire what Fees are due; and whether any Fees have been, of late, exacted, more than are due: And to consider what Fees are fit to be allowed: And to return a Certificate of their Proceedings and Opinions therein to His Majesty, and His Two Houses of Parliament: And also to consider of a Clause, for taking off the Duty upon Informations in Criminal Causes: And to report the Matter to the House.

Resolved, &c.
