Prayers.

Message to attend the King.

A MESSAGE from his Majesty, by Sir Edw. Carteret, Usher of the Black Rod;

Mr. Speaker,

The King commands this honourable House, to attend Him forthwith in the House of Peers.

And accordingly Mr. Speaker, with the House, went up to attend his Majesty.

Mr. Speaker, with the House, returning;

The King's Speech reported.

Mr. Speaker reports to the House, the Substance of his Majesty's Speech, and of the Speech made by the Lord Chancellor: And his Majesty's Speech being delivered in Writing, was read to the House by Mr. Speaker, and is as followeth; viz.

My Lords and Gentlemen,

I THOUGHT this Day to have welcomed you with an honourable Peace: My Preparations for the War, and Condescensions at the Treaty, gave me great Reason to believe so: But the Dutch have disappointed Me in That Expectation; and have treated my Ambassadors at Cologne with the Contempt of Conquerors, and not as might be expected from Men in their Condition. They have other Thoughts than Peace.

This obligeth Me to move you again for a Supply; the Safety and Honour of the Nation necessarily requiring it. It must be one proportionable to the Occasion. And I must tell you besides, That if I have it not speedily, the Mischief will be irreparable in My Preparations for the next Spring.

The great Experience I have had of you, Gentlemen of the House of Commons, will not suffer Me to believe, that the Artifices of our Enemies can possibly divert you from giving me this Supply; or that you can fail of adjusting the Proportion of it.

I hope I need not use many Words to persuade you, that I am steady in maintaining all the Professions and Promises I have made you concerning Religion and Property: And I shall be very ready to give you fresh Instances of My Zeal for preserving the established Religion and Laws, as often as any other Occasion shall require.

In the last place, I am highly concerned to recommend to your Consideration and Care, the Debt I owe the Goldsmiths, in which very many other of my good Subjects are involved: I heartily recommend their Condition to you; and desire your Assistance for their Relief.

There is more that I would have you informed of: Which I leave to the Chancellor.

The Speech to be considered.

Resolved, &c. That the Consideration of his Majesty's Speech be adjourned till Friday next.

Motion for Speaker's leaving the Chair.

The Question being propounded, That Mr. Speaker do leave the Chair; and a Speaker pro tempore be appointed.

The Question being put, That that Question be now put;

It passed in the Negative.

Dr. Stilling fleete to preach on 5 November.

Resolved, &c. That for the better Solemnization of the Fifth of November next, the House do meet in a Body, and go from thence to St. Margarett's Church, Westminster; And that Dr. Stillingfleete be desired to preach before the House that Day: And Sir John Mounson is to give him Notice.

Recovery of Tythes.

A Bill for repairing of Churches, and enabling Vicars to recover their small Tythes, was read the First time.

Resolved, &c. That the said Bill be read a Second time.

New Writs issued.

Ordered, That Mr. Speaker do issue Warrants to the Clerk of the Crown, to make out Writs for Election of Members in all Places vacant by Death or Removal, where there was no Claim depending.

Ordered, That Mr. Speaker do issue forth his Warrant to the Clerk of the Crown, to make out a new Writ for the electing a Member to serve for the Borough of Chiping Wicombe, in the room of Sir Edmond Pye, deceased.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ for electing a Member to serve for the City of Chichester in the County of Sussex, in the room of Sir Henry Peckham, deceased.

Ordered, That Mr. Speaker do issue forth his Warrant to the Clerk of the Crown, to make out a new Writ for the Election of a Member to serve for the Borough of Bewdley in the County of Worcester, in the room of Sir Henry Herbert, deceased.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ for the electing a Member to serve for the Borough of Burough Brigg, in the County of Yorke, in the room of Sir Robert Long, deceased.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ for the electing of a Knight of the Shire to serve for the County of Huntington, in the room of Colonel Williams, deceased.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ for the electing a Member to serve for the Borough of Alborough in the County of Yorke, in the room of Sir Francis Goodrick, deceased.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ for the electing of a Member to serve for the City of Yorke, in the room of Sir Thomas Osborne, called up to the House of Lords.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ for Election of a Member to serve for the Borough of Castleriseing in the County of Norfolke, in the room of Sir Robert Paston, called up to the House of Lords.

Ordered, That Mr. Speaker do issue forth his Warrant to the Clerk of the Crown, to make out a new Writ for electing a Member to serve for the Borough of Teuxbury, in the room of Richard Dowdswell Esquire, deceased.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ for the electing of a Member to serve for the Borough of Malmsbury in the County of Wilts, in the room of Sir Edward Poole, deceased.

Ordered, That Mr. Speaker do issue forth his Warrant to the Clerk of the Crown, to make out a new Writ for the electing of a Member to serve for the City of Exeter in the County of Devon, in the room of Robert Walker Esquire, deceased.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ for the electing of a Member to serve for the City of Wells in the County of Somersett, in the room of Richard Lord Butler, called up to the House of Peers.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ for the Election of a Member to serve for the Town of Newcastle in the County of Northumberland, in the room of Sir John Morley, deceased.

Committee for Journals.

Ordered, That a Committee be appointed, to inspect the Journals of the last and former Sessions of this House; and peruse the Journal which shall be of this Session; to see if there be any Errors or Mistakes therein, to rectify the same; and to report the same to the House, as they shall see Cause; viz. Lord Cornbury, Mr. Garaway, Sir John Birkenhead, Sir Eliab Harvey, Sir Thomas Littleton, Mr. Powle, Mr. Hobby, Sir Robert Thomas, Mr. Hopkins, Sir George Reeves, Sir Thomas Lee, Mr. Sacheverell, Mr. Stockdale, Sir John Lowther, Sir Nich. Carew, Mr. Maynard, Sir John Otway, Sir Thomas Meeres, Col. Strangwayes; or any Three of them: And they are to meet in the Speaker's Chamber, this Afternoon, at Two of the Clock.

Grand Committees.

Ordered, That the Grand Committee for Religion do sit every Monday at Two of the Clock in the Afternoon, in the House.

Ordered, That the Grand Committee for Grievances do sit every Wednesday, at Two of the Clock in the Afternoon, in the House.

Ordered, That the Grand Committee for Trade do sit every Friday, at Two of the Clock in the Afternoon, in the House.
