Nov. 1. Order of the Committee for Compounding that, if any persons in the list of those returned as not having paid in their fines for delinquency, have fines under 10l., the registrar draw up an order giving them time till 31 Dec. to pay the fine. [G 13, p. 50.]
Nov. 1. Committee for Compounding to the County Committee for Cornwall. Sir Wm. Courtney and many other deceased delinquents in your county were seized of estates in fee which were sequestered, but no proceedings taken; yet by the Ordinance of Sequestration, these are forfeited and the heir excepted from compounding. You are therefore to re-sequester all such estates, and receive the profits for the State. [G 30, p. 114.]
Nov. 2. Order of the Committee for Compounding—on reading Col. John Gorges' exceptions to the charges and proof of misdemeanour against him, and hearing his and Col. Pyne's counsel—that the exceptions, though irregularly drawn up, be admitted, and that Gorges bring further witnesses in 14 days to prove them, giving in their names to Pyne, who may examine witnesses against the exceptions.
That the depositions against John Rogers, on which Gorges committed him, and which Gorges delivered in at the county assizes, be brought up against the hearing, with copies of all depositions in the case betwixt Banks and Rogers before the Excise Commissioners, which now remain with the Navy Committee. Also that publication be granted, and the case heard early in December. [G 25, p. 239.]

Nov. 2. Exceptions taken by Col. John Gorges against John Rogers, Thos. Hawkins, Hen. Major, and [Wm.] Wellman, minister of Drayton, and other witnesses examined against him. [G 88, pp. 781–786.]
Nov. 3. Order of the Committee for Compounding, acquitting Capt. Mason of the charges brought against him, and restoring him to his office as one of the sequestrators of co. Hereford.
Order that Capt. Taylor, who has neglected to proceed in making his defence, pay Mason 20s. more for attending in town to prosecute the case. [G 25, p. 240.]

Haberdashers' Hall.
13. Committee for Compounding to [the county committees]. Parliament, by their Act of 21 Oct. last, have authorized us to dispose of two-thirds of the estates of recusants under sequestration, and have given liberty to any such recusant to contract for his or her estate at four years' value for life. Upon refusal, we are to dispose of the estate, and we are required by the said Act to inform ourselves of the true value of all such estates. You are therefore to repair yourselves, not relying on agents, to the estates belonging to any recusant under sequestration, take an exact survey thereof, and transmit to us a particular account of the true yearly value of all lands and tenements wherein such recusant has any estate of inheritance, lease for life, lives, or years, or any other estate, whether in possession, use, remainder, reversion, or otherwise, being forfeited or sequestered by any Act, Order, or Ordinance of Parliament; also of any annuities or rent-charges payable to such recusants out of any other estate; with an estimate of the timber, &c., growing upon such manors or lands, &c.; you are to examine witnesses upon oath if necessary.
You are not to confine yourselves to your sets and lettings in making this return, but to return the utmost value you can discover, and not rely upon your agents, but personally view and survey, and return us accounts in writing of each estate by itself.
You are not to acquaint any person of the values or particulars of the survey and view, until you receive our order upon a contract made for such estate, and then only to let the party contracting know the value. You are also to act upon the former commission and orders from us until 1 Jan. next, our time being renewed until then by Act of 29 Oct. [Printed, 1¼ pages; also G 31, p. 790.]

Nov. 7.
Carmarthen.
J. Dawkins and M. Thomas, Commissioners for co. Carmarthen, to the Committee for Compounding. We have, as required, had the resolves of Parliament of 3 Sept. openly proclaimed at the sessions held here 6 Oct. last. [G 167, p. 671.]
Nov. 8. Order of the Committee for Compounding on the proposals of Capt. Ben. Mason, Sequestration Commissioner for co. Hereford.
(1.) That the present committee levy all moneys due on bonds given in by the late committee, by distress and sale of goods, on refusal of payment.
(2.) That Capt. Taylor give up all the sequestration books and papers which he has taken out of the office.
(3.) That Thos. Husbands pass his accounts, and that taxes, &c., be allowed according to the lease.
(4.) That the county committee send up all orders relating to Coningsby's Hospital, and manage it to the best advantage; their putting in Step. Chamberlain approved.
(5.) That the commissioners appoint their treasurer; that Taylor and Mason give in their accounts to the auditor in a week, and that each give the other a copy. [G 25, p. 242.]
Nov. 10.
Norwich.
Committee for Sequestrations for Norfolk to the Committee for Compounding. We think it impossible to view and send up particulars of all the recusants' estates here by 1 Jan., some being 40 miles off, some under water, the days short, and only 2 of us able to travel. Moreover, we are ordered by Parliament to give in our accounts by 25 Dec. We beg consideration. What are we to do about witnesses who are summoned and do not appear, if they live in our county, and what if they live in another ? [G 164, p. 91.]
Nov. 10. Requests by the County Committee for Oxon to the Committee for Compounding. That our agent may pass the accounts on oath, we having received and paid all the moneys.
To know whether any of Lord Craven's coppices, being of full growth, shall be sold.
To have directions about Papists' estates.
What allowance to make to the tenants of the late Sir Charles Blount's estate, who took leases before the late war, freeing them from all payments, but their charge of quartering in the march to Worcester was very great. [G 165, p. 271.]
Nov. 11 ? Petition of John Tey, Commissioner for Sequestration, co. Herts, to the Committee for Compounding, for discharge from further attendance, and cancelling of his bond. Gave in his account of wood sold from North Mimms Common, deposed to it, and on 28 Oct. 1653, was ordered his liberty on security to appear in a fortnight, which security he has given to the serjeant-at-arms, and Mr. North has not surcharged his account. i. Certificate by Aud. Wm. Moyer that North had liberty to surcharge the said account of wood sold, but has not done it. 11 Nov. 1653. [G 140, p. 167.]
Nov. 11. Committee for Compounding to Wm. Lenthall, Master of the Rolls. The many civilities we have received from you in cases of difficulty urge us to return humble thanks, and embolden us to ask further favour in a case here enclosed, presented by Mr. Brereton. [G 25, p. 245.]
Nov. 14.
Inner Court of Wards.
Order in the Committee for Treasuries and Salaries, that the Committee for Compounding sequester, on the late Excise Act, Thos. Tickner, for non-payment into the Excise of 30l. 11s. 10d., for 20 hhds. of Virginia tobacco, as ordered 28 Oct. [G 138, p. 265.]
Nov. 15. Order of the Committee for Compounding, refusing the request of Capt. Mason's counsel that Taylor should pay costs before hearing of the case, and fixing the hearing for Friday next. [G 25, p. 246.]
Nov. 15. Registrar's certificate that it has been the usual practice of the Committee for Compounding, upon compounding with persons who had tithes, to accept of such compounders' settling of tithes in lieu of their fines or part thereof, for which they allowed 10 years' purchase, if seized in fee. This they have done in the case of the Earl of Northampton, 13 others named, and many others. [G 33, p. 315.]
Nov. 16. Receipt by John Stent from Thos. Bayley of two leases of 26 March 1652, by the County Committee of Hereford to Latimer Sampson and Thos. Smith, which were produced by Capt. Mason in his defence. [G 102, p. 125.]
Nov. 17. Order of the Committee for Compounding that—as by order of 26 April 1650, the officers and agents attending the late Committee for Advance of Money were ordered to proceed in execution of their orders, unless a particular revocation of any were signified; and as by order of 18 June 1652, Thos. Jarvis, Wm. Ragdale, Thos. Hamersley, and Rich. Cole, having executed divers orders, for which 235l. 12s. 6d. was due to them for salary and charges, 100l. was paid to them, and they request the balance—a warrant be issued, on an order of the Council of State of 30 June 1653, to the treasurers at Goldsmiths' Hall, to pay them the 135l. 12s. 6d. due. Wardrobe.
County Committee for London to the Committee for Compounding. We have surveyed and let leases of sundry houses belonging to Rob. Peckham, Thos. Stitch, John Webb, Scholastica Peacock, George Thimbleby, and Rob. Dormer, recusants, and John and Francis Simpson, delinquents, to tenants and at rents specified, and desire your confirmation.

Nov. 18. Order in the Committee for Compounding that, on full hearing and debate, numerous depositions being given, Capt. Silas Taylor is not found guilty of the charges brought against him by Capt. Ben. Mason, but is restored to his employment as sequestration commissioner of co. Hereford in as ample a manner as before.
Capt. Mason's bond to prosecute the charge to be delivered up to him. [G 25, p. 250; also 37, pp. 226, 227.]
Nov. 18.
Sarum.
County Committee for Wilts to the Committee for Compounding. According to your order and the two Acts sent, we will survey the 2/3 of recusants' estates here as punctually as we may, but it will require courts of survey in several places, and more time than the small scantlet allotted. What can be done within the time shall be returned. [G 171, p. 473.]
Nov. 22. Order of the Committee for Compounding that all petitions to contract on the Act of 21 Oct., for estates sequestered for recusancy only, be referred to counsel, as is usual in composition cases. [G 13, p. 51.]
Nov. 22. Committee for Compounding to [G.] Williams, one of the Commissioners for Cornwall. We hear that your fellow commissioners, [Sam.] Kekwich and [Fras.] Courtney, refuse or neglect to act, whereby the service is retarded. Let us know their reasons if it be so, and we will add to your assistance persons who will vigorously carry on the work. [G 25, p. 251.]
Nov. 24. Order of the Committee for Compounding that the whole case between Cols. Pyne and Gorges be heard Tuesday week. [G 25, p. 254.]

Haberdashers' Hall.
14. Committee for Compounding to the county committees. Finding a misunderstanding in some of our commissioners touching our late letter for surveying of the two parts of recusants' estates, we explain that you need not make surveys according to exact measurement of acres, but only take the names of the several manors and farms, with the number of acres as near as you can, together with the yearly values; make a return with all speed, in regard of the shortness of the time limited in the Act for the parties to proceed upon their contracts. Nov. 28. Order of the Committee for Compounding on a Parliament order of 28 Nov. prefixed, for payment by the Goldsmiths' Hall treasurers of the salaries of the clerk of Parliament and his assistant, the serjeant-at-arms, and other servants attending Parliament, with the arrears now due. [G 12, p. 581.]
Nov. 29. Order of the Committee for Compounding, that when orders are directed to them from the Commissioners for Inspecting the Treasuries, concerning farmers of the excise who are in arrears, the registrar draw up orders of sequestration against them on the Act of 30 Aug. last. The order for sequestering Wm. Savile, farmer of excise, is passed this day. [G 13, p. 51.]
Order refusing the request of Col. Gorges to bring witnessess to prove that some of those examined against him are perjured, but postponing the hearing of the case a fortnight. [G. 25, p. 259.]
Nov. 29. Committee for Compounding to the late Committee of Accounts at Southampton. You are forthwith to transmit the accounts of Thos. Baker, late sequestration collector in co. Hants, that we may see what he is in arrear, and compel him to perfect the accounts and pay the moneys due. [G 25, p. 254.]
Nov. 29. Order in the Committee for Inspecting the Treasuries that they find 250l. due to Hen. Scobell, clerk of Parliament, for salary and arrears up to 24 June last, and that the same should be paid. [G 116, p. 18.]
