Tuesday, July 1. Present:—Earl of Halifax, Mr. Grenville, Mr. Pelham.

Georgia.

The draught of a report to the Lords of the Committee of Council upon the remonstrance of the Council and Assembly of Georgia relating to the terms and conditions upon which lands are to be granted in that province, having been transcribed pursuant to the minutes of the 24th of last month, was signed.

Massachusets.

The draught of a report to the Lords of the Committee of Council from the Excise Act passed at Boston in December, 1754, having been transcribed pursuant to the minutes of the 24th of last month, was signed.

Virginia.

The draught of a representation to the Lords Justices proposing the confirmation of a private Act passed in Virginia in November, 1754, having been prepared pursuant to the minutes of the 24th of last month, was agreed to and ordered to be transcribed.

North Carolina.

Ordered, that the consideration of the Quit Rent Act passed in North Carolina in January, 1755, be postponed till to-morrow, and that the Secretary do give notice thereof to Mr. Abercromby, agent for the province, and to Mr. Child, agent for Earl Granville.

South Carolina.

Read a letter from Mr. Middleton, one of the Council of South Carolina, dated the 17th of June, 1755, acquainting the Board with the resignation of his seat in the Council of that province.

Ordered, that the draught of a representation to the Lords Justices be prepared, proposing that Othniel Beal, Esquire, may be appointed of his Majesty's Council in that province in the room of Mr. Middleton.

St. Christopher's.

Read a letter from the Rev. Andrew Perrott, one of the Council of St. Christopher's, dated the 21st of June, 1755, in answer to one from Mr. Pownall relating to his return to that Island, and signifying that he shall embark for that Island in a few days.

Bermuda.

Read a letter from Mr. Jones, President of the Council and Commander in Chief of Bermuda, to the Board, dated the 13th of April, 1755, transmitting minutes of Council since the 7th of March last, and containing their resolutions with respect to a dissolution of the Assembly.

Trade.

Africa.

Read the following paper received from the Committee of the Company of Merchants trading to Africa, viz.:—
Copies of several letters relating to affairs at Cape Coast Castle and Annamaboe 1754.

Ordered, that such parts of the said letter as relate to the dispute concerning the right of the village of Atchuma be extracted, to be transmitted to one of his Majesty's Principal Secretaries of State, and that the draught of a letter inclosing the same be prepared.

North Carolina.

Read a letter from Mr. Dobbs, Governor of North Carolina, to the Board, dated the 10th of May, 1755, relating to the place fixed upon by him for the seat of government.

New Hampshire.

Read Mr. Attorney and Sollicitor General's report, dated the 17th of July, 1754, upon the petition of the Rev. Mr. Timothy Walker, on behalf of himself and other proprietors of lands in New Hampshire, referred to them the 30th of May, 1754, desiring an alteration of the instruction relating to appeals.

Ordered, that the draught of a representation to the Lords Justices be prepared, proposing that an additional instruction to Mr. Wentworth relating to appeals may be altered conformable to the opinion of the Attorney and Sollicitor General.

Jamaica.

Read a letter from Mr. Knowles, Governor of Jamaica, to the Board, dated the 25th of January, 1755, to the Board, transmitting the following papers, viz.:—
Copy of minutes of the Council of Jamaica relating to James Dawes, Esquire, being in the Assembly. Dated January 21st, 1755.
Two advertisements that have been stuck up by some of Governor Knowles's opposers.

Wednesday, July 2. Present:— Earl of Halifax, Mr. Grenville, Mr. Pelham.

North Carolina.

Their lordships took into consideration the Quit Rent Act passed in North Carolina in January, 1755, and Mr. Abercromby, agent for the province, and Mr. Child, agent for Earl Granville attending, as desired, they were called in and Mr. Abercromby moved their lordships for a copy of Sir Mathew Lamb's report upon the Act and that he might be at liberty to give in his answer to the objections made to it in writing, which not being objected to by Mr. Child who likewise moved for a copy of the report, they were ordered to withdraw and their lordships agreed to give them a copy of Sir Mathew Lamb's report and to suspend their determination upon the Act untill the agents had an opportunity of laying their thoughts upon it before the Board in writing.

Jamaica.

The draught of a report to the Lords of the Committee of Council upon the several petitions, memorials and other papers relating to the removal of the seat of government in the Island of Jamaica from St. Iago de la Vega to Kingston, having been prepared pursuant to the minutes of the 19th of last month, was agreed to and ordered to be transcribed.

Thursday, July 3. Present:—Earl of Halifax, Mr. Grenville, Mr. Pelham.

Nova Scotia.

The Secretary laid before the Board a memorial prepared by Mr. Kilby, agent for Nova Scotia, to be presented to the Lords of the Treasury, praying that the sum of £1907 10s. may be issued to him to discharge a warrant directed to him for the payment of so much to the contractor for supplying the troops with provisions, and the said memorial having been approved Mr. Kilby was ordered to present it to the Lords of the Treasury for their directions thereupon.

Virginia.

The draught of a representation upon the private Act passed in Virginia in November, 1754, having been transcribed pursuant to the minutes of the 1st instant, was signed.

New York.

The draught of an additional instruction to the Governor of New York directing him to recommend it to the Assembly to provide for one half of the expence of obtaining and executing a Commission for running the boundary line between that province and New Jersey, having been prepared pursuant to the minutes of the 24th of last month, together with the draught of a report to the Lords of the Committee of Council thereupon, they were agreed to and ordered to be transcribed.

New Hampshire.

The draught of a representation to the Lords Justices upon the petition of the Rev. Mr. Walker, praying that the additional instruction to the Governor of New Hampshire relating to appeals may be altered, having been prepared pursuant to the minutes of the 1st instant, was agreed to and ordered to be transcribed.

Africa.

The draught of a letter to Sir Thomas Robinson inclosing copies and extracts of several letters lately laid before the Board by the Committee of the Company of Merchants trading to Africa, relative to the dispute with the Dutch concerning the village of Atchuma upon that coast, having been prepared pursuant to the minutes of the 1st instant, was agreed to, transcribed and signed.

Nova Scotia.

Read a letter from Mr. Lawrence, Lieutenant Governor of Nova Scotia, to the Board, dated at Halifax, the 7th of May, 1755, relating to the present state of affairs in that province.

South Carolina.

The draught of a representation to the Lords Justices proposing that Othniel Beal, Esquire, may be appointed of the Council of South Carolina in the room of William Middleton, Esquire, who has resigned, having been prepared pursuant to the minutes of the 1st instant, was agreed to, transcribed and signed.

New Hampshire.

Read an Order of the Lords of the Committee of Council for Plantation affairs, dated the 12th of June, 1755, referring to the consideration of this Board the petition of sundry inhabitants of a tract of land situate upon Connecticut River within the province of New Hampshire to his Majesty, setting forth the dangers to which by their situation they are exposed from the incursions of the French and their Indians, and by their being destitute of any protection from the government of New Hampshire; and humbly praying his Majesty to afford them such relief as in his great wisdom shall seem meet.

Ordered, that the draught of a report to the Lords of the Committee of Council thereupon be prepared.

Jamaica.

The draught of a report to the Lords of the Committee of Council upon the several petitions, memorials and other papers relating to the removal of the seat of government from St. Iago de la Vega to Kingston, having been transcribed pursuant to the preceding minute, was signed.

Read a letter from Mr. Dobbs, Governor of North Carolina, to the Board, dated at Newburn, the 4th of January, 1755, transmitting the following papers, viz.:—

Georgia.

Read a letter from Mr. Reynolds, Governor of Georgia, to the Board, dated the 7th of April, 1755, representing the expediency of altering the southern boundary of that colony.

Tuesday, July 8. Present:—Earl of Halifax, Mr. Edgcumbe, Mr. Pelham.

Trade.

The Secretary having acquainted the Board that several of the principal Pewterers of the City of London were attending without deputed by the United Company of Pewterers, and had something to offer to the consideration of the Board, they were called in and presented to their lordships the following paper, viz.:—
Case of the manufacturers of pewter with respect to the exportation of tin and the great quantitys of pewter made in foreign countrys.

Their lordships having heard what they had to offer thereupon acquainted them that if upon a due consideration of the state of their case, the measure proposed by them, of increasing the duty upon tin exported, should appear to be reasonable and proper, they should give them all the support in Parliament that they were able.

Miscellanies.

The Secretary laid before the Board an account of the incidental charges of this office from the 5th of April to the 5th of July, 1755, amounting to three hundred, sixty-six pounds, six shillings and sixpence, and a letter to the Lords of the Treasury desiring payment thereof and of salaries due to the Secretaries and under officers in the service of this Board for the same time, was signed.

New York.

The draught of a report to the Lords of the Committee of Council with the draught of an additional instruction to the Governor of New York concerning the boundary between that province and New Jersey, having been transcribed pursuant to the preceding minutes, was signed.

New Hampshire.

The draught of a report upon the petition of the Rev. Mr. Walker praying an alteration in the additional instruction to the Governor of New Hampshire relating to appeals, having been transcribed pursuant to the minutes of the 3rd instand, was signed.

The draught of a report upon the petition of the settlers at No. 4 in New Hampshire having been prepared pursuant to the minutes of the 3rd instant, was agreed to and ordered to be transcribed.

St. Christopher's.

Read a letter from Mr. White, one of the Council of St. Christopher's, dated the 21st of June, 1755, signifying that he has no thoughts of returning to that Island.

Ordered, that the draught of a representation to the Lords Justices be prepared proposing that Stephen Payne, Esquire, may be appointed of the Council of St. Christopher's in the room of Mr. White.

Proprieties.

Ordered, that the Secretary do transmit the usual heads of enquiry relating to the state of the colonies to the Lieutenant Governors of Maryland and Pennsylvania and to the Governors and Companys of Connecticut and Rhode Island for their answers thereto and likewise that they be directed to transmit collections of the laws now in force in those colonies.

Jamaica.

The Secretary laid before the Board the following caveat received from Mr. Paris, agent for the inhabitants of the town of St. Iago de la Vega in Jamaica, viz.:—
To the Secretary to the Right Honourable the Lords Commissioners for Trade and Plantations. Sir,
Being informed by advices from Jamaica, that on or about the 7th of May last, an Act of Assembly was there passed, for removing the several laws, records, books, papers and writings belonging to the several offices of Secretary of the Island, Clerk of the Supreme Court of Judicature, Clerk of the Crown, Clerk of the Patents and Register in Chancery and Provost Marshall, from the town of St. Iago de la Vega to the town of Kingston.
And to oblige the several officers to hold and keep their respective offices with the respective records and papers in the said town of Kingston.
And also for holding the Supreme Court of Judicature in the said town of Kingston for the future, whilst that measure was submitted to and actually under the immediate consideration of his Majesty and his Ministers.
And that the said Act, although it repeals a whole body of the most ancient laws of the Island confirmed by the Crown, is made to take effect instantly, and without waiting for the royal approbation.
I am to pray of you in behalf of my clients that I may have a copy of the said Act, in case it is already arrived, or so soon as it shall come to your office.
And I further pray that this may be entered in your office as a caveat that I may be heard by my counsel before my Lord Commissioners or such other persons as they shall please to refer the consideration of the said Act to, before such time as any report or representation shall be made thereon.

Read Sir Mathew Lamb's report upon eleven Acts passed at Jamaica in October and November, 1753.

Ordered, that the draught of a representation to the Lords Justices be prepared proposing the confirmation of the following Act, viz.:—
An Act for vesting several tracts and parcells of uncultivated lands in the parish of St. Elizabeth and Westmorland in the said Island, belonging to the said parish of St. Elizabeth, in Barnart Andreas Woodstock, John Morse, Wastell Briscoe, George Raxtead, Francis Smith and Joseph Armstrong, Esquires and their heirs for inabling the said Barnart Andreas Woodstock, John Morse, Wastell Briscoe, George Raxtead, Francis Smith and Joseph Armstrong and their heirs to sell and dispose of the same for the use and benefit of the said parish of St. Elizabeth, and for the improvement of the lands belonging to the parsonage there and for payment of the quit rents due to his Majesty from the said lands.

New Jersey.

Read a letter from Mr. Belcher, Governor of New Jersey, to the Board, dated at Elizabeth Town, the 28th of April, 1755, transmitting the following publick papers, viz.:—

Plantations General.

The draught of a letter to Sir Thomas Robinson, one of his Majesty's Principal Secretaries of State, relating to the expediency of providing for the future defence of the frontiers of the colonies in North America, and for the management of Indian affairs under some general direction, and desiring that General Braddock may be ordered to consider and report his opinion upon certain points therein contained, was agreed to and ordered to be transcribed.

Ordered, that the Secretary do write a circular letter to the Governors of the Massachusets Bay, Virginia, New York, and North Carolina relating to the expediency of providing for the future defence of the frontiers of the colonies and for the management of Indian affairs under some general direction, and desiring them to consider and report their opinion thereupon.

Massachusets.

Mr. Kilby, agent for the towns of Boston, Marblehead and Gloucester in the affair relating to the Excise Act passed in the Massachusets Bay in December, 1754, attending without was called in and moved the Board for a copy of the report upon that Act, which was granted to him, and then he withdrew.

Jamaica.

Mr. Paris, sollicitor for the inhabitants etc., of the town of St. Iago de la Vega in Jamaica in the affair relating to the removal of the seat of government to Kingston attending without, was called in and moved the Board for a copy of their report upon that affair, which was granted to him and orders were given that a copy of it should also be given to Mr. Hammond, sollicitor for the merchants and others of the town of Kingston.

New Hampshire.

The draught of a report to the Lords of the Committee of Council upon the petition of the inhabitants of No. 4 in New Hampshire having been transcribed pursuant to the minutes of the 8th instant, was signed.

Jamaica.

The draught of a representation to the Lords Justices upon an Act passed in Jamaica in 1753 for vesting certain lands in trustees for the use and benefit of a parish, having been prepared pursuant to the minutes of the 8th instant, was agreed to, transcribed and signed.

St. Christopher's.

The draught of a representation to the Lords Justices proposing that Stephen Payne, Esquire, may be appointed of the Council of St. Christopher's having been prepared pursuant to the minutes of the 8th instant, was agreed to, transcribed and signed.

Nova Scotia.

The Secretary laid before the Board a memorial prepared by Mr. Kilby, agent for Nova Scotia, to be presented to the Lords Commissioners of his Majesty's Treasury, praying that the sum of £968 6s. may be issued to him to be paid, pursuant to his Majesty's warrant, to Chauncy Townsend, Esquire, for provisions to the augmentation of Colonel Hopson's regiment from 24th of March to the 23rd of June. 1755, and the said memorial having been approved Mr. Kilby was directed to present it to the Lords Commissioners of the Treasury for their directions thereupon.

South Carolina.

Read a letter from Mr. Wood, Secretary to the Commissioners of his Majesty's Customs, dated the 11th of July, 1755, in answer to one from Mr. Pownall, with copies of two Acts passed in the province of South Carolina relating to the entry of vessels.

Plantations General.

The draught of a letter to Sir Thomas Robinson, one of his Majesty's Principal Secretaries of State, relating to the expediency of providing for the future defence of the frontiers of the colonies in North America, and for the management of Indian affairs under some general direction, having been transcribed pursuant to the minutes of yesterday, was signed.

Nova Scotia.

Read a letter from Mr. Jeffray, Commissary of ordnance stores at Nova Scotia, to the Board, dated Edinburgh, July 5th, 1755, praying to be indulged with further leave of absence from the said province.

Ordered, that the Secretary do acquaint Mr. Jeffray that, if the principal officers of his Majesty's Ordnance have no objection they consent to his absence from Nova Scotia for the time he desires.

North Carolina.

Read a letter from Mr. Dobbs, Governor of North Carolina, to the Board, dated the 19th of May, 1755, relating to the expediency of building a fort on Cape Lookout in that province.

Ordered, that an extract of so much of Mr. Dobbs's letter as relates to the importance of building a strong fort on Cape Lookout be made to be laid before the Lords Justices, and that the draught of a representation to their Excellencies be prepared inclosing the same.

Virginia.

Read a letter from Mr. Dinwiddie. Lieutenant Governor of Virginia, to the Board, dated at Williamsburg, the 6th of June, 1755, inclosing the list of ships entered inwards and outwards for the last half year, also an account of the two shillings per hogshead revenue on tobacco, ending the 25th of April, 1755.

Nova Scotia.

The Secretary laid before the Board a memorial prepared by Mr. Kilby, agent for Nova Scotia, to be presented to the Lords Commissioners of the Treasury, praying that the sum of £4000 may be issued to him for the service of that colony, and the said memorial having been approved of, Mr. Kilby was directed to present it to the Lords Commissioners of his Majesty's Treasury for their Lordships' directions upon it.

Read the following letters and papers received from Charles Lawrence, Esquire, Lieutenant Governor of Nova Scotia, viz.:—
Letter from Charles Lawrence, Esquire, Lieutenant Governor of Nova Scotia, to the Board, dated at Halifax, the 28th of June, 1755, with the account that the French fort at Beau Sejour surrendered to Lieutenant Colonel Monckton the 16th of that month, etc.
Letter from Mr. Lawrence to the Board, dated at Halifax, the 1st of July, 1755, relating to the vessel by which he has forwarded these dispatches.
Letter from Mr. le Chevalier de Drucour, Governor of Louisbourg, to the Lieutenant Governor of Nova Scotia, dated the 31st of May, 1755.

Ordered, that a copy be made of the list of bedding wanting for the troops in Nova Scotia to be laid before the Lords Justices and that the draught of a representation thereupon be prepared.

Read the following Orders of the Lords of the Committee of Council for Plantations affairs, viz.:—
Plantations General.
Order of the Lords of the Committee of Council for Plantation affairs, dated the 23rd of July, 1755, approving a report made by this Board to their Lordships upon a remonstrance of the Council and representatives of Georgia relating to the terms and conditions upon which lands are to be granted in that province; and directing the said Lords Commissioners to prepare a draught of an instruction for the Governor of Georgia conformable to the said report.
New Hampshire.
Order of the Lords of the Committee of Council for Plantation affairs, dated the 23rd of July, 1755, approving a representation of this Board upon a petition of the Rev. Mr. Walker, praying an alteration in the additional instruction to the Governor of New Hampshire relating to appeals; and directing this Board to prepare a draught of an additional instruction for the Governor of New Hampshire conformable thereto.
Order of the Lords of the Committee of Council for Plantation affairs, dated the 23rd of July, 1755, on a report made by this Board upon the petition of sundry persons, inhabitants of a tract of land upon Connecticut River within the province of New Hampshire known by the name of Number Four; and directing this Board to prepare a draught of an additional instruction for the Governor of New Hampshire conformable thereto.

Ordered, that the draughts of additional instructions be prepared conformable to the said Orders, and also the draughts of reports to the Lords of the Committee of Council accompanying the same.

Virginia.

Read Sir Mathew Lamb's report upon a private Act passed in Virginia in December, 1753, entituled:—
An Act for docking the intail of a tract of land in the parish of Abingdon in the county of Gloucester, whereof Lawrence Smith, gentleman, is seized, etc.

Ordered, that the draught of a representation to the Lords Justices be prepared proposing the confirmation of the said Act.

Georgia.

Read the following letters and papers received from Mr. Reynolds, Governor of Georgia, viz.:—
Letter from Mr. Reynolds to the Board, dated the 25th of March, 1755, transmitting naval office accounts to Lady Day, 1755.
Letter from Mr. Reynolds to the Board, dated the 1st of May, 1755.
Letter from Mr. Reynolds to the Board, dated the 31st May, 1755.
The humble remonstrance and address of the Assembly of Georgia.
The humble remonstrance of the House of Representatives to his Majesty.

Ordered, that the abovementioned remonstrances of the Assembly of Georgia be laid before the Lords Justices and that the draught of a representation thereupon be prepared.

North Carolina.

The draught of a representation to the Lords Justices, inclosing the extract of one from Mr. Dobbs, Governor of North Carolina, concerning the expediency of fortifying the harbour at Cape Lookout having been prepared pursuant to the minutes of the 16th instant, was agreed to, transcribed and signed.

Barbados.

Read a letter from Ralph Weekes, Esquire, President of the Council and Commander in Chief of Barbados, to the Board, dated 15th of May, 1755, transmitting the following papers, viz.:—
A list of the members of his Majesty's Council of Barbados.
An abstract of all persons born, christened and buried in Barbados from the 1st of January, 1754, to the 1st of January, 1755.
Treasury return of new negroes from the 9th of May, 1754, to the 9th of May, 1755.
Storekeeper's return of powder from the 8th of March, 1754, to the 8th of September following.
Storekeeper's return of powder from the 8th of September, 1754, to the 8th of March, 1755.
Minutes of Council from the 9th of July, 1754, to the 14th of May, 1755.

Twelve Acts passed at Barbados between January, 1754, and May, 1755.

Ordered, that the said Acts be sent to Sir Mathew Lamb for his opinion thereon in point of law.

St. Christopher's.

Read a letter from William Mathew Burt, Esquire, one of the Council for the Island of St. Christopher's, dated the 26th of July, 1755 (in answer to one from Mr. Pownall), signifying that he has no intention to return to that Island.

Ordered, that the draught of a representation to the Lords Justices be prepared proposing that Henry Sharpe, Esquire, may be appointed of the Council of St. Christopher's in the room of the said William Mathew Burt.
