Plantations General.

fo. 240.

It appearing to their lordships to have been usual, on occasions of Thanksgiving days having been appointed to be observed in Great Britain for the success of His Majesty's Arms, for orders to have been also given for the like to be observed and solemnized in the Plantations, a letter to Mr. Secretary Pitt, desiring he would move His Majesty, that such orders may now be given in consequence of His Majesty's Proclamation of the 23rd of last month, was agreed to, and signed.

Plantations General.

Read a letter from Mr. Secretary Pitt, dated the 12th inst., signifying His Majesty's Commands, that this Board do give the necessary directions for a day of Thanksgiving for the success of His Majesty's Arms to be solemnized in all His Majesty's colonies in America.

Circular letters to the Governors and Commanders in chief of the several colonies, signifying His Majesty's Commands, that they do respectively appoint a proper day for a publick Thanksgiving to Almighty God for the success of His Majesty's Arms, in their several Governments, were accordingly agreed to and signed.

Nova Scotia.

fo. 242.

The Secretary laid before the Board a Memorial prepared by the agent for Nova Scotia, to be presented to the Lords Commissioners of the Treasury, praying that the sum of five hundred pounds may be issued to him, for the payment of a bill of exchange drawn upon him by the Governor of the said colony; and the said Memorial having been approved, it was ordered, that the agent do present it to the Lords Commissioners of the Treasury for their lordships' directions upon it.

Georgia.

Read a Memorial of the agent for Georgia, stating that Bills had been drawn upon him by the Governor of that colony to the amount of four hundred, eighty three pounds, one shilling and four pence for rebuilding the filature there, and that he had expended eleven pounds, thirteen shillings in the purchase and freight of a silk reel, ordered by their lordships to be sent over to that colony; and praying their lordships' warrant for the payment of said charges out of the balance of the surplusage of the grants of Parliament for the encouragment of the silk culture in the years 1753 and 1754.

Ordered, that a Warrant be accordingly prepared authorizing the agent to discharge the said demands out of the said balance now remaining in his hands.

fo. 244.

The Secretary then laid before their lordships a Memorial prepared by the agent for Georgia, to be presented to the Lords Commissioners of the Treasury, praying that he may be authorized to apply the surplusage of the grants of Parliament for the silk culture in Georgia of the years 1755, 1756, 1757 and 1758, amounting to two thousand and twenty one pounds, seven shillings and eleven pence halfpenny; and also what may arise by the sale of the silk produced this year, to such purposes for the service of the said colony as this Board shall direct; and the said Memorial having been approved, the agent was ordered to present it to the Lords Commissioners of the Treasury, for their lordships' directions upon it.

The draught of a Warrant authorizing the agent for Georgia to defray certain charges incurred for the service of that colony in rebuilding the filature, and sending over a new invented silk reel, out of the surplusage of the funds for the encouragement of the silk culture in the years 1753 and 1754, having been prepared pursuant to order, was agreed to, transcribed and signed.

A Representation to His Majesty, proposing that William Henry Lyttelton, Esqr. may be appointed Governor of Jamaica, in the room of George Haldane, Esqr. deceased; that Thomas Pownall, Esqr. Governor of the Massachusets Bay, may be appointed Governor of South Carolina, in the room of Mr. Lyttelton; that William Bull, Esqr. may be appointed Lieutenant Governor of that Province; that Francis Bernard, Esqr., Governor of New Jersey, may be appointed Governor of the Massachusets Bay, in the room of Mr. Pownall; and that Thomas Boone, Esqr. may be appointed Governor of New Jersey in the room of Mr. Bernard, was agreed to, and signed; as were also Representations to His Majesty, proposing that Ralph Payne, Esqr., may be appointed Chief Justice of St. Christopher's, in the room of Richard Wilson, Esqr. deceased; and John Tabor Kemp, Esqr. Attorney General of New York in the room of John Kemp, senior Esqr. deceased.

Letters to Mr. Secretary Pitt, desiring he would move His Majesty, that Witham Marsh, Esqr., may be appointed Town Clerk, Clerk of the Peace and Clerk of the Common Pleas for the County and City of Albany in New York, and also Secretary for the Government of New York to the Indians, in the room of Peter Wraxhall, Esqr. deceased; and also that David Bowman, Esqr. may be appointed Naval Officer of the Eastern Shore in Virginia; and inclosing Warrants for His Majesty's Signature, in case His Majesty shall approve such Recommendations, were agreed to and signed.

The Earl of Halifax having acquainted the Board, that His Majesty had approved the above-mentioned several Recommendations, letters to Mr. Lyttelton, Mr. Pownall, Mr. Bernard, and Mr. Boone, now resident in South Carolina, notifying the same; and also directing Mr. Lyttelton and Mr. Pownall to repair to England to receive His Majesty's farther directions, were agreed to and signed.

An Act for impowering Justices of the Peace to try Causes to the value of five Pounds, and under;
together with Sir Matthew Lamb's Report thereupon; and some objections appearing to their lordships against the said Act, a letter to Mr. Delancey thereupon was agreed to and signed.

The Secretary laid before the Board the Naval Office List of shipping entered and cleared in the Port of Charles Town from Michaelmas 1757 to Michaelmas 1758.

Jamaica.

Read a letter from George Haldane, Esqr., Governor of Jamaica, to the Board, dated July 20th, 1759, respecting the state of the fortifications in the said island, and the settlement on the Mosketto Shore.

Ordered, that an extract be made of so much of the said letter as relates to the bad state of the ordnance and fortifications in that island, to be laid before His Majesty; and that the draught of a Representation to His Majesty thereupon be prepared.

Ordered, that an extract be made of so much of the said letter, as relates to the decline of our interest with the Mosquito Indians, and the bad conduct of Captain Hodgson, who has the command there, to be transmitted to Mr. Secretary Pitt; and that the draught of a letter to Mr. Pitt be prepared.

Their lordships took into consideration an Act passed in the colony of Virginia in September, 1758, for appointing a Treasurer, and after some time spent therein, agreed that the said Act should lie by for further consideration, and ordered the draught of a letter to the Lieutenant Governor thereupon to be prepared.

The draught of a letter to the Lieutenant Governor of Virginia, containing the Board's sentiments upon the Act for appointing a Treasurer passed in 1758, having been prepared pursuant to order, was agreed to and signed.

Pennsylvania.

Read an Order of His Majesty in Council, dated August 29th, 1759, directing that his agent for Indian Affairs should enquire into the complaints of the Delawar Indians with respect to their being defrauded of their lands; and transmit his proceedings to this Board; and that their lordships should signify the same to the said agent.

Ordered, that the Secretary do transmit a Copy of the said Order, and also a copy of the Order of the Lords of the Committee of Council of the 12th of April last, referring to this Board the petition of the agent for Pennsylvania concerning the complaints of the Indians of their having been defrauded of their lands; and a copy of the Report of the Board thereupon, to Sir William Johnson, His Majesty's agent for Indian Affairs.

Read four Orders of His Majesty in Council, dated this day, approving a Representation of this Board, proposing William Henry Lyttelton, Esqr. to be Governor of Jamaica; Thomas Pownall, Esqr. Governor of South Carolina; Francis Bernard Esqr. to be Governor of the Massachusets Bay; and Thomas Boone, Esqr. to be Governor of New Jersey; and directing the draughts of Commissions and Warrants for passing the same under the Great Seal, and also draughts of instructions for the said Governors to be prepared.

The draughts of Commissions in the usual form, and Warrants for passing the same under the Great Seal, having been prepared, were agreed to, and Representations to His Majesty therewith were signed.

Ordered, that the draughts of General instructions and of those relating to the observance of the laws of trade be prepared for the said Governors with all possible dispatch.

Nova Scotia.

Ordered, that the Secretary do transmit an extract of that part of the minutes of the proceedings of His Majesty's Council of Nova Scotia, which relates to the case of the widow of the late Captain How, killed by the Indians at Chignecto in 1755, to General Cornwallis, and desire the favor of such information as he may be able to give respecting this point, referred by the said minutes to his determination.

Ordered, that the vouchers for the publick accounts of Nova Scotia from the 1st of January to the 31st of December, 1758, be delivered to the agent; and that he be ordered to prepare an account in the usual manner of the charges incurred for supporting the settlement of the said colony for that time.

Their lordships took into further consideration the letter and papers received from the Governor of Nova Scotia, more particularly with respect to his proceedings in granting the lands evacuated by the removal of the French inhabitants; and after some time spent therein, agreed further to consider thereof on Tuesday next, the 4th December.
