The draught of a representation to his Majesty upon the letter and papers from the Governor of Quebec, mentioned in the minutes of Thursday last, having been transcribed, was signed; as was also a representation to his Majesty, relative to the calling an Assembly in Quebec and to the complaints against the Governor.

The draught of a report to the Lords of the Committee of Council upon the ordinances of the Governor and Council of Quebec for the establishment of Courts of Judicature, and other civil consitutions, having been transcribed pursuant to order, was signed; as was also a representation to his Majesty, proposing that Hugh Finlay, esquire, may be appointed of the Council of Quebec.

West Florida.

Grenada.

A representation to his Majesty proposing that Montfort Browne, esquire, Lieutenant Governor of West Florida, may be appointed of the Council of that province, with precedence of the other members, was signed; as was also a representation to his Majesty, proposing that William Lindow, esquire, may be appointed of the Council of the Grenada Islands, in the room of Mr. Cargill, deceased.

Read a copy of a letter from the Committee of the Company of Merchants trading to Africa to the Governor and Council of Cape Coast Castle, containing their orders and instructions in respect to the fort or block house proposed to be erected at Cape Appollonia.

Messrs. Biscoe, Smith and Champion, three of the Committee, attending, were called in, and their lordships had some discourse with them upon the subject matter of the said letter, in which they represented to their lordships that, having, since the date of the said letter, considered of the importance of this establishment, and of the danger that was to be apprehended from the interests and intrigues of the Dutch, it was the sense of the Committee that orders should be sent out for carrying the measures for building the fort into immediate execution, without waiting for the report and return required by the Committee's letter abovementioned, saying, that they were the rather induced to this step from having received such a plan for the proposed fort and estimate of the expence as appeared to them reasonable and proper to act upon.

The gentlemen then produced the said plan, accompanied with a report of the engineer who drew it, desiring the Board's directions and opinion in this case; whereupon their lordships acquainted them, that they would shortly take this matter into consideration, and give them such advice and opinion as the nature of the case should appear to require.

Their lordships took into consideration the plan for a fort or block house at Cape Appollonia, and also the engineer's report thereupon, mentioned in the minutes of yesterday.

Quebec.

Read and considered several ordinances of the Governor and Council of Quebec, and also the draught of a representation to his Majesty thereupon, mentioned in the minutes of the 12th of June last.

Read a letter from William Burke, esquire, to the Secretary, dated August 22nd, 1765, inclosing a copy of the Marquis de Carraccioli's memorial, proposing that a Neapolitan consul should be established here, and desiring the opinion of the Board on the propriety of such an establishment.

Read a letter from Charles Lowndes, esquire, Secretary to the Lords of the Treasury, to the Secretary, dated August 16th, 1765, referring, for the opinion of this Board, what may be a reasonable salary to the Provost Marshall of Quebec.

Ordered, that the Secretary do acquaint Mr. Lowndes, for the information of the Lords of the Treasury, that, as this Board has represented to his Majesty the expediency of appointing Sheriffs in Quebec as an establishment more consistent with the usage and constitution of this kingdom, their lordships cannot advise the Treasury in the case referred to in Mr. Turner's memorial.

Bermuda.

Read a letter from Charles Lowndes, esquire, Secretary to the Lords of the Treasury, to the Secretary, dated August 13th, 1765, desiring that this Board would advise their lordships, what may be a reasonable addition to the salary of the Attorney General of the Bermuda Islands.

Read a letter from George James Bruere, esquire, Governor of Bermuda, to the Secretary, dated November 18th, 1764, relative to the augmentation of the salary of the Attorney General.

Their lordships, upon consideration of the above papers, ordered the Secretary to acquaint Mr. Lowndes, that, if their lordships of the Treasury are of opinion to make an augmentation of the Attorney General's salary, they think it may be reasonable to give him one hundred pounds per annum, conformable to the Governor's opinion.

Plantations General.

Read a letter from the Earl of Halifax, late one of his Majesty's Principal Secretaries of State, to the Board, 20th June, 1765, signifying the King's pleasure with regard to the demand of one thousand pounds Carolina currency made by Mr. Wyly for surveying a tract of land for the Catawba Indians by order of the four Governors, who held the Congress at Augusta in 1763.

Their lordships, upon consideration of the abovementioned papers, were of opinion, that the expence of the survey of the Catawba lands should be borne equally by the Provinces of South and North Carolina, which are alone in connection and interest with those Indians, and it was ordered, that the draught of a letter to the Governor of North Carolina and to the Lieutenant Governor of South Carolina, conformable to their lordships' opinion, should be prepared.

Grenada.

Read a memorial of Captain Scipio Rey to the Board, praying that the property of certain houses in the Island of St. Vincent, purchased and built by him, and occupied by his Majesty's troops, may be secured to him; and that he may be allowed to sell or dispose of them; and, until such sale take place, he may be entitled to rent from 1st July, 1764.

Ordered, that the Secretary do transmit a copy of the said memorial to the Secretary to the Lords of the Treasury to be laid before that Board, to which it properly belongs, to give directions in the case to which the memorial refers.

Read a memorial of Major Robert Rogers, containing a proposal for the discovery of a North West passage.

Ordered, that the draught of a representation to his Majesty thereupon be prepared.

West Florida.

Read a memorial of Mrs. Clifton, wife to the Chief Justice of West Florida, praying an augmentation of her husband's salary.

West Florida.

Ordered, that the said memorial be returned to Mrs. Clifton, and that she be informed, that when any application shall be made by Mr. Clifton himself, their lordships will take his case into consideration, but that no application from other persons will be received.

Trade, Africa.

Their lordships took into further consideration the plan for a fort or block house at Cape Appollonia, and also the engineer's report thereupon; and two of the Committee of the Company of Merchants attending, their lordships informed them that they were of opinion, that, if the Committee were satisfied that the plan would answer the purpose intended, and would in the execution be attended with no exceedings on the grant of Parliament, it would be consistent with the grounds on which that grant was made, to take the necessary steps for carrying it into immediate execution.

Read a letter from Charles Pinfold, esquire, Governor of Barbados, to the Board, dated July 6th, 1765, relative to the Acts lately passed there, the conviction of Mr. John Adams for a misdemeanour, and the behaviour of the Reverend Mr. Barnard.

Ordered, that the draught of a representation to his Majesty be prepared, proposing that Francis Cooke, esquire, may be appointed of the Council of Jamaica in the room of Norwood Witter, esquire, deceased; and a draught having been accordingly prepared, was agreed to, transcribed and signed.

The draught of a representation to his Majesty upon the memorial of Major Rogers relative to a plan for the discovery of a north west passage to China by land, having been prepared pursuant to order, was agreed to, transcribed and signed.

Trade.

The Secretary having acquainted the Board, that he found upon enquiry, that consuls from several foreign powers were allowed of and admitted here, he was ordered to acquaint Mr. Conway's secretary, by letter, that their lordships see no objection to the admitting a consul appointed by the King of the two Sicilies.

Their lordships then took into consideration draughts of general instructions and of those relative to the observance of the laws of trade, prepared pursuant to order for the Governor of New York, and the said draughts having been agreed to, with an alteration from those given to the late Governor in that article, which relates to appeals from the Courts of Common Law to the Governor and Council in civil causes, they were ordered to be transcribed, and the draught of a representation thereupon to his Majesty to be prepared.

Virginia.

Read a letter from Francis Fauquier, esquire, Lieutenant Governor of Virginia, to the Board, dated August 1st, 1765, relative to the proceedings with the Cherokee Chief respecting the murder of several of that nation, and to two persons condemned for murder, and recommended by the said Lieutenant Governor for pardon.

The draught of a representation to his Majesty, upon those parts of the letters lately received from the Governor of Massachusets Bay, which relate to the proceedings of the House of Representatives of that province, in reference to a Congress of committees of the several assemblies in America, proposed to be held at New York, having been prepared pursuant to order, was agreed to and ordered to be transcribed; as was also a like draught of a representation upon that part of the said letters, which relates to the motion made in the said House of Representatives for discontinuing the Governor's salary.

Ordered, that the Secretary do transmit to the Secretary to the Lords Commissioners of the Treasury such parts of the said letters, and copies of the papers therein referred to, as relate to the expence incurred and bills drawn upon that Board for the establishment of a post at the River Iberville, and desiring that Board may be informed that their lordships think, that the establishment of this post is a very usefull and important service, and therefore recommend the payment of the bills.

Ordered, that the agent for West Florida be directed to lay before this Board a state of the contingent fund for the service, of that colony, signifying what sums have granted, and what have been issued and paid by him on that account.

Ordered, that application be made to the Secretary of State's Office for a copy of the Commission to the Commander in Chief of his Majesty's Forces in North America, and of any Act or instrument by which he is vested with military authority in any of his Majesty's colonies.
