Quebec.

fo. 170.

The Board having been moved in behalf of Mr. Cramahé, appointed one of the Council of Quebec by Governor Murray, that such appointment may be confirmed, and that he may take his seat at that Board in the rank in which he stands under the Governor's said appointment, a representation to his Majesty thereupon was prepared and signed.

Trade, Naples.

The draught of a representation to his Majesty on the subject matter of the letter from Mr. Secretary Conway, concerning the regulation proposed to be made by the Court of Naples, for the search of all single decked vessels coming into the Port of Naples, having been prepared pursuant to order, was agreed to, transcribed and signed, together with a letter to his Grace the Duke of Richmond inclosing it, and desiring him to lay it before his Majesty.

Pennsylvania.

fo. 171.

Their lordships then took into consideration thirty one laws passed in Pennsylvania in the years 1763, 1764 and 1765, together with Sir Mathew Lamb's report thereupon; and after some progress made therein, it was agreed to take them into further consideration tomorrow morning.

Georgia.

East Florida, West Florida, Plantations General.

Ordered, that the Secretary do transmit to the Governors of Georgia, East Florida and West Florida respectively, the estimates for the support of the civil establishments of those colonies from Midsummer 1765 to Midsummer 1766, and also a copy of the estimate for continuing the general survey of America to the Surveyor General for the Southern District.

Quebec.

fo. 172.

The draught of an additional instruction to the Governor of Quebec, relating to the establishment of Courts of Judicature, conformable to the plan and principle laid down in a report of his Majesty's Attorney and Solicitor General, having been prepared pursuant to order, was approved, and a report to the Lords of the Committee of Council thereupon was signed.

Jamaica.

Read an Order of his Majesty in Council on the 28th of May last, directing this Board to prepare and lay before his Majesty the draught of an additional instruction to the Governor of Jamaica, allowing further priviledges to the members of the Council and Assembly in that island, under certain regulations and restrictions.

The draught of an additional instruction, conformable to the said order, having been prepared, was approved, and a representation to his Majesty thereupon was signed.

Pennsylvania.

Their lordships then took into further consideration the laws of Pennsylvania, mentioned in the minutes of yesterday, and it was ordered, that the draught of a report to the Lords of the Committee of Council should be prepared, proposing the repeal of several of the said laws.

Notice having been taken of the time when these laws were presented to the King in Council, it was ordered, that Mr. Penn should be desired to attend the Board on Monday next, in order that the Board may have some conference with him on this subject.

fo. 174.

New York.

Read an Order of the King in Council, dated May 12th, 1766, referring to the Board, for their consideration and report, the petition of Lieutenant Donald Campbell, praying for a grant of one hundred thousand acres of land in New York, on the terms of the Royal Proclamation of the 7th of October, 1763.

Their lordships, upon consideration of the abovementioned reference and petition, ordered the draught of a letter to the Governor of New York to be prepared, desiring him to report to their lordships an account of all proceedings had upon the order issued in 1764, for making a grant to Mr. Campbell of thirty thousand acres in that province, the difficulties in the obtaining and locating of which, Mr. Campbell states as the ground of his present application.

Barbados.

The Secretary laid before the Board the following papers received with a duplicate of a letter from the Governor of Barbados, dated the 21st of February last, vizt.,
Copy of the address of the Assembly to the Governor, March 18th 1766, and the Governor's answer.
Barbados Mercury, containing addresses of the Council and Assembly.

A representation to his Majesty, proposing that Gedney Clarke, esquire, may be appointed of the Council of Barbados in the room of John Frere, esquire, deceased, was agreed to and signed.

Thursday, June 5th. Present:—Earl of Dartmouth, Mr. Jenyns, Mr. Roberts, Mr. Fitzherbert, Lord Palmerston.

Trade, Leghorn.

Their lordships, pursuant to the minutes of the 30th ult., took into further consideration the letter from Mr. Dick, Consul at Leghorn, to Mr. Secretary Conway, desiring directions in respect to a doubt entertained by the factory there, whether they have or have not a negative in cases of the admission of new members; and the Secretary laid before the Board a letter to him from Mr. Godfrey, formerly an eminent merchant trading to Leghorn, containing his sentiments on this subject, and praying to be excused attendance on account of his age and infirmities.

Messrs. Wills and Willis, two other principal merchants trading to Leghorn, who have resided there and been members of the factory, attending, they were called in, and after some discourse with them upon the subject, it was ordered, that the draught of a representation to his Majesty should be prepared.

Ordered, that the representation of the British factory at Leghorn, respecting the disadvantages which the British commerce with that port labours under, from the regulations here concerning quarantine, be taken into consideration on Thursday next, the 12th instant; and that notice be given thereof to all the principal merchants trading to that port.

Pennsylvania.

fo. 179.

Mr. Thomas Penn, one of the Proprietaries of Pennsylvania, attending as desired on the subject of the observation made by their lordships, as to the time when the laws, passed in that province in 1762, 1764 and 1765, were presented to his Majesty, their lordships had some discourse with him thereupon, and having stated to him the prejudice which might arise to the publick interests, if the laws of that province, more especially temporary laws of short duration, were not laid before the Crown as soon as possible after their being passed, Mr. Penn acquainted the Board with the reasons which had created the delay in this particular case, acknowledging at the same time the justice of their lordships' observation, and assuring them of a due attention in future to what they recommended.

Bermuda.

Their lordships took into consideration the addresses to his Majesty of the General Assembly, and merchants and traders of the Bermuda Islands, respecting the trade of those islands, and praying that certain places may be made Ports of entry and clearance, which addresses were referred to this Board by Order in Council of the 17th of September, 1765, mentioned in the minutes of the 6th of December last.

Trade, Leghorn.

Their lordships, pursuant to the minutes of the 5th instant, took into further consideration the representation of the British factory at Leghorn, respecting the disadvantages which the British commerce in that port labours under from the regulations here concerning quarantine; and a considerable number of merchants of the City of London trading to the Italian ports attending as desired, their lordships heard what they had to offer upon the subject.

fo. 189.

The Right Honourable Mr. Nugent, representative for the City of Bristol, having desired to appear at the Board on this occasion in behalf of the merchants of that city, stated to their lordships the disadvantages and inconveniencies their commerce in particular labours under, and the great expence to which it is subjected by the regulations concerning quarantine.

Plantations General, Nova Scotia, Georgia, East Florida, West Florida.

fo. 190.

The Secretary laid before the Board memorials addressed to the Lords Commissioners of the Treasury by the agents for Nova Scotia, Georgia, East Florida, and West Florida, and also by the agents for the Surveyors General of Lands in America respec tively, praying that the sums granted this Session of Parliament for the services to which their memorials respectively have reference, may be issued to them.

The said memorials having been read their lordships approved of their being presented to the Lords Commissioners of the Treasury for their lordships' directions thereupon.

Plantations General.

Ordered, that the Secretary do transmit to the Governors of the several colonies in America respectively, a printed copy of each of the Acts passed in the last Session of Parliament that relate to America.

New York.

Their lordships, upon consideration of the order made on the 3rd instant, upon the reference from the Committee of Council of the petition of Lieutenant Donald Campbell, were pleased to revoke the same, and to order the draught of a report upon the said petition to be prepared.

Pennsylvania.

The draught of a report to the Lords of the Committee of Council upon several laws passed in the Province of Pennsylvania in the years 1763, 1764 and 1765, having been prepared pursuant to order, was approved, transcribed and signed.

Quebec.

Read an Order of the Lords of the Committee of Council for Plantation Affairs, dated June 13th, 1766, referring back to the Board, for their reconsideration, the draught of an additional instruction relative to the establishing Courts of civil jurisdiction in Quebec; and directing their lordships to prepare and lay before the said Committee a draught of particular instructions according to the plan proposed by them in their report of the 2nd of September last, with such variations as are suggested in the report of the Attorney and Sollicitor General.

Ordered, that the draft of particular instructions for the Governor of Quebec, relative to the establishment of Courts of Justice, be prepared.

Virginia.

Read an Order of the Lords of the Committee of Council for Plantation Affairs, dated June 5th, 1766, directing this Board to prepare an additional instruction to the Governor of Virginia, restraining him from passing laws imposing taxes upon liquors or other supplies or provisions, without an express restriction, that such laws shall not extend to supplies furnished his Majesty's ships.

The draft of an additional instruction to the Governor of Virginia, conformable to the directions of the said order, having been prepared was approved, and a report thereupon to the Lords of the Committee of Council was signed.

New York.

Read an Order of the Lords of the Committee of Council for Plantation Affairs, dated June 13th, 1766, directing the Board to prepare and lay before them a draught of an additional instruction to the Governor of New York, revoking so much of the 20th Article of his general instructions, as restrains him from passing any law respecting paper bills, except in case of war or invasion, and impowering him to pass laws for creating such bills under certain restrictions.

The draft of an additional instruction to the Governor of New York, conformable to the directions of the said order, having been prepared was approved, and a report thereupon to the Lords of the Committee of Council was signed.

Bermuda.

Their lordships took into further consideration the papers referred from the Committee of Council relative to the making certain ports in Bermuda Ports of entry and clearance, and it was ordered that Mr. Pigott, agent for the merchants and House of Assembly in this business, should have notice to attend the Board on Tuesday next, the 24th instant.

Nova Scotia.

Read a memorial of Colonel Alexander McNutt, relative to certain privileges which he proposes may be allowed to those persons whom he shall introduce to settlements in Nova Scotia.

Ordered, that it be signified to Mr. McNutt, that if, when the settlement shall have taken place, the settlers themselves shall make any application to the Board on the subject matter to which Mr. McNutt's memorial referrs, their lordships will give all due attention thereto.

Georgia.

The Secretary having laid before the Board a memorial addressed to the Lords Commissioners of the Treasury by the agent for the affairs of Georgia, praying directions for the payment of certain demands on account of the silk culture in Georgia, their lordships approved of its being presented to the Lords Commissioners of the Treasury for their lordships' directions upon it.

East Florida.

Read a memorial of William Grover, esquire, Chief Justice of East Florida, to the Board, praying their lordships' directions for the payment of his salary.

Their lordships, upon consideration of the said memorial, were of opinion that it was not within their department to give any directions in the matter to which it referrs.

Virginia.

Their lordships having been moved to report for the confirmation of an Act passed in Virginia in 1764, entitled,
An Act to impower the vestry of the parish of Elizabeth River in the County of Norfolk to purchase and improve lots in the Borough of Norfolk for the use of the minister instead of a glebe and to pay their minister's salary in money instead of tobacco.

And it appearing, upon a consideration of the said Act, that no objection appeared thereto, it was ordered, that the draught of a representation to his Majesty should be prepared, proposing that the said Act may be confirmed.

Barbados.

fo. 199.

Their lordships took into consideration eleven Acts passed in the Island of Barbados in 1763, 1764 and 1765, together with Sir Mathew Lamb's reports thereupon, and it was ordered, that the draught of a representation to his Majesty should be prepared, proposing that the Act to impower the agent to take a lease of the office of Provost Marshall General of this island from the patentee of the said office in behalf of the legislature of Barbados, and to make the terms and conditions of such lease binding on the publick should be repealed; with respect to the rest of the said Acts it was agreed that they should lye by probationary untill their further effect and operation should be known.

Trade, Leghorn.

Trade, Flanders.

Read a letter from Richard Stonhewer, esquire, to the Secretary, dated March 14th, 1766, transmitting, by the Duke of Grafton's direction, for the Board's consideration,
Extract of a letter from Mr. Gordon, his Majesty's Minister at Brussels, to his Grace the Duke of Grafton, March 4th, 1766.
Account of a new manufacture now carrying on at Vilvord near Brussels for making oil of vitriol, aqua fortis and copperas.

Trade, Flanders.

Ordered, that the Secretary do write a letter to Messrs. Twyman and Cutts, manufacturers of copperas, oil of vitriol and aqua fortis, who are referred to in the abovementioned paper, desiring their attendance at the Board on Wednesday, the 25th instant.

Virginia.

fo. 203.

The Secretary acquainted the Board, that he was desired by the parties interested in three private Acts passed in Virginia in 1765, to move their lordships to lay the same before his Majesty, for the royal confirmation.

The said Acts, the titles of which are as follows, having been read and considered, together with Sir Mathew Lamb's report thereupon, it was ordered, that the draught of a representation to his Majesty should be prepared, proposing they may be confirmed, vizt.,
An Act to dock the intail of nineteen hundred and seventy three acres of land in the parish of Martins Brandon in the County of Prince George, whereof Nathaniel Harrison is seized in fee tail, and for vesting the same in trustees for the uses therein mentioned.
An Act to vest certain lands whereof Rice Jones is seized in fee tail in the Honourable Richard Corbin, esquire, in fee simple, and for settling slaves to be annexed to other intailed lands in lieu thereof.

An Act to dock the intail of certain lands whereof Harry Beverley, gentleman, is seized, and for settling slaves to be purchased in lieu thereof to the same uses.

Trade, Leghorn.

Their lordships then took into further consideration the several papers now before them, relative to the inconveniencies to which our commerce with Leghorn is subject, by all ships coming from thence being obliged to perform quarantine, and after some time spent therein, it was ordered, that the draught of a representation to his Majesty upon this subject should be prepared.

Virginia, Barbados.

The draught of two representations to his Majesty, the one proposing the confirmation of an Act of Virginia relative to the parish of Elizabeth River, the other proposing the repeal of a Barbados Act relative to the Provost Marshall's office, having been prepared pursuant to order, were approved, transcribed and signed.

Quebec.

The Secretary laid before the Board a draught of particular instructions to the Governor of Quebec relative to the establishment of Courts of Justice there, prepared pursuant to order, and the said draught having been approved, a report thereupon to the Lords of the Committee of Council was signed.

Bermuda.

Their lordships then took into consideration the Addresses to his Majesty of the Assembly and merchants of Bermuda, relative to the making certain ports in those islands Ports of legal entry and clearance; and Mr. Pigott, agent for the said Assembly and nerchants, attending, was heard in what he had to offer upon this subject, after which it was ordered, that the draught of a report to the Lords of the Committee of Council thereupon should be prepared.

Wednesday, June 25th. Present:—Earl of Dartmouth, Mr. Rice, Mr. Roberts, Lord Palmerston.

Trade, Flanders, fo. 207.

Their lordships took into further consideration the papers mentioned in the minutes of Friday last, relative to the new manufacture of copperas, oil of vitriol and aqua fortis, established by British subjects near Brussels, and Mr. Twyman, one of the persons wrote to on this occasion, attending, informed the Board of what he knew concerning Mr. Murray, the principal in this undertaking, and confirmed what is suggested in the said papers, as to the foreign markets being heretofore supplyed with these materials wholly from Great Britain; whereupon he was desired to make full and particular enquiry into every circumstance relative to this new establishment, more especially as to the practicability of procuring stones in the neighbourhood of Vilvord, where this manufacture is set up, from which copperas may be extracted.

Mr. Twyman being withdrawn, it was ordered, that the Secretary should write an answer to Mr. Stonhewer's letter on this subject, acquainting him, for the information of Mr. Secretary Conway, with the Board's proceedings and sentiments on this business.

Jamaica.

The Secretary laid before the Board an additional instruction signed by his Majesty for the Governor of Jamaica, relative to the privileges of the Council and Assembly there, and a letter to the Governor inclosing it was prepared and signed.

Senegambia.

Read a memorial of Mr. Anthony Bacon and Company, complaining of the conduct of the Governor of Senegambia in obstructing their agents and factors in shipping a cargo of slaves on board a French ship lying off the River of Senegal, and also complaining of the Collector of the Customs there.

Their lordships, upon consideration of that part of the memorial, which relates to the Governor, agreed that the complaint should be transmitted to Mr. O'Hara for his answer thereto, and it was ordered, that the draught of a letter to him should be prepared.

East Florida.

Their lordships then took into consideration the state of his Majesty's Province of East Florida and the following papers were read and considered, vizt.,

Their lordships then took into consideration thirteen Acts passed in that colony in 1764 and March 1765, together with two reports of Sir Mathew Lamb thereupon, and the said Acts and reports having been read, it was ordered, that the Act entituled, "an Act for the better strengthening and settling this province by compelling the several persons who claim to hold lands within the same under any grant or grants from his Majesty, witnessed by the Governor of South Carolina, to bring or send into this province a number of white persons or negroes in proportion to the lands they claim to hold agreable to his Majesty's royal instructions for granting lands, and to cultivate and improve the same, etc.", should be taken into further consideration on Tuesday, the 15th of July, and that notice should be given to the parties interested to attend.
