A Commission under the Great Seal, bearing date the 22nd of October last, constituting the great officers of State, together with the Earl of Hillsborough, Soame Jenyns, Edward Eliot, George Rice, John Roberts, Jeremiah Dyson, William Fitzherbert, and also Thomas Robinson, esquire, in the room of Lord Palmerston, to be Commissioners for inspecting and improving the commerce and colonies of Great Britain, was opened and read.

Read a letter from Mr. Lowndes, Secretary to the Lords of the Treasury, to Mr. Pownall, dated September 23rd, 1766, stating the reasons of their lordships' opinion that they cannot be intended to be implied in the expression of the proper channel in the Order of Council of the 8th of August last, relative to the mode of proceeding upon affairs of the plantations.

Proprieties, [Pennsylvania.]

Read an Order of the King in Council, dated August 8th, 1766, approving Mr. John Penn, Deputy Governor of Pennsylvania, and the Counties of Newcastle, Kent and Sussex, and directing this Board to prepare and lay before his Majesty a draught of such instructions as have been usually given to the Proprietaries on like occasions.

Mr. Thomas Penn, one of the Proprietaries, attending, was desired to make the usual declaration of the saving of the Crown's right to the three lower Counties of Newcastle, Kent and Sussex, which he engaged to do as soon as conveniently may be, and it was thereupon ordered, that the Secretary should write to the Secretary to the Commissioners of the Customs, desiring a return to the reference made to them by order of the Board on the 30th of August, to consider whether it would be necessary, in consequence of any late Acts of Parliament, to make any, or what alterations in the instructions usually given to governors in the plantations for the observance of the Laws of Trade.

Ordered, that the Secretary do write to the Secretary to the Commissioners of the Customs, for an account of the quantity and value of the exports and imports to and from Portugal, from Christmas 1750 to Christmas 1765.

Plantations General, Indian Affairs.

Read an Order of the Lords of the Committee of Council for Plantation Affairs, dated July 8th, 1766, referring to this Board, for their consideration and report, the memorial of Sir William Johnson, baronet, praying for a grant of a tract of land on the north side of the Mohawk River, and other recompence therein specified, in consideration of his services and expences.

Their lordships taking the said order into consideration, had some discourse with Mr. Penn thereupon, after which the further consideration of it was deferred to another opportunity.

Plantations General.

Read an Order of the Lords of the Committee of Council for Plantation Affairs, dated June 5th, 1766, referring to this Board, for their consideration and report, a memorial of the Auditor General of his Majesty's Plantations in America, praying his Majesty's directions relative to quit rents and settlements of lands upon the waters of the Ohio.

Ordered, that the consideration of the said reference and memorial be postponed, until the Auditor General, whom their lordships are informed is indisposed, is able to assist therein.

Read an Order of his Majesty in Council, dated July 30th, 1766, referring to the Board, for their report, the memorial of Lieutenant Edward Abbot, praying for a grant of the islands lying between the Lakes Erie and St. Clair.

Ordered, that the draught of a report thereupon to the Lords of the Committee of Council be prepared.

The Secretary laid before the Board several letters and papers, (the titles of which are as follow) received from the governors and other chief officers in his Majesty's colonies in America and elsewhere, since the adjournment of the Board on the 3rd of September; and the said letters and papers having been read, it was ordered, that copies of several of them, not appearing to be duplicates of what may have been transmitted to the Secretary of State, should be made, to be communicated to the Earl of Shelburne, and that the Secretary should transmit such copies to his Lordship's Secretary for that purpose.

Their lordships took into further consideration the reference to this Board of the memorial of the Auditor General of the Plantations, relative to grants of land and quit rents upon the waters of the Ohio River, and, after some time spent therein, it was ordered, that the draught of a report thereupon to the Lords of the Committee of Council should be prepared.

Proprieties, Pennsylvania.

Trade.

The Secretary laid before the Board a declaration made and executed by the Proprietaries of Pennsylvania in the usual form and manner, containing a saving of the Crown's right to the three Lower Counties of Newcastle, Kent and Sussex; also a report of the Commissioners of the Customs, containing amendments and additions proposed to be made to the instructions, usually given to the governors of plantations for the observance of the Laws of Trade.

Ordered, that the draught of such instructions, and also the instructions for the Proprietaries of Pennsylvania be amended conformable thereto, and fair transcripts of the latter made out conformable to the Order of Council of the 8th of August last.

Nova Scotia.

Ordered, that fair transcripts of the instructions for trade, so amended, be also made out for the Governors of Nova Scotia and New Hampshire.

The Secretary laid before the Board a copy of the late Treaty of Commerce with Russia, received from the office of one of his Majesty's Principal Secretaries of State.

Their lordships, upon consideration of the said letter, ordered the draught of a representation to his Majesty thereupon to be prepared.

Their lordships then proceeded upon the papers referred to them, relative to the grievances and obstructions under which our trade to Portugal now labours, and such parts of them as relate to the establishment of exclusive companies for carrying on commerce to the Brazils, were read and considered.

Their lordships took into consideration the draught of a representation to his Majesty upon the letter from the Earl of Shelburne, concerning instructions for the agentfor Turks' Islands, and the said draught having been agreed to, was transcribed and signed, together with a letter to the Earl of Shelburne inclosing it.

Their lordships made a further progress in the consideration of the papers relative to the Portugal trade, and more especially those which concern the establishment of the wine company at Oporto.
