Thursday, June 2. Present:—Mr. Jenyns, Lord Robert Spencer, Mr. Gascoyne, Mr. Keene, Mr. Greville.

Virgin Islands.

fo. 56.

Their lordships read and considered an Act passed in the Virgin Islands in February last, entituled an Act to subject all goods and commodities of the growth and produce of the islands of Tortola, Spanish Town, Jost Vandykes and the other Virgin Islands, which shall be shipped from the said islands, to the payment of a duty of four and a half per cent, and to ascertain at what places all the duties of four and a half per cent shall be paid and received. together with Mr. Jackson's report thereupon; and a representation to his Majesty, proposing that the said Act may be confirmed, was agreed to and signed.

St. Christopher's.

Their lordships also took into consideration one Act passed in the island of Saint Christopher in September, 1773, entitled an Act to enable the Minister, Churchwardens and Vestry of the parish of St. Mary Cayon to exchange the glebe lands of the said parish with Daniel Mathew of Felix Hall in the parish of Kelvedon in the county of Essex and kingdom of Great Britain, Esquire, for other lands belonging to the said Daniel Mathew, and situate in the same parish; and for granting a perpetual rent charge to be issuing out of certain lands of the said Daniel Mathew, and payable to the Minister of the said parish for the time being, as an equivalent for the said exchange, together with Mr. Jackson's report thereupon, and it was ordered that the draught of a representation to His Majesty, recommending that the said Act may be confirmed, should be prepared.

Jamaica.

A representation to his Majesty, recommending that Samuel Alpress, Esquire, may be appointed of the Council of Jamaica, was agreed to and signed.

Trade, Spain.

Read a letter from Wyndham Beawes, Esquire, his Majesty's Consul at Seville and St. Lucar, to the Board, dated April 15th, 1774, inclosing,
List of ships arrived at St. Lucar from the 1st of January to the 31st of December, 1773, with an account of their loadings and reloadings.

Plantations General.

The Secretary laid before the Board a certificate from Count Reuss, Advocate of the Unitas fratrum, of the names of three bishops, now resident in America, who are authorized to grant certificates to such members of the Church, called Unitas fratrum, as scruple the taking of an oath, or bearing arms.

Massachusetts.

Read a letter to Mr. Pownall from the Secretary of the province of Massachusets Bay, dated Boston, April 6th, 1774, transmitting the records of the General Court from the 26th of May, 1773, to the 29th of June following.

Africa.

The Secretary laid before the Board a paper received from the Committee of the Company of Merchants trading to Africa, entitled,
Extract of a letter from the Governor and Council of Cape Coast Castle to the African Committee, dated September 12th, 1773.

Grenada.

Read several letters to Mr. Pownall from Mr. Greg, Secretary to the Commissioners for the sale of lands in the Ceded Islands, inclosing accounts of the sales of said lands at different periods.

Thursday, June 16. Present:—Mr. Jenyns, Mr. Jolliffe, Lord Robert Spencer, Mr. Keene.

The Earl of Dartmouth, one of his Majesty's principal Secretaries of State, attends.

Massachusetts.

Read an order of the King in Council, dated June 1st, 1774, referring to this Board, for their consideration and report, twenty Acts passed in the Massachusets Bay in February and March, 1774.

Ordered, that the Acts be referred to Mr. Jackson, for his opinion thereupon in point of law.

Dominica.

Their lordships approved of a lease of lands in the island of Dominica being assigned by Pierre Jolly to Thomas Chabaud Arnault, and it was ordered, that the Secretary should certify the same.

Georgia, East Florida.

fo. 60.

The Secretary laid before the Board memorials prepared by the agents for Georgia and East Florida to be presented to the Lords of the Treasury, desiring that the sums granted by Parliament for the support of the civil establishments of those colonies may be issued to them, and it was ordered, that Mr. Pownall should certify the Board's approbation of the said memorials being accordingly presented.

Leeward Islands, St. Christopher's.

A draught of a representation to his Majesty upon the private Act of St. Christopher's, mentioned in the minutes of the 2nd instant, having been prepared pursuant to order, was approved and signed.

West Florida.

Read an order of the King in Council, dated June 8th, 1774, referring to this Board, for their consideration and report to the Committee of Council for Plantation Affairs, a memorial and petition of Daniel Coxe, praying, for the reasons therein contained, that his Majesty would grant an order to the Governor of West Florida for the petitioner's taking up and locating fifty three thousand acres of land in the said province.

Their lordships took the said order into consideration, and the Clerk of the Reports was directed to prepare the draught of a report thereupon.

South Carolina.

Their lordships took into consideration draughts of general instructions and of those for the observance of the Laws of trade prepared for Lord William Campbell, Governor of South Carolina and his Lordship attending, the Board had some conversation, with him thereupon.

Monday, June 20. Present:—Mr. Keene, Mr. Greville.

The Earl of Dartmouth, one of his Majesty's principal Secre taries of State, attends.

Africa.

Their lordships agreed to and signed a letter to the Earl of Suffolk upon the subject of Sir Joseph Yorke's letter to his Lordship, relative to the disputes with the Dutch upon the coast of Africa.

fo. 62.

Virginia, West Florida.

Their lordships also agreed to and signed a report to the Lords of the Committee of Council upon Mr. Coxe's petition, mentioned in the preceding minutes; and also a report to the Lords of the Committee of Council upon the petitions of the Earl of Dunmore and Captain Foy, praying for grants of land in the colony of Virginia, which said petitions are mentioned in the minutes of the 7th of February last.

Jamaica.

Read a report of Richard Jackson, Esquire, dated March 7th, 1774, on twenty one Acts passed in the island of Jamaica in December, 1772.

South Carolina.

Draughts of general instructions and of those for the observance of the Laws of trade prepared for Lord William Campbell, Governor of South Carolina, were approved, and a representation to his Majesty thereupon was signed.
