Tuesday, December 5th. Present:— Mr. Jenyns, Mr. Keene, Mr. Greville.

Lord George Germain, one of His Majesty's principal Secretaries of State, attends.

Jamaica.

fo. 162.

Their lordships took into further consideration the laws of Jamaica, mentioned in the preceding minutes, and Mr. Fuller, agent for the Island, attending as desired, their lordships had some conversation with him on the subject of several of the said laws; and the Secretary having acquainted the Board, that Lord Irnham's agent had withdrawn his caveat against the confirmation of the Act for enabling Daniel Moore to take a sufficient quantity of water out of Aqua Alta river, their lordships, at the request of Mr. Fuller, ordered the draught of a representation to his Majesty to be prepared, proposing that the said Act may be confirmed.

Africa.

Read a letter to Mr. Pownall from Mr. Stephens, Secretary to the Lords of the Admiralty, inclosing the last returns made to that office of the state and condition of the British forts upon the coast of Africa.

East Florida.

Read a memorial of Anthony Wheelock, late Crown Agent for his Majesty's province of East Florida, praying the Board's directions in respect to a bill of six hundred pounds drawn upon him by Governor Tonyn for public works.

Upon consideration of the said memorial, their lordships approved of the said bill being paid out of any general balance in Mr. Wheelock's hands.

Nova Scotia.

Montserrat.

A representation to his Majesty upon two Acts passed in the province of Nova Scotia, was signed; as was also a representation to his Majesty upon an Act passed in the Island of Montserrat.

Trade.

Their lordships read and considered four Orders in Council, referring the petitions of Messrs. Scott, Clarke, Boddington, Wilson and others, praying leave for licence to export military stores.

Ordered, that the draught of a report to the Lords of the Council be prepared, recommending that the petition of Samuel Scott may be complied with; and that the other petitions do lye by for further consideration; and a report upon Mr. Scott's petition having been prepared, was agreed to and signed.

Tuesday, December 12th. Present:—Mr. Jenyns, Mr. Keene, Mr. Jolliffe, Mr. Greville.

Grenada.

His lordship acquainted the Board, that the King had been graciously pleased to appoint Sir George Macartney, Knight of the Bath, to be Governor of the Islands of Grenada and the Grenadines, and Tobago; and that it was his Majesty's pleasure, that this Board should prepare and lay before his Majesty in Council, draughts of a Commission and instructions for the said Governor.

The draught of a Commission having been accordingly prepared, was approved, and a representation to his Majesty thereupon was signed, humbly recommending to his Majesty at the same time, that the Island of St. Vincent, which now makes a part of the Government of Grenada, should be erected into a separate government, independent thereof.

St. Christopher's.

Their lordships read and considered an Act passed in the Island of St. Christopher's in July, 1773, for appointing William Payne Georges, Esquire, agent for that Island, together with Mr. Jackson's report thereupon, and it was ordered, that the draught of a representation to his Majesty should be prepared, proposing the confirmation of the said Act.

Jamaica.

A representation to his Majesty, proposing the confirmation of the Act of Jamaica, for enabling Daniel Moore to take water out of Aqua Alta river, was signed.

St. Christopher's. Jamaica.

Jamaica.

A representation to his Majesty, proposing the confirmation of the agency Act of St. Christopher's, was signed; as was also a a representation to his Majesty, recommending that Thomas Wallin, Esquire, may be appointed of the Council of Jamaica.

Trade.

Their lordships read and considered several applications to export gunpowder, arms and ammunition, referred to this Board by order of the Lords of the Council, and the following reports were agreed to and signed, viz:—

Report upon the petition of William Wilson, praying leave to export gun locks to the coast of Africa.
Report upon the petition of Thomas Smith, praying for licence to export twenty barrels of gunpowder to the Island of Jamaica.

St. Vincent's.

Their lordships approved of the assignment of a lease of two parcels of cleared land, one of forty one acres, and the other of sixty four acres in the Island of St. Vincent, from Jean Simon Fournier to William Walker and Jonathan Atkinson; and the Secretary was ordered to certify their lordships' approbation accordingly.
