Friday, August 9th. Present:—Mr. Gascoyne, Mr. Keene, Mr. Eden.

Lord George Germain, one of his Majesty's principal Secretaries of State, attends.

Senegambia.

Read a letter from John Robinson, esquire, Secretary to the Lords Commissioners of his Majesty's Treasury, to Mr. Cumberland, dated the 27th of July last, transmitting a memorial of Charles O'Hara, esquire, Governor of Senegambia, praying payment of certain sums of money advanced by him in contingent expences for the service of the province, together with a book containing accounts of the expenditure of the said sums.

St. Vincent's.

Read a letter from John Robinson, esquire, Secretary to the Lords Commissioners of the Treasury, to Mr. Cumberland, dated the 30th of July last, transmitting copy of instructions to Mr. Ingram, Receiver General of the Islands of St. Vincent's, for changing the leasehold tenures in that island into fee simple under certain regulations and restrictions.

Lord George Germain acquainted the Board, that it was his Majesty's pleasure, that they should consider of and prepare the draught of an additional instruction to the Governor of the Island of St. Vincent, to authorize and require him to affix the public Seal of that island to all such instruments as should be offered to him for changing the leasehold tenures in the said island into fee simple, under such regulations as shall be prescribed for that purpose by the Lords Commissioners of the Treasury.

The draught of an additional instruction having been accordingly prepared, was approved, and a representation to his Majesty thereupon was signed.

Ordered, that the Secretary do write to Mr. Robinson to acquaint him, for the information of the Lords of the Treasury, that the Board have prepared and enclosed in a representation to his Majesty, the draught of an additional instruction to Governor Morris, empowering him to affix the public Seal of St. Vincent's to instruments for changing leasehold tenures in that island into fee simple.

Wednesday, August 28th. Present:—Mr. Gascoyne, Mr. Eden.

Leeward Islands.

Lord George Germain, one of his Majesty's principal Secretaries of State, attended, and his Lordship acquainted the Board, that the King had been pleased to appoint William Mathew Burt, esquire, to be Governor of the Leeward Charibbee Islands in America, and that it was his Majesty's pleasure, that this Board should prepare and lay before his Majesty in Council, draughts of a Commission and instructions for the said Governor.

Ordered, that draughts of a Commission and instructions be accordingly prepared, and laid before the Board with all convenient dispatch.

Senegambia.

His Lordship also acquainted the Board, that the King had been graciously pleased to appoint John Clarke, esquire. to be Governor of the province of Senegambia in Africa, and that it was his Majesty's pleasure, that this Board should prepare and lay before his Majesty in Council, draughts of a Commission and instructions for the said Governor.

Ordered, that draughts of a Commission and instructions be prepared accordingly, and laid before the Board, as soon as conveniently may be.

Ordered, that the Secretary do write to Mr. Robinson, Secretary to the Lords Commissioners of the Treasury, in answer to his letter of the 27th of last month, desiring to know by what authority Governor O'Hara proceeded in the expenditure of the money in the province of Senegambia. which he charges as contingencies in the accounts referred by the said letter to this Board; and that copies may be communicated of such orders and instructions, (if any) as have been given by the Lords of the Treasury for that purpose.

Ordered, that the Secretary do write to Mr. Robinson, Secretary to the Lords Commissioners of the Treasury, and desire him to submit to the Lords of that Board, whether it might not be adviseable to order that the balance of three thousand pounds, acknowledged to be in the hands of Mr. Joseph Bullock, late agent to the province of Senegambia, should be applied to the payment of the salaries of the civil officers on that establishment.

Ordered, that the present and late agents to the province of Senegambia be directed to bring in such further accounts, vouchers, etc., relating to the issue and expenditure of the money granted by Parliament for the support of that province, as have not been laid before the Board, and that Governor O'Hara be desired to bring in the several accounts relating to his disbursements.

Dominica.

Their Lordships read and approved of the petition of William Cubbins and William Garnier, esquires, for the assignment by Mr. Cubbins of a lease of thirty roods of wood land in the Island of Dominica to Mr. Garnier: and the Deputy Secretary was ordered to certify their lordships' approbation accordingly.

Trade.

Read an Order of the Lords of the Privy Council, dated the 14th instant, referring to this Board the petition of Edmund Hill, for leave to export a certain quantity of gunpowder to Jamaica, on board the ship Blenheim.

Their lordships, upon consideration of the abovementioned petition, were of opinion, that the exportation prayed for might be allowed; but the petitioner attending, desired leave to withdraw his petition.

Read an Order of the Lords of the Privy Council, dated the 21st instant, referring to this Board the petition of Messrs. Elton Powell and Company, for leave to export to Dublin five hundred barrels of gunpowder, on board the ships Linnen and Duke of York.

Their Lordships, upon consideration of the above petition, were of opinion, it would not be adviseable to allow the exportation prayed for.

The following Orders of the Lords of the Privy Council were read and considered, vizt.,
Order of the Lords of the Privy Council, dated the 9th instant, referring to this Board the petition of the Carron Company, for leave to export certain cast iron guns from their works in Scotland to Copenhagen, on board the ship Janet.
Order of the Lords of the Privy Council, dated the 9th instant, referring to this Board the petition of James Baril, for leave to export to Havre de Grace certain military stores, on board the ship Anna Sophia.

Order of the Lords of the Privy Council, dated the 16th instant, referring to this Board the petition of James Baril, for leave to export certain military stores to Dunkirk, on board the first ship that may offer for that purpose.
Order of the Lords of the Privy Council, dated the 16th instant, referring to this Board the petition of Richard Lever, for leave to export certain military stores to West Florida, on board the brig Norton.

Their lordships, upon consideration of the abovementioned petitions, were of opinion, that the exportation prayed for should be allowed; and draughts of reports to the Lords of the Privy Council thereupon having been prepared, were agreed to, transcribed and signed.
