Jamaica.

Read a letter from Stephen Fuller, esquire, agent for the Island of Jamaica, to Lord George Germain, dated July 1st, 1777, acquainting his Lordship, that Mr. Long had desired him to recommend Mr. Shirley to be of the Council of Jamaica; at the same time acknowledging the impropriety of his interfering, in a matter of that sort, till the pretensions of Mr. Nathaniel Beckford, who has been so strongly recommended by Sir Basil Keith, are determined.

Ordered, that the draught of a representation to his Majesty be prepared, recommending Nathaniel Beckford, esquire, to be of the Council of the Island of Jamaica; which draught having been prepared accordingly, was approved, transcribed and signed.

Read an Act passed in the Island of Jamaica in December, 1774, intituled an Act to entitle Frances Clarke, Shirley Clarke, Ann Clarke, Robert Pawlett Clarke, Thomas Clarke and William Clarke, the reputed children of Robert Clarke of the parish of Saint Catherine, gentleman, by Charlotte Pawlett, a free mulatto woman, to the same rights and privileges with English subjects under certain restrictions, together with Mr. Jackson's report thereupon.

Ordered, that the draught of a representation to his Majesty be prepared, proposing the confirmation of the Act abovementioned; which draught having been prepared accordingly, was approved, transcribed and signed.

Trade.

Read an Order of the Lords of the Privy Council, dated July 4th, 1777, referring to this Board the petition of James Ballie, for leave to export fifty barrels of gunpowder to the Island of St. Vincent, on board the ship True Briton, for the use and defence of sundry plantations.

Their lordships, on consideration of the foregoing petition, were of opinion, that the exportation prayed for should be allowed; and the draught of a report to the Lords of the Privy Council thereupon having been prepared, was approved, transcribed and signed.

St. Vincent's.

Their lordships approved of the following lease of lands in the Island of St. Vincent being assigned to the person therein named, and the Secretary was ordered to certify the same.

Assignment by Jean Doupnoy, Marie Elizabeth Vincent and Magdelaine Riviere of a lease of twenty eight acres of land in the Island of St. Vincent to Patrick Wilkie.

St. John's.

Read a letter from Mr. Robinson, Secretary to the Lords of the Treasury, to Mr. Cumberland, dated July 9th, 1777, transmitting a memorial of Thomas Desbrisay, Lieutenant Governor, Secretary and Register upon the provincial establishment of the Island of St. John, stating that his name as Secretary has been omitted in the returns to the Lords of the Treasury, of the salaries payable out of the quit rents as being a non resident without leave; upon which memorial the Lords of the Treasury desire the opinion of this Board.

Ordered, that Mr. Cumberland do write to Mr. Robinson, and acquaint him, for the information of the Lords of the Treasury, with the opinion of the Board, upon the above memorial.

A new Commission under the Great Seal of Great Britain bearing date the 17th of June last, constituting the Great Officers of State, together with Soame Jenyns and Bramber Gascoyne, esquires, Robert Spencer, commonly called Lord Robert Spencer, William Jolliffe, the Honourable Charles Greville, William Eden, esquires, together with Thomas de Grey, esquire, in the room of Whitshed Keene, esquire, to be his Majesty's Commissioners for promoting the trade of this Kingdom, and for inspecting and improving his Majesty's Plantations in America and elsewhere, was read, and Mr. de Grey took his seat at this Board.

Read an Order of the Lords of the Privy Council, dated July 11th, 1777, referring to this Board the petition of Isaac Elton, John Powell and John Fowler of Bristol, praying leave to export to Jamaica, fifty barrels of gunpowder, on board the ship Druid.

Read an Order of the Lords of the Privy Council, dated the 14th July, 1777, referring to this Board the petition of Peter Thellusson and Company, for leave to export to La Rochelle, by the way of Ostend, sundry military stores therein specified, on board the ship Marie Anne, for the use of two French ships trading to the coast of Africa.

Read an Order of the Lords of the Privy Council, dated July 16th, 1777, referring to this Board the petition of Charles Loubier Teisier and Company, for leave to export to Havre de Grace, on board the ship Fancy, sundry military stores therein specified, to be reshipped on board the ship Ajax, for the coast of Angola.

Their lordships, on consideration of the three foregoing petitions, were of opinion, that the exportation prayed for should be allowed; and the draughts of three reports to the Lords of the Privy Council having been prepared accordingly, were approved, transcribed and signed.

Read an Order of the Lords of the Privy Council, dated July 11th, 1777, referring to this Board the petition of Messieurs Clarke and Milligan, for leave to export to West Florida, sundry military stores therein specified, on board the ships St. Andrew and Marian, for the Indian trade.

Mr. Clarke, one of the petitioners, attending, was called in, and their lordships having entered into an examination of such points as they thought necessary, were of opinion, that the exportation prayed for should be allowed, upon condition that the said ships do sail with convoy; and the draught of a report to the Lords of the Privy Council having been prepared thereupon, was approved, transcribed and signed.

Trade.

Read an Order of the Lords of the Privy Council, dated July 11th, 1777, referring to this Board the petition of Messieurs Lane, Son and Fraser, for leave to export to the Island of Antigua, on board the ship Thomas, sundry military stores therein mentioned, for the purpose of arming vessels to be fitted at that island with letters of marque.

Read an Order of the Lords of the Privy Council, dated July 18th, 1777, referring to this Board the petition of Peter Thellusson and Company, for leave to export to Dunkirk, on board the ship Britannia, twenty iron cannon, for the use of two French ships the La Poline, and the St. François de Sale.

Their lordships, upon consideration of the two foregoing petitions, were of opinion, that it would not be expedient to recommend the exportation prayed for.

Grenada, Tobago.

Copy of a letter from Lord Macartney to Lord George Germain, dated Grenada, February 13th, 1777, acquainting his Lordship of a vacancy in the Council of Tobago, by the resignation of Mr. Thomas Fairholme, and recommending Mr. James Campbell as a person properly qualified to be of the said Council.

Leeward Islands, Montserrat.

Extract of a letter from Governor Burt to Lord George Germain, dated Antigua, May 6th, 1777, acquainting his Lordship, that by the death of Mr. Symes, one of the Council for the Island of Montserrat, the number resident on that island is under seven, and recommending Richard Isles, esquire, to be of the said Council.

Quebec.

Read a letter from Mr. Knox to Mr. Cumberland, dated July 21st, 1777, (No. 1) transmitting, by direction of Lord George Germain,
Copy of a letter from Sir Guy Carleton to Lord George Germain, dated Quebec, May 24th, 1777, recommending Roque St. Ours, esquire, to be of the Council for that province, in the room of his father Mr. St. Ours, who, being very infirm, is desirous to resign his seat.

The draught of a representation to his Majesty, recommending Roque St. Ours, esquire, to be of the Council for the Province of Quebec, having been prepared, was approved, transcribed and signed.

Ordered, that the ordinances abovementioned, together with the copy of the project for establishing a Chamber of Commerce in the Province of Quebec, be referred to Mr. Jackson for his opinion and report thereupon.

Nova Scotia.

Ordered, that the draught of a representation to his Majesty be prepared, recommending Bryan Finucane, esquire, Chief Justice of the Province of Nova Scotia, to be of the Council for the said Province, and that he may take his seat next in order immediately after the Lieutenant Governor of the said province for the time being, in like manner as in the case of Jonathan Belcher, esquire, deceased; which draught having been prepared accordingly, was approved, transcribed and signed.

Jamaica.

Read a memorial of Stephen Fuller, esquire, agent for the Island of Jamaica, praying the Board, to take into consideration the draught of a Bill, for enabling the creditors of Philip Pinnock, esquire, to raffle for his house and penn situated in the parish of St. Andrew in the said island.

Ordered, that a copy of the said draught be transmitted to Sir Basil Keith, Governor of the Island of Jamaica, and that a letter be written to him, acquainting him, that if the case of Mr. Pinnock should appear to him to deserve an exemption from the general restrictions contained in his Majesty's instructions, respecting Acts for instituting publick lotteries, and shall transmit to their lordships the draught of a Bill, in no material respect differing from the said inclosed draught, they will advise his Majesty to direct him to assent to the same; and the draught of the said letter to Sir Basil Keith having been prepared accordingly, was approved, transcribed and signed.

Africa.

The Secretary laid before the Board the copy of a letter from Mr. Nicholas Lomax, surveyor, dated Cape Coast Castle, January 1st, 1777, to the Governor and Council of Cape Coast Castle on the coast of Africa, respecting the state and condition of the several forts at Accra, Prampram and Seccondee.

Ordered, that the above six Acts be sent to Mr. Jackson, for his opinion thereupon in point of law.

fo. 167.

Read a memorial of Samuel Smith, esquire, agent for the Island of St. John's, stating that he hath received from his Majesty's Exchequer £2892 to pay the officers of the civil establishments and other incidental expences for the Island of St. John's, for one year; that a doubt has arisen in his mind, whether he is to pay the officers of the establishment residing in England the whole of their appointment, or whether he should reserve any, and what part for the support of their deputy's, who reside, and do their duty on the island; and praying that their lordships will give directions for his conduct in this matter.

fo. 168.

Ordered, that Mr. Smith be acquainted with the substance of his Majesty's general instructions to the Governor, respecting the salaries of absent officers arising from the quit rents, vizt., that one moiety of the salary, be paid to such officers who shall be absent with leave; and the other moiety to the persons actually officiating, during such absence; and their lordships are of opinion, that it will be proper and expedient, that Mr. Smith, in his payments to the respective officers of that government, should observe the said regulation.
