Answer to his lordship.

A letter from the Lord Viscount Bolingbroke, of the first instant [fo. 339], referring to the consideration of the Board the copies of two letters &c., from Mr. Drummond, appointed commissary for settling of trade with the Spanish Netherlands, and desiring their lordships to report what they shall thereupon judge for her Majesty's service, and the good of the British commerce &c., in those parts, was read; and directions given for preparing an answer to my Lord Bolingbroke's said letter.

Debenture to Mr. Houblon.

Wynne Houblon, esquire, attending, and the copy of the will of the late Mr. James Houblon, one of the sufferers at Nevis, whereby the said Wynne Houblon is appointed his executor, being examin'd at the Board, the debenture number'd 379 was delivered to him.

A letter to the Lord Viscount Bolingbroke, in answer to his lordship's two letters of the 14th of the last month, and first instant [fo. 343], relating to Mr. Drummond, appointed commissary for settling the trade with the Spanish Netherlands, as ordered yesterday, was signed.

Debentures deliver'd to Mr. Coleman,

Mr. William Coleman attending, and his letters of attorney from three of the sufferers at Nevis and St. Christopher's being examined at the Board, the debentures number'd 392, 393, and 402 were delivered to him.

Mr. Lee, and

Mr. Tudor Lee also attending, and his letter of attorney from Edward Chaddock, a sufferer at St. Christopher's, being examined at the Board, the debenture number'd 394 was deliver'd to the said Mr. Lee.

Mr. James Young likewise attending, and his letter of attorney from Mrs. Sarah Brown, a sufferer at St. Christopher's, being examined at the Board, the debenture number'd 426 was delivered to him.

Jamaica.

Case of duties on prize goods.

Mr. William Willard and Mr. William Wood attending, in behalf of the captors that are interested in the duties demanded on prize goods brought into Jamaica, and praying their lordships would be pleased to let them have a copy of the state of the case, as transmitted to their lordships about April, 1710, by the Governor, Council and Assembly of that island; their lordships thereupon ordered that a copy thereof should be given accordingly.

Carolina.

Certificate of Lords Proprietors nominating Mr. Johnson Governor.

Representation.

An Order of Council, of the 15th of the last month, referring to the Board a certificate from the Lords Proprietors of Carolina of their having appointed Robert Johnson, esquire, to succeed Charles Craven, esquire, in the government of Carolina, and recommending the said johnson for her Majesty's royal approbation, was read; whereupon a representation, being imediately drawn up, was signed.

Captain William Matthew attending, and producing to the Board his powers from Margaret Hill, one of the sufferers at St. Christopher's, contained in an indenture tripartite of the 18th of April, 1709, executed by the said Captain Matthew, Anne his wife, and Margaret Hill; the debenture number'd 395, in the name of the said Margaret Hill, was delivered to him.

Mr. Richard Baker attending, and his letters of attorney from several of the sufferers at Nevis and St. Christopher's being examined at the Board, the debentures number'd 408, 409, and 411 were deliverd to him.

Mr. Samuel Streater attending, and his letters of attorney from several of the sufferers at Nevis being examined at the Board, the debentures number'd 418, 419, and 420 were delivere'd to him.

Mr. John Edwards attending, and the letter of attorney from Henry Lloyd, one of the sufferers at Nevis, to the said Edwards and John Schoppens, being examined at the Board, the debenture number'd 167, in the name of the said Henry Lloyd, was, upon the said Edward and Schoppens’ joint receipt, delivered to Mr. Edwards.

Mr. Humphrey South attending, and his letters of attorney from several of the sufferers at Nevis being examin'd at the Board, the four debentures number'd 413, 414, 415 and 416 were delivered to him.

Proclamation of the Peace.

Circular letters.

An Order of Council, of the 4th instant, directing the Board forthwith to cause her Majesty's proclamation for publishing the Treaties of Peace and Commerce lately concluded between her Majesty and his most Christian Majesty the French King, to be sent to the respective Governors of her Majesty's plantations in America &c., was read; and circular letters being accordingly prepared for that purpose to the Governors or Proprietors of her Majesty's several plantations, the same were signed.

Order of House of Commons.

Representations and memorials about trade with France.

Answer agreed.

An Order of the House of Commons, of the 9th instant, directing their lordships to lay before that House the representations made to this Board from the merchants and several Corporations of Great Britain, in relation to trade, while the Gertruydenberg Treaty was depending and afterwards [fo. 349], and also the petitions and memorials that have been lately laid before the said Commissioners relating to the trade of this kingdom, and what directions and comands they have received from her Majesty thereupon, being read, directions were given for copying the several papers therein mention'd; and the draught of a report in answer to the said order was drawn up, agreed and ordered to be transcribed.

Report to House of Commons.

A report, in answer to an Order of the House of Commons of the 9th instant, mention'd in the minutes of Tuesday last [fo. 348], requiring several papers &c. from this Board, relating to the trade of this kingdom, was signed, and the said paper being copied, and laid before the Board, Mr. Monckton was desired to present the same to the House, which he promised to do accordingly.

Order of Council.

Bill to pass into an Act of Parliament for settling a revenue.

An Order of Council, of the 4th instant, signifying her Majesty's pleasure that this Board do lay before the House of Commons the draught of a Bill transmitted with their lordships’ letter to the Earl of Dartmouth of the first of April, and proposed to be pass'd into an Act of Parliament, for settling a revenue in the province of New York, was read; whereupon their lordships resolved to desire Sir John Hynd Cotton will please to lay the same before the House of Comons accordingly.

Mr. Humphrey South likewise attending, the letters of attorney to him and the foresaid Mr. Travers from James Bevon and Thomas Beauchamp, two of the said sufferers at Nevis, were examined, and upon the said South and Travers’ several receipts, the debenture number'd 417 was delivered to them.

Mr. Joseph Martin and Mr. Jonathan Netherway attending, and the letter of attorney from Mary Netherway, who with the said Joseph Netherway was a sufferer at Nevis, being examined, the debenture number'd 378, upon the said Martin and Netherway's several receipts, was deliverd to them.

Mr. Merriweather.

Mr. Richard Merriweather also attending, and the letters of attorney to him from several of the sufferers at Nevis, as likewise the letter of attorney to the said Merriweather, with Mr. Martin's above-mentiond, being examin'd at the Board, the four debentures number'd 328, 333, 350 and 467 were delivered to Mr. Merriweather himself, and the debenture number'd 376 deliver'd to him and Mr. Martyn jointly.

Bermuda.

Additional instruction to Mr. Pulleyn about presents and house rent.

Letter to Earl of Dartmouth.

The draught of an additional instruction for Henry Pulleyn, esquire, her Majesty's Lieutenant Governor of Bermuda, forbidding him to receive presents from the Assembly of those islands &c., and relating to his house-rent and augmentation of salary thereupon, being prepared and laid before the Board, a letter to the Earl of Dartmouth, inclosing the said draught of instructions for her Majesty's pleasure, was signed.

An Order of Council, of the 4th of May, 1713, referring to the Board a certificate from the Lords Proprietors of Carolina to her Majesty, relating to their having nominated and appointed Charles Eden, esquire, to be Governor of North Carolina, in the place of Edward Hyde, esquire, deceased, and recommending the said Eden for her Majesty's royal approbation, was read [fo. 362], whereupon a representation to her Majesty was drawn up and signed.

Projects of treaties of commerce with France &c.

Two Orders of the House of Lords, dated yesterday, directing this Board to lay before them the draughts or projects of any Treaty of Commerce with France, prepared by or communicated to the Board, before the Treaty of Peace at Ryswick, and since the year 1708, with other papers relating thereto, were read; and directions given for preparing copies of the said draughts or projects of treaties and papers accordingly.

Rules not contain'd in the tariff of 1664.

Lord Guilford to deliver it.

An Order of the House of Lords, dated yesterday, directing the Board to lay before that House an account of the rules not contain'd in the Tariffe of 1664, but prescribed at that time for the payment of any duties in any provinces not particularly mention'd in that Tariffe, was read; and an answer thereto was imediately drawn up, signed and delivered to the Lord Guilford, who promised to lay the same before the House of Lords accordingly.

An Order of the House of Lords, dated 21st instant, requiring the Board to lay before that House their report and observations on the Succession and Barrier Treaty with the Dutch in 1709, was read, and directions given for copying the same accordingly.

An Order of the Lords of the Committee of Council for hearing appeals from the plantations, dated the 22nd instant [fo. 358], upon the petition of Mr. Robert Saunders, who prays liberty to proceed against Gersham Elye, esquire, a member of the Assembly of Jamaica, notwithstanding his priviledge, in order to the recovery of a considerable estate in that island, referring it to this Board to inform themselves and report whether priviledge has at any time been claimed by the members of the Assembly of Jamaica, whether allowed, in what cases, and the issue thereof, was read; and Mr. Elmer and Mr. March, two gentlemen of Jamaica, attending, with the said Mr. Saunders, they acquainted their lordships that the said Elye does stand upon his priviledge; that no Court in that island will take cognizance of any suit or application, where priviledge is claimed; and that the present Assembly, which was chosen in the time of Major-General Handasyd's government of that island, is still continued, whereby several of the members thereof protect themselves from paying their just debts, to the great prejudice of her Majesty's subjects and the trade of Jamaica; whereupon, these gentlemen retired, the draught of a representation in answer to the said Order was prepared, agreed and order'd to be transcribed.

Order of Committee of House of Comons for minutes of the Assembly.

Prize goods.

An Order from a Committee of the House of Commons, to whom the petition of several planters, inhabitants of, and merchants trading to, the island of Jamaica is referr'd, dated yesterday, and requiring the secretary of this Board to lay before the said Committee an extract of the Assembly of the 27th of March, 1710, was read; whereupon the minutes of the Assembly of Jamaica, being examin'd, and it appearing that they did not proceed that day to any business, but only adjourn'd to the 28th of March, 1710, order'd that an extract of the minutes of the Assembly of Jamaica, both of the 27th and 28th of March, 1710, about prize goods, with what else imediately relates thereto, be prepared to be laid before the said Committee accordingly.
