December 1. Present:—Mr. Chetwynd, Mr. Docminique, Mr. Pelham, Mr. Bladen, Mr. Ashe, Sir O. Bridgman, Mr. Cary.

South Carolina.

Representation upon the hardships of the Independent Company at Fort King George signed, with a letter to the Duke of Newcastle, about the Spaniards fitting out vessels.

The representation [fo. 265] upon the copy of a letter from Captain Massey, referred to the Board by the Duke of Newcastle's letter of the 23rd of September last, mentioned in the Minutes of the 26th of the same month, in relation to the hardships which the independent company at Fort King George lies under, and likewise to the utility of the said fort, agreed yesterday, was signed, as also a letter enclosing the same to the Duke of Newcastle, with the copy of Jacobus Kiersted's deposition, mentioned in the Minutes of the 28th of the last month, in relation to several paraguas fitting out by the Spaniards at St. Augustine, to cruize upon the coast of South Carolina.

Partition of lands.

The draught of a representation, ordered to be prepared the 24th of the last month [fos. 263, 270], for repealing an Act, passed at New York in the year 1726, entituled, An Act for the easier partition of lands held in common, etc., was agreed and ordered to be transcribed.

Bermuda.

Acts considered.

Their Lordships taking into consideration the following Acts, passed at Bermuda, agreed thereupon, as is expressed under each respective title, viz.:—
An Act for the greater encouragement of planting Indian corn in these Islands.
Passed in November, 1718, and expired.
An Act for the renewing the Act, entituled An Act for the greater encouragement of planting Indian corn in these Islands.
Passed in November, 1722, and expired.
An Act against bastardy.
Passed in July, 1724. To lye by probationary.

Antigua.

Act.

Foreign Attachments.

Their Lordships then took into consideration the Act, passed at Antigua in February, 1723–4 [fo. 261, vide infra], entituled, An Act for constituting a court to hold plea for foreign attachments, according to the custom of the City of London, mentioned in the Minutes of the 22nd of the last month, and gave directions for preparing the draught of a representation for confirming the said Act.

Antigua.

Foreign attachments, to be confirmed.

The draught of a representation, ordered yesterday to be prepared [vide supra], for confirming an Act, passed at Antego in February, 1723–4, entituled, An Act for constituting a court to hold plea of foreign attachments, according to the custom of the City of London, was agreed and signed.

New York.

Act, Partition of lands, to be repealed.

The representation for repealing an Act [fo. 267], passed at New York in November, 1726, entituled, An Act for the easier partition of lands held in common, and promoting the settling and improvement thereof, and for confirming former divisions in the settled townships of this Colony, agreed the 1st inst., was signed.

St. Christophers.

Order from the Lords of the Committee upon Mr. Greathead's petition.

Copies of papers ordered.

An Order from the Lords of the Committee [fo. 237], dated 21st November, 1727, referring to the Board a petition of John Greathead, Esq., complaining against Lieut. Gen. Matthew for having removed him from the offices of Chief Justice of the Court of King's Bench, etc., and desiring to be restored, was read; and Mr. Sharpe attending, desired in behalf of Mr. Greathead that their Lordships would please to grant him copies of the reasons, which Lieut. Gen. Matthew had transmitted for having removed the said Mr. Greathead; whereupon ordered that the extract of General Matthew's letter to the Board, dated the 15th of August, mentioned in the Minutes of the 19th of October last [fo. 237], and a copy of the account of Mr. Greathead's behaviour, referred to in the Lieut. Gen. Matthew's said letter, be given to Mr. Sharpe.

Trade.

East India Company's exports.

An Order in Council [Jour. C.C. fo. 333], dated the 2nd of the last month, referring to the Board an account of the exports of the East India Company between the 29th of September, 1726, and the 29th of September, 1727, was read.

Letter from Mr. Carkesse.

Exports to Denmark and Norway.

A letter from Mr. Carkesse [fo. 242], Secretary to the Commissioners of His Majesty's Customs, dated the 25th of November, 1727, in answer to one writ him the 4th of October, 1727 [fo. 224], transmitting an account of the species and quantities of goods exported from England to Denmark and Norway in three years, from Christmas, 1723, to Christmas, 1726, was read.

Virginia.

Letter from the President with Minutes of Council.

A letter from Mr. Carter, President of the Council and Commander in Chief of Virginia, without date, was read, and the
Minutes of Council of Virginia, of the 14th and 15th of June, 1727,
therewith transmitted, were laid before the Board.

Letter from Major Gooch with papers.

A letter from Major Gooch, Lieutenant Governor of Virginia [fo. 273], dated the 21st of September, 1727, was read; and the papers, therein referred to, were laid before the Board, viz:—
Copy of an address from the Lieutenant Governor and Council of Virginia to His Majesty on his accession to the Crown.
Journal of Mr. Harrison's proceedings about some Indians, who disturbed the frontiers of Virginia.

Virginia.

Answers ordered and letter to the Duke of Newcastle enclosing the postscript of Major Gooch's.

Ordered that the draught of an answer be prepared [fos. 272, 275] to Major Gooch's said letter.

Ordered that a letter be prepared [fos. 272, 275], for transmitting to His Grace the Duke of Newcastle the postscript of Major Gooch's said letter, in relation to some ships taken by the Spaniards.

Jamaica.

Letter from Mr. Harris about the Governor's Instructions.

A letter from Mr. Richard Harris to the Secretary [fo. 247], dated the 13th of November, 1727, relating to the instructions to the Governor of Jamaica about the duties on negroes there, was read; whereupon ordered that Mr. Harris be acquainted that, if he has anything further to offer upon this subject, their Lordships will be ready to hear him.

Barbadoes.

Mr. Fane's report, Act about elections.

Mr. Fane's report upon an Act [fo. 277], passed in Barbadoes in July, 1721, entituled, An Act to keep inviolate the freedom of elections in the said Island of Barbadoes, and appointing who shall be freeholders, and be capable of electing or being elected Assembly Men or Vestry Men, or to serve as Jurors to try real actions within this Island, was read, as also the said Act, and their Lordships resolved to consider further thereof on Wednesday morning next.

December 8. Present:—Mr. Chetwynd, Mr. Docminique, Mr. Pelham.

Virginia.

Letter to the Duke of Newcastle with extract of one from Major Gooch.

A letter to the Duke of Newcastle [fo. 273], ordered to be prepared the 6th inst., for enclosing the extract of a letter from Major Gooch, Lieutenant Governor of Virginia, in relation to some ships taken by the Spaniards, mentioned in the Minutes of the same day, was agreed and signed.

Letter to Major Gooch agreed.

The draught of a letter, ordered to be prepared the 6th inst. [fos. 273, 276], to Major Gooch, was agreed and ordered to be transcribed.

Letter to Major Gooch.

Lord Orkney's instructions.

The letter to Major Gooch [fo. 275], Lieutenant Governor of Virginia, agreed at the last meeting, was signed.

The draught of a representation [fos. 228, 279], with the Earl of Orkney's instructions for the Government of Virginia, was agreed and ordered to be transcribed.

December 13. Present:—Mr. Chetwynd, Mr. Docminique, Mr. Pelham, Mr. Bladen, Mr. Ashe, Mr. Cary.

Barbadoes.

Act, elections.

Their Lordships took again into consideration the Act, passed at Barbadoes in July, 1721 [fos. 274, 278], mentioned in the Minutes of the 7th inst., intituled, An Act to keep inviolate the freedom of elections in the said Island of Barbadoes etc., and their Lordships resolved to consider further thereof to-morrow morning.

December 14. Present:—Mr. Chetwynd, Mr. Docminique, Mr. Bladen, Mr. Ashe, Sir O. Bridgman, Mr. Cary.

Their Lordships took again into consideration the Barbadoes Act for keeping inviolate the freedom of elections, etc., and resolved to consider further thereof on Tuesday morning next.

Lord Orkney's instructions.

The representation upon the Earl of Orkney's instructions [fo. 276], agreed the 12th inst., was signed, as also a letter for enclosing the same to the Duke of Newcastle.

Barbadoes.

Act, elections, to lie by.

Their Lordships taking again into consideration the Barbadoes Act, passed in July, 1721 [fo. 278], mentioned in the Minutes of the 14th inst., entituled, An Act to keep inviolate the freedom of elections in the said Island of Barbadoes, and appointing who shall be freeholders, and be capable of electing or being elected Assembly Men or Vestry Men, or to serve as Jurors to try real actions within this Island, agreed that the same should lye by.

Letter from the President.

A letter from Mr. Ayscough, President of the Council and Commander in Chief at Jamaica, dated the 1st of October last, was read.

Commissions for Mr. Burnet.

A representation with the draughts of Mr. Burnet's commissions [fo. 248] for the Government of the Massachusetts Bay and New Hampshire, ordered to be prepared the 7th of the last month, was agreed and signed, as also a letter for enclosing the same to the Duke of Newcastle.

New York.

New Jersey.

Letter from Mr. Burnet with papers.

The four following letters from Mr. Burnet, Governor of New York and New Jersey, were read, and the papers, therewith received, were laid before the Board, viz.:—

A letter from him, dated the 24th of August, 1727.
The Governor of Canada's summons to the Commander of the Fort at Oswego, to demolish the same, with his letter to the Governor of New York, and the answer on that affair in French and English.

New York.

A second letter from him, dated 28th August, 1727, signifying his having proclaimed the King in New Jersey.
Four lists of ships trading inwards and outwards, from Christmas, 1726, to Midsummer, 1727.

A third from him, dated 26th of October, 1727.
Copy of an address from the Governor, Council and Assembly of New York to His Majesty on his happy accession.
Copy of an address from the Justices of the Supreme Court, Attorney General, High Sheriff and Grand Jurors, and
Copy of an address from the Mayor, Aldermen and Assistants.
The Governor's speech to the General Assembly of New York.
The votes of the Assembly, from the 30th September, 1727, to the 23rd October following.

A fourth letter from him to the Secretary, dated 26th October, 1727.

Letters ordered to the Duke of Newcastle.

Whereupon ordered that the draught of a letter be prepared for enclosing to the Duke of Newcastle [fo. 285] so much of Mr. Burnet's said letter of the 24th of August last, as relates to the Governor of Canada's having summoned a fort, lately built by Mr. Burnet, on the River Oswego, to surrender to the French.

Ordered that another letter be prepared, for enclosing to the Duke of Newcastle [fo. 285] the three aforementioned addresses, in order to be laid before His Majesty.

Mr. Leheup with two addresses.

Mr. Leheup, agent for New York, attending, presented to the Board, two addresses, viz.:—
Address from the Council of New York to Mr. Burnet, upon His Majesty's happy accession to the throne.
Address of the Mayor, Recorder, Aldermen and Assistants of New York, convened in Common Council, to Mr. Burnet, upon His Majesty's happy accession to the throne;
which being read, their Lordships ordered that copies thereof should be taken.
