St. Christophers.

Petition for removing Mr. Smith from Council.

The Board taking into consideration the Order of the Committee of Council, referring the memorial of Mr. Beake, agent for St. Christophers, complaining of Mr. Smith, Secretary of the Leeward Islands, and praying he may be removed from the Council of St. Christophers, read the 8th of June, 1731, and judging it inconsistent for one man to hold at the same time the offices of Councillor and Clerk of the Council, gave directions for preparing the draught of a report thereupon, as likewise of a letter to Mr. Smith.

South Carolina.

Mr. St. Johns desire to be discharged out of the custody of the Assembly.

Mr. Whitaker, late Attorney General in South Carolina, attending, as also Mr. Hume, late Speaker of the Assembly there, the Board took into consideration and read a petition from Mr. Vaughan, agent for Mr. St. Johns, Surveyor General of Carolina, desiring the Board's interposition with the Assembly for his enlargement; and it appearing to the Board by the information of the said Mr. Whitaker and Hume, that the Assembly had conceived a resentment against him, on account of the informations and observations he had made upon the subject of the quit rent law, passed in South Carolina in 1731, and that the Assembly would not have been so much exasperated against him for the slighting words, which he is accused to have said against them; directions were given for preparing the draught of a letter to Colonel Johnson, Governor of that province, to endeavour to get his discharge.

Mr. Dunbar a Councillor.

An Order of the Committee of Council, dated the 22nd of May, 1733, referring to the Board the memorial of Charles Dunbar, Esq., Surveyor General of the Customs of His Majesty's Islands of Barbadoes, Bermudas and the Leeward Islands, praying that he may be appointed a member of each of the Councils in the said islands, was read, and the draught of a report was thereupon ordered to be prepared.

Mr. Smith, about being a Councillor and Secretary.

The report, ordered yesterday to be prepared, in relation to Mr. Smith's being Secretary of the Leeward Islands and a member of the Council of St. Christophers, as also the letter to him upon this subject, were agreed.

The draught of a report, ordered yesterday to be prepared, upon the memorial of Mr. Dunbar, praying that he may be appointed a member in each of the Councils of Barbadoes, Bermudas and the Leeward Islands, was agreed.

South Carolina.

Mr. St. John's discharge.

The letter to Colonel Johnson, Governor of South Carolina, ordered to be prepared the 5th inst., relating to his procuring Mr. St. Johns' discharge out of the custody of the Assembly there, was agreed and signed.

Petition of Mr. Purry for part of his grant.

An Order of the Committee of Council, dated the 22nd of May, 1733, directing the Board to consider the petition of Mr. Purry, praying that His Majesty would authorise the Governor of South Carolina to grant to the petitioner such a part of the 48,000 acres of land allowed to him upon the importing 600 Swiss into that province, as shall be in proportion to the number of Swiss already imported, and as shall hereafter from time to time be imported thither, was read, and directions were given for preparing the draught of an instruction upon this subject.

The report about Mr. Dunbar's being a member of the Councils of Barbadoes, Bermudas and the Leeward Islands, agreed the 6th inst., was signed.

Imports and exports.

A letter from Mr. Carkesse, dated the 23rd of January, 1732-3, with the Inspector General's leidger of imports and exports for the year 1727, was read.

Letter from Mr. Tigh.

A letter from Mr. Tigh, consul at Elsinore, dated the 31st of December, 1732, was read, and the following paper, therewith transmitted, laid before the Board:—

A list of all ships passing through the Sound for the Baltick, in the year 1732.

Barbadoes.

Letter from the Governor.

A letter from the Lord Howe, Governor of Barbadoes, dated the 18th of April, 1733, with his speech to the Council and Assembly there, was read.

A new Councillor.

And a representation was signed for proposing (fn. 1) Mr. Salter to be of the Council of Barbadoes, in the room of Mr. Berwick, deceased, as desired by Lord Howe's said letter.

South Carolina.

Mr. Purry, quantity of land.

A memorial from Mr. Purry, relating to a quantity of land claimed by him in South Carolina for the benefit of the Swiss Protestants that settled there, was read, and the draught of an instruction for that purpose, ordered to be prepared the 7th inst., as also a representation to accompany the same, were agreed.

June 19. Present:—Earl of Westmorland, Mr. Docminique, Mr. Pelham, Mr. Ashe, Sir O. Bridgeman, Mr. Brudenell.

Plantations General.

Address from the House of Lords, laws, manufactures and trade.

A letter from the Duke of Newcastle, dated the 15th inst., was read, with an address from the House of Lords to His Majesty, desiring that this Board would prepare, and lay before the House, an account of the laws made, manufactures set up, and trade carried on, in any of His Majesty's colonies and plantations in America, which may have affected the trade, navigation and manufactures of this kingdom, etc., and directions were given for preparing the draught of a representation accordingly.

South Carolina.

Lands and baronies.

A letter from Mr. Allen, dated the 14th inst., relating to some lands and baronies in South Carolina, granted by the Lord Carteret to several persons, was read.

Nova Scotia.

Letter from the Governor, la Tour.

A letter from Colonel Philipps, dated the 7th inst., in answer to the complaint of Mrs. Campbell, alias la Tour, was read, and the Board made a progress in the consideration of Mrs. la Tour's petition, read the 17th of last month.

South Carolina.

Mr. Purry, quantity of land.

The representation, relating to a quantity of land claimed by Mr. Purry in South Carolina for the benefit of the Swiss Protestants that have settled there, agreed at the last meeting, was signed.

Bahamas.

The Governor's remarks upon Acts.

The Secretary then laid before the Board a paper he had received from Mr. Fitzwilliams, Governor of the Bahamas, containing his remarks upon some Acts passed there, and the same being read, the Secretary was ordered to acquaint Mr. Fitzwilliams that he might get new Acts passed, according to the directions of his instructions, to alter such of the said Acts as should be found inconvenient.

Then the following copies of Orders in Council were laid before the Board, and read.

Order in Council, of the 21st of February, 1732–3, appointing Charles Bridgewater, Esq., a Councillor in Nevis, in the room of John Richardson, Esq., deceased.

Governor's commission.

Order in Council, dated the 10th of May, 1733, approving the draught of a commission for William Mathew, Esq., to be Governor of the Leeward Islands.

Antigua.

Chancery Act.

Order in Council, dated the 10th of May, 1733, confirming an Act, passed at Antigua in 1732, for repealing part of another Act, passed there in 1715, for constituting a Court of Chancery.

Bahamas.

Governor's commission and instructions.

Two Orders in Council, of 25th January, 1732–3, and of 10th of May, 1733, approving the draughts of a commission and instructions for Mr. Fitzwilliams to be Governor of the Bahamas.

Massachusetts.

Governor's salary.

Order in Council, of 21st February, 1732–3, allowing Governor Belcher to receive £3000 granted him by an Act passed in the Massachusetts Bay in 1732.

Issuing bills of credit.

Order in Council, of the 10th of May, 1733, dismissing the address of the Council and Assembly of the Massachusetts Bay, praying a repeal of the Governor's 16th and 30th instructions, relating to the issuing bills of credit, and paying of public money.

Two Orders in Council, of the 10th of May, 1733, approving the draughts of a commission and instructions for Robert Macarty, Esq., to be Governor of Newfoundland.

Order in Council, of the 10th of May, 1733, approving the draught of a commission for Gabriel Johnstone, Esq., to be Governor of North Carolina.

Gum.

A letter from the Duke of Newcastle, dated the 18th inst., relating to the pretensions of the French to a monopoly of the trade for gum on the coast of Africa, was read; and directions were given to desire some of the directors of the African Company to attend upon this subject on Tuesday morning next.

Grievances.

The draught of a representation, relating to the grievances of the British merchants in Sicily, mentioned in the Minutes of the last month, was agreed and ordered to be transcribed.

North Carolina.

List of ships.

The Naval officer's list of ships, entered and cleared at Port Beaufort, in North Carolina, from Christmas, 1730, to Michaelmas, 1732, was read.

Santa Cruz.

Offered to sale by the French.

A letter from the Lord Harrington, dated the 14th of May last, acquainting the Board that the French Ambassador has contracted to sell to the Danish West India Company the Island of Santa Cruz, and directing the Board to lay before the King a state of his title to the said island, was read; and directions were given for preparing the draught of a representation thereupon.

South Carolina.

Georgia.

A letter from Mr. Thomas Lowndes, of this day's date, intimating the danger the province of Georgia is in of being ruined, was read, and Mr. Lowndes attending, he promised to let the Board have in writing what he has to offer with respect to the said province.

Jamaica.

New Councillor.

Ordered that a representation be prepared for proposing William Gordon, Esq., to be of the Council of Jamaica, in the room of Mr. Stout, who has resigned.

Nova Scotia.

De la Tour.

The Board taking again into consideration Mrs. de la Tour's petition touching her right to some lands in Nova Scotia, mentioned in the Minutes of the 19th inst., gave directions that Colonel Philipps should be desired to attend the Board upon this subject on Wednesday morning next.

Virginia.

13 Acts.

Mr. Fane attending, the Board took into consideration and read his report upon 13 private Acts, passed in Virginia, and gave directions for preparing the draught of a report for confirming the same.

Leeward Islands.

Governor's additional salary.

An Order of the Committee of Council, dated the 21st inst., requiring this Board to prepare the draught of an additional instruction for General Mathew, Governor of the Leeward Islands, empowering him to receive from each of the islands an additional salary, was read, and directions were given for preparing the draught of an additional instruction accordingly.

New York.

New Jersey.

Caveat against Mr. Morris being removed.

A caveat from Mr. Paris, in behalf of Lewis Morris, Esq., Chief Justice of New York and President of the Council of New Jersey, against Mr. Morris's being removed or suspended from his employments without hearing, was read.

Trade.

Africa.

Gum.

Mr. Hayes, and several of the directors of the African Company, attending, as they had been desired, the Board took again into consideration the Duke of Newcastle's letter, relating to the pretensions of the French to a monopoly of the trade for gum on the coast of Africa, read the 20th inst., and after some discourse with them upon the subject thereof, their Lordships desired they would send in writing a state of their right to trade on the Gum Coast, which they promised to do accordingly.

Miscellanies.

Incidents and salary.

Yesterday the Secretary laid before the Board the accounts of the incidental charges of this office, from Lady Day, 1733, to Midsummer following; and a letter to the Lords of the Treasury desiring payment thereof, as also of the salary due to the Secretary and other officers in the service of this Commission, was signed.

Leeward Islands.

Santa Cruz.

About its sale.

The representation concerning the French Ambassador's contract to sell the Island of Santa Cruz to the Danish West India Company, ordered to be prepared the 21st inst., was agreed and signed, as also a letter, inclosing the same to the Lord Harrington.

Nova Scotia.

De la Tour.

Colonel Philipps, Governor of Nova Scotia, attending, as he had been desired, the Board took again into consideration Mrs. de la Tour's petition touching her right to some lands in that province; and desiring Colonel Philipps to give the Board some account of that affair, he said, that there are some other claimants to the estate, which La Tour petitions for, but that they were Papists; and being retired to France had made a cession of their right to the petitioner, though he believed, she was under a contract to account with them for any thing she should recover; that the amount of the quit rents claimed by her was about £100 a year, and that the reason of his having prevented any further payments to her, was in the interim, to receive the King's pleasure concerning her right.

The Board then gave directions that a state of her claim might be made up from the several papers relating to this affair, mentioned in the Minutes of the 17th of May last.

The representation, relating to the grievances of the British merchants in Sicily, agreed the 20th inst., was signed, as also a letter, inclosing the same to the Duke of Newcastle.

Jamaica.

The representation, proposing William Gordon, Esq., to be of the Council of Jamaica, in the room of Mr. Stout, who has resigned, ordered to be prepared the 22nd inst., was agreed and signed.

Letter from the Governor.

A letter from Colonel Johnson, Governor of South Carolina, dated the 10th of April, 1733, with

Virginia.

The draught of a representation for confirming 13 private Acts of Virginia, ordered to be prepared the 26th inst., was agreed.

Leeward Islands.

Governor's additional salary.

The draught of an instruction for General Mathew, Governor of the Leeward Islands, empowering him to receive an additional salary from the said islands, ordered to be prepared the 26th inst., was agreed, as also a report thereupon.

Jamaica.

Letter from the Governor, with papers.

A letter from Major General Hunter, Governor of Jamaica, dated the 27th of March, 1733, was read, and the papers, therein referred to, were laid before the Board, viz:—

Letter to the Duke of Newcastle.

Whereupon a letter was signed, for inclosing to the Duke of Newcastle, an extract of so much of the said letter as relates to the depredations committed by the Spaniards at Port Morant.

Ordered that a circular letter be wrote to all the King's Governors in America, to desire they will transmit with every private Act a certificate of its having been passed according to the forms prescribed by their instructions.

The representation for confirming the 13 private Acts of Virginia, agreed yesterday, was signed.

The representation with an instruction for General Mathew, Governor of the Leeward Islands, empowering him to receive an additional salary from the said islands, agreed yesterday, was signed. [Not signed nor dated till July 3rd, 1733.]

Plantations General.

The circular letter to all the King's Governors in America, to desire they will transmit with every private Act a certificate of its having been passed according to the forms prescribed by their instructions, ordered yesterday to be prepared, was agreed.
