New Hampshire.

Two new Councillors.

A representation proposing Joseph Sherburn and Ellis Huske, Esqs., to be of the Council of New Hampshire, in the room of Mr. Walton and Mr. Frost, was agreed and signed.

Barbadoes.

Plantations General.

Representation, Act, recovery of debts.

A representation from the President, Council and Assembly of Barbadoes, containing their observations upon the several laws of that island, relating to creditors, and offering their reasons against an Act of Parliament passed here, for the more speedy recovery of debts in His Majesty's plantations and colonies in America; and directions were given for desiring Mr. Yeamans, Mr. Forster and Mr. Leheup, agents for this island, to attend to-morrow morning.

Trade.

Russia Company.

A letter from Mr. Holden, Governor of the Russia Company, relating to the Russian armies being cloathed for several years by the English, was read; and directions were given that he and the other directors should be desired to attend the Board on Thursday morning next.

Antigua.

Laws, to be printed.

The Secretary then acquainting the Board, that Mr. Yeamans, agent for Antigua, desired their Lordships would be pleased to give directions that the body of laws of that island, which was presented to the Board the —, should be printed; and directions were given that they should be printed accordingly.

Barbadoes.

Act, recovery of debts.

Mr. Yeamans, Mr. Forster and Mr. Leheup, agents for Barbadoes, attending, as they had been desired, the representation from the President, Council and Assembly of that island, against an Act of Parliament passed here, for the more easy recovery of debts in His Majesty's plantations and colonies in America, read yesterday, was again read and considered, and after some discourse with these gentlemen upon the subject thereof, they promised to put in writing what they had to offer against the said law, and to lay the same before the Board.

South Carolina.

Grants of land.

Their Lordships then took again into consideration the Order of the Committee of Council, referring to the Board the petition of Mr. Thorpe, for the confirmation of nine thousand acres of land in South Carolina, read the 8th of May last, and a deposition from Mr. Thorpe, as also a letter from Mr. Lowndes, and another from Mr. Whitaker, relating to the difference of grants of land in the said province, were severally read; and directions were given for preparing the draught of a report upon Mr. Thorpe's said petition.

Trade.

Flanders, copies of papers.

Mr. Drummond, one of the King's commissaries appointed to meet and treat with those of his Imperial Majesty and of the States General at Antwerp, attending, he desired the Board would be pleased, in pursuance of a letter formerly written to them by the Lord Harrington, mentioned in the Minutes of the —, to direct that copies might be made of several papers in this office, relating to the Flanders trade, and their Lordships directed that the Secretary should employ an extraordinary clerk for that purpose.

Trade.

Russia.

Silk trade from Persia.

Mr. Holden, Governor of the Russian Company, attending, as he had been desired, with some of the directors of that Company, he presented to the Board the extract of some clauses of their charter, relating to the silk trade from Persia, through Russia, as in an Act of Parliament for the corporation of merchants adventurers for discovering of new trades, anno 1566, which was read, and the Board took again into consideration the letter from the Lord Harrington, and the papers, therein referred to, read the 9th of March last, relating to the trade to Russia; and Mr. Holden presenting to the Board an extract referred to in his letter, read the 3rd inst., relating the same, was read, and the Board made some progress in the consideration thereof.

Nova Scotia.

Mrs. de la Tour.

The Board made a progress in the consideration of Mrs. de la Tour's petition, with several other papers, mentioned in the Minutes of the 27th of the last month, touching her right to some lands in Nova Scotia.

North Carolina.

Observations upon Governor's instructions.

Mr. Johnstone, appointed Governor of North Carolina, attending, his observations upon the draught of his instructions were read, and the draught of his general instructions, and of those, which relate to the Acts of Trade, being agreed, the draught of a representation thereupon was ordered to be prepared.

Barbadoes.

Letters from the Governor, with papers.

A letter from the Lord Howe, Governor of Barbadoes, dated the 13th of May, 1733, was read, and the papers, therewith transmitted, were laid before the Board, viz:—
Minute of Council of the 8th of May, 1733, relating to the evacuation of Santa Lucia.
Copy of the Minutes of Council, of the 8th of May, 1733, and of their address to the Lord Viscount Howe, with his Lordship's answer.
Copy of the Minutes of Assembly, of the 8th of May, 1733, their address to the Lord Howe upon his speech, and of their resolutions relating to Santa Lucia.

A second letter from the Lord Howe was likewise read, and the papers, therewith transmitted, were laid before the Board, viz:—
and Acts, which Acts are sent to Mr. Fane.
One Act, passed in February, 1732-3, and three in May, 1733.

Ordered that the said Acts be sent to Mr. Fane, for his opinion thereupon in point of law.

North Carolina.

Governor's instructions.

The representation with Mr. Johnstone's instructions for his government of North Carolina, ordered yesterday to be prepared, was agreed and signed, as also a letter, for inclosing the same to the Duke of Newcastle.

St. Christophers.

A letter from the President, with Acts, which are sent to Mr. Fane.

A letter from Michael Smith, Esq., President of the Council of Nevis and Commander in Chief of the Leeward Islands, dated the 12th of May, 1733, was read, and the papers, therewith transmitted, were laid before the Board, viz:—
Six Acts, passed at St. Christophers in 1733.

Ordered that the said Acts be sent to Mr. Fane, for his opinion thereupon in point of law.

Plantations General.

Surveyor General to be of the Council.

An Order of the Lords of the Committee of Council, dated the 3rd of July, 1733, upon a report of the Board of Trade on the petition of Mr. Dunbar, relating to his being added to the several Councils in the islands, where he is Surveyor General of the Customs, was read, and directions were given for preparing the draughts of additional instructions accordingly.

Mr. Thorpe, nine thousand acres.

The draught of a report upon the petition of Mr. Thorpe, for the confirmation of a grant of nine thousand acres of land in South Carolina, ordered to be prepared the 4th inst., was agreed and signed.

Trade.

Russia.

The Board taking again into consideration the letter from the Lord Harrington, mentioned in the Minutes of the 5th inst., and the papers, therein referred to, relating to the trade to Russia; directions were given for preparing the draught of a representation thereupon.

Plantations General.

Surveyor General to be of the Council.

The draughts of circular instructions to all the Governors in America for admitting the Surveyor General of the Customs there to be of the several Councils within their respective districts, ordered yesterday to be prepared, were agreed, and directions given for preparing a report thereupon.

July 25. Present:—Mr. Bladen.

Trade.

Orders in Council,

East India Company's exports.

Five Orders in Council, dated the 6th of November, 1728, 19th of November, 1729, 12th of November, 1730, 28th of October, 1731 and 30th of November, 1732, referring to the Board several accounts of the East India Company's exports for five years, from Michaelmas, 1727, to Michaelmas, 1732, were severally read, and directions were given for preparing the draught of a representation thereupon.

Letter from Mr. Tigh, ships passing the Sound.

Their Lordships taking again into consideration Mr. Tigh, the consul at Elsinore, his letter with the list of all nations ships passing through the Sound for the Baltick in the year 1732, gave directions for preparing a scheme, distinguishing the number of each nation's ships passing and repassing the Sound, for six years past.

North Carolina.

Representation, state and condition.

A representation from Captain Burrington, Governor of North Carolina, containing the present state and condition of that province, was read, and the papers referred to in the said representation, dated the 1st of January, 1732–3, was laid before the Board.

The following letters from General Mathew, Commander in Chief of the Leeward Islands, were read, and the papers, therein respectively referred to, were laid before the Board:—

A letter from him, dated the 3rd of October, 1730.
State of the British sugar colonies in South America, and of the trade of the northern colonies on the Continent to and from the French sugar islands and Surinam.

A letter from him, dated the 19th of November, 1730.

A letter from him to the Secretary, dated the 20th of February, 1730–1.

Nevis.
Naval officer's lists of vessels entered inwards at Nevis, from the 25th of June, 1720, to the 25th of June, 1729, as also of those cleared outwards.
St. Christophers.
Fifteen Naval officer's lists of vessels entered in and cleared out, at St. Christophers, from Christmas, 1726, to Michaelmas, 1730.
The treasurer's account of receipts and payments of the public revenue, from Christmas, 1722, to Midsummer, 1730.
List of negroes imported into St. Christophers, from the 25th of December, 1726, to the 25th of September, 1730.

Antigua.

An Act, passed at Antigua, concerning the payment out of the public treasury for slaves executed, and to be executed in this island for treasons, murders and other felonies.

Bahamas.

Letters from the Governor, with one paper.

The following letters from Captain Rogers, Governor of the Bahamas, were read, and the paper, therein respectively referred to, were laid before the Board:—

Copy of a presentment of the grand jury against Mr. Colebrooke at New Providence for barratry, and being a common disturber, May the 25th, 1731.

Pennsylvania.

Major Gordon, Deputy Governor.

An Order of the Lords of the Committee of Council, dated the 25th of July, 1733, upon the petition of John, Thomas and Richard Penn, Esqs., praying His Majesty's approbation of Major Gordon to be continued Deputy Governor of Pennsylvania, was read, as also

A declaration of John Penn, Thomas Penn and Richard Penn, relating to the right claimed by the Crown to the three Lower Counties upon Delaware River, adjoyning to Pennsylvania;

And directions were given for preparing the draught of a report thereupon.

Bahamas.

Erecting a fortification.

An Order in Council, dated the 25th inst., referring to the Board a memorial from Mr. Fitzwilliams, Governor of the Bahamas, concerning the purchase of a tract of land in the Bahamas, in order to erect a fortification thereupon, was read, and directions were given for preparing the draught of a report thereupon.

Pennsylvania.

Major Gordon, Deputy Governor.

The report, for continuing Major Gordon Deputy Governor of Pennsylvania, ordered to be prepared the 26th inst., was agreed and signed.

Trade.

Africa.

Gum Coast.

A letter from Mr. Spence, Secretary to the African Company, dated the 26th inst., inclosing a memorial from the said Company, relating to their right to the Gum Coast, was read, and directions were given for preparing the draught of a report thereupon.

South Carolina.

Acts sent to Mr. Fane.

Two Acts of South Carolina, the one passed in 1696, and the other in 1700, received from Mr. Scrope, were ordered to be sent to Mr. Fane, for his opinion thereupon in point of law.
