Message from H. C. with the Bill for making Rivers navigable.

A Message was brought from the House of Commons, by Sir Humphrey Winch Baronet; who returned a Bill sent down from their Lordships, concerning making divers Rivers passable for Boats, Barges, and other Vessels, wherein the Commons have made some Alterations, and added a Proviso, and desire their Lordships Concurrence therein.
