ORDERED, That the Consideration of this Bill be committed to a Committee of the whole House.

A Petition of the Master, Wardens, and Company, of Vintners, was presented to this House; and ordered, to be referred, with the (fn. 1) Bill, to the Consideration of the Committee of the whole House.

The Lord Chamberlain reported, "That the Duke of Richmond and himself have attended His Majesty, with their Lordships Desires concerning Sir John Wintour. And His Majesty is pleased to return this Answer, That He will do therein according as is desired."

Then the House was adjourned, and the Lords went to the Conference.

Messages from H. C. to return Three Bills.

A Message was brought from the House of Commons, by Sir John Birkenheade and others; who returned these Bills following:

1. A Bill concerning Sir Charles Stanley, to which they agree with a small Amendment, and desire their Lordships Concurrence therein.

2. The Bill concerning Mr. Paston, wherein their Lordships made a Saving and an Amendment, to which the Commons agree.

A Message was brought from the House of Commons, by Sir Adam Browne and others:

To return the Bill concerning the Lady Francis Savil, to which the Commons agree with a small Amendment, and desire their Lordships Concurrence thereunto.

Bill for raising Money on Wines, &c.

The House was adjourned into a Committee, to take into Consideration the Bill for raising Three Hundred and Ten Thousand Pounds, by an Imposition upon Wines and other Liquors.

The House being resumed;

The Lord Chamberlain reported, "That the Committee of the whole House have considered of the Bill for raising Three Hundred and Ten Thousand Pounds upon Wines and other Liquors; and think it fit to pass, without any Amendments or Alterations."

Shortness of Time never to be used as an Argument for passing Bills without due Consideration.

Upon Report made by the Lord Chamberlain, from the Committee of the whole House, concerning the Bill for raising Three Hundred and Ten Thousand Pounds by an Imposition on Wines and other Liquors, "That, in regard the said Bill being very long, and consisting of many Paragraphs, came from the House of Commons so near the Time of Adjournment; he was commanded to report it as the Opinion of the Committee, That it might be entered into the Journal Book of this House, that there may be no such Argument hereafter used in this House (as was upon this Bill of Shortness of Time), for the passing of Bills, to precipitate the passing of them; but that due Consideration may be had hereafter, according to the Course of Parliaments:"

The Lords Spiritual and Temporal in Parliament assembled agreed with the Report made from the Committee; and ORDERED, That this Order be entered on the Roll of the Standing Orders of this House.

The King to be moved to defer the Adjournment.

The Duke of Bucks, the Lord Great Chamberlain, and the Lord Chamberlain, are appointed, by the House of Peers, to wait on His Majesty, and humbly desire Him from this House, "That He would please to defer the Time of the Adjournment of the Parliament for a few Days, in regard the Rights and Privileges of this High Court have been this Day disputed by the House of Commons at a Conference, to the End the Lords may have Time to assert and vindicate their said Rights and Privileges before the Adjournment."
