PRAYERS.

Answer from H. C. Unparliamentary, in agreeing to one Part of a Message, and denying the other.

The Messengers sent Yesterday with the Message to the House of Commons return with this Answer:

That the House of Commons agree to a Conference, as is desired, concerning the Bill for an additional Imposition upon Foreign Commodities, &c.

But as concerning that Part of the said Message touching an Address to His Majesty, they will send an Answer by Messengers of their own.

The Lords conceived this Answer from the House of Commons to be Unparliamentary, and contrary to all ancient Precedents and Proceedings of Parliament, in agreeing to one Part of a Message, and denying another Part of it.

Message from thence, with a Bill.

A Message was brought from the House of Commons, by Sir Robert Atkins and others:

Who brought up a Bill, intituled, "An Act for laying Impositions on Proceedings at Law."

Message to them, for a Conference on the last Answer from thence.

The Lords being made acquainted, "That the House of Commons was in the Painted Chamber, ready to give their Lordships a Conference:"

The House took into Debate, what Course to take herein.

And the Lords took the same into Consideration. But, before their Lordships could come to any Result, the House was informed, that the Commons were returned, after long Attendance, to their House.

Whereupon this House sent this Message to the House of Commons, by Sir John Coell and Sir William Beversham:

That the Lords have received from the House of Commons an Answer to the Message sent to them Yesterday in which they desired a Conference; which Answer their Lordships conceive so Unparliamentary, that they cannot proceed in that Conference; and desire a Conference upon that Answer, in the Painted Chamber, at Five of the Clock this Afternoon, at which Time this House will be sitting, and desire that they would then be sitting also.

ORDERED, That the same Lords as were appointed Yesterday to manage the Conference, are now deputed to manage the Conference this Afternoon; and are to meet this Afternoon, at Four of the Clock, to consider and prepare what is fit to be offered at the Conference, and to report the same to the House.

Adjourn.

Impositions on Proceedings at Law Bill.

Conference about the Unparliamentary Answer from H. C.

The House being made acquainted that the House of Commons were attending in the Painted Chamber, ready to give their Lordships a Conference; their Lordships gave this Direction to the Lords that were to manage the Conference: "To take Notice of the Answer of the House of Commons returned to their Lordships Message sent Yesterday, which is unusual; and in general, to give Reasons of their Lordships Message."

Then the House was adjourned during Pleasure, and the Lords went to the Conference; which being ended, the House was resumed.

Additional Bill to prevent the Exportation of Wool.

Hodie 1a vice lecta est Billa, "An additional Act for the better preventing the Exportation of Wool."

Message from H. C. with a Bill.

A Message was brought from the House of Commons, by Sir Jonathan Trelawny and others:

To present a Bill, intituled, "An Act for holding the Summer Affizes of the County of Cornwall at Bodmin;" to which they desire their Lordships Concurrence.

Affizes at Bodmin Bill.

Town of Launceston to be heard about it.

Upon the First Reading of a Bill, intituled, "An Act for holding the Summer Assizes for the County of Cornwall at Bodmin:"

After some Consideration had thereof, it is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That some Person or Persons sufficiently authorized from the Town of Launceston, in the said County of Cornwall, shall appear at the Bar of this House within Ten Days after Notice given hereof to the said Town, in order to their being heard before the said Bill be read the Second Time in this House.

Bill to vest Lands at Portsmouth in the King.

The Earl of Bridgwater reported, "That the Committee have considered the Bill concerning the Land taken in for the Fortifications of Portsmouth; and do think it fit to pass, with some Amendments."

Which, being read Twice, were Agreed to; and the Bill ordered to be engrossed, with the said Amendments.
