Maintenance of Ministers in London Bill.
The Earl of Aylisbury reported, "That the Committee have considered the Bill for the better Settlement of the Maintenance of the Parsons, Vicars, and Curates, in the Parishes of London burnt by the Fire; and do think it fit to pass as it is."
Hodie 3a vice lecta est Billa, "An Act for the better Settlement of the Maintenance of the Parsons, Vicars, and Curates, in the Parishes of the City of London burnt by the late dreadful Fire there."
The Question being put, "Whether this Bill shall pass?"
It was Resolved in the Affirmative.
Message from the King, concerning a Prorogation.
His Royal Highness the Duke of Yorke acquainted this House, "That His Majesty commanded him to signify to their Lordships, That His Majesty intends to come on Saturday next, and prorogue this Parliament."
River Wey Bill.
Hodie 3a vice lecta est Billa, "An Act for settling and preserving the Navigation of the River Wey, in the County of Surrey."
The Question being put, "Whether this Bill shall pass?"
It was Resolved in the Affirmative.
Message to H. C. for a Conference on the Bill for additional Impositions on Foreign Commodities; and that the Lords agree to the following Bills.
A Message was sent to the House of Commons, by Sir John Coell and William Bevesham, consisting of these Particulars:
1. To desire a present Conference with the House of Commons, in the Painted Chamber, upon the Subjectmatter of the last Conference, concerning the Bill for an additional Imposition on several Foreign Commodities, &c.
2. To let them know, that the Lords have agreed to the Amendments made by the House of Commons in the Bill for Relief and Release of poor Prisoners for Debt.
3. That the Lords have agreed to the Bill for better paving and cleansing the Streets in and about London.
4. That the Lords have agreed with the Commons in the Amendments in the Bill concerning regulating Workhouses.
5. That the Lords have agreed to the Bill concerning the London Ministers, without any Amendment.
6. To let them know, that the Lords have agreed to the Bill for preserving the Navigation of the River Wey, &c. without any Amendment.
Observation of the Sabbath Bill.

The House of Commons being ready for the Conference, the House was adjourned during Pleasure, and the Lords went to the Conference, with Directions to acquaint the House of Commons with the Reasons and Precedents prepared by the Committee, but not with the particular Reasons upon the Matter of the Bill.

To desire a present Conference, in the Painted Chamber, concerning the Bill for the Vesting of certain Feefarm Rents in Trustees.
The Earl of Anglesey, Earl of Essex, Earl of Sandwich, and the Lord Ashley, were appointed Managers of this Conference.
The Messengers return with this Answer:

That the House of Commonswill give a Conference, as is desired.
Message to H. C. for a Conference on the Bill to prevent Frauds in buying, &c. Cattle.
A Message was sent to the House of Commons, by Baron Turner and Baron Littleton:
To desire a present Free Conference, in the Painted Chamber, concerning the Subject-matter of the last Conference, upon the Bill to prevent Frauds in buying and selling Cattle in Smithfeild and elsewhere.
The same Lords as reported the Conference with the House of Commons concerning this Bill are to manage this Free Conference; and to give such Reasons as were used in the Debate, why this House cannot agree with the House of Commons to the leaving the Clause to stand in the Bill.
Hemp and Flax Bill.
The Earl of Anglesey reported, "That the Committee have considered the Bill for sowing Hemp and Flax, and have made some Amendments therein."
Which, being read Twice, were Agreed to.

The Question being put, "Whether this Bill, with the Amendments, shall pass?"
It was Resolved in the Affirmative.
Observation of the Sabbath Bill.

ORDERED, That the Consideration of this Bill is committed to these Lords following:
PRAYERS.
Their Lordships, or any Five; to meet on Saturday Morning next, at Nine of the Clock, in the Prince's Lodgings.
The House of Commons being ready for the Conference, the House was adjourned during Pleasure, and the Lords went to the Conference; which being ended, the House was resumed.
Report of the Conference on the Bill for additional Impositions on Foreign Commodities.
The Earl of Anglesey reported, "That the Managers of the Conference with the House of Commons this Morning, upon the Bill for Impositions upon Foreign Commodities, made Use of those Reasons and Precedents in Writing as they were directed by this House, and left the same in Writing with the House of Commons; and shewed them the Book of Rates, confirmed by the Act of 13° Caroli Secundi, which is kept in this House as a Record."
Address to the King; when to be presented.
The Lord Chamberlain acquainted this House, "That himself and the Lord Steward have attended His Majesty, to know what Time He will please to appoint when both Houses should wait upon Him, to present their humble Address, concerning the wearing of English Manufactures; and His Majesty hath appointed Saturday Morning next, between Eight and Nine of the Clock, in the Banqueting House at Whitehall, for that Purpose."
Message to H. C. to acquaint them with it.
A Message was sent to the House of Commons, by Baron Turner and Baron Littleton:
To let them know, that His Majesty hath appointed Saturday Morning next, between Eight and Nine of the Clock, for both Houses to wait upon Him, in the Banqueting House at Whitehall, to present the humble Address of both Houses, concerning the wearing of English Manufactures.

Message from thence, for a Conference on the Tobacco Bill.
A Message was brought from the House of Commons, by Sir Robert Howard and others:
To desire a Conference, concerning the Amendments made by their Lordships in the Bill against planting Tobacco in England.
The Answer returned was:
Answer.
That their Lordships agree to a Conference, as is now desired; and appoint the same to be presently, in the Painted Chamber, after the Free Conference.
The House was adjourned during Pleasure, and the Lords went to the Conference; which being ended, the House was resumed.
Conference reported.
The Earl of Anglesey reported the Effect of the Free Conference with the House of Commons, concerning the Bill against planting of Tobacco in England, &c. which was,
"That the Commons agree to all the Amendments made by this House, excepting to that Amendment for leaving out the Oath to be administered to the Governors of the Plantations; to which they cannot agree, for these Reasons:
"1. Because the Act for Encouragement of Trade, in the 15th Year of this King, required this Oath to be taken, for Observation of the Laws.
"2. The Clause left out by your Lordships tends only to secure the Execution of that Law in this very Point.
"3. Experience hath shewed the Neglect, to the great Prejudice of the Trade of England.
"This Clause did only provide that the Oath be taken.
"The Temptation that lies upon the Governors, in Point of Profit, makes it necessary to secure the Trade of England by this Clause, that the Oath be taken.
"If it should be objected, That in case a Trade were opened with the Spaniard in The Indies, that this Obligation upon the Governors may be a Hinderance to it: 'Tis answered, That the Commodities directed by that Act could be of no Use to that Part of the World, who want only Blacks and Europæan Commodities."
The Lords, upon Consideration of these Reasons of the House of Commons, being not satisfied, insisted upon their Alteration concerning this Clause.
Message to H. C. for another Conference on this Bill.
A Message was sent to the House of Commons, by Sir John Coell and Sir William Beversham:
To desire a present Conference, in the Painted Chamber, concerning the Matter of the last Free Conference.
The Messengers return with this Answer.
Answer.
That the House of Commons will give a Conference, as is desired.
Message from thence, to return Bill;--and to remind the Lords of the Bill to prevent the Exportation of Wool.
A Message was brought from the House of Commons, by Sir Edmond Pooley and others:
To return several Bills sent down to the House of Commons with Amendments, to all which Amendments of their Lordships, the Commons do agree:
1. The Bill for better Preservation of Game.
2. The Bill concerning the Fortifications of Portsmouth.
3. The Bill to prevent Frauds in buying and selling of Cattle.
4. The Bill concerning Fee-farm Rents.
Also to put their Lordships in Mind of the Bill against exporting of Wool.
The House was adjourned during Pleasure, and the Lords went to the Conference; which being ended, the House was resumed.
ORDERED, That on Saturday Morning next this House will take into Consideration the Business concerning Ac etiams.
L. Wharton versus Negus, Privilege.
Upon Complaint made to this House, "That Symon Negus, of Wing, in the County of Bucks, Yeoman, hath distrained the Goods of the Lord Wharton, a Peer of this Realm, within the Time of Privilege of Parliament, contrary to the Privilege of Parliament:"
It is thereupon ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said Symon Negus be, and is hereby, required to appear at the Bar of this House to answer to the said Complaint on the Third Tuesday of the next Sitting of the Parliament after the Recess now at Hand.
Committee to examine the Journal, and distribute Poors Money.
ORDERED, That the Lords Sub-committees for Privileges, and the Perusal of the Journal Book, are hereby empowered to perfect the Examination of the Journal Book of this House within Two Months next after the Recess now at Hand; and also to distribute the Money now remaining in the Clerk of the Parliaments' Hands (collected from those Lords who heretofore came to this House after Prayers) to such, and in such Proportions, as their Lordships shall think fit.
And the Earl of Anglesey, Vicecomes Fauconberg, Lord Holles, and the Lord Delamer, are added to the said Committee.
